10. Media and US foreign policy

This chapter examines the influence of media and public opinion on U.S. foreign policy and vice versa. It considers the extent to which the media and public have been manipulated by the government, and the extent to which public opinion and media have shaped foreign policy during tumultuous times such as the terrorist attacks of 11 September 2001. It also explores the consequences of public opinion and media for U.S. power in the twenty-first century. The chapter describes pluralist and elite models of the public opinion/ media/foreign policy nexus, long with public and media diplomacy. It concludes with a discussion of the extent to which developments in communication technology have empowered U.S. public opinion and media, as well as the impact of this technology on global U.S. power and influence, in particular in the context of the current war on terror.

This chapter examines the relevance of media and public opinion to our understanding of foreign policy and international politics. It first considers whether public opinion influences foreign policy formulation, as argued by the pluralist model, or whether the public are politically impotent, as argued by the elite model. It then explores whether the media can influence foreign policy formulation, as argued by the pluralist model, or whether the media are fundamentally subservient to the foreign policy process, as argued by the elite model. It also integrates these competing arguments with theoretical frames used in the study of international relations: namely, realism, liberalism, and critical approaches (including constructivism and post-structuralism). The chapter concludes by discussing contemporary debates concerning organized persuasive communication and the ‘war on terror’.

BACKGROUND During the COVID-19 outbreak, social media served as the main platform for information exchange, through which the Chinese government, media and public would spread information. At the same time, a variety of emotions interweave, and the public emotions would also be affected by the government and media. OBJECTIVE This study aims to investigate the types, trends and relationships of emotional diffusion in Chinese social media among the public, the government and the media under the pandemic of COVID-19 (December 30,2019, to July 1,2020) . METHODS In this paper, Python 3.7.0 and its data crawling framework Scrapy 1.5.1 are used to write a web crawler program to search for super topics related to COVID-19 on Sina Weibo platform of different keywords . Then, we used emotional lexicon to analyze the types and trends of the public, government and media emotions on social media. Finally cross-lagged regression was applied to build the relationships of different subjects’ emotions. RESULTS The highlights of our study are threefold: (1) The public, the government and the media mainly diffuse positive emotions during the COVID-19 pandemic in China; (2) Emotional diffusion shows a certain change over time, and negative emotions are obvious in the initial phase of the pandemic, with the development of the pandemic, positive emotions surpass negative emotions and remain stable. (3)The impact among the three main emotions with the period as the time point is weak, while the impact of emotion with the day as the time point is relatively obvious. The emotions of the public and the government impact each other, and the media emotions can guide the public emotions. CONCLUSIONS This is the first study of comparing pubic, government and media emotions on the social media during COVID-19 pandemic in China. The pubic, the government and the media mainly diffuse positive emotions during the pandemic. And the government and the media have better effect on short-term emotional guidance. Therefore, when the pandemic suddenly occurs, the government and the media should intervene in time to solve problems and conflicts and diffuse positive and neutral emotions. In this regard, the government and the media can play important roles through social media in the major outbreaks. At the theoretical level, this paper takes China's epidemic environment and social media as the background to provide one of the explanatory perspectives for the spread of emotions on social media. At the some time, because of this special background, it can provide comparison and reference for the research on internet emotions in other countries.

Dramatic changes in the way the public acquires information and formulates its attitudes have potentially altered the opinion and foreign policy relationship. While traditional approaches have treated public opinion on domestic and foreign matters as largely distinct, the culmination of a series of changes may eliminate the effective distinction between foreign and domestic policy, at least in terms of how the American political system operates. All the factors central to the opinion and foreign policy process, such as information acquisition, attitude formation, media effects, the effect of opinion on policy, and presidential leadership now appear to mirror the processes observed at the domestic level. This analysis reviews historical trends in the literature on public opinion and foreign policy that has focused on the rationality of the public’s opinions, the structure of its attitudes, and its influence on foreign policymaking. The traditional Almond-Lippmann consensus portrayed an emotional public with unstructured attitudes and little influence on foreign policy; however, revisionist views have described a reasonable public with largely structured views on foreign policy that can, at times, constrain and even drive those policies. More recently, the rise of “intermestic” issues, contain both domestic and international elements, such as globalization, inequality, terrorism, immigration, and climate change, have interacted to transform the domestic and international context. The bulk of this analysis highlights emerging new research directions that should be pursued in light of the changes. First, scholars should continue to evaluate the “who thinks what and why” questions with particular attention to differences between high- and low-information individuals, the effect of misinformation, and information sources. In doing so, research should build on research from non-American contexts that points to the important influences of societal and institutional factors. In addition to continued examination of traditional demographic factors such as partisanship and ideology, additional attention should turn to consider potential genetic and biological foundations of attitudes. Finally, researchers should continue to evaluate how the new media environment, including social media, affects how the public accesses information, how the media provides information, and how political elites attempt to shape both. Given these changes, scholars should consider whether it continues to make sense to treat public opinion dynamics regarding foreign policy as distinct from domestic policy and its implications.

The study focuses on media’s portrayal of homosexuality as a reflection of cultural acceptance in the society. The first representation of gay men in the United States to a national audience occurred in 1967 with the airing of a documentary titled “The Homosexuals,” which is filled with harmful, derogatory stereotypes etc. The fact that homosexual characters were mostly guest stars as opposed to leading characters also suggests that gay activist were taking a less radical approach by attempting to improve acceptance of homosexual. In Nigeria, homosexuality is a taboo, abnormal and not accepted. The media can and has with some degree of success helped break down the cultural taboos associated with sensitive sexual topics and bridge some gaps in our sexual knowledge. The paper adopted empirical secondary data, and employed cultivation theory. It proved that the media have power in shaping people’ believe and perception, and can form or modify the public opinion in different ways depending on what the objective is. For example, Pakistani media influenced the opinion against the Taliban in Swat by repeated telecast of a video clip showing whipping of a woman by a Taliban. Before that, the public opinion over the military action against the Taliban was divided, but repeated telecast of this short video clip changed the public opinion overnight in favor of the government to take action. The paper recommended that the media should take a firm stand, not playing two-edge sword on  the reportage of homosexuality, and should remain a ‘watchdog’ and the ‘mirror’ of the society.

"One of the most fractious Canadian Radio-television and Telecommunications Commission (CRTC, or the Commission) policy hearings on record has recently come to a close. This was no run-of-the-mill, watch-the-paint-dry policy hearing. Tempers and passions flared as two industry titans, over-the-air (OTA) broadcasters, such as CTV and Canwest Global, and broadcast distribution undertakings (BDUs) such as Shaw Communications, Bell Canada and Rogers Inc. fought the battle of their lives over an issue called fee-for-carriage (FFC). The media covered the issues day in and day out. Canadians bombarded the CRTC with dose to 200,000 comments and the Government of Canada forced the CRTC to hold an additional hearing just to address the impact the decision could have on the public. With extensive media coverage and uncharacteristically active public participation, could this public policy process be deemed 'democracy in action'? This paper will argue that this is not the case. Through a discourse analysis of the debate within two distinctly differentiated public spheres -- 1) the battling media campaigns and 2) the CRTC public hearings in November and December of 2009 -- this paper will show that the public's ability to define its own interest, using its own voice, is tarnished to such a severe degree that this policy process fails"--From Introduction (page 3).

As a media outlet established, funded and controlled by the public, the public broadcaster has a special obligation in regard to informing the people about topics of public interest in accordance with professional reporting standards. European integration represents one of these topics. bearing in mind the fact that Montenegro started its journey towards the European Union in 2008. So far, 32 chapters have been opened, excluding Chapter 8 which is related to competition. In recent years, public opinion polls have shown a decline in the number of Montenegrin citizens who support Montenegro’s accession to the EU. This result can be explained by the impact of Brexit and the pessimistic estimates of experts that the European Union is going to fall apart in the near future. It is clear that the media – above all the public broadcaster – plays an important role in the process of informing the public on the accession process and shaping public opinion. Therefore, this work shall be dedicated to an analysis of the public broadcaster’s reporting on Chapter 27 which is related to the environment and climate change. This chapter was chosen precisely because Montenegro defi nes itself as an ecological state.

We use the occurrence of the London bombings in July 7 2005 during the fieldwork period of the British Social Attitudes Survey to analyse the dynamics of public support for measures curbing core freedoms. We observe no changes of public stances in the first week after the attack. Approval of infringements on privacy and procedural rights surges in the following weeks before stabilizing at an increased level in the medium run. Our findings indicate that the public adopts a wait-and-see attitude when it comes to restrictive counter-terrorist measures. These results run against the hypothesis of an over-reactive citizenry driven by fear. People do not seem to spontaneously demand liberticidal policies, but appear to follow elite cues. Ancillary analyses point to the media as the main source of persuasion.

Abstract Following a speech against the war on terror the author presented at a conference on Violence Against Women, she was publicly attacked and threatened for “hate-mongering.” This paper was written in the aftermath of the controversy that followed. The author’s speech highlighted the history of U.S. foreign policy and sought to mobilize feminist opposition to the invasion of Afghanistan. The war, she argued, was reviving the colonial/imperial global divide and would be catastrophic. The author explores here how a number of carefully considered words used in the speech were treated in the public controversy that followed as too “incendiary” and used to shut down political opposition to the invasion of Afghanistan. By publicly branding her an ungrateful and hate-filled immigrant woman, and an apologist for terrorism, the media provided a platform to shut down political opposition and advance the racist and Islamophobic political ideology of the war.

Abstract Although experts in the United States are often criticized as being “out of touch” for failing to understand the political views of average Americans, arguably no group has been more susceptible to this charge than the media. In this article, we exploit unique paired surveys to measure how accurately US foreign policy media experts assess public opinion compared to other foreign policy experts on the critical issue of American engagement in the world. We find that while experts, on average, substantially underestimate how favorable US citizens are toward international engagement, the media is more inaccurate than other types of experts. We suggest potential reasons for these findings that may serve as the basis for future research. Overall, our study contributes to a growing literature on elite misperceptions of the public and underscores the particular inaccuracies of the media in understanding the attitudes of Americans.

The study aimed to identify the effects faced by radio from new technologies and applications that have been able to attract a lot of audience traditional media, especially radio. To achieve this goal descriptive approach used methods, a tactic survey the public media, using the tool questionnaire, and then applied on a random sample of the Jordanian public in order to stand on their attitudes towards the Internet and its applications on the effects of listening to the radio. The study proved that the Internet and its applications impacted adversely on listening to the radio, where the ratio came from listening to the Jordanian public 39% versus 61% for to the radio. The study showed that the most important reasons for the Jordanian public to listen to radio stations is to satisfy recreational, cultural and scientific desires, and love of the Jordanian public to some of the broadcasters who provide programs and radio stations will help to know what is going on from the events. The study showed that there is dissatisfaction by the Jordanian public about the programs offered by the radio, where he said that 55% of the study sample who listen to the radio. From these results will be achieved hypotheses and the study of the theory relied on by the study and followed the approach uses the theory. The study recommends the importance of working to improve the quality of programs offered by the radio and to the satisfaction of listeners, and to increase the broadcast hours of programs that attract public radio institutions. Reconnaissance work ray studies to the public periodically to learn about their needs and desires. Supplying radio institutions modern techniques that would maintain the audience, and supplement her human cadres qualified and capable of using communication technology and increased awareness among workers about the concept of communication technology to the technique of active impact on the performance of radio stations, and set up special centers set the media production enterprise quality media. The study recommends researchers to conduct further research and studies for the radio service and support for its survival in the media arena.
