AbstractHospitality and hospitality-laden language feature highly among people working in or around structures of first reception in Italy and Malta, two countries at the European Union’s (EU) external border. This is peculiar because hospitality rarely features at first reception, which forms part of the state’s border system. Characteristically, security issues are prioritized, and the first reception system is managed by the member state’s security agents, in collaboration with EU and international security agents. In practice, first reception refers to the processes of identification, registration, and classification that irregular migrants go through after having crossed the border without authorization and, often, without identification. Drawing on long-term and multi-sited ethnographic fieldwork in Italy and Malta, this article examines some of the uses of hospitality language by a spectrum of territorial borderworkers operating with state, non-state, security, humanitarian, and activist entities in the two countries that are the object of this study. Discourse analysis yields interesting insights into how the use of the hospitality paradigm and hospitality terminology in first reception is less about hospitality practices and more about power. It proposes that the hospitality paradigm be conceptualized as a Laclauian empty signifier, and therefore, as a locus of power.

AbstractThe article examines security issues of the Transcaucasian region with the focus on nonmilitary and trans-border security threats and a regional security community that also includes non-state security actors of the region, such as not-recognised autonomous entities, nations, ethnic groups, minorities, etc.This approach to regional security shifts the focus of policies from balance of power to closer regional integration and cooperation, as well as joint provision of regional security. Despite many objectives and existing obstacles to this scenario of regional development, the author sees it to be the only way toward a stable and long-term security in the region. The article argues that closer regional cooperation and integration would allow to accommodate interests and security concerns of non-state actors of the region and would bring the fate of regional issues back in the hands of the regional powers and create bases for sustainable and lasting peace in the region.

The case of East Germany raises the question of why religion and church, which had fallen to an unprecedentedly low level after four decades of suppression, have not recovered since 1989. The repressive church politics of the SED were undoubtedly the decisive factor in the unique process of minoritizing churches in the GDR. However, other external factors such as increasing prosperity, socio-structural transformation, and the expansion of the leisure and entertainment sector played an important role, too. In addition, church activity itself probably also helped to weaken the social position of churches. The absence of a church renaissance after 1990 can be explained by several factors, such as the long-term effects of the break with tradition caused by the GDR system, the political and moral discrediting of the church by the state security service, and people’s dwindling confidence in the church, which was suddenly seen as a non-representative Western institution.

AbstractMissionaries have flocked to the Kyrgyz Republic ever since the collapse of the Soviet Union. Evangelical-Pentecostal and Tablighi missions have been particularly active on what they conceive of as a fertile post-atheist frontier. But as these missions project their message of truth onto the frontier, the dangers of the frontier may overwhelm them. Based on long-term ethnographic fieldwork amongst foreign and local Tablighis and evangelical-Pentecostals, this article formulates an analytic of the frontier that highlights the affective and relational characteristics of missionary activities and their effects. This analytic explains why and how missionaries are attracted to the frontier, as well as some of the successes and failures of their expansionist efforts. In doing so, the article reveals the potency of instability, a feature that is particularly evident in missionary work, but also resonates with other frontier situations.

Environmental challenges, resulting from either a scarcity of natural resources or environmental degradation, may contribute to security risks in Central Asia. An encouraging sign is the recent attention of the governments of Central Asia, civil society groups and international organizations to these environmental security issues. Their efforts indicate that by working together to prevent conflicts caused by environmental problems, cooperation among the countries of Central Asia may expand. Both short and long-term obstacles must be overcome if these groups are to ensure that environmental stresses do not lead to security concerns.

Why do residents of a contaminated area actively organize to formalize their land tenure and continually invest scarce resources in the fortification of their homes, despite their high-risk locations? Existing research documents the collective struggles of residents of contaminated communities to leave toxic areas or to confront polluting industries. Drawing from long-term ethnographic fieldwork in an informal settlement located next to a highly polluting petrochemical complex in Esmeraldas, Ecuador, this article presents the case of a marginalized community that is not only well-aware of its toxic exposure but also actively organizing and investing time and resources to ensure its permanence in the area. This article shows that the strenuous circumstances under which families moved into the neighborhood after multiple displacements, their continued struggle to remain there along with their longing for housing stability have contributed to their extended exposure to the poisonous toxic externalities of the neighboring petrochemical industry.

Drawing on multisited ethnographic fieldwork in two historic, attractive, and socially mixed neighborhoods, Kumpula in Helsinki and Malasaña in Madrid, this paper examines what makes people feel at home (or not) in their neighborhood. Marrying the literatures on social belonging and materiality, we analyze the interactions through which local places, people, and materials become familiar and personal. We identify the house in Kumpula and the plaza in Madrid as “everyday totems” that weave local life and community together. In both neighborhoods, the testimonies of home are accompanied with an attachment to the local totem and related lifestyle, but the house and the plaza generate different everyday politics of belonging. House–based belonging in Kumpula requires resources and long–term engagement that over time contributes to a personal, but rather exclusive web of belonging. Plaza–based belonging in Malasaña is more inclusive and elastic, but joining the web of belonging requires time and sociability.

This Major Research Paper (MRP) examines the recent discourse around LGBTQ older adults and aging that has started to be incorporated into Toronto’s senior care ostensibly to promote inclusion and diversity. Applying postmodernism, queer theory and critical whiteness studies as the theoretical framework, this MRP conducts a critical discourse analysis of (1) a sample of articles on older adults and aging from a Toronto-based LGBTQ-focused newspaper and (2) a sample of a LGBTQ2S cultural competency manual from Toronto’s city-run long-term care homes. The analysis of the findings demonstrates a white-centered, homogenizing and depoliticized discourse. The hope is to push conversations of queer/trans aging beyond homonormative models of senior care.

AbstractDrawing on long-term ethnographic fieldwork carried out in Tamil-speaking South India, this article presents one Hindu invitation ritual to return dead relatives known as pūvāṭaikkāri to the world of the living and install them as household deities. This two-day ceremony demonstrates that prevailing scholarly perceptions of death and what follows it in Hindu traditions have constrained our ability to appreciate other models for ritual relationships between the living and the dead. These vernacular rituals call the dead back into the world, convince them to possess a human host, and persuade them to be permanently installed in the family’s domestic shrine so they may protect and sustain living kin. Rather than aiming to irrevocably separate the dead from the living, these rites are instead oriented toward eventual conjunction with the dead and therefore reveal a fundamentally different picture than that articulated in the majority of Hinduism’s sacred texts and scholarly accounts.


Significance These have long been matters of serious concern. President Cyril Ramaphosa on August 5 responded with a cabinet reshuffle that replaced the minister of defence, closed down the ministry of state security and moved intelligence agencies into the presidency. Impacts Planned cuts to security force budgets will be politically unsustainable. Ramaphosa’s decision to retain Minister of Police Bheki Cele in post casts doubt on the prospects of much-needed police reform. Incorporating intelligence functions into the presidency may speed reforms but also poses long-term dangers of more abuses.
