ABSTRACT The DoD Global Health Engagement community of policymakers, planners, and implementers—to include Combatant Command Surgeons’ offices, humanitarian/civic assistance program managers, and tactical units—is uniquely positioned to be a leader within the wider security cooperation community for integrating Women, Peace, and Security (WPS) principles into existing programming and planning, and for executing WPS activities with partner nations in support of U.S. national security goals. Global Health Engagement and the WPS Agenda together can serve as mutually reinforcing, valuable capabilities to support U.S. security cooperation goals.

Despite the billions of dollars invested in the security cooperation enterprise each year, the Marine Corps and the Department of Defense (DOD) have failed to implement standardized metrics and processes for evaluating security cooperation engagements at the tactical level. Without such data, it is nearly impossible for the security cooperation enterprise to accurately assess progress in achieving national security objectives, such as partner nation basing access and partner force capacity building. Without clear signposts of progress, cooperation engagements will continue to be hampered by redundant or irrelevant training that limits the return on investment for the DOD and strategic U.S. partners.

<p><strong>Abstrak</strong> – Kawasan Indo-Pasifik merupakan kawasan yang menjadi perhatian dunia saat ini, karena kekuatan di bidang politik, ekonomi dan militer dari negara-negara yang ada didalam kawasan tersebut. Permasalahan keamanan yang terjadi di kawasan tersebut menjadi perhatian dunia dan Indonesia merasa perlu berperan aktif dalam menciptakan perdamaian dan keamanan di kawasan. Oleh karena itu, melalui mantan Menteri Luar Negeri Marty Natalegawa, Indonesia mengajukan sebuah gagasan pembentukan Indo-Pacific Treaty of Friendship and Cooperation untuk menjaga keamanan kawasan. Artikel ini bermaksud mengetahui makna dan tujuan gagasan pembentukan traktat ini, serta prospek dan masalah dalam mewujudkannya. Di akhir penelitian ditemukan simpulan bahwa gagasan dan tujuan dari pembentukan Indo-Pacific Treaty ini adalah menciptakan mekanisme untuk mempromosikan cara damai dan saling percaya dengan tidak menggunakan cara pengerahan kekuatan militer dan tidak merugikan pihak-pihak lain di dalam kawasan. Walaupun untuk saat ini prospek mewujudkan gagasan ini masih kecil dikarenakan adanya sejumlah masalah yang menghadang, namun gagasan ini tetap dapat diwujudkan di masa depan dengan menggunakan strategi yang mendapat dukungan dari negara-negara lain di kawasan.</p><p><br /><strong>Kata Kunci</strong> : gagasan, indo-pacific treaty, prospek, masalah, keamanan kawasan, kerjasama keamanan</p><p><br /><em><strong>Abstract</strong></em> – Indo-Pacific region is an area of concern for the world today, because of the power in politics, economics and military of the countries that are in this region. Security problems that occur in this region become the attention of the world and Indonesia felt it necessary to play an active role in establishing peace and security in the region. Therefore, through the former Minister of Foreign Affairs Marty Natalegawa, Indonesia proposed the idea of establishment an Indo-Pacific Treaty of Friendship and Cooperation for maintaining regional security. This article intends to determine the meaning and purpose of the idea of this treaty, as well as the prospects and problems in realizing them. In conclusion, the idea and the purpose of the establishment of Indo-Pacific Treaty is to create mechanisms to promote peaceful means and mutual trust without deployment of military force and harming other parties in the region. Although for now the prospect of realizing this idea is still small due to a number of problems facing, but this idea can still be realized in the future by using a strategy that has the support of other countries in the region.</p><p><br /><em><strong>Keywords</strong></em>: idea, indo-pacific treaty, prospects, problems, regional security, security cooperation</p>

Abstract Given the limits of the prevailing hedging account for Seoul’s puzzling behavior that is in conformity with the interests of its adversary (i.e. North Korea) and potential threat (i.e. China) rather than those of its principal ally (i.e. the United States) and security cooperation partner (i.e. Japan), this article emphasizes the impact of the progressive ideology on Seoul’s security policy. In doing so, it calls for attention to a domestic source of ideology in explaining the security behaviors of a secondary state, which is under-researched and thus is poorly understood.

This chapter challenges the efficacy of reform proposals currently circulating in Washington and makes practical recommendations for improving the capacity of the Senate Armed Services and Foreign Relations committees in terms of oversight of national security. These recommendations look beyond consultation about the initiation of conflicts to generate a more robust review of the implementation of administration policies over time. The focus is on the underlying incentives that drive committee inquiries into the performance of the Department of Defense and the State Department, with an eye to the self-correcting mechanisms at the heart of the Constitution that balance relations between the branches. The chapter argues that well-functioning committees that promote the rule of law in foreign affairs through regular, predictable, and public deliberation make a revised war powers act unnecessary; in the absence of such regular order, new rules for consultation seem likely to fail.

Abstract Developing, cultivating, and sustaining medical interoperability strengthens the support we provide to the warfighter by presenting our Commanders options and efficiencies to the way we can enable their operations. As our national security and defense strategies change the way our forces are employed to address our security risks throughout the world, some military commands will find they cannot provide adequate medical care without working in concert with willing and available partners.This article proposes a tiered framework that allows medical personnel to further describe and organize their engagement activities around the concept and practicalities of medical interoperability. As resources become diverted to other theaters or missions expand beyond assigned capabilities, medical interoperability provides Commanders with options to medically enable their missions through their partnerships with others. This framework links and connects activities and engagements to build partner capacity with long-term or regional interoperability among our partners and challenges engagement planners to consider ways to build interoperability at all four tiers when planning or executing health engagements and global health development. Using this framework when planning or evaluating an engagement or training event will illuminate opportunities to develop interoperability that might have otherwise been unappreciated or missed.

UN Security Council Resolution 1325 was not adopted in a vacuum, but rather can be read with a number of other programs within the Security Council (SC) and UN architecture. These include other thematic resolutions, as well as broader policy initiatives. Taken together, these diverse strands sought to shift the understanding of the SC’s role in the maintenance of international peace and security, away from a classic state-oriented approach to one that places people at its center. The adoption of Resolution 1325, along with these other developments, had implications for the making of international law (the place of civil society and experts within the international legal and institutional framework), for rethinking participation, and the meaning of security/protection. This chapter suggests that 2000 was a pivotal moment when a more human-oriented international law seemed a real possibility and before the turn back toward militarism and national security in the wake of the terrorist attacks of September 11, 2001.
