Leadership Personality Characteristics and Foreign Policy

When wars are declared or avoided, crises created or resolved, or peace and cooperation flourish instead of destruction and terrorism, diplomats, journalists and the public often explain them as resulting from personality (and other psychological) characteristics of individual actors. Academic analysts, however, are trained in situational, structural, and historical perspectives and thus are skeptical of such explanations. After all, without the German defeat in World War I and the later support of rich industrialists, Adolf Hitler might well have remained a failed artist, living in poverty in Vienna. Even his racial policies echoed themes common in 19th-century German thought. On the other hand, Robert Kennedy once remarked that during the 1962 Cuban Missile Crisis, US President Kennedy’s close advisors were “bright, able, dedicated . . . probably the brightest kind of group that you could get together under those circumstances”; then adding ominously that “if six of them had been President of the US, I think that the world might have been blown up.” Systematic academic study of leaders’ personalities and foreign policy charts a course between these two perspectives: in novel, ambiguous, complex, unstable, or conflicted situations, leaders can have important effects on foreign policy processes and outcomes—through their goals, impulsivity versus thoughtfulness, styles of seeking and interpreting “information,” and emotional responses to symbols. The psychological concept of “personality” includes several different kinds of “variables” or dimensions of individual difference: traits or consistencies of style; cognitions or beliefs, values, cognitive complexity, heroes, and self-concept; motives or goals conscious and nonconscious (or implicit). Underlying these three aspects of personality, however, are social contexts (culture, social class, history, gender, family structure, religion, institutions), which reflect past influences on personality development and present channels through which the other aspects are expressed. Since political leaders are not usually available for assessment with the usual tools and instruments of personality psychology, analysts must rely on alternative techniques, such as psychologically oriented interpretations of known biographical facts, systematic content analysis of verbal or written texts (speeches, interviews, written works, etc.), or assembling pooled judgments of experts or historians. Many of the case studies and more systematic research cited in this bibliography focus on leaders’ personalities rather than their foreign policies. Armed with an understanding of the elements of personality, however, researchers can readily extrapolate from the research literature to understand and predict foreign policy behaviors.

Traditionally, speech-language pathologists (SLP) have been trained to develop interventions based on a select number of perceptual characteristics of speech without or through minimal use of objective instrumental and physiologic assessment measures of the underlying articulatory subsystems. While indirect physiological assumptions can be made from perceptual assessment measures, the validity and reliability of those assumptions are tenuous at best. Considering that neurological damage will result in various degrees of aberrant speech physiology, the need for physiologic assessments appears highly warranted. In this context, do existing physiological measures found in the research literature have sufficient diagnostic resolution to provide distinct and differential data within and between etiological classifications of speech disorders and versus healthy controls? The goals of this paper are (a) to describe various physiological and movement-related techniques available to objectively study various dysarthrias and speech production disorders and (b) to develop an appreciation for the need for increased systematic research to better define physiologic features of dysarthria and speech production disorders and their relation to know perceptual characteristics.

The publication features information on research done during the Bibliotheca Lituana project. In particular the focus is on collections of memory institutions, new perspectives on library and other memory institution, i.e. archives, museums, research. Modern library history has adopted relevant theoretical perspectives from social and cultural theory. Currently these perspectives incorporate not only the activities and collections of the aforementioned institutions but also the more widely interpreted information infrastructure, that do not have libraries as their main frame of reference. Problems faced publishing archival sources are also examined. It was determined that insufficient attention is given to research and publication of old catalogues, inventories and book listings. On the other hand a unified system and methodology for publishing of the aforementioned sources does not exist. We come to a conclusion that through new research paradigms, an interdisciplinary approach and change of thought in the archival, librarian and museology communities, we can start systematic research of libraries and other memory institutions. Their results would complement the pages of the continued Bibliotheca Lituana publications.

The article is devoted to the analysis of representations about AustriaHungary in Russia in political and publicists societies including Bolsheviks, Social Democrats, liberals (cadets), as well as MFA analysts from February to October. On the basis of the materials on foreign policy and the correlation of revolution and world war, from Russian daily press and journalists, which have not been studied before, the author comes to the conclusion that the representatives of the left flank of the political spectrum had neither information nor conceptually built ideas about the situation in AustriaHungary, about the perspectives for the development of revolutionary processes in the multinational state and its direction and aims. On the other hand, this was also largely characteristic of the moods of the AustroHungarian politicians, whether progovernment or opposition,Статья посвящена анализу представлений об АвстроВенгрии в России в политических и публицистических обществахв том числе большевиков, социалдемократов, либералов (кадетов), а также аналитиков МИД с февраля по октябрь. На основе материалов по внешней политике и соотношение революции и мировой войны, из российской ежедневной прессы и журналистов, которые до этого не изучались, автор приходит к выводу, что представители левого фланга политического спектра не имели ни информации, ни концептуально выстроенных представлений о ситуации в АвстроВенгрии, о перспективах развития революционных процессов в многонациональном государстве и его направленности, а также о том, что они не могли цели. С другой стороны, это было также в значительной степени характерно для настроений австровенгерских политиков, будь то проправительственные или оппозиционные, для которых цели национального движения уже в 1917 году играли гораздо большую роль, чем для русских. Для сравнительного анализа на основе архивных материалов приводятся позиции Министерства иностранных дел (Временного правительства) и Петроградского Совета.

John Courtney Murray's writing cannot fail to be profound and instructive, and I have profited greatly from it in the course of the past decade. But I must confess that his article, "Morality and Foreign Policy" (Worldview, May), leaves me in a strange confusion of mixed feelings. On the one hand, I can sympathize with what I might call the historical intention of the natural law philosophy he espouses, which I take to be the effort to establish enduring structures of meaning and value to serve as fixed points of moral decision in the complexities of the actual situation. On the other hand, I am rather put off by the calm assurance he exhibits when he deals with these matters, as though everything were at bottom unequivocally rational and unequivocally accessible to the rational mind. And I am really distressed at what seems to 3ie to be his woefully inadequate appreciation of the position of the "ambiguists," among whom I cannot deny I count myself.

Abstract Background Public health problems often constitute so called “wicked problems”, and the importance of involving multiple stakeholders in order to address such problems is acknowledged, for instance through the SDG17 guidelines. Partnerships between academia and the public sector have been deemed especially promising. However, sustainable partnerships might be difficult due to divergent understandings and interests. Although there is a substantial research literature on academic-public partnerships in general, partnerships addressing public health specifically are less investigated. The aim of the project was therefore to identify enablers for sustainable public health partnerships between academia and the public sector. Methods A mixed methods design was used. A survey regarding partnerships was sent to 41 European, Asian and American regions, with a response rate of 72 %. Based on survey data, an interview guide was developed and four best cases (Canada, Bulgaria, the Netherlands and Norway) were identified. Site visits and group interviews with representatives from stakeholders of the partnerships were conducted. Interview data and answers to open ended questions from questionnaires were analysed. Results Three main findings became apparent through the analysis. Important enablers were: 1) person-to-person fit between individuals, 2) national incentive schemes for collaboration, and 3) formal partnership agreements that provided a framework that allowed for manoeuvring. The enablers identified are on a macro, miso and micro level. Furthermore, they can be categorised as political, organisational, and social. Conclusions The data support the notion that partnerships are complex social structures that need to be initiated and managed on different levels and with different measures. At the same time, data demonstrate that across different geographical, political, and social contexts the same enablers are reappearing as important for sustaining public health partnerships. Key messages Similar enablers for sustaining public health partnerships are found across geographical, political, and social contexts. Important enablers for partnerships are person-to-person fit, national incentive schemes, and formal agreements.

There has been over the last several decades an active campaign for the use of systematic methods in historical research, particularly for the verification of contentions by the most rigorous means that our information and our analytical tools, quantitative ones when possible, can provide. It is probably correct to say that by now this battle is largely won, in principle at least. Few historians still object to formal arrangement of the evidence or to counting, even if many of them do not do things quite this way themselves. Methods that a generation ago were regarded as outrageous and on the lunatic fringe of scholarship are no longer controversial. It is true that a few diehards in the profession still protest against these innovations. On the other hand, some at the opposite end of the methodological spectrum contend that we have not gone far enough—that historical projects have not maintained acceptable technical standards and that ventures of historians into formal methods have been elementary and intellectually sloppy (Kousser, 1977). It is proper that these questions should be raised and no doubt there is room for improvement. Yet at least scholars have become aware of the value of systematic research and have begun to discuss in constructive fashion what needs to be done to make it more effective.

This study presents Arab perspectives on changes in Turkish policy in the Middle East from 2010 until 2020. It examines how Arab countries perceive changes in Turkish regional policy after the 2010–11 uprisings. Unlike Western and Turkish literature that has highlighted identity–security combinations behind changes in Turkish regional policy, this study argues that the Arabic research literature provides a different perspective. Based on a foreign policy analysis concept of operational milieu, this study argues that Arab countries negatively perceive the changes in Turkish policy due to structural transformations in the region during and after the uprisings that paved the way for the reemergence of psychological barriers between both sides.

Obama is vigorously seeking to restructure U.S.–Russia relations; however, the divergence of interests in many fields is evident, and neither Washington nor Moscow can agree on the partnership as formulated by the other side.
