Jane Addams (b. 1860–d. 1935), along with Ellen Gates Starr, was cofounder of Chicago’s Hull-House, a model American settlement. Addams was a social reformer, author, and public intellectual. During her Hull-House residence from 1889 until her death, Addams led national and local childhood reform efforts for child labor, juvenile court, and public health legislation, the playground movement, public-school teaching innovations, and the abolition of childhood prostitution. When Addams and her friend Ellen Gates Starr arrived in Chicago, European immigrants and their children constituted three-quarters of its population. Hull-House, located in an immigrant slum, offered innovative well-babies clinics, a day nursery, a playground, and children’s art, drama, and music classes to neighborhood residents. Addams passionately insisted that the future of American democracy depended on the education, protection, health, and well-being of its youth, including immigrant and minority youth. Hull-House attracted many middle- and upper-class professionals: juvenile justice reformer Julia Lathrop, labor reformer Florence Kelley, and educator and philosopher John Dewey were drawn to Addams’s settlement as a hands-on reform experiment designed to “test the value of human knowledge by action” (see Lasch 1982: p. 187, cited under Papers, Autobiographies, and Collected Writings). They saw themselves involved in a mutually beneficial reciprocal relationship with immigrants and their children intended to make both sides of the Hull-House democratic experiment better citizens. Addams and Dewey maintained that democracy required continuing moral responsibility and receptivity to others—whatever their class, race, or gender. Far from a simple matter of individual freedom or a particular set of political institutions, they understood democracy as a way of life. In her Hull-House programs, her writings, her educational and juvenile delinquency reforms, and her suggestions for training immigrant children for industrial labor—indeed in all her efforts—Addams consistently argued the importance of the child’s potential and value as a participant in social democracy. Aware that children of poor families faced dull, unrewarding futures as unskilled factory laborers, Addams called on educators to assist students to appreciate their “social and industrial value.” At the same time, Addams cajoled industrial employers for their abuse of child laborers and, far ahead of her time, insisted on the propriety of federal powers protecting children (see Addams and Lagemann 1985: 124–135, cited under Writings on Children and Education). During her lifetime and even in the 21st century, Jane Addams is regarded as one of the United States’ most outstanding citizens and child advocates.

The battle over child labor fought in the United States at the end of the nineteenth and beginning of the twentieth centuries pitted emerging understandings about children's well-being against those of the rest of the family. As society grew more ethnically and economically complex, social reformers lobbied for greater regulation of children's behavior, thereby altering the family economy and women's and children's roles within it. The middle classes could afford nonproductive women and children, but many working-class, immigrant, and one-parent families could not. Yet, even within the less affluent strata of society, children in certain settings, ethnic and racial groups, and family structures were much more likely to be employed than in others. This article explores the variations in children's and mothers' labor in three very different settings: Pittsburgh, Fall River, and Baltimore between 1880 and 1920. It finds that child labor and education legislation resulted in a decrease in children's employment and increased the likelihood that mothers would take paid jobs.

It was not until the late nineteenth century that a nascent children‘s rights protection movement countered the widely held view that children were mainly quasi property and economic assets. In the United States, the progressive movement challenged courts reluctance to interfere in family matters, promoted broad child welfare reforms and was successful in having laws passed to regulate child labor and provide for compulsory education. It also raised awareness of children‘s issues and established a juvenile court system. Another push for children‘s rights occurred in the 1960s and 1970s, when children were viewed by some advocates as victims of discrimination or as an oppressed group. In the international context, ―the growth of children‘s rights in international and transnational law has been identified as a striking change in the post-war legal landscape. 1 Children are a ―supremely important nation and international asset of the future well-being of the world depends on how the children grow & develop. United Nations adopted a resolution which proclaimed 1979 as an international year of the child. In consequence of this proclamation, In 1979, the Government of Polland submitted a draft on the rights of child for adoption by U.N. General Assembly as a lasting memorial year of the child after revised version & a decade campaigning, the UN General Assembly adopted the convention on the rights of the child on November 20 1989 and ratified by 135 nations including India.

Jane Addams (b. 1860–d. 1935) is considered one of the founding figures in American pragmatist philosophy, social work, and sociology. The daughter of a prominent American politician from Illinois, Addams grew up in a privileged environment that included graduating from college, an opportunity not afforded the majority of women at the time. Addams cofounded one of the earliest social settlements of the Progressive Era, Hull House in Chicago. The settlement began with an unfocused commitment to social amelioration and would evolve into a dynamo social projects. Living there for the remaining nearly fifty years of her life amid one of the most significant migrant influxes that the United States has known, Addams led a community of mostly women who pioneered improving community welfare in education, recreation, labor, sanitation, health, criminal justice, and the arts. An accomplished writer and speaker, Addams engaged the public through academic articles, popular articles, books, and speeches amid her community activism. She would become a friend and colleague of John Dewey, William James, and George Herbert Mead, influencing them as much as they did her. A dominant theme of her work is the idea that democracy is more than a system of government and entails a moral way of being with one another. Addams’s first book was Democracy and Social Ethics (1902), and the title reveals her abiding belief that democracy was a social morality that is in ongoing need of enrichment. A relational social democracy underpins Addams’s social analysis. Her writings address various social and political subjects, including education, peace, labor organizing, child labor laws, race, women’s rights, philanthropy, sex trafficking, and familial relations. Internationally, Addams is best known for her work on peace. She was the first American woman to receive a Nobel Peace Prize, in 1931. Able to adapt her message to audience and context, Addams also wrote about events such as the Pullman Strike of 1894 and the murder trial of Nicola Sacco and Bartolomeo Vanzetti during the 1920s, as well as about people such as Abraham Lincoln, Leo Tolstoy, and Julia Lathrop. In the spirit of American pragmatism, Addams would draw more prominent social themes from individual experiences she confronted, as she did in finding psychosocial forces at work in the proliferation of “Devil Baby” stories among immigrant populations in the summer of 1916. Consistently recognized for her outstanding activism, her intellectual work was overshadowed by prominent male figures during most of the 20th century. However, a reclamation of Addams’s unique contribution began in the 1990s, and in the 2020s, Addams studies are growing as more scholars find inspiration in her methods and writings.

The social reformer, sociologist and feminist Jane Addams (1860—1935), who established Chicago's Hull House as one of the first settlement houses in America, described her work as experimental, but at the same time she and many of her co-workers rejected the idea of Hull House as a laboratory for social scientific investigation. The present article discusses Addams's unique understanding of social experiment beyond the laboratory. Through `experimental' improvement of social conditions for underserved people and communities in the city of Chicago, Addams and her co-workers perceived the laboratory experiment as an inferior variation of the experiment in society, and not vice versa. Based on the description of experiments at Hull House, this essay attempts to show how different dimensions of experimentation beyond the laboratory can be framed and how alternate phases that combine knowledge production and knowledge application can be conceptually comprised.

With the continued influx of Mexican immigrants to the United States, especially to Southern California, health concerns and needs have increased among this population over the last several years. California State Polytechnic University, Pomona (Cal Poly Pomona) obtained a federal grant that provided resources to establish the Community Outreach Partnership Center (COPC). COPC consists of comprehensive efforts to improve the overall well-being of the Angela Chanslor area within the City of Pomona in East Los Angeles. Focus areas of the project include 1) Education and Integrated Services, 2) Community Planning and Capacity Building for Neighborhood Revitalization and Safety, and 3) Job Development and Training. The focus of this paper is health promotion activities within Education and Integrated Services. The primary objective of this portion of the program was to provide residents with physical examinations and health screenings, health education, and medical and social service referrals. Topics discussed are the target community, general overview of COPC, Family Services Information and Referral Program (i.e. health promotion program within Education and Integrated Services), program impact and results, and suggestions for continued implementation and future efforts. / Con la influencia continua de inmigrantes Mexicanos a los Estados Unidos, especialmente al sur de California, ciertas necesidades con respecto a la salud han incrementado en esta poblacion en los ultimos anos. California State Polytechnic University, Pomona (Cal Poly Pomona). Obtuvo ayuda Federal para establecer El Community Outreach Partnership Center (COPC). El centro COPC consiste de esfuerzos conprensivos para mejorar el bienestar del area Angela Chanslor que esta ubicado en la Ciudad de Pomona en la parte Este de Los Angeles. Las partes enfocadas del proyecto incluyen, 1) Educacion y servicios Integrados, 2) Plan para la Comunidad y un Edificio de Capacitacion para la comunidad que dara revitalizacion y seguridad, 3) Y habrira trabajos y entrenamientos. El enfoque de este proyecto es de actividades en Promocion de Salud aliadas con educacion y Servicios Integrados. El objetivo principal de esta porcion del programa era de proveer a los residentes con examinaciones fisicas, educacion para la salud, y eran referidas a servicios medicos y sociales. Los topicos que son tratados son: La comunidad que sera ayudada, El enfoque general de COPC, informacion del programa para referir a servicios familiares, el impacto del programa y resultados, y sugerencias para implementar futuros esfuerzos.

The purpose of the article is to demonstrate that the civil spheres of Latin America remain in force, even when under threat, and to expand the method of theorizing democracy, understanding it not only as a state form, but also as a way of life. Moreover, the task of the authors goes beyond the purely application of the theory of the civil sphere in order to emphasize the relevance not only in practice, but also in the theory of democratic culture and institutions of Latin America. This task requires decolonizing the arrogant attitude of North theorists towards democratic processes outside the United States and Europe. The peculiarities of civil spheres in Latin America are emphasized. It is argued that over the course of the nineteenth century the non-civil institutions and value spheres that surrounded civil spheres deeply compromised them. The problems of development that pockmarked Latin America — lagging economies, racial and ethnic and class stratification, religious strife — were invariably filtered through the cultural aspirations and institutional patterns of civil spheres. The appeal of the theory of the civil sphere to the experience of Latin America reveals the ambitious nature of civil society and democracy on new and stronger foundations. Civil spheres had extended significantly as citizens confronted uncomfortable facts, collectively searched for solutions, and envisioned new courses of collective action. However when populism and authoritarianism advance, civil understandings of legitimacy come under pressure from alternative, anti-democratic conceptions of motives, social relations, and political institutions. In these times, a fine-grained understanding of the competitive dynamics between civil, non-civil, and anti-civil becomes particularly critical. Such a vision is constructively applied not only to the realities of Latin America, but also in a wider global context. The authors argue that in order to understand the realities and the limits of populism and polarization, civil sphere scholars need to dive straight into the everyday life of civil communities, setting the civil sphere theory (CST) in a more ethnographic, “anthropological” mode.

The focus of this study concerns a deep analysis on the innovative educational method utilized by Jane Addams (1860-1935) at Hull House. She was a philosopher, but first of all we can consider this woman as a sociologist, because of her careful survey on society, Addams’s activities also implied a new educational project based on the social care of poor workers and their families. She chose for her extraordinary experience one of the most slummy suburbs in Chicago, where with her friend Ellen Gates Starr founded in 1889 this settlement. The main intention of the sociologist was to give immigrants lots of opportunities to understand Chicago’s social and political context. It was important to create a place where immigrant families could socialize, learning more about their rights and possibilities. For this reason Addams suggested that it needed to start from education, taking a particular care of children who lived in that area. It was necessary to promote a reform on the different culture learning to support immigrants in their integration, people who came there hoping to find a job into factories. In 1889 when the settlement was founded, there were about four hundred social houses around the States. Addams’ s important social and political idea was to develop a democratic society, where each person could recognize himself/herself as a part of it, avoiding marginalization and segregation. The sociologist was a central figure at Hull House for about twenty years.
