Recognition Under Plurality Rule and the Paradox of Recognition in Burundi

This chapter examines the adoption and effects on peace of non-recognition under minority Tutsi rule and then recognition under plurality Hutu rule in Burundi. It reviews pre-civil-war history up to 1993, arguing that non-recognition arose from a “dilemma of recognition,” given Tutsi leaders’ concerns over mobilization effects. It discusses how the ethnic power configuration changed via the political ascendance of the Conseil national pour la défense de la démocratie-Forces pour la défense de la démocratie (CNDD-FDD) during the civil war and through to the 2005 constitution. This shift toward majority ethnic rule accompanied a transition toward recognition, consistent with the book’s theory. On the question of effects, introducing quotas for Hutus and Tutsis in government, military, and other institutions reduced the political salience of ethnicity, a phenomenon the chapter calls the “paradox of recognition.” This paradox challenges conflict management theories proposing that recognition entrenches the political salience of ethnic identity.

Since the failed attempt at secession from Nigeria in 1970, after a 30-month civil war, the Igbo ethnic nationality—who constituted the majority of the defunct Biafra Republic, have sought avenues to (re)create the memories of the short-lived country.In the political space, they attempted establishing Ohaneze Ndigbo—as an umbrella socio-political organization for recreating and projecting the Igbo agenda. This, to a large extent, has not achieved the desired objectives. Not surprisingly, militia groups have sprung up since 1999 when an Igbo failed to secure Presidential race ticket to agitate the actualization of the sovereign state of Biafra. These groups include Movement for the Actualization of the Sovereign State of Biafra (MASSOB), and recently the Indigenous People of Biafra (IPOB). However, pop circle provided the much needed social space for Biafra nostalgic displays. In 2012, Hero Beer advert better known as O Mpa, a coined greeting style by Onitsha people for great achievers with reference to Ojukwu father figure in the Biafran struggle was launched. This study examines the nexus between beer advertorials and ethnic identity using the Igbo example. It argues that the advertorials successfully permeated into the psychology of Igbo beer drinkers, who attached ethnic connections to them and appropriated them as theirs, using the brands to recreate the memories of Biafran struggle of Independence from 1967-1970.

This chapter examines the adoption and effects on peace of non-recognition under minority Tutsi rule in Rwanda. Reviewing first a history of recognition under Hutu majority leadership, it argues that the decision not to recognize ethnic identity in post-genocide Rwanda is consistent with the book’s central theory and cross-national trends. It shows that a “dilemma of recognition” logic offers the most convincing explanation for Rwanda’s effort to “eradicate” ethnicity. On the question of effects, it finds potentially destructive contradictions between the non-recognition policy, implemented alongside de facto favoritism for members of the ruling Rwandan Patriotic Front and for Tutsis specifically, and the everyday experiences of Rwandans that maintain the salience of ethnicity as a basis of mistrust. It introduces the concept of a “paradox of non-recognition,” wherein efforts to negate ethnicity may result, rather, in sustaining its salience. This paradox challenges conflict management theories proposing that non-recognition enables societies to transcend ethnic identities.

The “will of the (national) people” is the ubiquitously invoked reference unit of populist politics. The essay tries to demystify the notion that such will can be conceived of as a unique and unified substance deriving from collective ethnic identity. Arguably, all political theory is concerned with arguing for ways by which citizens can make e pluribus unum—for example, by coming to agree on procedures and institutions by which conflicts of interest and ideas can be settled according to standards of fairness. It is argued that populists in their political rhetoric and practice typically try to circumvent the burden of such argument and proof. Instead, they appeal to the notion of some preexisting existential unity of the people’s will, which they can redeem only through practices of repression and exclusion.

The article pioneers the analyses of the results of ethnic federalism introduced in Ethiopia in 1991 – and its influence on Afar. Ethnicity was proclaimed the fundamental principle of the state structure. The idea of ethnicity has become the basis of official ideology. The ethnic groups and ethnic identity have acquired fundamentally importance on the political and social levels . The country has been divided into nine ethnically-based regions. The article exposes the complex ethno-political and economic situation in the Afar State, roots and causes of inter- and intra-ethnic relations and conflicts with Amhara, Oromo, Tigray and Somali-Issa, competition of ethnic elites for power and recourses. Alive is the idea of “The Greater Afar”which would unite all Afar of the Horn of Africa. The protests in Oromia and Amhara Regions in 2015–2017 influenced the Afar state as welll. The situation in Ethiopia nowadays is extremely tense. Ethiopia is plunging into serious political crisis. Some observers call it “the beginning of Ethiopian spring”, the others – “Color revolution”

This chapter examines how civil war can influence the spread of language. Specifically, it takes Sierra Leone as a case study to demonstrate how Krio grew from being primarily a language of urban areas in the 1960s to one spoken by most of the population in the 2000s. While some of this was due to “normal” factors such as population movement and growing urbanization, the civil war from 1991 to 2002 certainly catalyzed the process of language spread in the 1990s. Using census documents and surveys, the chapter tests the hypothesis at the national, regional, and individual levels. The spread of a language has political consequences, as it allows for citizen participation in the political process. It is an example of political scientists’ approach to uncovering the mechanisms for and evidence of language movement in Africa.

After summarizing the theoretical arguments and findings of this book, we discuss key lessons learned from our study. The international environment has a significant influence on civil war development and prevention. Amplifying their conflict-preventing influence on member-states, highly structured intergovernmental organizations (IGOs) often coordinate their activities, especially in the area of political violence and state fragility. We then identify a number of tangible, economic incentives as the main pathways of this influence. Overall, this book suggests that the economic benefits of peace provide a potent temptation—for both governments and rebels—to settle low-level armed conflict before it can escalate to full-scale civil war. With these lessons learned, we also identify suggestions for both the research into and practice of conflict management. The chapter closes by pointing to opportunities for making use of our findings to further capitalize on the role of highly structured IGOs in civil war prevention.

The chapter outlines how researchers take on different roles and positionalities as they adapt to the field, moving, for instance, from that of an “outsider” laden with externalized theoretical assumptions and having few contacts with and knowledge of the research site to one approaching, to varying degrees, that of a “pseudo-insider.” Indeed, the argument here is that researchers make choices when moving from outsider to insider roles (and between them), contingently adapting their positionality in the hope to better understand the political dynamics that underlie research projects. The setting is post-civil war Lebanon and the research project revolves around an examination of the micropolitics of civil society and associational life in this re-emerging but fragmented polity.

Chapter 2 reinterprets Schmitt’s concept of the political. Schmitt argued that Weimar developments, especially the rise of mass movements politically opposed to the state and constitution, demonstrated that the state did not have any sort of monopoly over the political, contradicting the arguments made by predominant Weimar state theorists, such as Jellinek and Meinecke. Not only was the political independent of the state, Schmitt argued, but it could even be turned against it. Schmitt believed that his contemporaries’ failure to recognize the nature of the political prevented them from adequately responding to the politicization of society, inadvertently risking civil war. This chapter reanalyzes Schmitt’s political from this perspective. Without ignoring enmity, it argues that Schmitt also defines the political in terms of friendship and, importantly, “status par excellence” (the status that relativizes other statuses). It also examines the relationship between the political and Schmitt’s concept of representation.

This book examines the two generations that spanned the collapse of the Republic and the Augustan period to understand how the concept of pax Romana, as a central ideology of Roman imperialism, evolved. The author argues for the integral nature of pax in understanding the changing dynamics of the Roman state through civil war to the creation of a new political system and world-rule. The period of the late Republic to the early Principate involved changes in the notion of imperialism. This is the story of how peace acquired a central role within imperial discourse over the course of the collapse of the Republican framework to become deployed in the legitimization of the Augustan regime. It is an examination of the movement from the debates over the content of the concept, in the dying Republic, to the creation of an authorized version controlled by the princeps, through an examination of a series of conceptions about peace, culminating with the pax augusta as the first crystallization of an imperial concept of peace. Just as there existed not one but a series of ideas concerning Roman imperialism, so too were there numerous different meanings, applications, and contexts within which Romans talked about ‘peace’. Examining these different nuances allows us insight into the ways they understood power dynamics, and how these were contingent on the political structures of the day. Roman discourses on peace were part of the wider discussion on the way in which Rome conceptualized her Empire and ideas of imperialism.
