It is important to distinguish between two kinds of transparency. The government can be transparent about its “inputs”: about who, within government, said what to whom, and when, and why. The government can also be transparent about its “outputs”: its regulations and its policies, its findings about air and water quality, or its analysis of the costs and benefits of drone strikes. The argument for output transparency is often very strong, because members of the public can receive information that can help them in their daily lives and because output transparency can improve the performance of both public and private institutions. The argument for input transparency is different and often weaker, because the benefits of disclosure can be low and the costs can be high. It is challenging to make general pronouncements about input transparency and the appropriate evaluation of leaks and leakers without making a contestable judgment about whether a particular government is well-functioning and capable of self-correction.

In a democratic society, the division of resources between the public and private sectors is roughly determined by the desires of the electorate. But because it is such a complex and time-consuming task to acquire adequate political information, the electorate is chronically ignorant of the costs and benefits of many actual and potential government policies. It is my belief that this ignorance causes governments to enact budgets smaller than the ones they would enact if the electorate possessed complete information. Yet these undersized budgets stem from rational behavior by both the government and the electorate; hence they are extremely difficult to remedy. Furthermore, the resulting misallocation of resources becomes more and more serious as the economy grows more complex.

This study explores the influence and sociocultural meaning of self-management of South Korean sports stars in the context of their social media activity. The study utilizes netnography to analyze social media posts to determine the meaning of sports stars’ self-management. Data were collected through in-depth interviews with study participants. Ten South Korean sports stars, who are active users of Instagram, were selected as the study participants. Photographs, videos, and stories from their accounts—around 1800 posts in total—were analyzed. The results indicated that the sports stars attempted to share their daily lives on social media to build a close relationship with the public. Moreover, they used their accounts to publicize their commercialized selves and to promote their sponsors. They uploaded only strictly composed and curated posts on their accounts as a form of self-censorship. Finally, it was determined that digital labor was used for self-management on social media, where there is no distinction between public and private territory. A sports star has become a self-living commercial today, and self-management is now a prerequisite for survival. Thus, self-management on social media has become a requirement for sports stars.

Water is an essential part of human existence. It is universally utilized for various purposes ranging from drinking to other domestic purposes. The need for access to water has been a significant challenge for governments all over the world. In Nigeria, there is a growing concern about the water shortage in various communities across the country. In a bid to overcome water scarcity, the government providesboreholes in many places. However, the inadequacy of functional public boreholes has led to the proliferation of private boreholes across the country, which the quality is doubtful. The purpose of the present study was to compare the physical and bacteriological compositions of the public and private boreholes in Kogi state, Nigeria. A total of ten water samples were collected from different public and private boreholes in three locations in the state. Standard procedures were followed in analyzing the samples. The analysis revealed the presence of salmonella spp, Escherichia coli, pseudomonas aeruginosa in the private boreholes.

Corruption in the public and private sector has become a major problem to the government. Corruption is a serious problem that has become a topic of debate lately, especially in the mass media. Several negative effects will arise as a result of this corruption problem. The main objective of this paper is to analyse the prevailing corruption in land administration. Thus, the trend of corruption in land administration is deeply rooted and it could jeopardize public confidence in the institution of land office. This paper aims to identify the factors of the problem of corruption, recommendations and solutions to curb these crimes from occurring and to identify whether Malaysian Anti-Corruption Commission (MACC Act 2009) is able to provide solutions to the problems of the crime. The library research and content analysis method are being used in this study. The finding of this research shows that there are several factors of corruption have been identified occurring in the land administration. The MACC Act 2009 appears to have a lot of loopholes in the effort to curb the problem of corruption. This study will highlight some of the proposed recommendations according to Islamic perspective to ensure the interests and rights of all parties involved.   Keywords: corruption, land administration, Malaysian Anti-Corruption Commission Act 2009, recommendations and solutions according to Islamic law.   Rasuah dalam sektor awam dan swasta telah menjadi satu masalah utama bagi kerajaan. Rasuah merupakan gejala serius yang sering menjadi topik perbincangan sejak akhir-akhir ini terutamanya dalam media massa. Di samping itu juga, pelbagai kesan negatif yang akan timbul akibat daripada masalah rasuah ini. Objektif utama penulisan ini di buat adalah untuk melihat gejala rasuah yang berlaku dalam pentadbiran tanah. Justeru itu, trend jenayah rasuah dalam pentadbiran tanah yang semakin meningkat amatlah membimbangkan kerana ia boleh menggugat kepercayaan orang ramai terhadap institusi pejabat tanah. Kertas kerja ini bertujuan untuk mengenal pasti punca masalah rasuah, beberapa cadangan penambahbaikan dan jalan penyelesaian bagi mengekang jenayah ini dari terus berlaku. Perbincangan ini turut mengupas Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009 (ASPRM 2009) adakah mampu memberi penyelesaian kepada permasalahan jenayah ini. Kajian kepustakaan dan kaedah analisis kandungan digunakan dalam kajian ini. Hasil kajian mendapati terdapat beberapa punca masalah rasuah yang telah dikenal pasti berlaku dalam pentadbiran tanah dan ASPRM 2009 turut dilihat masih longgar dalam usaha untuk mengekang masalah rasuah ini. Penulisan ini akan mengutarakan beberapa cadangan penambahbaikan menurut perspektif Islam dalam menjamin kepentingan dan hak-hak semua pihak yang terlibat.   Kata kunci: rasuah, pentadbiran tanah, Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009, cadangan dan penyelesaian menurut undang-undang Islam.

The chapter will be a case study from an Ordoliberal perspective of the conception, implementation and policy output of the newly created Private Council of Competitiveness (PCC) in Guatemala, a country wracked by mistrust of the public sector by the private sector. The PCC was founded as a private sector initiative, in conjunction with academia, to work with the government to spawn new efforts aimed at augmenting Guatemala's national competitiveness, by fomenting innovation, entrepreneurship and closer ties between academia and the public and private sectors. The chapter utilizes first hand interviews with the members of the PCC and key public sector players, academics, and other top representatives from the private sector to show how working together built the trust necessary to make the PCC a successful working body with the potential to produce important initiatives in matters of competitiveness, innovation and entrepreneurship.

The quest for producing vehicles friendlier to the environment is often impeded by the fact that a producer private good objective, such as maximum profit, competes with the public good objective of minimizing impact on the environment. Contrary to commercial claims, there may be no defined decision maker in the vehicle production and consumption process who takes ownership of the public good objective, except perhaps the government. One way ecofriendly products could become more successful in the marketplace is if public and private good objectives become more aligned to each other. This paper introduces three metrics for comparing Pareto curves in bi-objective problems in terms of relative level of objective competition. The paper also presents a quantitative way of studying an individual firm’s trade-off between profit and fuel consumption for automotive products, currently undergoing an historic evolution in their design. We show how changes in technology, preferences, competition, and regulatory scenarios lead to Pareto frontier changes, possibly eliminating it altogether.

Chavez has transformed the public sector through creation and expansion of new universities. Chavez's policies have alienated the country's private institutions of higher education. Both public and private universities are reduced in importance.

AbstractObjective: The identification of personality disorder among psychiatric in-patients is important because of the effect on the course and outcome of illness. The introduction of a multiaxial approach to diagnosis, has resulted in a higher than previously reported rate of occurrence of personality disorder in a variety of psychiatric settings. A prevalence of personality disorder of 4.9% is reported in the official statistics for Irish psychiatric hospitals. The aim of this study is to determine the true prevalence of personality disorders in two Irish psychiatric hospitals, one public and one private, using a multiaxial approach to diagnosis.Methods: The Standardised Assessment of Personality (SAP) is a validated, semistructured, informant based instrument that reliably generates diagnoses of personality disorder irrespective of current mental state. Over a four month period, 78 consecutive, first ever admissions to two hospitals were examined using the SAP.Results: The prevalence of personality disorder in this population was 26%. There was no significant difference in the rate of personality disorder between the public and private institutions.Conclusions: The prevalence of personality disorder amongst in-patients in both public and private psychiatric hospitals in Ireland is far higher than previously reported. This highlights the importance of a multiaxial approach to diagnosis in order to establish the true extent of psychiatric morbidity.

The Netherlands is a small country of about 15 million inhabitants. With 400 inhabitants per square kilometer, it is one of the most densely populated areas of the world (19). Here, government is not seen as negative, but as a tool to solve societal problems. Ordinarily, the public and private sectors work cooperatively together, but the government will step in when needed. (19, 20).

More is and will be expected of public service employees. Human resource developers, trainers and educators can do much to help the public service move more assuredly into meeting the changing demands of the public in what is becoming an information oriented society. One of the ways in which the government of Ontario, Canada has determined it can better serve its public, was in the restructuring of the human resources management of the Public Service. A letter from the Premier of the province to the 80,000-member civil service, outlining some of the objectives of the government, and a summary of the March 1986 Report “Managing Human Resources in the Ontario Public Service” are cited. The call was for more clearly communicated goals and policy priorities, training and workplace enhancement, and regular feedback on employee performance. The author's personal view is that the time is ripe, in both the public and private sectors, for the traditional role of staff developer to likewise be strengthened through an enhanced form of personal professional development, professionalization, and the promotion of a new image of the profession by their professional associations. A key link in the process is found in the credentialling question. A model and a personal appeal to “trainers” is put forward to address this question.
