Chapter 3 conducts a detailed historical survey of who did what to whom in Northeast Asia since 1840. The focus is on China, Japan, and the West, and the discussion is organized around the explicit set of normative criteria set up in chapter 2. These are applied systematically to both the local and the global stories. The normative framework aims to be broadly acceptable to the peoples in NEA and consists of five criteria: ridding NEA of Western imperialism/hegemony; increasing the absolute and relative wealth and power of NEA states and societies; restoring respect for NEA nations and their rightful place in global international society; promoting respectful relationships with their neighbours on the basis of sovereign and racial equality; and promoting the broadly Confucian ideal of an orderly, peaceful, and harmonious domestic society. The conclusion is that when NEA’s history is seen through these lenses, there are no obvious heroes or villains. Instead, there is a complex and densely connected joint story in which both countries (and also the West and Korea) have deeply mixed records, making positive contributions in some ways and negative ones in others. NEA’s shared story in its dual encounter is much more important than the stories of the individual countries and the local relationships.

This concluding chapter to the whole volume returns to the overarching purpose of trying to stimulate rethinking of Sino-Japanese alienation. It pulls together the three Parts of the book, showing how the first two Parts provide a wider base of empirical evidence for rethinking how the history problem in Northeast Asia is currently understood and pursued, and how the third Part unpacks the ‘history problem’ variable in its broader geopolitical/historical order contexts. This chapter explains how the book provides ways to conceptually, politically, and normatively debate and reconceive the Northeast Asian history problem and Japan and China’s vital roles in the regional order.

The 1980s saw a conscious restructuring of economic life in Australia. The direction of that restructuring was derived partly from prescriptions about the virtues of free trade and government deregulation. Another influence has been the view that the economic success of Japan and the Asian ‘dragons’ is because of their adoption of free trade and liberal market regimes. In this paper, evidence from Korea and Taiwan is used to show that this interpretation is seriously flawed. The growth of the dragons was not driven by comparative advantage. Rather, the industries of the dragons were set up independently of their competitiveness; some became competitive by exporting. Industrialisation in the newly industrialised countries (NICs) exemplifies a variety of forms of local initiative by a state: how does it have the will and power to create industrial policy? The development of state policy depends on local class structures and perceptions of the global political and economic environment that nullify attempts simply to copy policy into different social and economic circumstances. The lessons of the economic success of the Northeast Asian NICs are improperly drawn in two respects: these are dirigiste, not free market, economies; and even if that intervention has been for the good it does not follow that similar policies could be applied, much less be successful, in the different place that is Australia. This is the geographic lesson: places differ, and so, therefore, must policies.

Set up as an open letter to Muslims, Irshad Manji’s book contains one letter,nine chapters, six pages of recommended readings, and three pages ofacknowledgement. Together the 247 pages charge that “[t]otalitarianimpulses lurk in mainstream Islam” (p. 3, original emphasis) and reform iscrucial for the world’s security. Her open letter informs readers that “Islam ison very thin ice” (p. 1) with her, and asks for her charges to be heard. Shethen provides an autobiographical narrative that jumps from her days as ayoungster in a Baptist after school program to a madressa and junior highschool. It moves to her career as a journalist pioneering QueerTelevision thento 9/11 and its aftermath. Interwoven between these brief accounts are herindictments of Islam and Muslims. She ends the book with her bid for reform.In a colloquial style, Manji lays her heavy charge: mainstream Muslimsare “intellectually atrophied and morally impaired” (p. 55). Regardless oftheir location, they are universally homophobic, anti-Semitic, and misogynistic.Those arguing otherwise are ignorant, fraudulently cry racism orinjustice when criticized, and are compliant in all the gross human rightsviolations occurring in Muslim countries. Muslims who promote Islam’segalitarian message and reconcile contradictions by engaging in discourseand contextualizing the Qur’an, the Shari`ah, and the Hadith, or cite culturalinfluence to renounce stoning, rape laws, or discrimination are not, accordingto her, following mainstream Islam as they would like to think. Rather,they are acting despite it. Islam, according to Manji, is “really” a tribal religionthat is centrally controlled by Arabs who interpret the “Koran,” a contradictorybook suffering from “a mountain range of moods” (p. 228), topropagate “desert Islam.” Globally, Muslims cling to “foundamentalism,” aglorification of the Islam of the past, which actually was not as egalitarianas they claim. This, along with Arab imperialism, are responsible for thesocial ills of Muslims, not western imperialism, colonialism, or “the Jewishconspiracy.”Nonetheless, with Orientalist tropes and her western-cultivated commitmentto fairness and the individual, which, she informs, did not evolve fromIslam, Manji says there is room for Islam – as long as it reforms. “OperationIjtihad” involves questioning Islam, its tenets, and proponents by reviving ...

I Am not concerned in this paper to discover what is peculiarly western about western conceptions of a world moral order, but merely to assemble some ideas about morality that recur in western thought - which may or may not be features of other civilizations as well. It is my ignorance of other civilizations that prevents me from undertaking the seductively neat task of deciding what is unique about western values, but it is the same ignorance that saves me from making the mistake of arriving at what is essentially western by subtracting from its history that which it shares with other cultures. “Western Values in International Relations” is a field that has been pioneered by Martin Wight in such a way as to stay the hand of a glossator, but it is the word “universal” in my title that distinguishes the present undertaking from Wight's work. His aim was to follow some lines of thought derived from domestic politics in the West into the field of diplomacy and international relations. My aim is to pursue them further, beyond international society to world society, and to take into moral account not merely the state and the order of states, but also the individual and certain actors and institutions in world politics whose concerns have been regarded conventionally as falling outside the domain of ‘diplomacy and international relations’.

The entire field of information processing in medicine is today already spread out and branched to such an extent that it is no longer possible to set up a survey on relevant literature as a whole. But even in narrow parts of medical informatics it is hardly possible for the individual scientist to keep up to date with new literature. Strictly defined special bibliographies on certain topics are most helpful.In our days, problems of optimal patient scheduling and exploitation of resources are gaining more and more importance. Scientists are working on the solution of these problems in many places.The bibliography on »Patient Scheduling« presented here contains but a few basic theoretical papers on the problem of waiting queues which are of importance in the area of medical care. Most of the papers cited are concerned with practical approaches to a solution and describe current systems in medicine.In listing the literature, we were assisted by Mrs. Wieland, Mr. Dusberger and Mr. Henn, in data acquisition and computer handling by Mrs. Gieß and Mr. Schlaefer. Sociology of religion in the West is a field of knowledge with at least 100 years of history. As a science and as a discipline, the sociology of religion has been developing in most Western universities since the late nineteenth century, having established traditions, forming well-known schools, areas related to the names of famous scholars. The total number of researchers of religion abroad has never been counted, but there are more than a thousand different centers, universities, colleges where religion is taught and studied. If we assume that each of them has an average of 10 religious scholars, theologians, then the army of scholars of religion is amazing. Most of them are united in representative associations of researchers of religion, which have a clear sociological color. Among them are the most famous International Society for the Sociology of Religion (ISSR) and the Society for Scientific Study of Religion (SSSR).

This paper compares the Islamic and the western social scien­tific perspectives on corruption. Jt is argued that the emerging shift in social scientific thought in viewing corruption from "grease that oils the economic wheel" to a "menace that under­mines economic growth" has brought rational understanding of the phenomenon much closer to [slamic doctrine. Where they differ is with respect to remedial action. The western approach focuses on governance and designing appropriate systems and institutions that gear information and incentives toward minimiz­ing opportunities and enticement for corruption. In short, it emphasizes constraints external to the individual. By comparison, Islam seeks to go beyond such constraints, and also instill in believers a clear "second-order" preference for non­corrupt behavior. lt recommends developing a firm belief in transcendent accountability, stresses character building through practicing moral virtues and shunning vices. In essence, much of the restraint comes from within through a moral renovation. rt is our contention that both emphases are important in eliminating corruption and that the followers oflslam and the West can learn from one another.

ABSTRACT Thaler and Sunstein (2008) advance the concept of ‘nudge’ policies—non-regulatory and non-fiscal mechanisms designed to enlist people's cognitive biases or motivational deficits so as to guide their behaviour in a desired direction. A core assumption of this approach is that policymakers make artful use of people's cognitive biases and motivational deficits in ways that serve the ultimate interests of the nudged individual. We analyse a model of dynamic policymaking in which the policymaker's preferences are not always aligned with those of the individual. One novelty of our set-up is that the policymaker has the option to implement a ‘boost’ policy, equipping the individual with the competence to overcome the nudge-enabling bias once and for all. Our main result identifies conditions under which the policymaker chooses not to boost in order to preserve the option of using the nudge (and its associated bias) in the future—even though boosting is in the immediate best interests of both the policymaker and the individual. We extend our analysis to situations in which the policymaker can be removed (e.g., through an election) and in which the policymaker is similarly prone to bias. We conclude with a discussion of some policy implications of these findings.

Early in 1963 much of the land occupied by the Roman building at Fishbourne was purchased by Mr. I. D. Margary, M.A., F.S.A., and was given to the Sussex Archaeological Trust. The Fishbourne Committee of the trust was set up to administer the future of the site. The third season's excavation, carried out at the desire of this committee, was again organized by the Chichester Civic Society.1 About fifty volunteers a day were employed from 24th July to 3rd September. Excavation concentrated upon three main areas; the orchard south of the east wing excavated in 1962, the west end of the north wing, and the west wing. In addition, trial trenches were dug at the north-east and north-west extremities of the building and in the area to the north of the north wing. The work of supervision was carried out by Miss F. Pierce, M.A., Mr. B. Morley, Mr. A. B. Norton, B.A., and Mr. J. P. Wild, B.A. Photography was organized by Mr. D. B. Baker and Mrs. F. A. Cunliffe took charge of the pottery and finds.

This article explores concepts of teacher responsibility, accountability, being in loco parentis, and responsibilization as many advanced capitalist societies have dropped policies and practices that were set up in the mid 19th century after the Great Depression in the welfare state under Keynesian economics. Since the early 1980s most of these states have adopted neoliberal policies and market rationality for all aspects of social policy including education. Under neoliberalism, the subject theorised by Homo economicus, is one that is theorised as a rational autonomous individual, with its responsibilized behavior underpinning much of how not only teachers but students now are compleed to behace and perform. These have resulted in major shifts in attitudes to professionalism of teachers, in responsibilising individuals and so have impacted on subjectivity as the state has pulled back from all manner of social provision and has responsibilized the individual to be a consumer-citizen, a prudential and entrepreneurial self even in terms of education. The upshot is increasing use of audits, checklists and accountability regimes for teachers who are becoming increasingly a de-professionalised in a low-trust managerialist environment with students as consumers.
