Radio Broadcasting in Colonial India

This chapter discusses the preparations for World War II in relation to advances in radio broadcasting to the Indian public. Responsibility for radio broadcasting in British India became part of the portfolio of the Labour Bureau and thus one of the state’s apparatus surrounding the maintenance of colonial power. The arrangement in India was different from that of radio broadcasting in the UK during the 1920s, 1930s and 1940s where the British Broadcasting Corporation (BBC) had been created under Royal Charter with editorial independence from government and commercial interests. In contrast, the British Government of India, and several of Britain’s other colonial territories set up public communications departments that were attached to central government bureaus primarily because the notion of public service broadcasting sat awkwardly against colonial power structures.

ABSTRACT:The process of making decisions about cities during the bombing of World War II, in its immediate aftermath and in the early post-war years remains a phenomenon that is only partly understood. The bombing left many church buildings damaged or destroyed across the UK. The Church of England's churches within the City of London, subject to a complex progression of deliberations, debates and decisions involving several committees and commissions set up by the bishop of London and others, are used to review the process and product of decision-making in the crisis of war. Church authorities are shown to have responded to the immediate problem of what to do with these sites in order most effectively to provide for the needs of the church as an organization, while simultaneously considering other factors including morale, culture and heritage. The beginnings of processes of consulting multiple experts, if not stakeholders, can be seen in this example of an institution making decisions under the pressures of a major crisis.

One of the most remarkable features of the British historical scene since World War II has been the rapid professionalization of local history. The National Register of Archives was set up in 1954 “to record the location, content and availability of all collections of documents, both large and small, in England and Wales (other than those of the central government).” From 1949 something akin to a diary of the burgeoning interest in this area was provided by the journal Archives. Neither the work of the National Register nor the informed discussion of Archives would have been possible, however, without the labours of permanent professional archivists who were to be found in most county and other major local record offices by the 1950s. It is not the purpose of this article, however, to record archival activities as such or to follow the subdividing of these activities throughout the 1950s indicated by the Bulletin of the National Register of Archives, the Lists of Accessions, and the many catalogues issuing from local archives.For the archivist, interest in local records seemed to follow naturally enough upon his scientific training in national collections. But such was not the case for the academic historian for whom “nationalization” of history had become identified with the development of scientific history itself. While the president of the Historical Association could admit in his Jubilee Address of 1956 that “One of the most important features of the first half of the twentieth century is the realization in one field after another that history is much more than the mere story of governments,” this realization has been very gradual.

Colonialism is a dehumanizing experience for all those at the mercy of its power structures. The officers of the Indian Civil Service (ICS) were no exception. This book focuses on the role of ICS in World War II and engages in a wider debate about colonialism’s impact on its administrators and subjects. The author looks at the events of World War II specifically in the province of Assam in India’s North-East. It is here that the British and American troops were stationed as they attempted to retake Burma following Japan’s invasion in 1942 and supply the Allied Chinese by road and air. The volume also focuses on how radio broadcasting was used to manufacture the Indian public’s consent for the war effort and explores the horrors of the Bengal Famine and the controversies surrounding the British responses to it. The central character in the book’s narrative is Sir Andrew Clow who was a career civil servant in India. He was the Minister for Communications during the late 1930s and early 1940s before he became the Governor of Assam in 1942. The book is partly a biography of his fascinating career.

This Anderson Memorial Lecture was given to the Boscombe Down branch of the Institute on 19 February 2004. In the lecture Pinky Grocott, a distinguished navigator and past President of the Institute, recounts the history of the formation of Ferry Command set up to ensure the safe and efficient delivery of aircraft from North America to the UK during World War II. He then provides personal insights into his role as a young first-tour RAF navigator employed in the Command and describes the contemporary navigation practice.

Our contemporary world is organized in a modern/colonial structure. As people, professions and practices engage in cross-country Design for Sustainability (DfS), projects have the potential of sustaining or changing modern/colonial power structures. In such project relations, good intentions in working for sustainability do not directly result in liberation from modern/colonial power structures. In this paper we introduce three approaches in DfS that deal with power relations. Using a Freirean (1970) decolonial perspective, we analyse these approaches to see how they can inform DfS towards being decolonial and anti-oppressive. We conclude that steering DfS to become decolonial or colonizing is a relational issue based on the interplay between the designers’ position in the modern/colonial structure, the design approach chosen, the place and the people involved in DfS. Hence, a continuous critical reflexive practice is needed in order to prevent DfS from becoming yet another colonial tool.

This chapter traces the early history of state-sponsored informational filmmaking in Denmark, emphasising its organisation as a ‘cooperative’ of organisations and government agencies. After an account of the establishment and early development of the agency Dansk Kulturfilm in the 1930s, the chapter considers two of its earliest productions, both process films documenting the manufacture of bricks and meat products. The broader context of documentary in Denmark is fleshed out with an account of the production and reception of Poul Henningsen’s seminal film Danmark (1935), and the international context is accounted for with an overview of the development of state-supported filmmaking in the UK, Italy and Germany. Developments in the funding and output of Dansk Kulturfilm up to World War II are outlined, followed by an account of the impact of the German Occupation of Denmark on domestic informational film. The establishment of the Danish Government Film Committee or Ministeriernes Filmudvalg kick-started aprofessionalisation of state-sponsored filmmaking, and two wartime public information films are briefly analysed as examples of its early output. The chapter concludes with an account of the relations between the Danish Resistance and an emerging generation of documentarists.

Why do Chinese governments at various levels set up public complaint websites where citizen petitions and government responses can be reviewed by the general public? We argue that it is the result of two factors: strong signals sent by the central government to improve governance, and the availability of new technologies to promote policy innovation. To impress their superiors, local officials adopted newly available commercial technology to innovate existing citizen feedback systems, which presented a developmental trajectory from “openness,” “integration,” to “big data-driven prediction.” Drawing on policy documents and interviews with local politicians and administrators, we provide a chronological perspective of how technical development, central government’s signals and local decision-making have interacted in the past two decades to bring forth today’s public complaint websites. The contingent and non-teleological nature of this development can also be applied to other policies such as the social credit system.

AbstractThe COVID-19 pandemic caused by SARS-COV-2 virus fortunately resulted in few children suffering from severe disease. However, the collateral effects on the COVID-19 pandemic appear to have had significant detrimental effects on children affected and young people. There are also some positive impacts in the form of reduced prevalence of viral bronchiolitis. The new strain of SARS-COV-2 identified recently in the UK appears to have increased transmissibility to children. However, there are no large vaccine trials set up in children to evaluate safety and efficacy. In this short communication, we review the collateral effects of COVID-19 pandemic in children and young people. We highlight the need for urgent strategies to mitigate the risks to children due to the COVID-19 pandemic. What is Known:• Children and young people account for <2% of all COVID-19 hospital admissions• The collateral impact of COVID-19 pandemic on children and young people is devastating• Significant reduction in influenza and respiratory syncytial virus (RSV) infection in the southern hemisphere What is New:• The public health measures to reduce COVID-19 infection may have also resulted in near elimination of influenza and RSV infections across the globe• A COVID-19 vaccine has been licensed for adults. However, large scale vaccine studies are yet to be initiated although there is emerging evidence of the new SARS-COV-2 strain spreading more rapidly though young people.• Children and young people continue to bear the collateral effects of COVID-19 pandemic

AbstractModern hand surgery in Thailand started after the end of World War II. It is divided into 4 phases. In the initial phase (1950-1965), the surgery of the hand was mainly performed by general surgeons. In 1965-1975, which was the second phase, many plastic surgeons and orthopaedic surgeons graduated from foreign countries and came back to Thailand. They played a vital role in the treatment of the surgery of the hand and set up hand units in many centers. They also contributed to the establishment of the “Thai Society for Surgery of the Hand,” which still continues to operate. In the third phase (1975-2000), there was a dramatic development of microsurgery because of the rapid economic expansion. There were many replantation, free tissue transfers, and brachial plexus surgeries in traffic and factory-related accidents. The first hand-fellow training program began in 1993. In the fourth phase (since 2000), the number of hand injuries from factory-related accidents began declining. But the injury from traffic accidents had been increasing both in severity and number. Moreover, the diseases of hand that relate to aging and degeneration had been on the rise. Thai hand surgeons have been using several state-of-the-art technologies such as arthroscopic and endoscopic surgery. They are continuing to invent innovations, generating international publications, and frequently being invited as speakers in foreign countries.

Editorial note. March 17th, 1971 was the fiftieth anniversary of the opening by Marie Stopes of her birth control clinic in Holloway, London, the first of its kind in the UK and possibly in the world. In recognition of this notable event, the Board of the Marie Stopes Memorial Foundation, in conjunction with the University of York, has established a Marie Stopes Memorial Lecture to be given annually for a term of years. The first of the series was delivered on 12th March in the Department of Sociology, University of York, by Mr Laurie Taylor of that department. In introducing the speaker, Dr G. C. L. Bertram, the Chairman, emphasized the great contribution made by Marie Stopes to human welfare and gave a brief history of the clinic, which was soon moved to Whitfield Street. On Marie Stopes' death in 1958 the Memorial Foundation was set up to manage the clinic, still in Whitfield Street, and as a working monument to a great women.Mr Taylor's script is printed below as delivered and it will be seen that the lecture was a notable one. Not only that, but it was delivered with the verve of a Shakespearean actor and the members of the large and appreciative audience will not readily forget the occasion.
