This chapter focuses on ways that pastoralists respond to ecological and climate variability through strategies of pastoral mobility and exploitation of micro-ecologies throughout the Sahel. The chapter reflects recent scholarly work that argues for recognition of the viability of mobile pastoral systems and their long-term value to national economies and rural community nutrition. West African pasturelands are as biodiverse as woodlands further south, and herders exercise strategic decision-making not accounted for among most government decision-makers before the mid-1990s. In addition to policy challenges, twenty-first-century Sahelian pastoralists are faced with constraints on pasture access, criminal activity, climate instability, and religious radicalism. This chapter argues that intra-regional issues of land use policy and tension between extensive pastoral production systems and projects of nation-building are at the center of current political instability in pastoral communities.

SummaryThis overview analyses the key drivers of change in the global livestock sector and assesses how they are influencing current trends and future prospects in the world's diverse livestock production systems and market chains; and what are their consequent impacts on the management of animal genetic resources for food and agriculture. The trends are occurring in both developing and industrialized countries, but the responses are different. In the developing world, the trends are affecting the ability of livestock to contribute to improving livelihoods and reducing poverty as well as the use of natural resources. In the industrialized world, the narrowing animal genetic resource base in industrial livestock production systems raises the need to maintain a broader range of animal genetic resources to be able to deal with future uncertainties, such as climate change and zoonotic diseases.This chapter discusses:• What are the global drivers of change for livestock systems? Economic development and globalization; changing market demands and the “livestock revolution”; environmental impacts including climate change; and science and technology trends.• How are the livestock production systems responding to the global drivers of change? Trends in the three main livestock production systems (industrial, crop-livestock and pastoral systems); the range and rate of changes occurring in different systems and how these affect animal genetic resources. The implications are that breeds cannot adapt in time to meet new circumstances. Hence new strategies and interventions are necessary to improve the management of animal genetic resources in situations where these genetic resources are most at risk.• What are the implications for animal genetic resources diversity and for future prospects of their use? - Industrial livestock production systems are expected to have a limited demand for biodiversity, while crop-livestock and pastoral systems will rely on biodiversity to produce genotypes of improved productivity under changing environmental and socio-economic conditions. All systems will rely on biodiversity, albeit to varying degrees, to cope with expected climate change.• What immediate steps are possible to improve animal genetic resources characterization, use and conservation? Appropriate institutional and policy frameworks are required to improve animal genetic resources management and these issues are being addressed at national and intergovernmental levels, in a process led by FAO to promote greater international collaboration on animal genetic resources. Based on an analysis of the current situation, the continuing loss of indigenous breeds and new developments in science and technology, there are several complementary actions that can begin to improve the management of animal genetic resources and maintain future options in an uncertain world.These are summarized here as:a. “Keep it on the hoof” - Encouraging the continuing sustainable use of traditional breeds and in situ conservation by providing market-driven incentives, public policy and This paper has benefited from inputs from several reviewers and other contributors, and we thank all for their thoughtful insights. This “landscape livestock genomics” approach offers the means to predict the genotypes most appropriate to a given environment and, in the longer term, to understand the genetic basis of adaptation of the genotype to the environment.d. “Put some in the bank” — New technologies make ex situ, in vitro conservation of animal genetic resources feasible for critical situations and are a way to provide long-term insurance against future shocks.The multiple values, functions and consequences of livestock production systems and their rapid rate of change lead to divergent interests within and between countries. Conversely, the uncertainty about the implications of rapid, multifaceted global change for each livestock production system and the resulting future changes in the required genetic make-up of animal genetic resources make collective action to tackle conservation of animal genetic resources a long-term, global public good. Conserving animal genetic resources will not by itself solve these problems, but it is an important first step towards maintaining future options.Advances in science and the technology, in areas such as reproductive technology, genomics and spatial analysis, as well as progress in conceptualization of global public good production for the future management of animal genetic resources, should enable the international community to address both the short- and long-term challenges in innovative ways.

This book provides a survey of different ways in which economic sociocultural and political aspects of human progress have been studied since the time of Adam Smith. Inevitably, over such a long time span, it has been necessary to concentrate on highlighting the most significant contributions, rather than attempting an exhaustive treatment. The aim has been to bring into focus an outline of the main long-term changes in the way that socioeconomic development has been envisaged. The argument presented is that the idea of socioeconomic development emerged with the creation of grand evolutionary sequences of social progress that were the products of Enlightenment and mid-Victorian thinkers. By the middle of the twentieth century, when interest in the accelerating development gave the topic a new impetus, its scope narrowed to a set of economically based strategies. After 1960, however, faith in such strategies began to wane, in the face of indifferent results and general faltering of confidence in economists’ boasts of scientific expertise. In the twenty-first century, development research is being pursued using a research method that generates disconnected results. As a result, it seems unlikely that any grand narrative will be created in the future and that neo-liberalism will be the last of this particular kind of socioeconomic theory.

Abstract In this paper, we investigate the long-term effects of climate change on the mobility of working-age people. We use a world economy model that covers almost all the countries around the world, and distinguishes between rural and urban regions as well as between flooded and unflooded areas. The model is calibrated to match international and internal mobility data by education level for the last 30 years, and is then simulated under climate change variants. We endogenize the size, dyadic, and skill structure of climate migration. When considering moderate climate scenarios, we predict mobility responses in the range of 70–108 million workers over the course of the twenty-first century. Most of these movements are local or inter-regional. South–South international migration responses are smaller, while the South–North migration response is of the “brain drain” type and induces a permanent increase in the number of foreigners in OECD countries in the range of 6–9% only. Changes in the sea level mainly translate into forced local movements. By contrast, inter-regional and international movements are sensitive to temperature-related changes in productivity. Lastly, we show that relaxing international migration restrictions may exacerbate the poverty effect of climate change at origin if policymakers are unable to select/screen individuals in extreme poverty.

Since the early 2000, Balochistan is yet again embroiled in a cobweb of violence after a hiatus of more than two decades. The Baloch nationalist militancy began to reinvigorate after the seizure of power by General Pervez Musharraf in 1999. Musharraf marginalised the moderate Baloch nationalists and repressed dissident voices. The differences over power and resource sharing escalated quickly into a full-blown armed struggle once Musharraf used indiscriminate force to subdue opposition against his regime. This article examines the proximate and long-term structural factors that led to the resurgence of armed militancy at the turn of the twenty-first century. It analyses the new drivers and dynamics of the present conflict that make it more virulent and lend it a distinctive character.

Abstract Purpose To describe how health systems may respond to sudden changes in operations by leveraging existing resources and to share one organization’s experience responding to the coronavirus disease (COVID-19) pandemic. Summary In a health system based in Illinois and Wisconsin, pharmacy services are provided by a single, integrated department responsible for all aspects of pharmaceutical care within the organization. Hospital, retail, ambulatory care, and population health services are all managed under one leadership team. All pertinent ancillary services are also managed within the department, including informatics, supply chain, and drug policy. During the COVID-19 pandemic, the pharmacy services leadership has successfully managed volume and capacity challenges by redirecting resources to where they are needed. A disaster response framework based on Federal Emergency Management Agency guidance was put in place, and change management principles were used to rapidly operationalize change. Components of the nimble response have included quickly increasing capacity, thoughtful and timely communication to all team members, strategic decision making with available data, creating an agile pool of labor, and maintaining an efficient system supply chain. Well-being and resilience are emphasized alongside reflection on lessons learned. Some changes made in the urgent response to the pandemic are being considered for long-term implementation. Conclusion Organizations have the potential to respond to almost any situation if they are integrated and teams work together to build flexibility. The keys to success are thoughtful maximization of existing resources and strong communication.

Long-term selection programs in the United States and New Zealand have developed twinning herds. In Nebraska, the United States Meat Animal Research Centre population had a calving rate of 1.56 per parturition in 2004. They have shown that the location of ovulation has an important effect on the success of pregnancy and that ovulations ≥3 are probably undesirable. These cattle have issues associated with calving difficulty and calf survival, which present challenges for commercial application. Intensive management using existing technology and/or future genetic improvement to address these traits are required to realise the potential benefits to beef production systems.

Vegetation Fractional Cover (VFC) is an important global indicator of land cover change, land use practice and landscape, and ecosystem function. In this study, we present the Global Vegetation Fractional Cover Product (GVFCP) and explore the levels and trends in VFC across World Grassland Type (WGT) Ecoregions considering variation associated with Global Livestock Production Systems (GLPS). Long-term average levels and trends in fractional cover of photosynthetic vegetation (FPV), non-photosynthetic vegetation (FNPV), and bare soil (FBS) are mapped, and variation among GLPS types within WGT Divisions and Ecoregions is explored. Analysis also focused on the savanna-woodland WGT Formations. Many WGT Divisions showed wide variation in long-term average VFC and trends in VFC across GLPS types. Results showed large areas of many ecoregions experiencing significant positive and negative trends in VFC. East Africa, Patagonia, and the Mitchell Grasslands of Australia exhibited large areas of negative trends in FNPV and positive trends FBS. These trends may reflect interactions between extended drought, heavy livestock utilization, expanded agriculture, and other land use changes. Compared to previous studies, explicit measurement of FNPV revealed interesting additional information about vegetation cover and trends in many ecoregions. The Australian and Global products are available via the GEOGLAM RAPP (Group on Earth Observations Global Agricultural Monitoring Rangeland and Pasture Productivity) website, and the scientific community is encouraged to utilize the data and contribute to improved validation.

SUMMARYThe objective of this paper was to compile the available information in the conventional and non-conventional literature on the origin, distribution, ecological settings, utility, husbandry practices and production systems of the Gudali, a West and Central African shorthorned zebu which is similar in conformation, size and origin to the East African shorthorned zebu. These animals are reputed not only for their beef and dairy qualities. but also for their hardiness to the harsh northerly environments. Under the prevailing circumstances in the pastoral systems, natural selection is the primary force affecting any genetic change and, as a result, animals tend to perform relatively poorly. Most of the documented studies have been limited in scope and applicability. Therefore, further studies are needed to adequately characterize these animals under their different production systems.
