This chapter focuses on the Advocacy Coalition Framework (ACF), a highly influential approach to public policy that has been adopted in the United States and many other developed countries. The ACF first emerged in the 1990s, seeking to produce a general theory of policy-making based on the idea that people engage in politics to translate their beliefs, rather than their simple material interests, into action. In addition to representing an approach to the study of contemporary public policy, the ACF offers a set of ideas about how scientific enquiry should be conducted. The chapter examines how the ACF’s proponents, especially Paul Sabatier, have influenced the discussion of public policy as a discipline and a branch of science. After providing a summary of the ACF and its ideas, the discussion turns to its expansion and revision and how it has shaped thinking and research on public policy.

This chapter reviews the development and growth of the policy-analytic profession. Historically, government decision makers have often called upon those with expertise to assist them in reaching their decisions. This chapter, however, concerns a new professional class of advisors that began developing during the 1950s in the United States. This new profession assists policy makers in understanding better their alternatives and relevant considerations for choosing among them. From here, the chapter offers some perspective on the research to date that has attempted to assess the effects of the profession—a perspective that emphasizes some important differences across the many types of governmental settings that utilize policy analysis, and the methodological difficulties that assessment efforts confront.

There is no shortage of scholarly and other research on the reciprocal relationship that inequality bears to crime, victimisation and contact with the criminal justice system, both in the specific United States context and beyond. Often, however, inequality has been studied in conjunction with only one of the three phenomena at issue, despite the intersections that arguably obtain between them–and, indeed, between their respective connections with inequality itself. There are, moreover, forms of inequality that have received far less attention in pertinent research than their prevalence and broader significance would appear to merit. The purpose of this chapter is dual: first, to identify ways in which inequality’s linkages to crime, victimisation and criminal justice may relate to one another; and second, to highlight the need for a greater focus than has been placed heretofore on the role of institutionalised inequality of access to the political process, particularly as this works to bias criminal justice policy-making towards the preferences of financially motivated state lobbying groups at the expense of disadvantaged racial minorities. In so doing, the chapter singles out for analysis the US case and, more specifically, engages with key extant explanations of the staggering rise in the use of imprisonment in the country since the 1970s.

This chapter traces the evolution of graduate level public affairs education in the United States in terms of focus, mission, curriculum, institutional locus, and enrollments, with attention to similarities and differences at the masters and doctoral levels. It highlights the role of two key professional associations in the evolution of the field, NASPAA and APPAM. It also examines some persistent challenges regarding how broadly or narrowly to define the field, how clearly to differentiate among the related fields of study, and how to define and ensure quality.

III THE PATTERN EXPLAINED In part I of this paper we described the gross pattern of public policy in our five countries. In part II we looked at how the pattern developed in each of the countries. We noticed that the countries have pursued policies that diverge widely, at least with respect to the size of the direct operating role of the State in the provision of public services. We also noticed that the United States differs from the four other countries far more than they do from each other. These findings will not have come as a great surprise to anybody, although some readers may have been surprised – in view of the common assumption that all major western countries are ‘welfare states’ – to discover just how much the countries differ and what different histories they have had.

In recent years scholarship has drawn attention to the role of large multi-issue interest groups in policy networks and in public policy diffusion. This paper develops this field of study by demonstrating empirically the leverage of the ‘sustained organisational influence’ theory of policy diffusion. Specifically, it focuses on the role of the American Legislative Exchange Council (ALEC) in diffusing the Stand Your Ground policy across US state legislatures. By comparing ALEC’s template policy to bills introduced and legislation subsequently enacted within state legislatures, we demonstrate that ALEC has positioned itself as a ‘super interest group’, exerting sustained organisational influence across an expanding number of states. In doing so, this paper moves theory beyond the typical advocacy coalition framework that implicitly assumes policymaking occurs discretely among specialists on an issue-by-issue basis. It also highlights the democratic implications of the role of super interest groups in shaping policy behind the scenes.

The concept of adversarial legalism has been widely used by scholars of law, public administration, public policy, political science, sociology, and Law and Society, but the varying ways in which the concept has been employed raise concerns that it has become stretched to the point of incoherence. We argue that adversarial legalism entails both a style, an everyday practice of dispute resolution and policy making with distinct attributes, and a structure of governance that can be compared to other structures of authority. Untangling these aspects of adversarial legalism allows us to make sense of its different uses and identify future avenues of inquiry. Despite its wide application, adversarial legalism is in fact underutilized, especially in studies aimed at understanding consequences of judicialization, legalization, and juridification in the United States and abroad.

This paper argues that the main cause of the deteriorating economic position of unskilled workers in the United States and other developed countries has been expansion of trade with developing countries. In the framework of a Heckscher-Ohlin model, it outlines the evidence in support of this view, responds to criticisms of this evidence, and challenges the evidence for the alternative view that the problems of unskilled workers are caused mainly by new technology. The paper concludes with a look at the future and at the implications for public policy.

Opinion differs about the role of syndicated columnists in the forming of national opinion and in the decision-making process in the United States. Our columnists have been the subject of pioneering studies, but we have a long way to go before the picture can be called historically complete, scientifically precise, or fully satisfactory for policy-making purposes. What the columnists say is an important chapter in the history of the American public, and history is most useful for critical purposes when written close to the event. The general theory of communication and politics can be refined as the details of the opinion process are more fully known.

This book examines the role of the elite Pilgrims Society in Anglo-American relations during the first half of the twentieth century. The Pilgrims Society was a dining club founded in London and New York in 1902 and 1903 which sought to improve relations between Britain and the United States. The Society provided an elite network that brought together influential politicians, diplomats, journalists, and businessmen during key moments in Anglo-American diplomacy. This book argues that the Pilgrims acted in cooperation with officialdom in both countries to promote its essentially elitist conception of Anglo-American friendship. The book presents a series of case studies that focus on the proceedings and wider diplomatic significance of lavish banquets held across the period at iconic London and New York hotels. In so doing, the book is the first-ever scholarly examination of the Pilgrims Society and establishes the role of unofficial public diplomacy activities and associational culture in official Anglo-American relations in an earlier period than has been recognised in the existing historiography. The book concludes that the Pilgrims Society is best regarded as a semi-official actor in international relations which – through its engagement with the press and by means of facilitating contact between policy-making elites – provided a milieu that supported ideas of Anglo-American friendship and legitimised greater state involvement in public diplomacy.
