Thrust generation by flapping is accompanied by alternating pitching moment. On the down-stroke, it pitches the bird down when the wings are above its centre of gravity and up when they are below; on the up-stroke, the directions reverse. Because the thrust depends not only on the flapping characteristics but also on the angle of attack of the bird's body, interaction between the flapping and body motions may incite a resonance that is similar to the one that causes the swinging of a swing. In fact, it is shown that the equation governing the motion of the bird's body in flapping flight resembles the equation governing the motion of a pendulum with periodically changing length. Large flapping amplitude, low flapping frequency, and excessive tilt of the flapping plane may incite the resonance; coordinated fore–aft motion, that uses the lift to cancel out the moment generated by the thrust, suppresses it. It is probably incited by the tumbler pigeon in its remarkable display of aerobatics. The fore–aft motion that cancels the pitching moment makes the wing tip draw a figure of eight relative to the bird's body when the wings are un-swept, and a ring when the wings are swept back and fold during the upstroke.

A method for operational forecasting of fires is proposed that enables the sequential implementation of five procedures. The method development is necessary to predict early fires in premises in order to take measures to prevent them from escalating into an uncontrolled combustion phase ‒ a fire. As a result of research, it was found that a short-term forecast of the recurrence of increments of the air conditions by one step, based on the current measure of recurrence, is an effective indicator of early fires in premises. At the same time, it was found that before the moment of ignition of the material, the state of the air environment is characterized by dynamic stability, which is described by an irregular and time-dependent random change in the recurrence of the states of the vector of current increments of the state of the air environment. The values of the indicated levels of recurrence of the state increments are determined by the probability levels of 0.67 and 0.1, respectively. The probability of recurrence of state increments of 0.67 is characteristic of a larger number of measured states. When the material is ignited, the dynamics of the probability of recurrence of state increments change abruptly. There is a transition from two to one level of recurrence, close to zero probability ‒ the loss of dynamic stability (in the region of count 250). Further dynamics are characterized by the appearance of separate random recurrent increments corresponding to the instability of the air environment in the premises. In the course of the experiment, it was found that the accuracy of predicting a fire by the proposed method ranges from 4.48 % to 12.79 %, which generally indicates its efficiency. The obtained data prove useful in the development of new systems that early warn of fire in premises, as well as in the modernization of existing systems and means of fire protection of premises

Consider any form of aircraft provided with a small rudder plane placed behind its centre of gravity and at a certain distance l from it, which we may speak of as the length of the tail. When this tail is subjected to a given wind pressure, the moment of this pressure about the centre of gravity, tending to turn the machine round, is proportional to l. From this point of view a long tail is preferable to a short one.On the other hand, the pressure of the air on the tail plane depends on the normal velocity of the wind relative to it. Hence the normal velocity of the plane itself is limited in magnitude, and the angular velocity with which the machine turns about its centre of gravity must therefore be less when l is large than when lis small; that is, the long–tailed machine turns more slowly than the one with a short tail, and this is a disadvantage.

Background: The aim of this study is to report the short-term results of catheter-directed foam sclerotherapy (CDFS) in the treatment of axial saphenous vein incompetence. Patients and methods: Data of all patients undergoing CDFS for symptomatic primary incompetence of the great or small saphenous vein were prospectively collected. Treatment results in terms of occlusion rate and patients’ grade of satisfaction were analysed. All successfully treated patients underwent clinical and duplex follow-up examinations one year postoperatively. Results: Between September 2006 and September 2010, 357 limbs (337 patients) were treated with CDFS at our institution. Based on the CEAP classification, 64 were allocated to clinical class C3 , 128 to class C4, 102 to class C5 and 63 to class C6. Of the 188 patients who completed the one year follow up examination, 67 % had a complete and 14 % a near complete obliteration of the treated vessel. An ulcer-healing rate of 54 % was detected. 92 % of the patients were satisfied with the results of treatment. We registered six cases of thrombophlebitis and two cases of venous thromboembolism, all requiring treatment. Conclusions: The short-term results of CDFS in patients with axial vein incompetence are acceptable in terms of occlusion and complications rates.

Our analysis documents that the existence of hidden “holes” in the capital of not yet failed banks - while creating intertemporal pressure on the actual level of capital - leads to changing of maturity of loans supplied rather than to contracting of their volume. Long-term loans decrease, whereas short-term loans rise - and, what is most remarkably, by approximately the same amounts. Standardly, the higher the maturity of loans the higher the credit risk and, thus, the more loan loss reserves (LLP) banks are forced to create, increasing the pressure on capital. Banks that already hide “holes” in the capital, but have not yet faced with license withdrawal, must possess strong incentives to shorten the maturity of supplied loans. On the one hand, it raises the turnovers of LLP and facilitates the flexibility of capital management; on the other hand, it allows increasing the speed of shifting of attracted deposits to loans to related parties in domestic or foreign jurisdictions. This enlarges the potential size of ex post revealed “hole” in the capital and, therefore, allows us to assume that not every loan might be viewed as a good for the economy: excessive short-term and insufficient long-term loans can produce the source for future losses.

The paper deals with the organization and decisions of the conference of the Minister-Presidents of German lands in Munich on June 6-7, 1947, which became the one and only meeting of the heads of the state governments of the western and eastern occupation zones before the division of Germany. The conference was the first experience of national positioning of the regional elite and clearly demonstrated that by the middle of 1947, not only between the allies, but also among German politicians, the incompatibility of perspectives of further constitutional development was existent and all the basic conditions for the division of Germany became ripe. Munich was the last significant demonstration of this disunity and the moment of the final turn towards the three-zone orientation of the West German elite.

An algorithm to determine the maximum temperature of brake systems during repetitive short-term (RST) braking mode has been proposed. For this purpose, the intermittent mode of braking was given in the form of a few cyclic stages consisting of subsequent braking and acceleration processes. Based on the Chichinadze’s hypothesis of temperature summation, the evolutions of the maximum temperature during each cycle were calculated as the sum of the mean temperature on the nominal contact surface of the friction pair elements and temperature attained on the real contact areas (flash temperature). In order to find the first component, the analytical solution to the one-dimensional thermal problem of friction for two semi-spaces taking into account frictional heat generation was adapted. To find the flash temperature, the solution to the problem for the semi-infinite rod sliding with variable velocity against a smooth surface was used. In both solutions, the temperature-dependent coefficient of friction and thermal sensitivity of materials were taken into account. Numerical calculations were carried out for disc and drum brake systems. The obtained temporal variations of sliding velocity, friction power and temperature were investigated on each stage of braking. It was found that the obtained results agree well with the corresponding data established by finite element and finite-difference methods.

After having studied in great detail the observational HR diagram (log Teff, Mbol) composed by 40 main sequence stars of the Hyades (Perryman et al.,1997, A&A., in press), we have tried to apply the same method to the observational main sequences of the three next nearest open clusters: Coma Berenices, the Pleiades, and Praesepe. This method consists in comparing the observational main sequence of the clusters with a grid of theoretical ZAMSs. The stars composing the observational main sequences had to have reliable absolute bolometric magnitudes, coming all from individual Hipparcos parallaxes, precise bolometric corrections, effective temperatures and metal abundances from high resolution detailed spectroscopic analyses. If we assume, following the work by Fernandez et al. (1996, A&A,311,127), that the mixing-lenth parameter is solar, the position of a theoretical ZAMS, in the (log Teff, Mbol) plane, computed with given input physics, only depends on two free parameters: the He content Y by mass, and the metallicity Z by mass. If effective temperature and metallicity of the constituting stars of the 4 clusters are previously known by means of detailed analyses, one can deduce their helium abundances by means of an appropriate grid of theoretical ZAMS’s. The comparison between the empirical (log Teff, Mbol) main sequence of the Hyades and the computed ZAMS corresponding to the observed metallicity Z of the Hyades (Z= 0.0240 ± 0.0085) gives a He abundance for the Hyades, Y= 0.26 ± 0.02. Our interpretation, concerning the observational position of the main sequence of the three nearest clusters after the Hyades, is still under way and appears to be greatly more difficult than for the Hyades. For the moment we can say that: ‒ The 15 dwarfs analysed in detailed in Coma have a solar metallicity: [Fe/H] = -0.05 ± 0.06. However, their observational main sequence fit better with the Hyades ZAMS. ‒ The mean metallicity of 13 Pleiades dwarfs analysed in detail is solar. A metal deficient and He normal ZAMS would fit better. But, a warning for absorption in the Pleiades has to be recalled. ‒ The upper main sequence of Praesepe, (the more distant cluster: 180 pc) composed by 11 stars, analysed in detail, is the one which has the best fit with the Hyades ZAMS. The deduced ‘turnoff age’ of the cluster is slightly higher than that of the Hyades: 0.8 Gyr instead of 0.63 Gyr.

AbstractThe scientific program is presented as well a the abstracts of the contributions. An extended account is published in “The Ultraviolet Universe: stars from birth to death” (Ed. Gómez de Castro) published by the Editorial Complutense de Madrid (UCM), that can be accessed by electronic format through the website of the Network for UV Astronomy (www.ucm.es/info/nuva).There are five telescopes currently in orbit that have a UV capability of some description. At the moment, only FUSE provides any medium- to high-resolution spectroscopic capability. GALEX, the XMM UV-Optical Telescope (UVOT) and the Swift. UVOT mainly delivers broad-band imaging, but with some low-resolution spectroscopy using grisms. The primary UV spectroscopic capability of HST was lost when the Space Telescope Imaging Spectrograph failed in 2004, but UV imaging is still available with the HST-WFPC2 and HST-ACS instruments.With the expected limited lifetime of sl FUSE, UV spectroscopy will be effectively unavailable in the short-term future. Even if a servicing mission of HST does go ahead, to install COS and repair STIS, the availability of high-resolution spectroscopy well into the next decade will not have been addressed. Therefore, it is important to develop new missions to complement and follow on from the legacy of FUSE and HST, as well as the smaller imaging/low resolution spectroscopy facilities. This contribution presents an outline of the UV projects, some of which are already approved for flight, while others are still at the proposal/study stage of their development.This contribution outlines the main results from Joint Discussion 04 held during the IAU General Assembly in Prague, August 2006, concerning the rationale behind the needs of the astronomical community, in particular the stellar astrophysics community, for new UV instrumentation. Recent results from UV observations were presented and future science goals were laid out. These goals will lay the framework for future mission planning.

The issue of strengthening the damaged linear reinforced concrete elements have been engaged since 2008. We focused on the analysis of resistance and the characteristics of limit states of serviceability in the damaged and subsequently strengthened elements at a short-term loading. In the introduction phase, the strengthening of the elements was carried out with the following procedures – installation of an overlayer on the coupling board or a combination of the board and use of glass – fiber fabric (GFRP). The strengthening was also affected by the type of contact (reinforced/non-reinforced) – the deformed element/coupling board and its effect on resistance, type of deformation and serviceability. In the non-reinforced contact, we applied some of the types of adjustments to the surface of the strengthened element. At the moment, we are dealing with the effects of time and repeated load on the strengthened elements. The results correspond to the reinforced contact. The values are compared with the short-term results of the strengthened beams and with the long-term results of the beams prepared for strengthening.
