AbstractBackgroundSince the 2019-nCoV (COVID-19) outbreaks in Wuhan, China, the cumulative number of confirmed cases is increasing every day, and a large number of populations all over the world are at risk. The quarantine and traffic blockage can alleviate the risk of the epidemic and the infections, henceforth evaluating the efficacy of such actions is essential to inform policy makers and raise the public awareness of the importance of self-isolation and quarantine.MethodWe collected confirmed case data and the migration data, and introduced the quarantine factor and traffic blockage factor to the Flow-SEIR model. By varying the quarantine factor and traffic blockage factor, we simulated the change of the peak number and arrival time of infections, then the efficacy of these two intervation measures can be analyzed in our simulation. In our study, the self-protection at home is also included in quarantine.ResultsIn the simulated results, the quarantine and traffic blockage are effective for epidemic control. For Hubei province, the current quarantine factor is estimaed to be 0.405, which means around 40.5% of suceptibles who are close contacting with are in quarantine, and the current traffic blockage factor is estimaed to be 0.66, which indicates around 34% of suceptibles who had flowed out from Hubei. For the other provinces outside Hubei, the current quarantine factor is estimated to be 0.285, and the current traffic blockage factor is estimated to be 0.26. With the quarantine and traffic blockage factor increasing, the number of infections decrease dramatically. We also simulated the start dates of quarantine and traffic blockage at four time points, the simulated results show that the early of warning is also effective for epidemic containing. However, provincial level traffic blockage can only alleviate 21.06% - 22.38% of the peak number of infections. In general, the quarantine is much more effective than the traffic blockage control.ConclusionBoth of quarantine and traffic blockage are effective ways to control the spread of COVID-19. However, the eff icacy of quarantine is found to be much stronger than that of traffic blockage. Considering traffic blockage may also cause huge losses of economy, we propose to gradually deregulate the traffic blockage, and improve quarantine instead. Also, there might be a large number of asymptomatic carriers of COVID-19, the quarantine should be continued for a long time until the epidemic is totally under control.

Refrigerated warehouses are large energy consumers and account for a significant portion of the global energy demand. Nevertheless the opportunity for integration of renewable resources in the energy supply of large cold storage facilities is very often unjustifiably neglected, whereas the employment of renewable energy for many other industrial and comfort applications is actively promoted and explored. In that context, the purpose of this chapter is to bridge the existing gap by raising the public awareness of stakeholders, researchers, practicing engineers and policy makers about the availability of a number of smart engineering solutions and control strategies to exploit renewables of different nature (solar, wind, geothermal, biogas, etc.) in the food storage sector, as well as by calling the readers' attention to the specialised knowledge in the matter, which has been published so far.

Barokah has been around for a long time even though it does not appear to be about its form, but everyone must feel the sweetness of barokah. The problem is that barokah has experienced a decline and has even begun to become extinct because its existence is not clearly visible. That is caused by the lack of public awareness of the power of Allah, so that it depends on the progress of science and technology at this time. Therefore, the author examines the interpretation of Nouman Ali Khan through Youtobe which contains a discussion of baraka as a form of recommendation to the public that the interpreter is very suitable to be studied at the present time. This article includes thematic methods (maudhu'i) as well as patterns of adab ijtima'i with a linguistic approach, so that the discussion presented by Nouman Ali Khan can be used as a basis for knowing, understanding and changing the paradigm of society through cognitive effects, affective effects, and behavioral effects.

The terms ‘planning permission’ and ‘land use’ are of no anomalous amongst policy makers in the field of land administration and town planning. However, due to different policy jurisdictions, contradicting land uses are bound to arise and may affect land revenue. For the purpose of preliminary study, two surveys were conducted targeting two groups: 500 respondents amongst the public and 468 amongst policy makers in Selangor. Two different set of questionnaires in the form of Google form were distributed within the course of two months via e-mail and ‘WhatsApp’ mobile application. The study is to test the level of awareness amongst the public, and to test the level of readiness of policy makers as executors. It is later found that an average of 65% of all respondents namely policy makers and the public are unaware of the policies in relations to land use. Alas, it is recommended that an in-depth study to be conducted to increase public awareness on top of equipping policy makers with sufficient knowledge in maximizing the use of Temporary Planning Permission in matters of land administration and town planning, thus improving land revenue collections.

The adoption of electric vehicles (EVs) have proven to be a crucial factor to decreasing the emission of greenhouse gases (GHG) into the atmosphere. However, there are various hurdles that impede people from purchasing EVs. For example, long charging time, short driving range, cost and insufficient charging infrastructures available, etc. This article reports the public perception of EV-adoption using statistical analyses and proposes some recommendations for improving EV-adoption in Qatar. User perspectives on EV-adoption barriers in Qatar were investigated based on survey questionnaires. The survey questionnaires were based on similar studies done in other regions of the world. The study attempted to look at different perspectives of the adoption of EV, when asked to a person who is aware of EVs (technical respondents—people studying/working at universities/research centers and policy makers) or a person who may or may not be aware of EVs (non-technical respondents—people working in banks, governments and private non-academic organizations, etc.). Cumulative survey responses from the two groups were compared and analyzed using two-sample t-test statistical analysis. Detailed analyses showed that—among various major hindrances—raising of public awareness of such greener modes of transportation, the availability of charging options in more places and policy incentives towards EVs would play a major role in EV-adoption. The authors provide recommendations that—along with government incentives—could help make a gradual shift to a greater number of EVs convenient for people of Qatar. The proposed systematic approach for such a study and analysis may help in streamlining research on policies, infrastructures and technologies for efficient penetration of EVs in Qatar.

Immorality in the public/private service has been a great concern to various governments and researchers throughout the world because of its complexity. Despite all the existing laws, rules and regulations pertaining to the public service, the policy makers have failed to arrest the situation that is multiplying day by day. This may not be unconnected with the neglect of religious ethics that control the heart of an individual as it affects the public service. Islam provides comprehensive ethical guidelines for the running of public service which can be achieved through Islamic justice and fairness. To have faithful leaders, it is of great importance for the policy makers to ensure the manifestation of religious ethics and justice in the public service through the public awareness. Using proposed methodology this paper presents a conceptual review of the leader’s work ethics based on Islamic perspectives as well as its application in modern business toward sustaining the performance of the public and private organizations. This research is significant as there is a lack of Islamic code of ethics that guides the public and private organizations effectively. There is need for empirical test in the future as this research is conceptual in nature.

Public space and mobility are two challenging topics in many contemporary cities. These topics give rise to important questions such as how does the element of public space affect the sustainability of urban mobility in contemporary cities? And how does facilitating mobility contribute to the livability of the public realm? The purpose of this paper is to attempt to answer these questions. On one hand, the paper explores the relationship between public space and urban mobility in the contemporary city, specifically by addressing the extent to which urban mobility can create better public spaces and even assist in producing a more sustainable model of mobility. Although ignored for a long time in the discourse on urban planning, the relationship between public space and urban mobility has the potential to create livable cities. Indeed, the use of public space by walking and cycling contributes to economic, environmental and social sustainability. Hence, together with economic, ecological and social indicators, public space and urban mobility also constitute relevant city components, when measuring a city’s sustainability performance. On the other hand, this paper seeks to suggest a set of measures related to public space and soft mobility that can be integrated into an already existing set of indicators commonly used to measure urban sustainability. In this regard, the paper contributes to the debate surrounding the need to invest more in public spaces and at the same time suggests to planners and policy makers that it is necessary to develop international measures for the evaluation of urban mobility and the sustainability of public space.

Although the concept of learning cities and the idea of learning being place-based and focused on a region, city, town or community have existed for a long time, it is UNESCO’s work that gave the impetus to the practice, helping to create and spread the network of Learning Cities worldwide. One of the main characteristics of the current concept is the leading role of the local government and partnership with policy makers. The paper challenges this feature with the example of cities that are “rebelling” against the local or national government, but do have learning at the core of their activities. The example of Belgrade is described in detail, where various civic actions (protests, ‘guerrilla’ actions, active participation in public discussions) are analysed from the point of view of public pedagogy. The theory of Gert Biesta and his conception of the public sphere as a space for civic action as well as Elizabeth Ellsworth’s ideas on the active creation of space are the framework in which civic actions are interpreted as important kinds of learning. Lefebvre’s concept of the “right to the city” is also applied. In this way, the whole concept of learning cities might be broadened to include cities without a harmonious relationship with its policy makers, but with strong civic movements and civic actions as a kind of non-formal learning in public spaces.
