This article explores the concept of ‘risk’ that is both an epistemological tool and major facet of “late modernity” (Delanty, 1999). During the 1970s, the use of the notion ’risk’ was mainly confined to ‘natural sciences’, when the concept was used to analyse and improve the ‘security’ of technological systems (Giddens, 1990). According to Delanty (1999) it was not until the 1980s and 1990s that social science based ‘disciplines’ discovered the importance of the topic in relation to changes affecting modern society. In particular, the disciplinary development of Sociology, for example, has discovered ‘risk’ as one of the important aspects of neo‐liberalism and modernity (Beck, 1992; Giddens, 1990; Luhmann, 1993; Delanty, 1999). Sociological conceptions of risk are rapidly changing the role of social science (Delanty, 1999). For example, Delanty (1999) claims that there are studies on epistemology or legitimation of risk knowledge. The conflict between sociologically informed concepts of ‘risk’ and the more traditional, probabilistic calculations of risk represent a contest of competing social philosophies and visions about the future development of human and financial resources, relationship between economic growth and environmental protection, role of government and individuality, and projections and visions about the future it can be argued. A sociologically informed understanding of risk illustrates the interconnectedness of an “ageing population,” social policy and social life. From this perspective, risk is more than a calculation of costs and benefits, it is a theoretical mechanism for weighing different sets of political orientations which impinge on the positioning of individuals and populations.

Abstract Despite sustained philosophical attention, no theory of humor claims general acceptance. Drawing on the resources provided by intentional systems theory, this article first outlines an approach to investigating humor based on the idea of a comic stance, then sketches the Dismissal Theory of Humor (DTH) that has resulted from pursuing that approach. According to the DTH, humor manifests in cases where the future-directed significance of anticipatory failures is dismissed. Mirth, on this view, is the reward people get for declining to update predictive representational schemata in ways that maximize their futureoriented value. The theory aims to provide a plausible account of the role of humor in human mental and social life, but it also aims to be empirically vulnerable, and to generate testable predictions about how the comic stance may actually be undergirded by cognitive architectures.

In the transitional period of changes in all spheres of social life, the formation of new views and relations in the economy, politics and socio-cultural environment is taking place. The struggle between the new and the old leads to social tension in society. In our opinion, the main reason for the growth of social tension in modern Kyrgyz society is the crisis in the field of economics and politics. To a large extent, the crisis manifests itself in the growth of unemployment and an increase in the population with incomes below the subsistence level, which leads to the marginalization of society and a change in the image, quality and lifestyle. There are so-called "points" of concentration of social tension in modern society. In social terms, these are groups of people of retirement age, youth, the unemployed, public sector workers, the intelligentsia, low-income, large families, etc. The purpose of this article is to show the role of the intelligentsia in building a new Kyrgyz society.

Plastics are synthetic or semi-synthetic meltable substances that can be modeled in solid objects. In the modern world, it seems impossible today to live without plastic or synthetic polymers, which production and usage only go back to 1950. While plastics play a central role in modern society, the production of safer and cleaner products for potential use is required for decreasing the negative environmental effects. The purpose of this article is to analyze the plastic industry, the role of plastics in our social life, the situation in the plastics market, plastic recycling, and masterbatch compound production. For the purpose of this article, the main markets which have been analyzed are; Europe, Asia, and North America. There is a specific part focusing on Turkey who ranks 6th in terms of plastics processing capacity in Europe and has a huge plastic waste mismanagement problem. Finally, there is an analysis of the financial and operational side of global plastics trading, contract terms, and payment methods, which are being used today by the companies who are operating in the petrochemical industry and commodity trade financing generally.

How might we begin to think about deconstruction in relation to the formulation of political policy? Once we begin to ask this question the whole idea of policy as such is put in question and conversely the limitations of philosophy as the basis for political decision making quickly become apparent. Through a consideration of this problem and by reference to a number of key tropes in Derrida's later writings, this essay begins the task of thinking about the deconstruction of policy and of asking what the future role of deconstructive thought might be.

Noosphere is understood as the sphere of living reason conditioned by the cosmic evolution of humanity. Noosphere man is the creator and inhabitant of the noosphere. The future of Russian libra ries is predetermined by civilization transformations; therefore, the noospheric man becomes an actual subject of library thought, in particular, the subject of this article. Interpreting this object is possible in two aspects: first, as a user (reader) of library of the future; secondly, as a library worker — professional in librarianship. The article considers three scenarios of formation of noosphere: technological singularity, transhumanist immortalism and panorama of the future of Russia. The author opposes two models of the man of future: technocratic and humanistic. The choice is made in favor of humanistic model of the noosphere man, as it can provide techno-humanitarian balance in post-industrial civilization. The article discusses the possibilities of cultivation of noosphere person and the role of libraries in this pedagogical process. The author emphasizes the need of the advanced education in library-information school. In conclusion, there are presented the alternatives of future development of humanity. In the first half of the 21st century, due to objective and subjective reasons, the humanity faces the choice: technocratic way of development — continuation of spontaneous increase of technological power, ultimately leading to the necrosphere, or humanistic way — cultivation of noosphere man, the creator and inhabitant of steadily developing noosphere. Ascent to the noosphere (the sphere of mind) is possible only under the condition of growing generation of people of noosphere formation. There is no pedagogically grounded model of noosphere person, but it is obvious that the basis for the formation of such model should be the cultural heritage of humankind. Library science, pedagogy and library profession as a whole face the important and responsible task — to ensure the use of diverse library resources for humanistic noospheric transformations of modern society. The national safety of Russia depends on the successful implementation of this task.

The article deals with the analysis of situations of uncertainty in various spheres of modern society life that have arisen as a result of the rapid development of digital technologies; virtualization of many components of modern human life; the increasing role of visual information in communication; drastic changes in the labor market, in intellectual practices and the formation of new requirements for the education and vocational training system. We have proposed to analyze such situations using the principle of “incomplete comprehension of object”, and we carried out a consideration of its content and indicated its methodological role. To our mind, one of the most important features of this principle is the focus on a set of ambiguous, non-obvious links between the internal elements of an object, as well as during its interactions with agents of external influence in a situation of uncertainty. Besides, we examined its heuristic and predictive capabilities using examples of analysis of specific typical situations in various spheres of social life, primarily related to the labor market and education in a digital culture.
