PurposeThe purpose of this paper is to discuss the work of Bismarck in relation to social legislation.Design/methodology/approachBismarck's points of views are sketched mainly through quotations from his speeches in Parliament. His position regarding social protection is discussed and a brief evaluation of his policy is presented.FindingsGermany, through the work of Bismarck, was the first country where the state organised a modern social‐security system. Compulsory sickness, accident and old‐age insurances were passed in 1883, 1884 and 1889, respectively. However, the Chancellor's social policy was not the result of a comprehensive, global, “definitive” programme. It was an opportunist policy influenced more by political than by social motives.Originality/valueThe paper offers insights into Bismarck's social policy in the context of the social question.

- Within the research project Overcoming the barriers and seizing the opportunities for Active Ageing Policies in Europe, the Italian part being carried out by the IRPPS-CNR, there has been an in-depth study of the dynamics regarding population ageing and the social security system in Italy, in the light of the notion of activation - one of the main inspiring criteria of the European Employment Strategy. The paper presents comparative European research work that has highlighted the need to deal with the old age - social security link through an integrated group of diversified policies that consider above all employment policies, life schedules and social protection. ABSTRACT: At present, the precarious jobs do not assure the subsistence level, and the future forecasts «the end of work». In addition, because of the defects and limits of the welfare systems, a rethinking of the social protection system is necessary: universal basic income seems to be the most popular option. Although the basic income is usually based on the idea of social reform, the perception of this study is that its implementation should be guided by a policy of small advances, which ultimately make possible a partial reform of the Social Security system, not its dismantling. There are currently examples with these characteristics, for specific groups (e.g. minors in Germany) to which a basic income is being granted. Without a doubt, it is a big step in that direction, which can serve as a model to be followed by all legal systems —among them Spanish one— that follow a system of generational distribution (pay-as-you-go system) in pensions. RESUMEN: En la actualidad, los empleos precarios no aseguran el mínimo vital, y para el futuro se pronostica el «fin del trabajo». Además, ante los defectos y límites de los sistemas asistenciales es necesario un replanteamiento del sistema de protección social: la renta básica universal parece ser la opción más popular. Aunque normalmente la RB se basa en la idea de una reforma social, la percepción de este estudio es que su implementación debe ir dirigida por una política de pequeños avances, que al final posibiliten una reforma parcial del sistema de Seguridad Social, no su desmantelamiento. Existen en la actualidad ejemplos con estas características, para colectivos específicos (ej. menores en Alemania) a los que —en la práctica— se les está otorgando una RB. Sin duda, es un gran paso en esa dirección, que puede servir como modelo a seguir por los ordenamientos jurídicos —entre ellos el español— que siguen un sistema de reparto generacional en pensiones.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

ABSTRACTFor over 15 years the Centre for Social Policy at the University of Antwerp has been involved in research on social security. More specifically, it has tried to develop research methodologies which would make it possible to quantify the adequacy of the social security system in Belgium, and to assess its impact on the income of households. The first part of this article provides a broad outline of the social security system in Belgium. The second and major part presents the main results of the research. The same methodology and the same standardised presentation of results is currently being used in a comparative study financed by the Commission of the European Community and undertaken by research groups in Belgium, the Netherlands, Luxembourg, France, Ireland, Spain and Greece.

Abstract Epistemological hierarchies in the social sciences stipulate that sedentarism is naturalised as a normality, and that mobility is viewed as a deviation. This article sets out to propose an analytical framework that takes the analysis beyond this kind of nationalized knowledge production, and to empirically show the gains of de-nationalized frameworks for analysis of social protection and dynamics of in-/equality in the globalised society. I will do this relying on the empirical example of the public old-age pension scheme in Sweden.

Abstract Access to social benefits in Belgium is not conditional upon nationality but rather on periods of insurance to the Belgian social security system. Despite the lack of nationality conditions, a number of social benefits are made conditional upon residence of the beneficiary in Belgium. Consequently, even though the Belgian social security system appears, at first sight, as neutral regarding the migration trajectory of its beneficiaries, it might be more difficult for migrants to access, retain and export social security benefits from Belgium when compared to resident nationals. This chapter thus compares the conditions of access to social benefits for nationals and non-nationals residing in Belgium, as well as Belgian citizens residing abroad. It aims to analyse whether migration decisions impact access to and retention of social security benefits. More particularly, the analysis focuses on access to unemployment benefits, healthcare, old-age pensions, family benefits and guaranteed minimum income. Finally, this chapter also questions whether access to social benefits might have a consequence for the residence status of non-nationals in Belgium.

This thesis addresses the impact of the contemporary social security system on women living in England and Wales who are victims/survivors of rape and sexual abuse. It uses a triangular conceptualisation of violence, comprising direct, cultural, and structural violence, to explore the experiences of these women and to examine whether the social security system is involved in designing and implementing actions, decisions, practices and processes which are culturally and structurally violent and which prevent the women from meeting their basic needs, or living a “minimally decent life” (Miller, 2007). There were four main findings from this research. First, that the social security system as an institution plays an active role in exacerbating women victims/survivors mental and physical health conditions and is moving women further from recovery. Second, that the social security system is implementing policies which are both based on and involved in producing and reproducing cultural patterns which systematically denigrated the women by misrepresenting and stigmatising their identities, decisions, and actions, that is, the system plays an active role in misrecognising the participants. Third, in their interactions with the social security system, the women continually had their experiences minimised and disbelieved: the social security system as an institution is actively involved in invalidating the women’s accounts of themselves and their lives, often in order to deny them entitlement to support. Fourth, the women’s relationship with the social security system is one frequently characterised by abuse: not only were their prior experiences of abuse mirrored in their interactions with the system, but the interactions were sometimes experienced as abusive in and of themselves. By centreing the experiences of these victims/survivors of sexual violence and their interactions with the social security system, this thesis contributes to critical social policy literature and advances understanding of conditionality within the welfare system, and its impact on a marginalised group of women. It also furthers the scholarship of cultural and structural violence, firstly, by providing empirical evidence about how these phenomena occur in people’s everyday lives and interactions, and secondly, by theorising these experiences as forms of misrecognition and invalidation. Finally, it has provided critical social policy with new conceptual tools to understand the experiences and impacts of the social security system. The findings of this thesis are based on in-depth qualitative interviews, and a small number of written submissions, with 16 women who self-identified as victims/survivors of rape and/or sexual abuse and who had also reported experiencing problems with their benefit claims at some point since 2012. Participants were recruited through a number of different avenues from locations throughout England and Wales. The research was conducted from a critical realist standpoint and drew on feminist principles to inform the ethical approach underpinning the research.

Social policy as a set of principles, legal norms, activities and institutions, aimed at creating conditions that ensure the quality of life of the citizens of a country, is an expression of the social relations between the state and its citizens. Social policy determines safety (social, health, economic) and security of the individuals in society.Social policy should be seen as an activity that guarantees the security of those affected by the risks of labour, family and life. In a broader sense, social policy regulates a very broad range of social relationships that relate to employment, income, education, and others. Social security can therefore be seen as the main objective of social policy. In modern concepts, social security is perceived as a system of public rules, institutions and social payments that enable the dignified exitense of every person, who in an unusual state of vitality. Social security can therefore be seen as a set of measures to protect people in an unusual situation. Forms of social security: social security coverage; social assistance; social provision.Apart from thier nature, purpose and funding, social security and social assistance differ according to the principles of organization and management. Social assistance is a decentralized system, and social security can be centralized or decentralized depending on the principles adopted. Through these forms of social security, people receive material security for their existence on the basis of common and unified rules. In any case, however, not always will the indigent be covered by these forms of social security, regardless of their social protection needs. It is possible that even socially protected persons may be in need because of the low income recevied by this system. In such cases the intervention of social assistance is needed as a means of “plugging the holes”. For the sake of clarity, social security can be defined as the first defense net, and social assistance as the second defense net, i.e. social assistance must take on the part of the population which, for one or other reason, does not fall from or land either from the upper levels of the social protection system or when the level of this protection has been insufficient or it provides social protection from the last instance.

Purpose The purpose of this study is to examine the cyclical pattern of social expenditure during 1980-2012 for a set of Asian countries. The extant literature available so far has captured the cyclicality of fiscal policy only for member countries of the Organization for Economic Co-operation and Development and for Latin American countries. Moreover, previous studies have largely ignored Asian countries. Design/methodology/approach The analysis used panel data from global macro-databases of the International Monetary Fund, Statistics of public expenditure for economic development and Asian Development Bank. The cyclical components of social spending (health, education, and social protection) and GDP were determined by using the Hodrick-Prescott Filter. A positive (negative) correlation indicates procyclical (countercyclical) fiscal policy. In line with the existing literature on fiscal cyclicality (Gavin and Perotti, 1997; Lane, 2003; Frankel et al., 2013) that has examined the behavior of fiscal policy over the business cycle, regression analysis is used to examine the impact of political and institutional factors on the behavior of social spending. Findings It was found that government social expenditure is procyclical across Asian countries during 1980-2012. However, during the past decade, emerging Asian countries have been able to shift from procyclical to countercyclical social spending. This shows that they had taken several initiatives to boost expenditure in the social sector – be it in social protection, health, or education services. The significant determinant of social cyclicality is the quality of institutions, which could help the government to increase fiscal deficit during recessions and repay the debt during economic booms. However, to some extent, their countercyclical action is restrained by the high accumulated level of public debt. Originality/value In the context of the Asian region, it is important to understand the cyclical pattern of social policy for several reasons. It has been said that crises offer an opportunity for countries to rethink their social policy to achieve more sustained and equitable development. By studying the social spending behavior, the authors can see whether Asian countries were able to grab the opportunity for reshaping their social and economic agenda after the Asian financial crisis.
