Digital trade in Latin America: mapping issues and approaches

Purpose In Latin America, digital trade is still a marginal issue in the internet policy and governance debate, as well as in the trade regime. However, there are signs that this is beginning to change. This paper aims to discuss why this is changing and how, against the backdrop of the internet governance field. Design/methodology/approach The research has used a mixed methods approach based on interviews and participant observation in one regional process, as well as an extensive literature review and document analysis. Findings There is a current scenario for expanding the digital trade agenda in the regional commercial blocs with the aim of rapidly incorporating them to a process of digitization that will be challenging their economic foundations. The tangibility of the impact of the expanding digital economy is much more prevalent than other internet governance debates, and these initiatives seem to be adopting a pragmatic approach, rather than questioning the existing rules that govern the trade and the internet regimes. There are significant challenges emerging from a fragmented institutional background for trade-related policy in the region and the digital single market might be one of the solutions. Finally, domestic coordination among competing laws regarding data protection and their enforcement without conflicting with cross border data flows will be a challenge to be addressed. Originality/value There is a lack of evidence-based research on the subject in the region. Many of the accounts stem from normative perspectives (many from scholars with legal backgrounds). This paper explores the connections between the internet governance regime and the emerging digital trade based on existing policies and processes.

Subject Internet policy. Significance The US government agency responsible for advising the president on internet policy closed a consultation in July on future international policy priorities for the internet. The consultation coincided with questions about declining US influence in global internet governance. Impacts The decline in US-China economic relations will affect their diplomacy on internet policy in Dubai. Disputes with the EU over privacy will intensify. US technology companies will remain the principal influencers of future US internet policy at home and abroad.

Purpose The purpose of this paper selected by ICIL 2019 committee in Rome is to demonstrate the current importance of the internet in the protection of democracy in developting countries. Design/methodology/approach It is intended to make a comparison with the growing and current phenomenon of Brazilian disinformation with other contemporary phenomena related to new technologies through literature review methodology. Findings The Brazilian elections in 2018 represent an authentic model in a post-Cambridge Analytical phase where the myth of the sanctity of data has been broken. The big influence of the algorithmic revolution on democracies in Latin America has never been more evident. The misuse of algorithms created an artificial environment that does not put us in contact with different realities; the consequences of this conjuncture have the deepest impacts, especially in countries that rely on a deficient educational system. Social implications Besides that, the broad use of zero-rating on the internet delivery in developing countries is also considered a factor of fake news dissemination. The information bubbles promote political polarization to the detriment of diversity – and the diversity is par excellence one of the pillars of democracy. Originality/value The research about the impact that the phenomenon of disinformation has on underdeveloped countries, it is essential to analyze the new role of the legislator in the elaboration of hypercomplex laws with multi-stakeholder interests that respect the essential core of digital human rights as the freedom of expression online.

In the current scenario quality control became mandatory for all the sectors .This study is intended to examine the impact of internet facilities on students’ performance through a Blended Learning as a medium in an academic institution. It was examined, how the Blended Learning encompasses a variety of tools to create flexible, rich learning environments that stimulate learners and maximizes the potential for learning? Another objective is Application of Six Sigma methodology in this study is to improve the medium of learning i.e. internet connectivity through a set of procedures in an effective way. Six Sigma can be again viewed as a discipline or an approach driven by data and methodology for eliminating defects in any process- from manufacturing to transactional and from product to service.Keeping the aforesaid two objectives in mind, data was collected from a sample of 119 students residing in various hostel blocks using stratified random sampling technique. Questionnaire was developed after an extensive literature review to measure the impact of internet connectivity in Blended Learning of the students. The questionnaire to measure was based on the model developed by Shawn M. Glynn (2011).The scale was developed by referring to previous models developed by various authors to measure the impact of internet connectivity in the Blended Learning of the students. The statistical analysis used was reliability statistics, KMO, Bartlett’s test and Factor Analysis. The data was analyzed by SPSS version 20). Purpose This paper aims to attempt to examine the effect of firm-customer exchange characteristics, frequency and specificity, on the likelihood of the firm to generate customer-driven innovation. The authors draw from social capital theory and argue that repetitive and customer-specific exchange improves the trusts between firm and customers, which in turn ease the flows of tacit knowledge from customers to the firm. From the perspective of customer knowledge management, the authors contribute by examining the mechanism by which a firm can acquire knowledge from and about customers. The authors further argue that a firm’s ability to absorb knowledge from customers and turn them into innovation also depends on its internal capability. A firm that consistently upgrades its capacity is more likely to generate customer-driven innovation than those that do not. Also, the authors argue that the joint effect of exchange characteristics and internal capability upgrading can further increase the likelihood of customer-driven innovation. Such a joint force implies the positive moderating effect of internal capability upgrading to the relationship between exchange characteristics and customer-driven innovation. Design/methodology/approach The authors test the hypotheses on 3,000 firms from six countries in Latin America. They take advantage of the 2017 World Bank Enterprises Survey. This most recent of the survey asks questions on various types of innovation and firm-customers exchange characteristics and other firm-level variables. Findings The authors find support for our hypotheses that repeated exchange and exchanges tailored to specific customers have a positive effect on customer-driven innovation. Also, they find the support that internal capability upgrading, in the form of investment in product design, marketing and organizational development has a positive effect on customer-driven innovation. The authors also find that investment in product design positively moderates the impact of exchange characteristics on the likelihood of customer-driven innovation. Originality/value While past studies focus on strategies to acquire and manage customers’ knowledge, little has been said about how exchange attributes can encourage or discourage innovation? This question is important because various theoretical perspectives may have a different prediction on the effect of firm-customer relationship and innovation. This study attempts to bridge such theoretical tension.

PurposeThe purpose of this paper is to examine the perspectives of local residents regarding the impact of the long-duration Hazelwood open cut coal mine fire in rural Australia.Design/methodology/approachA qualitative approach was undertaken involving 27 in-depth interviews with adults who lived in the town of Morwell, immediately adjacent to the coal mine fire.FindingsParticipant concerns focussed upon fear and confusion during the event, the perceived health effects of the smoke, anger towards authorities and loss of a sense of community and sense of security. One of the significant ways in which people managed these responses was to normalise the event. The long duration of the event created deep uncertainty which exaggerated the impact of the fire.Research limitations/implicationsUnderstanding the particular nature of the impact of this event may assist the authors to better understand the ongoing human impact of long-duration disasters in the future.Practical implicationsIt is important to provide clear and understandable quality information to residents during and after such disasters.Originality/valueWhile there is an extensive literature exploring the direct social and psychological impacts of acute natural disasters, less qualitative research has been conducted into the experiences of longer term critical events.

PurposeThe initiation phase of capital projects is critical as this is where the highest number of options exist for modifying the project with minimal expenditure. Government and large organisations frequently involved in major capital projects have extensive procedures for this phase, yet organisations having an operational focus (like major container terminal stevedores), that only occasionally undertake capital projects face the dilemma of the trade-off between project planning and the management of operations. This research reported in this paper investigated the impact of industry operational considerations on the initiation of capital projects.Design/methodology/approachIn addition to an extensive literature review, a living research investigation of real projects initiated by a stevedoring company operating in Australia has been observed; the primary author of this paper spent six months as a participant/observer and witnessed the initiation of 12 capital projects. The collected data was qualitatively analysed using a four-step coding method.FindingsThe findings confirm that project initiation is a challenge for organisations who only spasmodically undertake capital projects and available project management frameworks do not necessarily consider the impact of such an organisation's culture. Issues identified that may have a negative impact on the initiation phase include lack of workplace trust, high individualism, ineffective interdepartmental communication, lack of resources and engineering and safety complexity.Originality/valueThe study investigated an underexplored industry within the context of project initiation, using the Australian stevedoring as a case study. This initial investigation suggests that a tailored project management framework is needed for the initiation phase of projects to reflect the unique nature of the stevedoring industry and by inference other industries that have a strong operational focus.

Purpose The purpose of this paper is to study how budgetary constraints can have ethical implications on patient treatment options. Design/methodology/approach By applying a qualitative methodological approach (interviews) and participant observation, this paper studies the behaviour of surgeons in scenarios of financial restriction. Findings The empirical findings show that despite the conflict between the economy and the leges artis, surgeons maintain the ethical and deontological principles of their profession with fair rules of orientation. Practical implications The importance of this study can be realised by its continuity. One of the authors is already implicated on a wider research to investigate the influence of the economic scarcity of resources on general surgeons’ ethical behaviours. Social implications This paper is a contribution to understanding the rules that restrain the activities of surgeons. Politicians sometimes do not have a full understanding of the pressures that the medical profession faces in their day-to-day activities. Currently, with the addition of problems relate to COVID-19, politicians and populations seem to better understand the importance of the Serviço Nacional de Saúde (SNS), This paper hopes that this understanding will be not only a conjectural moment. Originality/value In conjunction with the economic recession that began in the first decade of this century, health institutions have long faced budgetary constraints that condition their material and human resources and correspondingly shape the scope of health professional activities. Until now, it has not been studied the impact of economic crises on the ethical behaviour of Portuguese surgeons. Therefore, this research is a first step and a useful contribution to understanding the rules that can restrain (or not) the ethical conduct of these health professionals.

Purpose The purpose of this paper is to contribute to the existing disclosure literature by examining the determinants of corporate risk disclosure (CRD) in the internet reporting for a sample of Egyptian listed companies on the Egyptian Stock Exchange (EGX). Design/methodology/approach This study depends on a sample of 76 Egyptian companies included in the EGX 100 in the period 2012-2014. The study applies a content analysis and uses a sentence-based method to measure CRD in the internet reporting. Ordinary least-squares regression analysis is used to examine the impact of firm and board characteristics on CRD in the internet reporting. Findings The empirical analysis shows that large Egyptian companies tend to disclose more risk information in their internet reporting. Moreover, the results indicate that there is a significant positive association between sector type and CRD in the internet reporting. The results show non-significant association between CRD and other firm characteristics (cross listing and level of risk). Finally, there are no significant associations between CRD and board characteristics variables (board size, board composition and CEO duality). Research limitations/implications The study’s findings have practical implications. It aids in informing policy makers considering implementing new economic reform programs about the properties of Egyptian companies that disclose risk information in their internet reporting. It provides insights on CRD in Egyptian companies for standards setters and professional authorities to improve risk reporting practices to help stakeholders in making good decisions. Originality/value This study is one of the first studies to examine the determinants of CRD in the internet reporting for a sample of Egyptian companies.

Purpose Considering the case study presented, the purpose of this paper is to analyse the impact of the pandemic in local services for homeless people. Drawing from the concept of ontological security, it will be discussed how different services’ levels of “housing adequacy” shaped remarkably different experiences of the pandemic for homeless people and social workers in terms of health protection and agency. Design/methodology/approach This paper focuses on a case study concerning homeless services for people during the COVID-19 pandemic in the metropolitan and suburban area of Turin, in Northern Italy. In-depth interviews with social workers and participant observation during online meetings of workers from the shelters constitute the empirical data that have been collected during the first wave of the pandemic in Italy. Findings According to the findings, the pandemic showed shelters as unsafe places that reduce homeless people’s decision power and separate them from the rest of the citizenship. Instead, Housing First projects emerged as imore inclusive and safermore inclusive and safer spaces, able to enhance people’s power over their own lives. The pandemic did not create emerging issues in the homeless services system or discontinuities: rather, it amplified pre-existing problematic aspects. Originality/value The case study presented provides empirical insights to recognise at the political and organisational level the importance of housing as a measure of individual and collective security, calling for an intervention to tackle homelessness in terms of housing policies rather than exclusively social and emergency treatment.

Purpose This paper aims to investigate the use of Industry 4.0 (I4.0) technology and its barriers in human resourcemanagement (HRM) for Smart HR 4.0 and its impact on HR performance. Design/methodology/approach The research has been conducted using the grounded theory approach. Semi-structured interviews were conducted with 122 senior HR officers of national and multi-national companies in India after the extensive literature review. NVivo 8.0 software was used for the analysis of the interview data. Findings I4.0 technology is used for HRM functions by HR professionals. It is revealed that Smart HR 4.0 that emerged from the I4.0 technology has leveraged the HR performance. It is also found that usage barriers, traditional barriers and risk barriers affect the use of I4.0 technology in HRM. Originality/value A model is developed using the grounded theory approach for HR managers to understand the impact of I4.0 on HRM. This study reveals the barriers affecting the use of I4.0 technology in HRM. It also provides the model for HR performance that emerged through the use of I4.0 technology in HR and Smart HR 4.0. The research delivered key insights for the HR professionals, marketers of HR technology and technology developers.
