PurposeThis paper presents results of an empirical investigation involving private construction clients in Malaysia, which seeks to establish appropriate tender evaluation criteria and weightings for a risk-oriented tender evaluation system.Design/methodology/approachAt the initial stage of this study, a list of significant risks is identified and gathered through literature review. These risks are then mapped onto tender evaluation criteria. Following this, the identified risks and their mappings are validated through a questionnaire survey to determine appropriate criteria for tender evaluation. Weightings for the selected evaluation criteria are established through an analytic hierarchy process (AHP) group decision-making (GDM) method.FindingsIn practice, different lists of criteria, covering tender's technical capability and financial performance, are often used by different client organisations. However, there is a paucity of research behind the selection of these criteria and the weighting being attributed to different criteria.Originality/valueThis study provides an important and a valuable insight into the actual criteria used during tender evaluation practice based on an analysis of documentary evidence. Both current practice and existing tender evaluation studies failed to address the risk element adequately. There is a lack of an explicit link between evaluation criteria and project risks. This study fills this knowledge gap by identifying tender evaluation criteria through reviewing criteria used in practice and examining their links to risk factors.

Purpose – Explains why performance evaluation designed for manufacturers is inappropriate for information technology organizations. Design/methodology/approach – Underlines the distinctiveness of the information technology workforce and provides the basis for an effective performance- evaluation system designed for these workers. Findings – Highlights the roles of consensus and transparency in setting and modifying evaluation criteria. Practical implications – Urges the need for a fair and open rewards and recognition system to run in parallel with reformed performance evaluation. Social implications – Provides a way of updating performance evaluation systems to take account of the move from manufacturing to information technology-based jobs in many developed and developing societies. Originality/value – Reveals how best to recognize, reward and assess the performance of information technology workers.

Not only are personal trainers the face of the personal fitness industry, they also generate a significant portion of revenue in this multi-billion dollar business. It is therefore essential to produce the best possible personnel. In order to assist the industry in selecting the best trainers, we developed a preliminary personal trainer evaluation system based on a survey of experts. The analytic hierarchy process (AHP) method was then applied to the system. Of the three major dimensions – achievement, teaching, and service results – achievement results, which include course sales and team achievement, were identified as the most important.

Purpose This paper aims to use this method to explore a new approach and possible technical optimal design for lubricant formulation. Design/methodology/approach The component of the developed oil was determined based on the physical and chemical properties of the base oil and the tribological properties. The analytic hierarchy process (ANP) method and SuperDecisions software were used for hydraulic oil modeling and calculation while taking performance index, work circumstance and economy into consideration. Findings The hydraulic oil formulation can be optimized using the ANP method, where the technical performance, economy and working circumstances of the hydraulic oils were taken into consideration in the evaluation system. The experiment analyzed and scored and screened the hydraulic oil formula in an objective and comprehensive manner. Originality/value The experiments showed that the newly developed hydraulic oils could meet the performance requirements for new energy vehicles equipped with hybrid hydraulic engines.

PurposeSelecting a suitable contract to outsource construction projects is an ongoing concern for project managers and organizational directors. This study aims to propose a comprehensive model to manage the risks of outsourced construction project contracts.Design/methodology/approachTo employ the proposed model, firstly, the types of contracts and risks in the organization should be identified, then, to prioritize the contracts, the identified risks are considered as criteria. After receiving the experts' opinions, the best–worst method (BWM) integrated with grey relation analysis (GRA) method was used to prioritize the contracts. BWM and GRA are multi-criteria decision-making methods with different approaches and applications. In the current study, BWM has been employed to calculate the weights of criteria because it has better performance than other methods such as the analytic hierarchy process (AHP). After calculating the weights of criteria, the GRA method has been utilized for ranking the alternatives.FindingsAccording to the results obtained from the case study, the cost plus award fee contract is the most suitable alternative for outsourcing construction projects. The proposed methodology can be practically applied through different types of the projects such as construction or “engineering, procurement and construction”.Originality/valueTo the best of our knowledge, this is the first time a conceptual model has been proposed to select an appropriate contract for construction projects. Also, for the first time, the BWM integrated with GRA method has been used to prioritize project contracts based on the potential risks. The proposed model can contribute to project managers for selecting a suitable contract with the least risk in construction projects.

PurposeThe study objective was to understand if uniformity of approach exists in evaluation methods of public food tender for schools at national and local level. This purpose was divided into three sub-objectives: (1) to extract the main criteria, (2) to document the synthesizing findings process and (3) to prioritize the different decision-making alternatives through pairwise comparisons.Design/methodology/approachTo achieve the sub-objectives (1) and (2), a content analysis of the Italian food tenders was carried out. Analytic hierarchy process was used to evaluate and compare the importance of various food tender evaluation criteria (3). The inclusion criteria were: cities' selection; metro area population; population density; duration of the contract; years.FindingsSix public food tenders were analyzed. The first one concerned the National legislation guidelines. The remaining five food tenders were categorized according to the city investigated. Four macro-categories (Food quality; Sustainability; Resources; Ancillary services) were classified. AHP revealed that “Food quality” and “Resources” categories have greater importance in the evaluation phase of almost all cities investigated.Originality/valueThis study in-depth analyzes each criterion used to evaluate public food tenders, providing a new methodological framework for assigning scores to clusters of criteria. Since the literature search did not reveal any previous study on a quantitative evaluation of elements such as short supply chain, organic food and environmental impacts on public food tenders, this research delivers interesting results and fills this knowledge gap.

Mortgage loans for home purchase require careful analysis by all parties involved in the transaction, and credit-scoring is usually adopted to assist the decision process. From a credit institution standpoint, credit-scoring for mortgage loan risk evaluation becomes even more important in scenarios of economic turbulence and recession, primarily because of the severe restrictions imposed on credit availability that result from reduced access to both money and debt markets and subsequent decreasing liquidity. Employing an AHP – Analytic Hierarchy Process – based approach in the creditscoring system used by one of the major banks in Portugal, this study proposes a methodological framework conceived to adjust trade-offs among evaluation criteria and provide decision makers with a more transparent mortgage risk evaluation system. Practical implications of our framework are also discussed.

Purpose – Supplier selection studies have used a wide variety of supplier evaluation criteria, due to the diversity of the purchasing context. The purpose of this study is to identify the critical supplier selection criteria which are important across industries and across purchasing contexts, and subsequently estimate the importance of these criteria to the procurement practitioners. Design/methodology/approach – First, a Delphi study has been conducted to identify the critical supplier selection criteria across manufacturing industries. Then, data were collected from 188 firms across 12 industries and analysed with fuzzy analytic hierarchy process for group decision making, to estimate the relative importance of these criteria. Findings – Findings indicate that seven criteria are of critical importance to Indian manufacturing industries. Also evaluation criteria like product quality, delivery compliance and price have maximum criticality, while criterion like e-transaction capability is gaining in importance, with the increased adoption of e-procurement platforms. Research limitations/implications – The study has been conducted in India, while focusing on Indian manufacturing industries. Similar study conducted in developed economies may produce different results. Practical implications – Findings will be useful for practitioners for benchmarking supplier selection processes, not only in India, but also in similar emerging economies. Also, the outcome will provide insights for suppliers for developing systemic improvements. Originality/value – There has been no study in recent years which has attempted to estimate the importance of supplier selection criteria, while taking a multi-industry approach. This study identifies the critical evaluation criteria and estimates their relative importance to procurement experts.

Purpose The purpose of this paper is to propose a methodology for assessing thesauri and other controlled vocabularies management tools that can represent content using the Simple Knowledge Organization System (SKOS) data model, and their use in a Linked Open Data (LOD) paradigm. It effectively analyses selected set of tools in order to prove the validity of the method. Design/methodology/approach A set of 27 criteria grouped in five evaluation indicators is proposed and applied to ten vocabulary management applications which are compliant with the SKOS data model. Previous studies of controlled vocabulary management software are gathered and analyzed, to compare the evaluation parameters used and the results obtained for each tool. Findings The results indicate that the tool that obtains the highest score in every indicator is Poolparty. The second and third tools are, respectively, TemaTres and Intelligent Theme Manager, but scoring lower in most of the evaluation items. The use of a broad set of criteria to evaluate vocabularies management tools gives satisfactory results. The set of five indicators and 27 criteria proposed here represents a useful evaluation system in the selection of current and future tools to manage vocabularies. Research limitations/implications The paper only assesses the ten most important/well know software tools applied for thesaurus and vocabulary management until October 2016. However, the evaluation criteria could be applied to new software that could appear in the future to create/manage SKOS vocabularies in compliance with LOD standards. Originality/value The originality of this paper relies on the proposed indicators and criteria to evaluate vocabulary management tools. Those criteria and indicators can be valuable also for future software that might appear. The indicators are also applied to the most exhaustive and qualified list of this kind of tools. The paper will help designers, information architects, metadata librarians, and other staff involved in the design of digital information systems, to choose the right tool to manage their vocabularies in a LOD/vocabulary scenario.

Purpose – The purpose of this paper was to investigate the factors affecting the claim negotiations in Iranian oil and gas construction projects. The findings of this paper give better understanding of claim negotiations in Iranian oil and gas projects. Design/methodology/approach – The research methodology for this study involved the use of Delphi technique, conducted with non-Iranian stakeholders being involved in Iranian oil and gas construction projects more than five years and determined the major factors, affecting claims negotiations. Subsequently, factors’ weightings were derived using analytic hierarchy process (AHP). Findings – In total, 13 affecting factors identified in three categories of: external, cultural and personal behavioral. Finally, the weights of factors were identified. Research limitations/implications – This research was conducted in the context of Iranian oil and gas projects. This industry has high standards and its employees are well chosen and have frequent in job training. All these affect the organization, working and people’s culture and behavior compared to other sectors of construction business. Therefore, the results of this research are specific to the oil and gas industry. Practical implications – The findings of this paper can be considered as a practical guide for dealing with Iranian counterparts during claims negotiations to ensure amicable settlement. Also, it is useful for Iranian stakeholders to have better understanding of concerns of non-Iranian stakeholders. Originality/value – The paper is the original work of the authors, and to the best of the authors’ knowledge, this paper has for the first time introduced the factors affecting claims negotiations. The findings of this paper provide useful insight into effective claims negotiations of Iranian oil and gas projects.

Purpose There are many different pollution reduction strategies even within different ports in the same country. Every port can learn from these environmental protection strategies. What remains universally key, though, is to select the optimum strategy to reduce pollution. This paper aims to use a fuzzy analytic hierarchy process (FAHP) to prioritize the relative weights of key criteria assessing the port environmental protection and select the best port in Taiwan. Design/methodology/approach Four criteria and eleven sub-criteria of the FAHP model are developed through expert interviews and relevant literature review. Three alternative ports considered are Kaohsiung, Keelung and Taichung. The expert questionnaire samples (23) include four groups: shipping operators, port operators, governmental officials and academics. Findings Results indicate that finance is the most important evaluation criteria, followed by port environmental policy, technology and stakeholders. Among the three ports compared, Kaohsiung port is selected as the best port, followed by Keelung and Taichung port. Originality/value The result of this paper can help fill the gap in the existing literature regarding decision analysis techniques for port pollution regulation and expect to present a holistic picture of the important evaluation criteria related to port environmental protection as well as raise issues of public awareness concern and consequently improve green port sustainability.
