Building organisational resilience for the construction industry

Purpose This paper aims to explore New Zealand construction practitioners’ approaches to organisational resilience practice in built environment discipline, based on survey and interview results. The objective was to explore the resilience practice within the construction sector with the intention of developing a resilient assessment tool specifically for construction organisations. Design/methodology/approach A literature review was conducted to gather information on assessment tools for measuring organisational resilience, their characteristics and indicators. Subsequently, a set of questions was formulated to collate opinions from construction practitioners in New Zealand, using a questionnaire survey and semi-structured interviews. Findings This paper concludes by showing that the construction industry lacks resilience practice, especially from an organisational perspective. The findings suggest that the industry would benefit from a resilience assessment tool to help improve resilience. The adoption of such a tool could potentially enhance organisational capacity to recover quickly from crises and disasters. Practical implications Improving the resilience of construction organisations to natural disasters not only minimises the negative consequences to their organisations post-disaster and enhances their organisational performance during business as usual but also helps to improve community resilience. Originality/value Improving the resilience of construction organisations also helps to improve community resilience and overall post-disaster recovery. However, at present, little research has been conducted on how construction organisations deal with the risk of natural disasters.

PurposeAutomation facilitates production activities within offsite construction (OSC) projects through computer-controlled and mechanised systems that can be programmed to deliver various products in a self-regulating sequence. Despite known benefits of automation to offsite production, the level of automation adoption in New Zealand is low. This study is an effort to understand the current status of automation within the New Zealand construction industry and to identify the barriers and enablers to its uptake.Design/methodology/approachThis study utilises the qualitative approach of semi-structured interviews (open-ended questions). Using a referral sampling strategy (snowballing), fifteen New Zealand industry experts were interviewed, and the data collected were analysed using qualitative content analysis.FindingsThe study found that there is a weak business case for full automation. Four main categories of barriers to the uptake of automated OSC were identified, including requirement of high capital cost, lack of education about automation and OSC and non-existence of regulations to support OSC. It was noted that financial supports to the OSC sub-sector in form of subsidies, tax waivers, and enhanced leasing model could enhance the uptake of automation. Further to this more awareness about OSC's automation and regulations suitable for OSC could enhance the confidence of business owners to invest in this area.Originality/valueOriginality of this paper stems from the fact that, not much attention has been paid to investigating the uptake of automation for OSC sub-sector of construction industry in New Zealand context.

Purpose How knowledge exchange (KE) can be used for the continuous assessment and improvement of collaborative performance of project-based organisations in construction is explored. Collaboration on construction projects must be facilitated by people alongside practice of continuous performance assessment and improvement. Currently available assessment tools fail to explicitly define appropriate behaviours and actions due to a poor understanding of what it means for people to collaborate. In contrast, it is established that KE is the focus of collaborative efforts on construction projects; therefore, as most knowledge resides with people, it represents their role in collaboration. The paper aims to discuss these issues. Design/methodology/approach Through a phenomenological/interpretivist and qualitative methodology, how KE can be used for the continuous assessment and improvement of collaborative performance in project-based organisations in construction is explored. A single case study of a UK rail strategic alliance was adopted and six semi-structured interviews were conducted and analysed through a thematic analysis. Findings An assessment tool is proposed based on a set of 20 characteristics of KE, divided into seven categories and linked to indicators of collaboration. The tool can be applied to highly collaborative projects where BIM and Lean are implemented, and project participants are collocated. By measuring their performance against the set criteria, project teams can assess which of their behaviours and actions are inappropriate, and focus their efforts on correcting them. Originality/value Defining the abstract indicators traditionally used to assess collaboration in terms of characteristics pertinent to day-to-day communication amongst participants on collaborative projects to facilitate the continuous assessment and improvement of collaborative performance.

PurposeThis research aims to explore the perspectives of the key actors in the New Zealand construction industry towards BIM adoption. Specifically, four themes are examined, including what BIM is; BIM knowledge and understanding; benefits of BIM adoption; and challenges/barriers to BIM adoption.Design/methodology/approachA qualitative approach using 21 semi-structured interviews with industry experts was adopted.FindingsThe results raise a question concerning whether the New Zealand construction industry needs a unique definition of BIM to achieve a clear and consistent understanding amongst construction practitioners. It was found out that most of the construction practitioners in New Zealand are not well aware of BIM, especially the contractors, QSs, supply chain companies and the SMEs. Fourteen potential benefits and ten barriers/challenges to BIM adoption were identified. Individually, time-saving was considered as the most benefit of BIM adoption while BIM understanding was suggested as the most significant barrier by all the interviewees.Originality/valueThe research provides valuable insights into BIM understanding as well as recommendations regarding BIM adoption in New Zealand. The results could be considered baseline information for the companies and government to have effective strategies towards BIM adoption. Furthermore, it confirms that characteristics such as benefits and barriers to BIM adoption amongst different countries could be similar. Therefore, it could be useful to analyse the studies, strategies and practices of the pioneer countries in BIM adoption for the implementation.

Purpose Several healthcare quality assessment tools measure the processes and outcomes of the care system. The actual physical infrastructure (buildings and organizational) aspects are, however, rarely considered. The purpose of this paper is to describe the process of validation and weighting of an evidence-informed framework for the quality assessment of hospital facilities from social, environmental and organizational perspectives to complement other assessments. Design/methodology/approach Sustainable High-quality Healthcare version 2 (SustHealth v2) is the updated version of an existing framework composed of three domains (social, environmental and organizational quality). To validate and establish a relevant weighting, interviews were conducted with 15 professionals within the field of healthcare planning, design, research and management. The study has been conducted through semi-structured interviews and the application of the Simon Roy Figueras (SRF) procedure for the elicitation of weights criteria. The data collected have been processed through the DecSpace web platform. Findings Among the three domains, the organizational qualities appear to be the most important (W = 49%), followed by the environmental (W = 29%) and social aspects (W = 22%). Relevant indicators such as future-proofing, wayfinding and users’ space control emerged as the most important within each macro-area. Those results are confirmed by the outcome of the interviews that highlight user/patient-centeredness, wayfinding strategies and space functionality as the most important concepts to foster in existing healthcare facilities improvement. Practical implications The study highlights important structural and organizational aspects that hospital managers and planners can consider when dealing with healthcare facilities’ quality improvement. Originality/value The use of the SRF multicriteria method is novel in this context when used to weight an assessment tool with a focus on hospital built environment.

Purpose – The study aims to explore improvements to environmental management legislation that will enable the implementation of post-disaster reconstruction activities after the built environment has been affected by a natural disaster. Design/methodology/approach – The study programme collates opinions from building and development control officers and other disaster practitioners based in New Zealand. The objective was to determine the practical implication of implementing reconstruction arrangements under the Resource Management Act (RMA). The survey was administered online, and a data set of 80 responses was used for the analyses. Findings – The survey results show that the current reconstruction framework in New Zealand may cause procedural constraints and become burdensome to property owners who desire early recovery from a disaster event. Therefore, improvements are suggested to certain aspects of the RMA reconstruction provisions, so that it facilitates early recovery from natural disasters. Originality/value – The paper is one aspect of a doctoral study that reviewed the implications of implementing reconstruction under existing legislative framework. It highlights the need for improvements to environmental management legislation to enable effective reconstruction after natural disasters in New Zealand. These have wider implications to other countries to revise their legislation before any disaster, thus reducing the problems that may be experienced while implementing environmental and developmental legislation.

Purpose Although the potential of Building Information Modelling (BIM) to generate process and performance improvement in the construction industry has been widely documented, very few projects operate in a wholly BIM environment. The purpose of this paper is to explore the factors that lead to hybrid practice in BIM across disciplines or project stages, and accommodations that must be reached within BIM project frameworks to allow for it. Design/methodology/approach In-depth semi-structured interviews were carried out with 38 BIM specialists from Australia and New Zealand, representing a variety of construction industry disciplines and roles. Data on current practice and experiences in BIM were analysed using a thematic approach within a qualitative framework. Findings Hybrid BIM practice is shown to be a common experience for practitioners in New Zealand and Australia. It is presented as a valid model of BIM adoption; both as a development stage in the process towards more complete BIM implementation, and also as an adoption model in its own right. Research limitations/implications The paper is based on data from New Zealand and Australia, which are currently developing BIM markets. Although surveys have demonstrated many similarities in BIM adoption processes internationally, results may be less applicable to more mature markets. Practical implications The paper suggests that instead of regarding hybrid BIM negatively as an unsuccessful implementation, companies should seek to identify and manage the causes and effects of hybridisation in order to improve project outcomes. Originality/value This paper addresses the management of transitional stages of BIM implementation, which is often overlooked in research.

PurposeThe paper identifies a role for public relations in disaster management by analysing disaster and communication managers' understanding of community resilience and their use of communication in the context of two different cultural environments.Design/methodology/approachThe research study comprised 51 in-depth qualitative interviews with disaster managers in Sri Lanka and New Zealand, which were thematically analysed using the software programme NVivo 10.FindingsThe study identified cultural differences in Sri Lanka and New Zealand that impact on how managers' communicate in natural disaster situations. The findings indicated that public relations’ understanding of communities’ cultures, their communication, networking and lobbying skills could further enhance the effectiveness of efforts to build community resilience to disasters.Research limitations/implicationsNations are complex multicultural realities; the findings cannot be generalized to make claims about how natural disasters are managed in different national contexts.Practical implicationsThe paper identifies the unrealized potential of public relations’ expertise in communication, community relations, networking and lobbying to contribute to building community resilience to natural disasters.Social implicationsBy supporting efforts to build community resilience to disasters, public relations practitioners can contribute to social well-being in times of catastrophic natural disasters.Originality/valueThe paper adds an innovative perspective to public relations crisis literature by identifying the potential contribution of public relations’ concepts and practices to build community resilience to natural disasters. It demonstrates how sociocultural differences may affect disaster communication strategies.

In the light of climate change, the drive for zero carbon buildings is known as one response to reduce greenhouse gas emissions. Within New Zealand, research on climate change mitigation and environmental impacts of buildings has received renewed attention. However, there has been no detailed investigation of zero carbon building practices. This paper undertakes an exploratory study through the use of semi-structured interviews with government representatives and construction industry experts to examine how the New Zealand construction industry plans and implements zero carbon buildings. The results show that New Zealand’s construction industry is in the early stage of transiting to a net-zero carbon built environment. Key actions to date are focused on devising a way for the industry to develop and deliver zero carbon building projects. Central and local governments play a leading role in driving zero carbon initiatives. Leading construction firms intend to maximise the carbon reduction in building projects by developing a roadmap to achieve the carbon target by 2050 and rethinking the way of designing and constructing buildings. The research results provide an insight into the initial practices and policy implications for the uptake of zero carbon buildings in Aotearoa New Zealand.

Purpose – The purpose of this paper is to provide an overview, including methodology and preliminary findings, of a current and ongoing doctoral research study of the impact of national library associations. The study uses the impact assessment framework provided by ISO16439:2014 Methods and procedures for assessing the impact of libraries. Design/methodology/approach – If the professional associations supporting the profession are to become sustainable we need to understand the difference they make to the individual members of the profession, to the employers of those individuals and to the profession of librarianship. This study applies the framework provided by ISO 16439:2014 to the national library association environment to explore and gather evidence of impact. To align with the ISO model, impact is differentiated into impact on individuals; social impact – institution (library or employing organization); and social impact – community (the profession). Preliminary findings show evidence of impact in all categories. Findings – Data were gathered through semi-structured interviews that were conducted with members of national library associations in Australia, New Zealand, the UK and the USA during the third quarter of 2013. Originality/value – This study contributes to research methodologies by testing the use of a qualitative assessment tool in a way that could be transferable to other associations both within and external to the library environment and to enable it to be adapted more broadly for other purposes within the library and information environment.

Purpose The standard forms of construction contract are receiving greater attention in the management of projects scholarship as they probably influence the project success and project disputes. The extant literature suggests that the standard forms of construction contract are one of the top sources of disputes. The purpose of this paper is to examine the effectiveness of the standard forms of construction contract, FIDIC and NEC, in reducing disputes in the Palestinian construction industry. Design/methodology/approach The researchers have used qualitative methods to collect data and more specifically have undertaken 12 semi-structured interviews. Findings The study reveals that the standard forms of construction contract can be a tool to minimise disputes, but certainly not to eradicate them, and NEC appears to be more capable than FIDIC to do so. Originality/value This study contributes to knowledge by bringing an industrial perspective into the role of standard forms of contract in disputes creation and avoidance. The interviewees, recurrent users of FIDIC contract, criticised certain features and expressions and proposed some solutions.
