Assessing housing preferences of young civil servants in Malaysia: do location, financial capability and neighbourhood really matter?

Purpose The purpose of this study is to examine the key factors that influence the housing preferences of young civil servants in Malaysia. Design/methodology/approach A self-administered questionnaire was distributed to 400 respondents who fulfilled the eligibility criteria of civil servant working in Malaysia aged between 20 and 40 years, and currently renting a house, or staying with friends, immediate family or relatives. Data were analysed via exploratory factor analysis and Pearson correlation. Findings The results reveal that financial capability is the factor that most strongly influences the housing preferences of young civil servants, followed by neighbourhood and location. Young civil servants are highly inclined to consider the monthly repayment amount as the most important issue when deciding to buy a house. Furthermore, they prefer to buy a house in a neighbourhood that ensures high security and protection against crime. Practical implications Housing developers should develop affordable housing in suitable neighbourhoods and locations to match homebuyers’ preferences to avoid a mismatch between housing demand and supply, which is obviously one of the greater risks of unsold homes. Originality/value Given the lack of focus on this precise research sample (i.e. young civil servants), the study is justified in terms of its originality, as it examines a specific cohort by focussing on the correlations of location, financial capability and neighbourhood with housing preferences of young civil servants in Malaysia. These insights are invaluable, as this group has not been the specific focus of research.

Purpose This paper aims to investigate the housing preference and housing affordability in Malaysian housing markets. There is a lack of research on the gap between supply and demand of houses in this market. Urbanization has increased the demand of houses in urban areas. However, the high demand in residential units increases the housing price which causes the affordability level dropped. Besides, the residences that provided by developers do not meet the expectation of the home buyers. There are three attributes that examined in this research to understand the home buyers’ preference. Design/methodology/approach This paper provides quantitative analysis on the housing affordability and the home buyers’ preference. This paper presents the results on the home buyers’ housing affordability and buying preference on houses. In addition, the study further confirmed the significant relationship between monthly income and type of preferred house, as well as monthly income and range of housing affordability using cross-tabulation analysis. Findings The findings indicated that the housing price in the current market is not affordable by most of the homebuyers and there are certain attributes that important to home buyers which should not be neglected. Research limitations/implications This paper helps to shed light on the planning of Malaysian housing policy especially on the issue of providing affordable housing in urban areas. Practical implications Policymakers shall consider the elements of economics, social acceptance and feasibility of Malaysian housing policies to achieve sustainability in Malaysian housing markets. With the current government’s move to promote housing affordability amongst B40 income groups, local government and housing developers should work together in addressing housing demand in accordance to states and ensure that there is a more targeted housing policy. Social implications With the detailed analysis on the home buyers’ preference, it helps to promote sustainable housing developments in meeting basic housing needs and preference. Originality/value This is the first study to examine relationship between Malaysian housing affordability with monthly income and type of preferred house. In the meantime, the housing affordability is compared with mean housing price and type of perceived affordable house. The paper presented homebuyer’s preference in housing for the consideration of government and housing developers in providing affordable housing.

PurposeThis paper aims to investigate employee fraud within small enterprises in the Nigerian mobile phone sector. It also seeks to understand the key factors that motivate employees to engage in fraudulent behaviours against their employers, and the consequences of these fraudulent behaviours on small businesses (SMEs) in Nigeria.Design/methodology/approachThe empirical study involves the use of quantitative research. Data were collected through structured questionnaires from 159 business owners, sales representatives, cashiers and suppliers. Frequency distribution, percentages, Pearson correlation and multiple regression analysis were used to analyse the collected data.FindingsThe findings from this research show a significant relationship between personal and organisational factors and employee theft. Particularly, organisational factors made the strongest positive contribution to employee theft. The research also revealed that employee theft had significant effects on employers but less significance on employees. In addition, the research revealed that many businesses did not have preventive measures against employee theft in their firms. The findings of this study were compared with existing literature.Originality/valueThis study shows the relationship between different factors that could cause an employee to engage in fraudulent behaviours, particularly in SMEs in Nigeria.

Purpose The purpose of this paper is to describe the principles of a conceptual model to help developers and housing users achieve their expectations regarding quality, affordability and reasonable profits. Based on the identification of housing user’s preferences extracted from the survey, data are incorporated into model simulations considering budget restrictions for developers as well as for housing users. Design/methodology/approach The models’ development was based on fieldwork in Guayaquil, Ecuador, using a method that includes housing users’ preferences. Developed through a “methodological pluralism”, this study identifies people-oriented variables and assumptions. Thus, a more integrated approach is proposed, crossing and covering the fields of different disciplines. Findings The study concludes with findings regarding the identification of the most preferred attributes of housing users and the proposal of an alternative method to incorporate quality into model simulations for estimating housing market prices. Through optimizations, it is found that the optimal number of housing units per housing types in urban projects, which translates into more reasonable profits for the developers and the provision of better and more affordable houses for the users. Research limitations/implications A more complete assessment of the principles described in this paper will require a larger timeframe and location of application. Practical implications The identification of the most preferred attributes of housing users and the inclusion in a conceptual simulation model would help private and public developers to provide better and more affordable houses for users as well as to attain reasonable profits. Further, housing national policy could also be influenced by model’s results. Social implications The consideration of housing user’s preferences will entail an improvement of quality of life for social housing projects. Originality/value The study’s main original and novel contribution is the development of an approach for the inclusion of housing preferences into model simulations by using quality points and housing demand curves.


Significance A collapse in the housing market, which would hit indebted Canadians hard and contribute to a credit crunch that impacts the wider economy, remains unlikely but record house prices and the lack of affordable homes will be issues in the upcoming election. Impacts Consistently high house prices may see young and low-income households give up the idea of home ownership altogether. The prolonged failure of government to ensure more affordable housing will mean widening disparities between owners and renters. Housing demand in smaller markets around major cities, boosted by the pandemic, will cool with a return to office working.

Subject. The article describes the findings of the authors of fundamental strategic decisions on the formation of multifunctional urban complexes, using the housing demand and supply criterion. Objectives. We undertake a comprehensive study aimed at perfecting the methodology for evaluating the options for city infrastructure development at two stages, i.e. strategic, when general targets of feasible commissioning are determined, and current, when parameters of demand for facilities are taken into account. Methods. The study employs methods of expert survey, statistical data processing, predictive and investigative analysis. Results. We explored factors of creating amenities and comfort in residential construction areas, developed an algorithm to calculate the volume of new living space commissioning on the basis of evaluating demands in the Smart City paradigm. Conclusions. The study shows the cost increase depending on the built-up area, number of floors, and the balance between the type of capacity and the number of residents in the quarter (linear relationship).

PurposeThe purpose of this paper is threefold. Firstly, a new concept, teacher buoyancy, is introduced. Based on the significance to study how teachers bounce back from minor and frequent setbacks (vs. major adversities emphasized in resilience) in their daily work and the research on buoyancy by Martin and Marsh, a dual-component framework to conceptualize this new concept is introduced. Secondly, the development of a new instrument, the Teacher Buoyancy Scale (TBS), to measure it is presented. Thirdly, results of a study using the TBS are reported, which provide insights into how teacher buoyancy can be fostered.Design/methodology/approachThe study employed a quantitative design. A total of 258 teachers taking a part-time initial teacher education (ITE) program completed the TBS. Their responses were analyzed by exploratory factor analysis (EFA). In addition to descriptive statistics and reliability coefficients, Pearson correlation coefficients were calculated to examine the relationship among the factors.FindingsThe data analysis indicated five factors, namely, Coping with difficulties, Bouncing back cognitively and emotionally, Working hard and appraising difficulties positively, Caring for one's well-being and Striving for professional growth. These factors can be readily interpreted by the dual-component framework. Correlations among the factors further revealed that enabling factors can be subdivided into more proximal personal strengths relating to direct coping, and more distal personal assets pertaining to personal well-being. It is the latter that correlates most highly with perceived teacher buoyancy.Originality/valueThe most original contribution of this paper is the proposal of the new concept of teacher buoyancy which is teachers' capacity to deal with the everyday challenges that most teachers face in their teaching. The delineation between buoyancy and resilience sharpens the focus of the problem domain that is most relevant to teachers. The development of the TBS provides a useful and reliable instrument to examine teacher buoyancy in future studies.

Purpose The purpose of the study is to investigate the impact of economic and financial crimes on the economies of emerging and developing countries. Design/methodology/approach Preferred Reporting Items for Systematic review and Meta-Analysis (PRISMA) guidelines and meta-analysis of economics research reporting guidelines were used to conduct a quantitative synthesis of empirical evidence on the impact of economic and financial crimes in developing and emerging countries. Findings A total of 103 studies were searched, out of which 6 met the selection/eligibility criteria of this systematic review. The six selected studies indicated that economic and financial crimes have a negative impact in emerging and developing countries. Originality/value To the best knowledge of the authors, no published systematic review of the impact of economic and financial crimes in developing countries has been conducted to date.

Purpose – The main aim of this study is to determine the factors that influence the housing demand of households in Erzurum, northeastern Turkey. Housing demand is generally affected by several factors including housing prices, individuals’ income, expectations and choices and so on, as a means of its demographic and socio-psychological contexts. Design/methodology/approach – A questionnaire-based cross-sectional survey was carried out, in which the outcome variable had binary responses such as whether to invest in housing or not. A binary logistic regression analysis was performed to estimate the underlying data. Findings – The questionnaire was conducted in 2,927 households living in Erzurum city center, and 47 per cent of the respondents claimed that they would consider investing in housing in the future. The estimation results reveal that demographic or socio-economic factors that may possibly influence housing demand of the respondents are as follows: household head’s and spouse’s occupation, monthly income, the number of individuals in the family and car ownership. Originality/value – This paper involves the most comprehensive survey addressing the housing demand in the East Anatolian Region, Turkey. Additionally, this paper aims to contribute to the existing housing literature through establishing the statistical analysis of housing demand in an unstudied territory of the world.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

Purpose – The purpose of this paper is to examine the US crop insurance programs in the context of domestic support disciplines under the World Trade Organization (WTO). Crop insurance has become an integral part of many domestic support programs, not just in developed countries, but in important emerging markets as well. An often-cited impetus for the growth in insurance program is the potential treatment of such programs as exempt from WTO reduction commitments. Design/methodology/approach – A detailed examination of the so-called “green box provisions” of the Uruguay Round Agreement on Agriculture is presented with particular emphasis on eligibility criteria for crop yield and revenue insurance programs. Findings – While WTO rules potentially shield green box policies from reduction, few developed countries have notified agricultural insurance policies under Annex 2. Moreover, crop insurance programs have been challenged in recent WTO dispute settlement cases and domestic countervailing duty investigations. Originality/value – The paper presents a unique perspective on a program which has become the largest single farm program in the USA.
