How “accessible” is open data?

Purpose This paper aims to examine the nature and sufficiency of descriptive information included in open datasets and the nature of comments and questions users write in relation to specific datasets. Open datasets are provided to facilitate civic engagement and government transparency. However, making the data available does not guarantee usage. This paper examined the nature of context-related information provided together with the datasets and identified the challenges users encounter while using the resources. Design/methodology/approach The authors extracted descriptive text provided together with (often at the top of) datasets (N = 216) and the nature of questions and comments users post in relation to the dataset. They then segmented text descriptions and user comments into “idea units” and applied open-coding with constant comparison method. This allowed them to come up with thematic issues that descriptions focus on and the challenges users encounter. Findings Results of the analysis revealed that context-related descriptions are limited and normative. Users are expected to figure out how to use the data. Analysis of user comments/questions revealed four areas of challenge they encounter: organization and accessibility of the data, clarity and completeness, usefulness and accuracy and language (spelling and grammar). Data providers can do more to address these issues. Research limitations/implications The purpose of the study is to understand the nature of open data provision and suggest ways of making open data more accessible to “non expert users”. As such, it is not focused on generalizing about open data provision in various countries as such provision may be different based on jurisdiction. Practical implications The study provides insight about ways of organizing open dataset that the resource can be accessible by the general public. It also provides suggestions about how open data providers could consider users' perspectives including providing continuous support. Originality/value Research on open data often focuses on technological, policy and political perspectives. Arguably, this is the first study on analysis of context-related information in open-datasets. Datasets do not “speak for themselves” because they require context for analysis and interpretation. Understanding the nature of context-related information in open dataset is original idea.

Purpose To create the expected value and benefits through open data, appropriate provision and usage of data are required simultaneously. However, the level of provision and usage of open data differs from country to country. Moreover, previous research on open data has only focused on either open data provision or usage. To fill the research gap, the purpose of this paper is threefold: first, to understand the current status of the provision and usage of open data; second, to identify patterns in the provision and usage of open data; and third, to provide appropriate future directions and guidelines for the transformation paths of each pattern. Design/methodology/approach The authors analyzed the data collected from open data portals of 13 countries that provide information on the provision and usage of open data together. Findings The authors identified four patterns of the provision and usage of open data, namely, availability-driven, government-driven, market-driven and interaction-driven patterns. Furthermore, three strategic paths of transformation reach a high level of open data provision and usage, namely, data provision-focused, data usage-focused and balanced transformation paths. Originality/value This study provides a foundation that enables researchers to build a holistic theory that can integrate fragmented and incomplete knowledge of open data and usage, particularly in the context of government.

PurposeThe purpose of this study was to investigate the preference of health-warning message labeling in an eating-away-from-home context. The authors assessed individuals’ preference valuation of such messaging from a dual – consumer and citizen – perspective and with associated expected risk reduction (RR) level.Design/methodology/approachIn an online stated choice experiment on Amazon’s Mechanical Turk (N = 658), participants were asked to provide willingness to pay (WTP) preferences for health-warning messages and based on the expected RR from health-warning messages. Two types of multiple price list questions were used for consumer and citizen contexts. Interval regression and descriptive analysis methods were applied to analyze the data.FindingsThe study found that individuals placed a higher value (higher WTP) on health-warning message labeling when acting as citizens rather than as consumers. An RR expectation of 50 per cent was most effective in increasing participants’ WTP. Individuals who ate out frequently were more concerned about healthier food messages, and the influence of gender and age on WTP was conditional on individuals’ roles as consumers versus citizens.Originality/valueThis study extends the theory of consumer-citizen duality to the context of health-related information labeling, thus opening the discussion to extending such labeling from traditionally risky behavior such as alcohol and tobacco to also including food choice behavior. The authors also highlight implications on policy and industry practices to promote healthy food choices through such messages.

Despite the development of various technologies and systems using artificial intelligence (AI) to solve problems related to disasters, difficult challenges are still being encountered. Data are the foundation to solving diverse disaster problems using AI, big data analysis, and so on. Therefore, we must focus on these various data. Disaster data depend on the domain by disaster type and include heterogeneous data and lack interoperability. In particular, in the case of open data related to disasters, there are several issues, where the source and format of data are different because various data are collected by different organizations. Moreover, the vocabularies used for each domain are inconsistent. This study proposes a knowledge graph to resolve the heterogeneity among various disaster data and provide interoperability among domains. Among disaster domains, we describe the knowledge graph for flooding disasters using Korean open datasets and cross-domain knowledge graphs. Furthermore, the proposed knowledge graph is used to assist, solve, and manage disaster problems.

PurposeCryptocurrency markets are notoriously noisy, but not all markets might behave in the exact same way. Therefore, the aim of this paper is to investigate which one of the cryptocurrency markets contributes the most to the common volatility component inherent in the market.Design/methodology/approachThe paper extracts each of the cryptocurrency's markets' latent volatility using a stochastic volatility model and, subsequently, models their dynamics in a fractionally cointegrated vector autoregressive model. The authors use the refinement of Lien and Shrestha (2009, J. Futures Mark) to come up with unique Hasbrouck (1995, J. Finance) information shares.FindingsThe authors’ findings indicate that Bitfinex is the leading market for Bitcoin and Ripple, while Bitstamp dominates for Ethereum and Litecoin. Based on the dominant market for each cryptocurrency, the authors find that the volatility of Bitcoin explains most of the volatility among the different cryptocurrencies.Research limitations/implicationsThe authors’ findings are limited by the availability of the cryptocurrency data. Apart from Bitcoin, the data series for the other cryptocurrencies are not long enough to ensure the precision of the authors’ estimates.Originality/valueTo date, only price discovery in cryptocurrencies has been studied and identified. This paper extends the current literature into the realm of volatility discovery. In addition, the authors propose a discrete version for the evolution of a markets fundamental volatility, extending the work of Dias et al. (2018).

PurposeSocial media have become famous platform to search and share the COVID-19-related information. The objective of this research is to bridge the gap by proposing the effects of network cluster and transmitter activity on information sharing process.Design/methodology/approachData were collected by using Facebook application, which was available for 14 days (May 1–14) in 2020. These data were analyzed to determine the influence of the network cluster and transmitter activity.FindingsThe results showed that network cluster is positively related to transmitter activity on social media. In addition, transmitter activity partially mediated the effect of network cluster on the extent of information liked and shared. That is, transmitter activity can affect COVID-19-related information sharing on Facebook, and the activity effect is plausible and should become stronger as social network become denser.Originality/valueThis study has contributed to the knowledge of health information sharing in social media and has generated new opportunities for research into the role of network cluster. As social media is firmly entrenched in society, researches that improve the experience or quality for users is potentially impactful.

PurposeThe purpose of this paper was to draw on evidence from computer-mediated transparency and examine the argument that open government data and national data infrastructures represented by open data portals can help in enhancing transparency by providing various relevant features and capabilities for stakeholders' interactions.Design/methodology/approachThe developed methodology consisted of a two-step strategy to investigate research questions. First, a web content analysis was conducted to identify the most common features and capabilities provided by existing national open data portals. The second step involved performing the Delphi process by surveying domain experts to measure the diversity of their opinions on this topic.FindingsIdentified features and capabilities were classified into categories and ranked according to their importance. By formalizing these feature-related transparency mechanisms through which stakeholders work with data sets we provided recommendations on how to incorporate them into designing and developing open data portals.Social implicationsThe creation of appropriate open data portals aims to fulfil the principles of open government and enables stakeholders to effectively engage in the policy and decision-making processes.Originality/valueBy analyzing existing national open data portals and validating the feature-related transparency mechanisms, this paper fills this gap in existing literature on designing and developing open data portals for transparency efforts.

Purpose Overview of coaching for recovery. The paper aims to show an overview of work that was carried out over 11 years with groups of mental health and physical staff. As the facilitator who had run this course for the duration in Nottingham, this was an excellent opportunity to be at the forefront of a brand new project. Design/methodology/approach The introduction of the skills are taught over two consecutive days followed by a further day a month later. The idea of coaching is to be enabled to find the answers in themselves by the use of powerful questions and using the technique of the grow model, combined with practice enables the brain to come up with its own answers. Using rapport and enabling effective communication to deliver the outcome. Findings Evidence from staff/clients and the purpose of the paper shows that when you step back it allows the individual patients/staff to allow the brain to process to create to come up with their solutions, which then helps them to buy into the process and creates ownership. Research limitations/implications The evidence suggests that the approach that was there prior to the course was very much a clinical approach to working with clients and treating the person, administering medication and not focussing on the inner person or personal recovery. The staff review has shown that in the clinical context change is happening from the inside out. Practical implications “Helps change culture”; “change of work practice”; “it changed staff focus – not so prescriptive”; “powerful questions let clients come to their own conclusions”; “coaching gives the ability to find half full. Helps to offer reassurance and to find one spark of hope”. Social implications This has shown that the approach is now person-centred/holistic. This has been the “difference that has made the difference”. When this paper looks at the issues from a different angle in this case a coaching approach, applying technique, knowledge and powerful questions the results have changed. The same clients, same staff and same problems but with the use of a different approach, there is the evidence of a different outcome, which speaks for itself. The coaching method is more facilitative, therefore it illicit’s a different response, and therefore, result. Originality/value The results/evidence starts with the individual attending and their commitment to the process over the two-day course. Then going away for the four weeks/six for managers and a commitment again to practice. Returning to share the impact if any with the group. This, in turn, helps to inspire and gain motivation from the feedback to go back to work invigorated to keep going.

PurposeThis study explores the influencing factors affecting smart supply chain innovation (SSCI) performance of commodity distribution enterprises, and proposes the corresponding framework from the perspective of the application of technology to improve the SSCI performance and make up the research gap in this field.Design/methodology/approachA multi-case study method is adopted in this study. Four distribution commodity distribution enterprises A, B, C and D in China are chosen as case enterprises. The interviews with senior management team members are used to collect data. The combination of open coding and axial coding are used to process the data. By testing the reliability and validity, the theoretical framework is summarized.FindingsFirst, we find that the technology application cost inhibits SSCI and that the level of technology suitable for enterprise development will promote SSCI. Second, SSCI in structure, management and services can improve the performance and innovation ability of enterprises. Third, the quality of multi-channel integration and degree of customization around customer demand can significantly modify the above effects.Originality/valueCompared with previous studies, this study reveals for the first time the correlation between the SSCI performance and technology application, SSCI in structure, management and service, providing new ideas for relevant researches on SSCI, and providing new theoretical support for managers' decision-making related to SSCI.

Purpose The purpose of this paper is to empirically exhibit the moderating effect of learner interaction (LI) on motivation to learn (MTL), mobile learning (ML) and online learning climate (OLC), so as to bring in enhanced rigour to the virtual knowledge dissemination during the times of crisis. Design/methodology/approach A total of 784 valid responses were considered for the confirmatory factor analysis to test the proposed hypotheses. Findings The study found that MTL and ML contributed to improved OLC and high LI moderated the positive relationship between MTL, ML and OLC. LI also directly contributed to an improved OLC. Practical implications Measures need to be designed to crowbar motivation to ensure heightened interaction of learners, to gear up the ML reach soaring heights achieving a dynamic OLC. Acclimatization of the OLC will be the visionary solution to tackle learning disruption during today’s pandemic times and also many other challenges to come in near-far future. Originality/value The current study established the moderating role of LI in influencing OLC, and also motivating facilitator’s for designing upgraded content, and thereby fuelling the intention to learn.

Subject area This case can be used in marketing management as well as consumer behaviour courses. Study level/applicability This case is suitable to use in advanced undergraduate levels, MBA and MSc in marketing courses that cover topics related to market segmentation and marketing mix strategies. Case overview This case highlights the dilemma of an entrepreneur and a manager of a restaurant who were to take a decision about the sustainability of their restaurant business. Balqis Restaurant was owned by Danny who was a retiree from Telekom Malaysia. He wanted to open a restaurant business after he came back from his long holiday trip. He conducted market research to find a suitable place to open his Arabic restaurant. He assigned Waleed Masood Abdullah as the manager of Balqis Restaurant. Finally, in June 2010, he opened his long awaited restaurant at Gombak, Kuala Lumpur. The restaurant was known as Qasar before the name was changed to Balqis in 2015 because of copyright issues related to Saba’ restaurant at Cyberjaya. The restaurant was well managed under Danny’s supervision for 4 years and successfully won customers’ hearts and loyalty before he decided to give full responsibility to Waleed in March 2014. Danny trusted Waleed because he taught and trained him. However, under Waleed’s management, Balqis started to lose its customers. Waleed also started to branch out the restaurant to different places in different states; one in Ipoh, and the other in Perak. He invested much money on renovation for all three branches, but one of the restaurants closed down in September 2014. This is because of the fact that they could no longer bear the cost of operations for the restaurant. However, he failed to learn from the mistake; they set up another restaurant, which was in Kuantan, in the same month. The sales were not that encouraging but it did show gradual improvement; yet, they once again sold it to another Arab businessman. Waleed realized his failure in managing the restaurant business in August 2015. He again opted to open another new branch which was questioned by Danny. He was in a rush to open it by the end of December 2015 to ensure that the additional profits from the current restaurants could cover the variables costs if the new restaurants were launched. Based on that, the owner had to make a decision about whether a new branch should be opened or whether they should just retain their restaurant in Gombak. Expected learning outcomes The learning objectives of using this case are as follows. 1. Knowledge enhancement: to help students in understanding the problems faced by a restaurant in expanding its market; to make students aware that a properly blended marketing mix is the key to business success and to broaden students’ views and understanding in targeting the proper market segment in formulating an effective marketing strategy. 2. Skills building: to be able to identify the best marketing strategic decisions to manage the restaurant business for its survival and to develop students’ ability to analyse the existing situation to come up with a viable and effective solution. 3. Attitudinal: to help the students to have intellectual openness in accepting different ways of finding solutions for a particular problem and to assist students in making the right move at the right time.
