PurposeWhile being largely studied in organizational research, job engagement has rarely been empirically investigated in the context of higher education. In this study, this paper aim to examine the effects of leader performance expectation and coworker pressure on research engagement of lecturers and the moderation of achievement value.Design/methodology/approachThe authors based the survey on the data collected from public higher educational institutions in Vietnam.FindingsThe findings contribute to the literature of job engagement in higher education from an organizational behavior perspective by explaining the mid-level impacts of departmental factors affecting research engagement.Originality/valueThe authors develop an organizational behavior perspective related to middle-level factors to understand factors influencing one specific research job of lecturers in higher education in a non-Western developing nation.

Purpose In the context of falling demand for higher education and, in particular, doctoral studies, it is important to understand how to attract new students. The purpose of this paper is to present an analysis of the decision-making process the PhD students of Baltic universities followed when choosing whether to continue their education at doctoral level and in which institution to do it. Design/methodology/approach It uses the data gathered in 2014 from all major Baltic universities providing access to higher education at doctoral level. Findings At macro-level, the three Baltic countries (Estonia, Latvia and Lithuania) are rather different in the supply of doctoral programmes and the level and dynamics of the popularity of doctoral-level studies in the population. Besides, strong country-specific effects on the goals students pursued when they enrolled in a doctoral programme and the information about the university or the programme they found useful are observed at micro-level. The main result is related to systematic differences in the perceptions students have about the benefits they will get from a doctoral degree across the current (at doctoral level) and previous (at Bachelor’s and Master’s levels) fields of study, as well as depending on labour-market experience and family and social circle. Practical implications These findings suggest that Baltic higher education institutions should employ different marketing communication strategies when attracting new doctoral students, depending on the field of study and the country they operate in. Originality/value This is the first comprehensive study on the motivation of enrolment at doctoral level in the Baltic countries. It gives the management of Baltic universities a general picture of the motivation to get a PhD degree and factors affecting the choice of university, which can be readily incorporated into universities’ strategy.

Purpose This study was designed to address the problem of how higher education institutions, as organizations designed to promote learning, responded to the COVID pandemic and the suspension of in-person instruction. The purpose of this paper was specifically to explore how institutions go about learning from the pandemic to better prepare themselves for the future that they will face. Design/methodology/approach A researcher-developed survey instrument was distributed electronically to 300 faculty leaders at randomly selected universities in the USA. With three follow-up e-mail requests, the survey had a 31% usable response rate. Findings Survey results indicated that institutional leadership did not make strong use of shared governance in responding to the COVID pandemic in creating operational response strategies. Further, institutions did not alter their policies or make structural changes to be more adept in facing the challenges of a global pandemic and its impact on the financial well-being of the institutions. Although institutions did make changes to their attitudes about students, these were not developmental changes but rather behavioral modification expectations. Originality/value This study drew upon data collected after the first three months of the global COVID pandemic, providing an important first-look at organizational behavior in response to a largely unplanned global event.

Purpose This paper aims to study waqf practice in Pakistan with regard to its utilisation in funding for higher educational institutions (HEIs) and investigates waqf raising, waqf management and waqf income utilisation. Design/methodology/approach The paper is based on the views of 11 participants who are actively involved in the waqf, its raising, management and income utilisation, and is divided into three subcategories: personnel of higher educational waqf institution, personnel of waqf regulatory bodies and Shari’ah and legal experts as well as archival records, documents and library sources. Findings In Pakistan, both public and private awqaf are existing, but the role of private awqaf is greater in higher education funding. However, due to lack of legal supervision private awqaf is considered as a part of the not-for-profit sector and legitimately registered as a society, foundation, trust or a private limited company. Waqf in Pakistan is more focusing on internal financial sources and waqf income. In terms of waqf management, they have firm guidelines for investing in real estate, the Islamic financial sector and various halal businesses. Waqf uses the income for developmental and operational expenditure, and supports academic activities for students and staff. Waqfs are also supporting some other HEIs and research agencies. Thus, it can be revealed that a waqf can cater a sufficient amount for funding higher educational institutions. Research limitations/implications In Pakistan, both public and private awqaf are equally serving society in different sectors, but the role of private awqaf is much greater in funding higher education. Nevertheless, the government treats private awqaf as a part of not-for-profit sector in the absence of a specific legal framework and registers such organisations as society, foundation, trust or private limited company. The waqf in Pakistan mostly relies on internal financial resources and income from waqf assets. As the waqf managers have over the time evolved firm guidelines for investment in real estate, Islamic financial sector and various other halal businesses, and utilisation of waqf income on developmental and operational expenditures, academic activities of students and educational staff, other HEIs and research agencies, it can be proved that the waqf can potentially generate sufficient amount for funding HEIs. Practical implications The study presents the waqf as a social finance institution and the best alternative fiscal instrument for funding works of public good, including higher education, with the help of three selected waqf cases. Hence, the paper’s findings offer some generalisations, both for the ummah at large and Pakistan. Social implications The paper makes several policy recommendations for policymakers, legislators and academicians, especially the government. As an Islamic social finance institution, the waqf can help finance higher education anywhere around the world in view of the fact that most countries grapple with huge fiscal deficits and are hence financially constrained to meet growing needs of HEIs. Originality/value The study confirms that the waqf can be an alternative source for funding higher education institutions whether it is managed by the government or is privately controlled.

Purpose – The purpose of this paper is to identify those factors that key actors in university governance hold as to be important in realizing strategic change within their institutions. Design/methodology/approach – Key decision-makers in 26 European universities were surveyed on their views on which factors bring about strategic change. The results were interpreted using a theoretical framework emphasizing organizational archetypes and their development. Findings – The findings indicated that strategic changes in universities were perceived as highly dependent on leadership, decision-making procedures, communication and evaluation. However, some differences between the universities in the sample can be identified, supporting indicating the relevance of using organizational archetypes as an analytical tools for observing change within the higher education sector. Originality/value – The study links organizational level developments on strategic management to macro-level change within the European higher education landscape, and provides new insights intoon the debate on convergence and differentiation in organizational fields.

Purpose The slogans adopted by higher-education institutions usually target all college stakeholders without differentiation, even though these stakeholders may have quite different connections to the organization. The purpose of this paper is to understand whether there is a relationship between students’ cultural backgrounds and their preferences for slogans of higher-education institutions. Design/methodology/approach The study utilized a survey for data collection. In total, 295 participants answered questions about preferences for slogans appealing to purchase or product involvement, and individualistic or collectivist values. Findings The results suggest that participants from both collectivist and individualistic societies prefer slogans that appeal to the values pertinent to their respective cultures. Representatives of both groups preferred slogans referring to the benefits of education over slogans describing features of particular institutions. Practical implications Slogans with messages appealing to people from collectivist and individualistic messages cultures should be included in promotional materials and distributed among corresponding audiences. Slogans for prospective students should refer to the advantages of studying in a particular institution, while current students should be targeted with slogans that encourage dedicated studying in general. Originality/value The findings contribute to the understanding of factors increasing effectiveness of higher-education slogans. It is also one of the first studies of how students from India (Punjab and Kerala states) and the Philippines process promotional materials from western educational institutions.

Purpose – The purpose of this paper is to investigate the competence, performance, and trainability of older workers of higher educational institutions in Malaysia. Design/methodology/approach – Survey methods were used in this study. The survey measures were adopted from Rothwell (2002) and Sarmiento et al. (2007) for performance and competence, respectively, while trainability measurements were adopted from Maurer et al. (2008). The sample of 325 respondents consisted older workers in the higher education sector aged between 55 and 60 years old. Findings – Based on the assessments made by the older workers themselves and their superiors, it is found that the older workers are competent, performing well, and are trainable. The administrative older staff, however, were rated lower by the superior as compared to the academic older staff. This may be due to the fact that most of the assessors are academicians. Regardless of the category of the staff, performance of older workers is positively related to their competence and trainability. Research limitations/implications – Competence and trainability are important factors as they are found related to performance. This study focuses on education sector. It would be interesting to include older workers from other sectors because the education sector is perceived to be less physically demanding. Practical implications – This study provides valuable insights into considering of revising the retirement age of academician in higher education sector even higher. Age seems to be an advantage to this group of employees. Originality/value – This study is unique and significant because it focuses on important sector, i.e. higher education. It would reduce the knowledge gap in performance management of older workers especially in higher education sector.

<p>Research carried out by academics at higher education institutions (HEIs) has substantially contributed to nations’ development, particularly in a time of globalisation and internationalisation of higher education (HE). A range of studies on academics’ research have been undertaken in western contexts. Those studies can be classified into studies of academics’ research perceptions and studies of factors affecting academics’ research productivity. However, there has been a very limited number of studies on academics’ research capacity and HEIs’ research capacities in Vietnam. Meanwhile, the Vietnamese Government has attempted to develop its HE system to contribute to the success of its national development. Over the past ten years, the Vietnamese Government has issued a series of research related policies and has had a greater investment into the development of its HE system. However, the research capacity of Vietnamese HEIs has been lower than that of its neighbouring countries in the region. Therefore, this study was conducted with the hope that it might provide an in-depth understanding of the research capacities of Vietnamese HEIs and their academics and how they can be better fostered in the Vietnamese HE system.  The study was conducted in three public HEIs at different levels in southern Vietnam: provincial, regional, and national. The study employed an interpretive case study approach with a lens of historical and sociocultural theory. Three key tools used for data collecting were surveys, individual semi-structured interviews, and document analysis. The research participants were purposefully selected from the three institutions. For data analysis, the study utilised a combined framework adapted from the predictive model department research productivity of Bland, Center, Finstad, Risbey, and Staples (2005), the model of factors affecting academics’ research productivity of Chen, Gupta, and Hoshower (2006), and Moore’s (2015) social-ecological model: Looking beyond the individual. The study’s findings indicated that the research capacities of Vietnamese HEIs and their academics were influenced by various factors at different levels. At societal level, they include socioeconomic, sociocultural, and political factors. At community level, they comprise resources, research orientation, research networks, professional development practices. At institutional level, they consist of establishment history, geographical location, and organisation. Additionally, the study identified that institutional contexts affected the academics’ research motivation and research engagement at this level. Finally, this study suggested some recommendations for both academic leaders and academics from the three HEIs and Vietnamese HE policy makers to consider so that they may find ways to enhance the research capacities of the Vietnamese HEIs and their academics’ research engagement.</p>

PurposeThe current corona virus pandemic had a major impact upon the health, economy and education worldwide. In India, the government as a part of the nationwide lockdown closed all educational institutions, as a consequence of which, the teaching-learning, examination and placement scenario of students were affected. UNESCO estimated that about 32 crore students have been affected in India. The adoption of an online e-learning approach tried to minimize the academic loss and stress on students. However, the online teaching transition moved on an untested and unprecedented scale in a very short span of period. The present study analyses the perception and level of acceptance of transition from offline to online learning amongst the students of higher education in Punjab.Design/methodology/approachThe analysis was carried out by surveying 200 students of higher education from Punjab belonging to different regions. An appropriate pre-tested questionnaire was framed on Google Forms. A five-point Likert scale was employed to determine the perception of students regarding quality of audio and video lectures, instructor's content, preparation, interactiveness, discussion regarding doubts and assessing likes and dislikes of students. The data were coded-decoded in SPSS by using descriptive statistics and factor analysis.FindingsThe study revealed the level of acceptance of online study among the students of higher education in Punjab. It is found that both online and offline modes of learning process have their own pros and cons. The sudden transition from regular mode to virtual mode was not an easy task for students either. The study revealed that both online and offline study modes have been accepted by students depending upon the availability of IT infrastructure as almost half of the respondents perceived online mode and the other half offline.Originality/valuePunjab is a recognized state of northern India. In Punjab, the quality of higher education is good and students' satisfaction is always the priority of the educational institutions. At the time of the pandemic, this sudden transition from regular to virtual mode impacted education with students coming from diverse backgrounds like urban areas, rural areas, remote areas, rural-urban areas etc. So, in the light of this sudden transition, it is important to study the viewpoint of the students of Punjab. So, the present study was conducted to understand the perception of the students toward online learning during this ongoing pandemic. For this purpose, the study employed factor analysis. Application of factor analysis in this area is unique.

Purpose Universities and higher education institutes are key pillars of all societies, as the result of their important roles in education, research and training of human resources. Nevertheless, similar to other social structures, universities need to be prepared for natural disasters. This study aims to measure and analyze the level of earthquake preparedness in a higher education institute in Tehran, Iran. Design/methodology/approach This cross-sectional study was conducted in 2017 in a higher education institute through three stages of tool, namely, development, preparedness evaluation and strength–weakness–opportunity–threat analysis. The valid and reliable tool was applied for assessment of college preparedness through a field survey. Factors affecting the obtained level of preparedness were categorized into internal (strengths and weaknesses) and external (opportunities and threats) factors to decide on an appropriate strategy for promoting the preparedness level. Findings Content validity index and content validity ratio of the tool were 88 and 98.85 per cent, respectively. The reliability of the tool was measured to be 98 per cent using the kappa coefficient. The level of preparedness was estimated to be weak. The final value of the matrix of internal and external factors was higher than average, which can be improved in the form of strength–opportunity strategy. Originality/value It is highly suggested to allocate a specific budget for improvement and evaluation of preparedness measures in all parts of education systems. In addition, making the preparedness measures as the mandatory duty for educational structures can be considered by decision-makers and managers at the national and local levels.

The higher education sector plays a pivotal role in developing the skilled manpower for the balanced socio-economic growth of the country. Both public as well as private higher educational institutions contribute towards building the competence base of the society. In Rajasthan also, the higher education sector has seen a vast growth both in terms of investments and gross enrollment ratio. The employees are involved and are crucial for the accomplishment of the objectives. The study involved assessing the antecedents of job satisfaction level of the employees and identifying the most significant factors influencing the same. The findings suggest that the major factors affecting the satisfaction among the academic employees remain the job challenges, concern for the performance evaluation methods used, and the lack of role clarity in the institutions. The private sector employees have more concern for the salary and the job security as compared to the public sector employees.
