Uncovering the impediments to successful built heritage management using stakeholder analysis

PurposeThe purpose of this paper is to understand various organizational and operational impediments to successful built heritage management at a regional level from the perspective of stakeholder theory.Design/methodology/approachAn exploratory study was conducted in Jammu city of India wherein total of 16 interviews using a semi-structured questionnaire were done with officials (N = 6), organization members (N = 7), local organization heads (N = 3) and 30 local residents. Thematic analysis and stakeholder analysis were used to identify themes and examine the relationships between stakeholders.FindingsSix themes were derived from thematic analysis. The results from stakeholder attribute analysis and studying stakeholder interactions show that lack of trust, skewed power relation and lack of communication among stakeholders are some of the factors that hinder successful heritage management at the Mubarak Mandi heritage complex. The study emphasizes the dimension of “authenticity” be added to existing discourse of heritage management in India ensuring commoditization does not override authenticity and integrity of heritage site.Originality/valueThe results of this study are useful in understanding challenges of heritage management in India at regional level. Using stakeholder analysis the study adds a managerial perspective to the existing heritage management discourse in India by providing empirical insights into developing stakeholder collaboration.

PurposeWhile there is an established body of literature that discusses the importance of stakeholder management, and also the need for involvement of all stakeholders so that all values of a heritage site can be captured in a heritage management plan, the concepts are not generally developed in ways that make them useful in practice. This research seeks to bring greater clarity to the practice of stakeholder engagement in built heritage, so that organisations can manage their stakeholders in ways that meet their strategic goals. This study proposes a novel method to identify stakeholders, a stakeholder preference mapping approach, which will depict their influence on decisions based on a of power-interest scale.Design/methodology/approachThis research posits a stakeholder preference mapping approach. Virtual Stakeholder Groups (VSG) were identified and stakeholder's significance impacts were measured using the RIBA Plan of Work 2013 to determine in-depth consideration of each stakeholder's power and interest against differing stages of a heritage project. Participants were convened through a 5-day workshop, consisting of 20 Malaysian and 19 international participants (80% academics and 20% Malaysian civil servants). The Multi-Attribute Decision Analysis (MADA) technique was then used to demonstrate how stakeholder identification and analysis can be used to help heritage teams meet their mandates.FindingsThe research identified eight virtual VSG (Extremist, Expert, Economic, Social, Governance and Tourists) and their scale of power-interest influence at different stages of the heritage management process. The findings reveal varying levels of engagement from each of the different groups of stakeholders at each work stage – with Stage 5 (Construction) being the least engaged.Originality/valueIt is anticipated that through stakeholder preference mapping, heritage teams can increase the robustness of their strategies by identifying and effectively managing the important concepts; heritage teams can effectively manage the interface between the many (often competing) demands of differing stakeholders. Using Georgetown as a case study, the research team were able to delineate the interaction and interplay between the various stakeholders in the complex decision-making processes for a UNESCO heritage site. Applying the RIBA 2013 Plan of Work as a framework to the heritage management process enables a formalised mapping approach to the process.

Purpose Scholarly discourses regarding heritage values for sustainable heritage management abound in heritage literature but appear elitist as they tend to exclude the perspectives of the people at the lower echelons of society. The study explored the values ascribed to a global heritage monument by the people living around a global heritage site in Ghana and the implications of their perceptual values for sustainable heritage management. Design/methodology/approach This study used the qualitative design. It was guided by Costin’s heritage values, community attachment theory and values-based approach to heritage management. Data was gathered from the local people living close to the heritage site, and the staff of Museums and Monuments Board at the heritage site. Data were gathered through focus group discussions and in-depth interviews and analysed using the thematic approach and most significant stories. Findings The results revealed that the local people were aware of the economic, aesthetic, historic, symbolic and informational values of the heritage monument but showed little attachment to the monument. The main reasons for the low attachment were the limited opportunity for them to participate in the management of the monument, and the limited opportunity for direct economic benefits from the heritage asset. Research limitations/implications A comprehensive understanding of heritage monument management that reflects the perspectives and values of the local people is imperative. Practical implications United Nations Education, Scientific and Cultural Organisation and Ghana Museums and Monuments Board could consider a more community-inclusive heritage management framework that takes cognizance of local values and perspectives to ensure sustainable heritage management and development. Social implications The values and perspectives of the local community matter in heritage management. The heritage authorities need to engage more with the community people and educate them on the best practices regarding the sustainable management of World Heritage Sites. Originality/value This paper argues that the management of global heritage sites should not be elitist in orientation and character. It should respect the principle of community participation for inclusive development.

PurposeThe study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.Design/methodology/approachThis study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.FindingsThe paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.Originality/valueThe study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.

PurposeArchitects and craftspeople work together on complicated built heritage projects as part of a diverse multidisciplinary team. Effective interactions and collaborations between them can lead to a more successful project outcome; however, differing perceptions of each other can cause professional relationship tensions, communicative barriers and disharmony.Design/methodology/approachThrough the analysis of online surveys completed by architects and craftspeople, this study examines the contemporary relationship between the two groups, including the architect's perceptions of the function of traditional building craft within their day-to-day role.FindingsFindings suggest that whilst both groups agree that the craftsperson is an essential specialist on a built heritage scheme, there are contradictory perceptions with regard to the architect's role. Despite these differences, the results suggest that architects are open to accommodating more exposure to craftspeople and traditional building craft within their day-to-day role – believing they would learn more about building materials, make better practical decisions and understand craftspeople better. More importantly, this study proposes that a focus on craft would break down communicative and perceptual barriers, in turn improving relationships and project outcomes.Originality/valueThe study strongly suggests that traditional building craft can form an essential, tangible bond between architects and craftspeople by increasing focus on relationships and learning. The insights offered are relevant not only to those in the fields of architecture and traditional building craft but also to those involved in heritage management, as well as other professional roles, who may benefit from the use of craft as a method to repair professional relationships, as well as historic buildings.

Purpose In the present-day context of a sharp decrease in economic and ecological resources, planned conservation and community empowerment are key strategies for sustainable heritage management, because of their cost effectiveness, increased preservation of authenticity and socially development. However, there are still very few practical implementations, so the purpose of this paper is to present applied research to real case studies, as well as to demonstrate that preventive-planned conservation is increasingly successful when linked with the empowerment of local communities and users. Design/methodology/approach This paper proposes a methodology that focuses on two complementary aspects: planned conservation (material component) – undertaken directly on buildings, through inspection, monitoring, maintenance and repair activities; community empowerment (intangible component) – afforded indirectly to users, through participatory strategies and training in prevention, maintenance and use. Findings Based on an estimation of costs, this paper suggests that preventive-planned conservation strategies (pre-damage) can be one-third cheaper than the reactive and interventionist approach (post-damage). Moreover, this study also develops innovative ICT tools for the planned conservation of the built heritage, namely a specifically designed computer software/App (“MPlan”) that can be used to compile maintenance plans. Originality/value The case studies are among the first applications of preventive-planned conservation strategies to the built heritage in Portugal. Different types of case studies are provided to better illustrate the methodological approach adopted and the results obtained. Special attention is given to the Romanesque Route, a cultural itinerary with 58 monuments (monasteries, churches, bridges, towers and a castle). illustrated manuals contribute to the empowerment of local communities and users.

Purpose The purpose of this paper is to explore authenticity conception of cultural built heritage. As a core of heritage management, authenticity is often seen as a validation of certain identity. In the cultural built heritage context, authenticity is vital for the community, particularly the ethnic minority community, because it can be viewed as a tool to tackle discrimination and misrecognition issues. Design/methodology/approach This research was conducted in two Indonesian Chinatowns, namely, Lasem and Semarang Chinatowns. An ethnography method was employed to address the research aim. Four techniques to carry out data collection were used in this research; they were life story interview, participant observation, documentary research and physical observation through house tour. Two theories were used to analyse the data, and they were Technologies of the Self from Foucault and Habitus from Bourdieu. Findings Result shows that authenticity conception in cultural built heritage is not fixed because it lies on the immaterial aspect (the community’s cultural values) that is continuously reinvented. This research also reveals that the immaterial aspect of cultural built heritage, the community’s cultural values, becomes the core of the conception of authenticity. These cultural values become the foundation for the community to create their cultural built environment. Social implications This research brings an important perspective on authenticity to be applied in heritage management. Interestingly, by adopting this perspective, heritage management could become a tool to create an inclusive society. Originality/value This research offers a unique perspective on heritage authenticity, which was constructed through sociological and materiality approach.

Purpose The purpose of this study is identifying the competencies that are characteristic of effective middle managers. Design/methodology/approach Data was gathered in personal interviews, using the behavioral event interview technique, from the responses of 20 middle manages working for several public agencies in West Java Province, Indonesia. 12 were previously rated on work performance as superior and 8 were rated as average. 80 stories were obtained and examined in two ways – deductively coded using the National Civil Service Agency’s managerial competency dictionary and inductively to identify new themes through thematic analysis. Findings Competencies which may distinguish superior from average performers are achievement orientation, leadership, directiveness, persuasiveness and innovation. Competencies frequently cited in the stories of both average and superior performers are oral communication, organizing, information seeking, analytical thinking and planning; new competencies identified in thematic analysis which lead to effective management were adherence to laws and regulations, multi-stakeholder collaboration and technical competencies which includes human resource management, technology management and financial management. Practical implications For organizations to improve the performance of middle managers they should focus on the on the development of those competencies which distinguish superior from average middle managers and identification of these traits in the recruitment and promoting of employees. Originality/value This paper has an original approach as it fills a research gap in competency modeling for the middle management level in a public sector context.

PurposeIt has been widely recognised that the participation of residents is a significant issue in contemporary urban heritage conservation. However, studies confirm that the reasons behind residents' engagement are still difficult to assess, particularly in emerging countries. This paper aims to evaluate the factors that incite or prevent residents from participating in built heritage rehabilitation in the old city of Constantine, by applying the motivation-opportunity-ability (MOA) model.Design/methodology/approachA questionnaire-based survey was used to collect information from the residents. The collected data were then analysed using the structural equation model (SEM).FindingsThe findings show that the most significant factors affecting residents' participation were related to their motivations and abilities. Interestingly, factors related to the opportunities did not influence participation. Thus, autonomous rehabilitation according to the residents' motivation and abilities is more likely to be adopted.Research limitations/implicationsThese findings are limited to the selected sample, and some variables have been eliminated through the SEM analysis.Originality/valueHowever, as a first attempt to study residents' participation in built heritage rehabilitation in Constantine, the paper proposes a different perspective for assessing participation by considering its means and ends simultaneously. The paper also provides guidance to local decision-makers to improve the legal framework by implementing factors that encourage residents' involvement in sustainable heritage management.

Purpose In response to the world’s rising awareness on sustainability, industry players and policymakers are devoting great efforts to bolster green building developments. Every green building project (GBP) involves numerous stakeholders and potentially incompatible concerns. Despite the associated environmental, economic and social benefits, GBP developments have often confronted managerial barriers which are actually emerged from stakeholders – the actual key determinants of a project. Holistically analyzing the complexity of stakeholders in GBPs is, therefore, crucial to improving GBP management and achieving greater sustainability for all involved. The purpose of this paper is to analyze stakeholder complexity in large GBPs using a holistic framework which integrates both empirical and rationalistic analytical perspectives. Design/methodology/approach The complexity of stakeholders in GBPs can be considered from three aspects – identifying stakeholders, assessing stakeholder interactions and analyzing stakeholder concerns. The proposed stakeholder analysis framework uses both empirical methods (e.g. interviews and surveys) and rationalistic methods (e.g. chain referral sampling and social network analysis) to analyze GBP stakeholder complexity. Case study of a lab-enabled commercial GBP in Hong Kong was undertaken to illustrate the framework. Findings The framework enables a holistic, objective and effective stakeholder analysis; leading GBP leaders toward a complete understanding of project stakeholder complexity. The case study findings bring managerial insights to GBP leaders on the general SNA-related stakeholder dynamics and the important stakeholder concerns, of large Hong Kong GBPs. The findings diagnose general connectivity structures of GBP stakeholders, identify influential and peripheral actors in GBP information exchange, and suggest clues to improve their dynamics. In addition, ten key stakeholder concerns were identified, including comprehensive governmental standards and procedures, clear sustainability goals at the outset, effective stakeholder engagement, adequate design flexibility, and a “can-do” attitude of contractors and consultants – which are all vital for successful GBP development. The underlying reasons of these concerns and recommendations to addressing them were also discussed. Originality/value Many existing GBP stakeholder studies appear to use a single analytical perspective to assess project stakeholder complexity, but this may not gain a full understanding. The holistic stakeholder analysis framework used herein combines empiricism and rationalism. It helps to bring GBP leaders and implementers toward a more informed project decision making, a more thorough understanding of stakeholder complexity, as well as a more effective engagement of stakeholders.

Purpose The purpose of this paper is to investigate how different notions about the conservation of built heritage develop in a situation of structural change that demands either the demolition or relocation of a large number of historic buildings. Design/methodology/approach The analysis is based on a case study of the on-going urban transformation of the Swedish mining town Kiruna. The investigation was based on the text analysis of urban planning documents and media reporting, which was used to distinguish stakeholders’ positions towards conservation based on authenticity aspects. Findings The conservation goals of the urban planning process are unclear and the stakeholders have conceptually different views regarding which parts of the town’s built heritage are of significance, which negatively affects the ability to make well informed, transparent and intelligible management decisions. Stakeholder views on the management of built heritage span from the relocation of a few, single historic buildings to maintaining the integrity of the town as a heritage site by moving a significant number of buildings. Research limitations/implications The Kiruna case, being exceptional because conservation in situ is impossible, has the potential to highlight the relation between single historic buildings and the integrity of an urban heritage site, as well as implications for conservation on the urban scale. Originality/value This investigation contributes to knowledge of built heritage in situations of structural change, which is of concern for planning and conservation practice. Currently, many urban areas are under pressure of transformations or destruction.
