PurposeThe purpose of this paper is to explore investigative decision-making processes in the context of major crimes as experienced by the law enforcement agents.Design/methodology/approachEpisodic interviews were conducted with six agents from medium-sized police forces in the UK. Following the framework of naturalistic inquiry, qualitative content analysis took place with the assistance of Atlas.ti software. To ensure the validity of findings, the within method triangulation was preferred, by additionally analysing the interview transcripts with Alceste.FindingsFindings from this study revealed a variety of internal factors at play, shaping the decision-making course into an act of balancing various desired goals. Detectives appear to assess a situation based on their experiences confirming that the naturalistic decision-making model may assist in understanding investigative decision-making.Research limitations/implicationsDue to the busy schedule of law enforcement agents the number of participants was limited and availability difficult; therefore, this study can be thought of as a pilot study that will inspire researchers to use the same method for in-depth understanding of investigative decision-making.Practical implicationsResults captured the ill-defined goals in the police environment and provided ways of decreasing their impact on investigative decision-making thus should help detectives to understand their decision-making limitations and strengths.Social implicationsThis project will enhance the psychological understanding of investigative decision-making.Originality/valueThis project assists in understanding the psychological aspect of investigative decision-making during police duty and provides the opportunity to law enforcement agents to re-evaluate situations in order to improve the investigative decision-making process; while adds to existing literature.

Purpose The purpose of the paper is to present and critically discuss the findings of the ESRC-funded HS2020 project. The aim is to discuss the retail-led change that has happened to the High Streets that participated to the project that, in some cases, is revolutionary and is leading to the reinvention of the place. To do so reference is made to various retail change theories discussing both institutional and consumer-led change. Design/methodology/approach This is a discussion paper on the findings of the HS2020 project. Findings The major finding reported in this paper is that the reinvention is a natural learning process that involves the comprehension of change and the development of knowledge that will lead to the reinvention of the High Street. Research limitations/implications The findings of the research are based on data that were collected from a total of ten towns across the UK. Practical implications The paper suggests that to reinvent the High Street the stakeholders that are involved in the place decision-making processes they should embrace the change as a natural development and try to understand and learn from it rather than resisting to it. The HS2020 project provides a comprehensive guide of the areas that change can be managed and if it happens it can facilitate the reinvention. Originality/value The paper is relevant to the academic community, as it offers insight to the theories of retail change, and to the practitioners, as it provides evidence as to how to deal with the change that happens to the High Streets.

Purpose The purpose of this paper is to foster a better understanding of how decision-making processes work in sport clubs and to develop appropriate advisory concepts or management tools in order to successfully realize structural changes in sport clubs. This paper examines the decision-making processes associated with an external advisory programme. Based on the assumption of bounded rationality, the garbage can model is used to grasp these decision-making processes theoretically and to access them empirically. Design/methodology/approach Based on a case study framework, an in-depth analysis of the decision-making and implementation processes involved in an advisory programme was performed in ten selected football clubs. Guided interviews were conducted on the basis of the four streams of the garbage can model. The interviews were analysed with qualitative content analysis. Findings Results show that three types of club can be distinguished in terms of their implementation processes: low implementation of the external input; partial implementation of the external input; and rigorous implementation of the external input. In addition, the analysis shows that the participants in the advisory programme are the key actors in both the decision-making process and the implementation. Originality/value The paper provides insights into the practicability of advisory programmes for sport clubs and the transfer to the clubs’ practical decision-making routines. Additionally, it shows how sport clubs deal with (external) advisory impulses, and which different decision-making practices underlie these processes.

Background/Purpose Experienced firefighters often make important decisions in fast-paced fire ground environments characterised by uncertainty and evolving conditions, mostly under considerable time-pressure. The nature of these environments inadvertently presents firefighters with novel situations that occasionally challenge their expertise, subsequently necessitating a reliance on intuitive as opposed to rational decisions. The purpose of this study is to elicit the tacitly held knowledge and intuitive thought processes that were used by 31 experts while managing a range of complex, non-routine fire incidents. Design/Methodology/Approach The study used a formal knowledge elicitation technique known as the critical decision method (CDM). CDM is a qualitative strategy that applies a set of cognitive probes to explore the cognitive processes that aid the performance of a complex task. This method was preferred to other cognitive task analysis methods as it specifically favours the use of retrospective incident accounts and incidents that were both challenging and memorable. Using the full CDM protocol, 31 experienced firefighters were interviewed across various fire stations in the UK and Nigeria (UK = 15, Nigeria = 16). The interview transcripts were coded, categorised and analysed using the emergent themes analysis approach. Findings The results from the study identified 134 decision points across the 31 incident accounts. A total of 42 salient cues sought by experts at each decision point were revealed and organised into a critical cue inventory. The identified cues were subsequently categorised into five distinct types based on the type of information each cue relayed to an incident commander. The study further developed a decision-making model – information filtering and intuitive decision-making model – that describes how experienced firefighters made difficult fire ground decisions amidst multiple informational sources. The model ultimately showed experts’ preferences for intuitive decisions as the default-thinking mode, with deliberation only required on few instances as conditions warranted. The study also compiled and indexed the cognitive strategies elicited from the expert firefighters into a competence assessment framework. Practical Implications In light of existing debate about the accessibility of expert knowledge, the current study not only provides empirical evidence detailing the practical application of the CDM as a formal knowledge elicitation method but also delineates a range of cognitive outputs from the elicitation process that ultimately holds relevance for knowledge transfer from expert to novices. The study identified a range of training needs and discussed the practical implications of transferring expert knowledge into learning tasks that could subsequently aid the cognitive development of novices. In particular, the study proposed adopting the four-component instructional design model in organising the CDM outputs for training purposes. Originality/Value While it is generally taken that experts, because of their extensive domain knowledge and well-developed schema, often perform considerably (and sometimes exceptionally) well when solving complex problems, finding a credible and objective method to model what experts know and do continues to pose a challenge, particularly when such revelation is crucially required for training purposes. This study is therefore timely since its tacit and intuitive knowledge outputs can now be applied to enhance the development of training curricula for novices. The learning tasks developed from the CDM outputs are hoped to facilitate organisational learning not only within the firefighting domain but also across other high reliability organisations. It is extremely important that expert knowledge is preserved in these domains especially in countries such as the UK, where the rate of real fires has been on decline, which in turn suggests that the quality of experiential knowledge required to manage complex non-routine fire cases may also be on decline. The current study also presents and discusses insights based on the cultural differences observed between the UK and the Nigerian fire services.

Purpose This paper aims to illustrate how illegally obtained funds are laundered through raw diamonds in Austria, Germany, Liechtenstein and Switzerland. Design/methodology/approach To identify specific money laundering techniques involving raw diamonds, this study used a qualitative content analysis of data collected from 60 semi-standardized interviews with both criminals and prevention experts and a quantitative survey of 200 compliance officers. Findings Raw diamonds are extraordinarily suitable for money laundering in European German-speaking countries. In particular, they may be used in all three stages of the laundering process, namely, placement, layering and integration. Research limitations/implications Because the qualitative findings are based on semi-standardized interviews, their insights are limited to the perspectives of the 60 interviewees. Practical implications Identifying gaps in existing anti-money laundering mechanisms should provide compliance officers, law enforcement agencies and legislators with valuable insights into how criminals operate. Originality/value While prior studies focus on the methods used by organizations to combat money laundering and how to improve anti-money laundering measures, this paper investigates how money launderers operate to avoid detection, thereby illustrating authentic experiences. Its findings provide valuable insights into the minds of money launderers and combines criminal perspective with that of prevention experts.

Purpose – The purpose of this paper is to look at the organizational structure and service provisions of cooperative public library systems in New York State. The study also seeks to ask questions of how cooperative public library systems decide what services to provide. Design/methodology/approach – Descriptive statistics, factor analysis and cluster analysis were applied on New York State public library systems’ 2008 annual reports to generate quantitative profiles of public library systems and their service transactions. Three cooperative public library systems displaying different service features were purposefully selected for further study of their service decision-making processes. The face-to-face and phone interviews were adopted in the study. Findings – Research findings from this study provide information on specific service variations across cooperative public library systems. The findings also provide differences of service decision-making processes in addition to the factors that might cause these differences. Originality/value – This study adds knowledge of public library systems’ management and organizational structures, therefore fills a knowledge gap on public library systems. It can also serve as the baseline for future studies using newer annual report data and therefore to study the changing roles and services of cooperative public library systems in New York State.

Farmer perspectives are relevant for understanding agricultural issues and formulating policies. In this study, we conducted a cross-sectional survey on 70 Filipino farmers (i.e., 35 organic and 35 biotech) to understand farmers’ perspectives regarding coexisting farming methods. Internal response variables were tested to verify the type of decision-making processes being undertaken by biotech and organic farmers. Our results showed that a non-linear decision-making process, similar to the Stimulus–Organism–Response Model, was present for both farmer groups. The study also found that biotech farmers were more influenced by internal factors (e.g., consumer resources) than organic farmers, who rely more on external influences (e.g., culture and social interactions), in connection to their coexistence perspective. The presence of “maverick executives” within the organic farmers gives traction to the notion that coexistence can help empower farmers in choosing what farming method is most suitable to their needs. Our data can also provide insights to policymakers in terms of surveying farmer perspectives to balance farmer needs, primarily in yield and income security, with the national agricultural agenda centered on environmental conservation. Thus, farmer perspectives should be considered alongside ongoing studies and debates on coexistence.

Purpose Listening to the customers has long been a key phrase and success element in product branding. This paper aims to highlight the importance of listening to residents during the branding of a place. The study explores ways of listening to residents to ensure they are heard and also discusses the challenges and benefits related to place branding flowing from having residents participate in decision-making processes. Design/methodology/approach Listening to residents and offering opportunities to participate requires place branders to fully attend to, comprehend and respond to residents’ comments, requests, ideas and feedback. This study reports on how two Nordic cities – Turku and Helsinki – listen to their residents. The data used comprise face-to-face interviews, telephone and e-mail conversations and documentary material. Findings Residents should not be considered as one homogeneous target; participation options and channels should be adapted to the demographics and geographic issues of the different regions and resident groups. Research limitations/implications The role of residents and the importance of listening are crucial features in the emerging concept of inclusive place branding (Kavaratzis et al., 2017); its future conceptual development could benefit from the case examples at hand. Practical implications City authorities should listen to residents and provide them with opportunities to actively contribute to decision-making. Other cities could learn from the examples introduced in the paper. Originality/value This paper documents two Nordic examples of cities putting into practice a policy of listening to the residents, a previously neglected research area.

Purpose This paper aims to provide unique empirical findings exploring the impact of the UK’s post-Brexit Economic Strategy to boost trade with developing countries on the UK banking sector’s ability to manage trade-based money laundering risks. Design/methodology/approach Exploratory research design that used structured literature review, followed by semi-structured interviews with key subject matter experts employed by large UK banks. Findings Both banks and law enforcement struggle to prioritise trade-based money laundering (TBML) intelligence discovery due to deficient skills, resources, technology and lack of strong regulatory stimulus. The regulated sector calls for the UK anti-money laundering (AML) reform that would better incentivise TBML deterrence, yet the Government underestimates the money laundering risks while trading with high-risk jurisdictions post-Brexit. Research limitations/implications The findings are based on a small sample of six semi-structured interviews with difficult to access population of key subject matter experts. Despite the small sample, participants provided well-articulated and informed insights. Practical implications The UK’s post-Brexit Economic Strategy to boost trade with developing countries downplays the TBML risks it carries. The findings should alert UK banks, law enforcement and the Government who will collectively bear the responsibility to effectively manage TBML while enabling smooth trading. Originality/value The research provides unique perceptions of UK banks’ senior subject matter experts on managing TBML threats from opportunistic criminals.

This paper advocates the adoption of systemic thinking in decision-making processes in municipalities. Most importantly, in this epoch of managing in complex and thought-provoking business environment, decision making is one of the most important skills required by any manager to remain effective. The success of a municipality or any business hinges on how well decisions are taken and implemented. In this paper, I intend to scrutinize decision making processes at strategic management levels in the municipalities within the province of KwaZulu-Natal. In doing that, a mixed method approach of qualitative and quantitative techniques was adopted in gathering data from sixty-one municipalities within the province of KwaZulu-Natal. This was done in order to substantiate theoretical perspectives from different erudite scholars on the discourse of systemic thinking in decision making processes. This notion of systemic thinking is coined upon the universally used rational decision making process model. Thus, the conceptualization of rational decision-making model was also considered in this paper, the possibility of decision failure, the complexity of the municipality, and systemic thinking as the recommended option of dealing with complexity was explored. The results indicates that the theory that underpins the adoption of systemic thinking in dealing with complexity today’s business environment is relevant.

Purpose This paper aims to examine the role personal values play in investment decision-making processes among Ghanaian shareholders. Design/methodology/approach In consequence of the recent emergence of the issue of corporate governance practices in Ghana, and the kind of the research objective of this paper, a mix of qualitative and quantitative methods was used. These methods were used in two stages. The first stage was qualitative, which purposively selected 20 individual shareholders to solicit their perspectives on how personal values influence investment decisions. Their responses were used to construct the content of this enquiry. The second stage, which was quantitative, used stratified sampling technique to select 503 individual shareholders to confirm the responses obtained from stage one of the enquiry. Findings The findings of the study reveal that individual shareholders in Ghana hold value priorities and that honesty, a comfortable life and family security play a significant role in their lives and their investment decision-making processes, and the kind of companies they choose to invest in. Also, to Ghanaian individual shareholders, there is a clear distinction between a comfortable life and a prosperous life in the sense that they are not incentivized more by the latter but by the former in their investment decisions. Practical implications The results can inform corporate directors and managers what values are considered in investment decisions, and that it is not purely financial. With these results, they can be informed that while some financial values are important, it is just to live a comfortable life and not a prosperous life. This may influence these directors and managers to have a more long-run focus and to have more of a corporate social responsibility (CSR) focus by putting implementable measures in place to tackle corporate responsibility issues and to take up a responsibility for their CSR feat. Also, the results can be used for public policy in that if regulators find out that more CSR-type information is important to investors, they might require additional CSR-type disclosures in financial statements. Originality/value This paper contributes to the knowledge on the stakeholder perspective of corporate governance that individual shareholders’ personal values have influence on their investment decisions and the choice of companies they invest in.
