Purpose – The purpose of this paper is to study the use of potential scope reductions in major construction projects for special-purpose buildings. Scope reductions may result in buildings that are less fit for purpose; this will be negative according to a facilities management perspective. The paper discuses to what extent this is the case. Potential reductions of project scope have been a tool for cost control of governmental investments in Norway since 2001. Design/methodology/approach – The study is based on lists of possible reductions that were identified in the early phase of the projects. Information about the outcome of these possible reductions is collected from eleven public building projects. Findings – In the studied projects, reduction lists were equivalent to 2.7 per cent of projects budgets, ranging from 0 to 9 per cent. Contingencies for these projects were 9.5 per cent on average, ranging from 5 to 13 per cent. The reduction lists were typically smaller than the contingencies’ lists. Seven of 11 studied projects had reduction lists established during the front-end phase. Only two projects implemented some of the reductions. These reductions were general reductions of the quality of spaces. Research limitations/implications – Empirical research results are based on Norwegian experiences. Results are compared to international practices. Future research can include comparisons between facilities projects and other types of investments. Practical implications – The Norwegian reduction lists can be seen as a type of value engineering. The studied potential reductions are based on an unusually high degree of specification of the potential actions for cost control. International best practice is more concerned with general approaches. The practice of identifying specific potential reductions has little use as an active tool for controlling costs. General reduction options work better than specific reductions. The potential scope reductions do not appear to be a threat in a facilities management perspective. Originality/value – This is the first study of how potential reductions have been used in public building projects. The findings are of interest related to cost control of major investments in facilities.

Purpose The purpose of this paper is to develop a best practice framework for PPP implementation for construction projects in Ghana. Design/methodology/approach This study adopted a multi-stage critical review and analysis of past studies on the attributes of PPP implementation (i.e. critical success factors/success criteria for PPP, reasons/drivers for adopting PPP, obstacles/implementation constraints in PPP and risks in PPP) with much focus in Ghana. Furthermore, other governments’ and international PPP guidelines were reviewed for cross validation purposes. In addition, questionnaire survey with PPP experts in Ghana was conducted to validate the proposed best practice framework. Findings From the search, 16 publications in leading construction management journals were identified. A thorough content analysis of the identified papers produced 151 best practices for construction PPPs in Ghana. The best practices were then incorporated into the PPP process in Ghana to develop the best practice framework. Research limitations/implications The major limitation lies in the fact that few publications were targeted for analysis; however, the findings are still useful for future reference because the PPP concept is still developing in Ghana, therefore few publications are found in leading construction management journals. Another limitation is that the best practice framework was not validated using real-life cases, thus it is suggested that future research will adopt the framework and test it on real projects to measure its effectiveness. Originality/value The outputs of this study considerably inform local practitioners in developing countries particularly Ghana and other African countries of the strategic measures that need to be carefully considered within the PPP process so as to implement successful construction PPP projects. The best practice framework also helps to standardize the practice of PPP in Ghana.

PurposeThis study aims to discover the perception of persons with disabilities (PWDs) towards facilities management (FM) service quality at hospital buildings in Malaysia.Design/methodology/approachA questionnaire survey was conducted with 99 respondents in selected hospitals in Selangor, Malaysia.FindingsThis study aims to discover the perception of PWDs towards FM service quality, and it has found a gap for improvement. The area that requires the highest attention includes the importance of (1) assurance on accessibility despite maintenance activity being conducted (2) criticality of facilities maintenance itself, (3) assurance on comfort and safety, (4) reliable medium to ask for assistance or giving feedback, (5) signage that is clearly seen and easily understood and (6) staff responsiveness.Research limitations/implicationsThis instrument is validated by PWDs under the physical disability category only, specifically in the hospital context. Future research is recommended to identify the FM service quality aspect for different categories of disability (sensory, mental or intellectual impairment).Practical implicationsThe findings provide evidence for FM to consider PWDs' perceptions in FM strategy development. Even FM provides a healthcare support system. FM service quality partly reflects healthcare service quality.Social implicationsAccommodating the need of PWDs through the improvement of FM service quality aspect will partly fulfil the right of PWDs for equality of access to healthcare.Originality/valueThis SERVQUAL tools can be improvised and used to measure the perception of PWDs on FM service quality systematically and holistically. Understanding the service quality aspect is important for a facility manager to precisely measure and prioritise what is truly important to the building users with special needs and try to accommodate this need in the management activity.

PurposeThe aim of the study was to develop a practical construction time model for public building projects in Addis Ababa, Ethiopia.Design/methodology/approachThis research work used regression analysis and also exploratory scatter and residual plot techniques. Simple and multiple regressions were used for the investigation of the best fit time model. The analyses were carried out using IBM SPSS statistical software, version 20.FindingsThe result revealed that the Bromilow time-cost principle was moderately applicable. However, the cubic regression model (CUB) was found a better time-cost relationship. On the contrary, the study has shown a poor relationship between actual time and gross floor area. Furthermore, multiple linear regression analysis (MLR) consists of three statistically significant variables were found a better fit time model.Research limitations/implicationsThe study is limited to only six project scope factors. Further research is recommended to include more building projects of similar type and implications of other factors to improve the reliability of the models.Practical implicationsThe developed model was not intended as a replacement for detailed construction scheduling techniques. The resulting model is applicable for front-end predictions of construction duration.Originality/valueThe main parties involved in the building projects should apply the model for benchmarking a precise construction time during the early planning phase.

Purpose The purpose of this paper is to statistically classify and categorize Building Information Modelling (BIM)-Facility Management (FM) publications in order to extract useful information related to the adoption and use of BIM in FM. Design/methodology/approach This study employs a quantitative approach using science mapping techniques to examine BIM-FM publications using Web of Science (WOS) database for the period between 2000 and April 2018. Findings The findings guide the researchers who are interested in the BIM-FM model by providing visual maps analysis of that area in a simple, easy and readable way. In addition, they help the researchers to understand which authors and journals to consider when dealing with BIM-FM topics. Finally, knowledge gaps in this domain can be identified easily using the findings of the Scientometric analysis. Research limitations/implications First, the results of the analysis depend on the database that has been extracted from WOS, and therefore it carries any of WOS’s limitations in terms of how much it covers the published studies. Another limitation is that the study is based on exploration of “what” questions, rather than “how” and “why”. These limitations represent the hot topics to be addressed in future research. Originality/value This research is the first to conduct the Scientometric Analysis of BIM-FM topics, in which 68 top-ranked publications were systematically examined using a Science Mapping method through VOSviewer software.

PurposeThe Project Management Body of Knowledge recommends the use of issue logs as a best practice to minimize the potential project cost and schedule growth. Although the broader topic of project control has been widely studied in the construction literature, the specific application of issue logs has remained relatively understudied. This study aims to analyze the extent and consistency with which construction teams utilize issue logs and the corresponding project performance outcomes.Design/methodology/approachA dataset of 5,635 individual issues was gathered from the final issue logs of 881 small building projects delivered via the design–bid–build method. Differences between groups were determined using the Kruskal–Wallis H test with post hoc testing via the Mann–Whitney U test with pairwise comparison.FindingsThe results showed that, on average, project teams who used issue logs to a greater extent achieved a 3.1 to 4.3% reduction in cost growth and a 5.3 to 12.3% reduction in schedule growth. This result shows that issue logs can be used to improve construction project performance in the areas of cost and schedule.Originality/valueThis result provides a contribution to practitioners, wherein project teams should be encouraged to establish their issue management practices early in the project schedule to encourage greater issue log usage for the remainder of the project.

Scope management is a key issue in construction projects. This paper studies scope reductions. Potential reductions of project scope as well as budget contingencies have been a tool for cost control of governmental investments in Norway since 2001. This paper studies implementation of such reduction in major construction projects in different governmental sectors. Project representatives were contacted to obtain information about actual use of pre-defined potential scope reductions. Eight of the 14 studied projects did not implement any of the predefined reductions. Six projects implemented some of the reductions. These reductions were mainly general reductions of the quality of the facilities. The Norwegian reduction lists are based on an unusually high degree of specification of potential actions for cost control. International best practice is more concerned with general approaches. To function as intended, possible reductions should be possible to implement late in a project. General contingencies appear to be more effective for cost control than predefined scope reductions.

Purpose The purpose of this paper is to present a comprehensive review of facilities management (FM) performance measurement (PM) research within the past two decades to understand existing gaps in FM PM literature. Design/methodology/approach The paper employs a systematic approach to review papers in FM PM published from 1997 to 2017. The articles published in selected peer-reviewed international journals in the last 20 years were collected by conducting literature search in the Web of Science and Scopus databases. The content of the papers were scrutinized to understand the gap in literature. Findings The review depicts a slow pace of FM PM research characterized by diverse and fragmented performance measures, whereas the existing PM frameworks are at the nascent stage. Research limitations/implications The judgments of the paper are based on the 54 papers selected for the critical review and analysis that should be treated as key issues in FM PM research agenda. The review also excludes energy management. Originality/value The paper identifies the gaps in the current PM literature in FM and set propositions for future research which is of utility and relevance to FM researchers more especially on the existing conceptual frameworks. To the best of the authors’ knowledge, this paper is the first attempt to conduct a review on FM PM in the extant literature.

Purpose Although the popularity of the Lean Six Sigma (LSS) methodology has illustrated many benefits over the years for those organisations who have implemented it, this strategy has received less attention in developing countries. The purpose of this paper is to critically assess the current status of LSS implementation in Saudi Arabian organisations. Design/methodology/approach This research is based on a descriptive survey questionnaire which has been derived from two systematic literature reviews. The survey was distributed to 400 organisations in Saudi Arabia using Qualtrics online software. In total, 146 responses were received where 102 responses were completed and analysed. Findings The findings of the survey highlighted that the implementation of LSS is still in the early stages in organisations within Saudi Arabia. This was clearly shown by many factors such as years of deploying LSS, LSS infrastructure, level of awareness of LSS, impact of LSS on business functions and so on. Research limitations/implications The primary limitation of this study is that data has been collected from an online survey and therefore no deeper insights could have been captured from the survey. This calls for future research to be undertaken by executing semi-structured interviews in selective organisations within Saudi Arabia. Originality/value This paper contributes to the current status of LSS in Saudi Arabian organisations. It also gives recommendations to guide the future of LSS in Saudi organisations by comparing LSS literature with best practice.

PurposeThe use of recycled concrete (RC) can reduce the greenhouse emissions associated with the production of cement, which is one of the primary materials used for the execution of construction projects. This research aims to review the state of knowledge in the field of RC research. An understanding of the state of the art in the RC domain justifies future research in this field.Design/methodology/approachA systematic and comprehensive search of RC-related literature was conducted using the Scopus database. In this research, the bibliometrix R-package was used for the analysis of bibliometric information of the selected papers. The software was used to create a map, which highlights the trends and gaps in the RC knowledge domain.FindingsThe results reveal the research themes, clusters, collaboration networks and advancement of knowledge in the field of RC research. The study integrates the literature focussed on RC research and provides a platform for progression of knowledge in this field.Originality/valueThe study contributes to the growing body of knowledge by providing an up-to-date RC knowledge map based on an analysis of bibliographic data. Information gleaned from previous studies suggests that bibliometric review can strengthen and complement the findings emerging from other forms of literature reviews. The study reported here is one of the first studies to provide insights into the evolution of RC research.

PurposeThe purpose of this paper is to investigate the current practices of the early facilities management (FM) involvement during the design development and review stages (DDRS), and recommend activities aimed at achieving better integration.Design/methodology/approachA comprehensive literature review was conducted to ascertain the challenges faced by the integrated design team (IDT) in the absence of the facilities managers’ review of design solutions, and underscore the significance of the early involvement of facilities managers during the DDRS. A questionnaire survey was then developed for collecting data on eight aspects of the current practices of early FM involvement during the DDRS. The questionnaire survey was administered to the FM departments of 13 long established, public universities in Saudi Arabia. Ten responses were obtained and analyzed.FindingsThe findings suggest that the early involvement of the FM department enhances the operation and maintenance of facilities. This has been measured through reductions in the number of architectural, structural, electrical, plumbing, heating, ventilating and air conditioning defects.Practical implicationsRecommendations were provided to facilitate the process of integrating the practices of two influential stakeholders of building projects. These recommendations encompass the need for maintainability considerations at the early schematic stage, the necessity of direct contact between the two parties and the necessity of facility managers’ increased familiarity of the design stage activities, among other recommendations. In this way, the study promotes the awareness of the significance of integrating FM with the IDT at the DDRS.Originality/valueThis study contributes to the literature and practice by presenting a detailed analysis of the integration process between the FM department and the IDT. Furthermore, the outcomes of the integration between the parties were measured to assess the effectiveness of the collaboration and highlight the possible areas of improvement.
