Game theory applications in humanitarian operations: a review

Purpose – The purpose of this paper is to summarize ways in which game theory has been or could be utilized within the humanitarian sector and to identify future research opportunities in this field. Game theory is a tool for modeling systems in which multiple decision makers act according to their own objectives and where individual choices affect system outcomes. Humanitarian logistics systems are often characterized by the presence of many such decision makers. Design/methodology/approach – The authors synthesize literature from operations research, humanitarian logistics, and the political and management sciences that describes either game theory models or settings in which game theory has the potential to contribute practical insights. Papers are categorized based on the types of decision makers highlighted and the facets of humanitarian operations described. Findings – The review of literature indicates that applications of game theory to humanitarian supply chain systems are limited to date but that many components of humanitarian operations can benefit from such study. Research limitations/implications – The literature on game theory in humanitarian supply chains is still emerging. The findings imply opportunities for researchers to advance both theoretical and practical understanding in this area. Practical implications – Current research provides some managerial insights to humanitarian practitioners, but future practice-driven research could increase the impact of game theory models in the humanitarian sector. Originality/value – This work reviews past research contributions in the area of game theory and humanitarian operations and recommends areas for future research.

Purpose – The purpose of the paper is to deepen the understanding of supply chain performance objectives in the humanitarian context by striving to understand the underlying goals and conceptual variables behind the measurement of performance, such as efficiency. Design/methodology/approach – The research is an in-depth case study with one humanitarian organization. The data are gathered with mixed methods over a two-year period. Interviews were conducted in August 2010 and April 2012, and a survey conducted in October 2012. Findings – Misalignments are detected among different groups in humanitarian operations and between their goals and processes. These misalignments could possibly be corrected through long-term thinking in short-term operations by considering sustainability aspects throughout humanitarian assistance, for example. In addition, efficiency was a commonly identified objective in the case organization, although the definition varied widely and extended beyond the traditional definition of productivity to include planning, accountability and quality. Practical implications – Better communication and definition of terms is necessary to align goals and the power hierarchy in humanitarian supply chains, where operations seem to be structured more according to donor requirements then beneficiary needs. Originality/value – This is an in-depth case study, applying goal-setting theory to study supply chain performance. The study further responds to the public “aid efficiency” discussion by striving to recognize how efficiency is understood and how it can be measured in a humanitarian supply chain.

Purpose The purpose of this paper is to evaluate the financial and material flows in cash-based responses (CBRs) and their implications for humanitarian operations. This research proposes to view cash as a commodity used by humanitarian actors in emergency operations and therefore aims to explore how CBRs impact on humanitarian logistics and ultimately, affect beneficiaries. Design/methodology/approach The methodological approach of grounded theory was chosen for this inquiry because it allowed the researchers to generate a general explanation for the process of CBRs in emergency situations based on the views of participants interviewed. Interviews were conducted with senior managers, supply chain managements and logistics officers from international humanitarian organisations (HOs), United Nations agencies and commercial organisations involved in humanitarian operations. Examples of topics covered during the field work included, procedures and policy; knowledge and information management; systems and technology; actors and agents. Findings The impact of CBRs on humanitarian operations can though not be understated. They alter supply chain design, the very role of beneficiaries as well as HOs, and change the strategy of aid delivery from push to pull. Perhaps, the most important factor is the elimination of many logistical activities that needed to be performed by HOs. Delivering cash diminishes the needs for lengthy procurement and assessment processes, pre-positioning, transportation and distribution. This bears the potential of significant reductions in costs for delivering humanitarian aid at the same time as it is an important move from aid to trade. Practical implications The challenge for humanitarian agencies in the coming years is to overcome their fears surrounding CBRs, and to implement cash programmes where they are judged to be the most appropriate response. This will require not only a change in donor policies, but also a fundamental change in the skill set of humanitarian logisticians, who are used to identifying needs and providing commodities and thus to maintaining control over the provision of assistance. Originality/value The contribution of this research is twofold: this is the first examination of cash-based interventions in humanitarian operations through the prism of supply chain management. Second, the research is field based and grounded in empirical observations thus adding to the literature and offering insights to practice.

PurposeThe purpose of this paper is to identify the issues and challenges in humanitarian logistics and to develop a framework for effectively managing the humanitarian logistics in disaster relief supply chain operations in India.Design/methodology/approachThis paper presents a framework to manage humanitarian logistics effectively in disaster management through qualitative analysis. First, the author examines the challenges facing the humanitarian logistics and supply chain through the reviews of the literature on various disasters. Then, the author presented a framework based on the best practices and initiatives taken worldwide in the preparedness and response stage of the humanitarian supply chain to manage and reduce the aftermath of any disaster in context to India.FindingsA framework has been developed to manage humanitarian logistics in the disaster relief operation, which would improve the humanitarian supply chain in India and help to effectively manage natural disasters in the preparedness and response stage at the state and district levels.Research limitations/implicationsThe paper mainly emphasises on the preparedness and response stage of disaster supply chain management in Indian context.Practical implicationsNone of the disaster incidents can be stopped from taking place, but the impact can be minimised by proper preparedness and effective response during the operations of humanitarian logistics. With this hope, the framework has been developed, which if implemented would help to plan and manage any disaster incident in an effective manner, which ultimately would save millions of lives and cost in terms of infrastructure, property, assets etc.Originality/valueAs natural disaster incidents are occurring frequently in Indian states, there is an urgent need for a framework to manage the logistics operations effectively and efficiently during any disaster relief operations. Limited literature is found on developing and presenting a framework focusing on the preparedness and response phase of disaster supply chain management in context to India. Hence, this paper is believed to be the first to fulfil this gap with main emphasis on the preparedness and response stage of disaster supply chain management in Indian scenario.

PurposeThis paper intends to explore and appraise the humanitarian supply chain management enablers (HSCMEs) for efficient and effective humanitarian operations. This research aims to analyze the interaction of enablers for humanitarian supply chain management (HSCM) using a proposed hybrid framework consists of fuzzy Delphi (FD), interpretive structural modeling (ISM)–matriced impacts croises multiplication appliquee a un classement (MICMAC) and revised Simos approach.Design/methodology/approachThis research is deliberate to identify 28 HSCMEs through a literature review and experts' opinions; out of which 20 HSCMEs are selected using FD. ISM is applied to know contextual relationship among the selected HSCMEs for developing a hierarchical model. The MICMAC analysis classifies the HSCMEs based on driving power and dependence power to validate the developed hierarchical ISM structure. The revised Simos technique is used to prioritize the HSCMEs to access its relative significance in humanitarian operations.FindingsThe finding of the analysis suggests that government policy and leadership support obtained the highest priority, having high driving power and low dependence power is significantly strategic and emerged as the leading driver for the HSCM implementation.Research limitations/implicationsISM model presents an insight into interrelationship among HSCMEs, but this cannot quantify the impact of each HSCMEs.Practical implicationsDisaster relief aid agencies and stakeholders may focus on the enablers having high driving power and higher weight in designing and executing an effective and efficient humanitarian supply chain and to improve their activities and strategies of HSCM.Social implicationsThis research helps humanitarian logisticians and humanitarian organizations to make better decisions to improve their operational performance in pre and postdisaster phases.Originality/valueThis paper explores the application of proposed hybrid framework to analyze the HSCMEs that can be considered as the original contribution.

Purpose An understanding of the “AS-IS” stage of a relief operation is the basis for further action in humanitarian supply chain management. The purpose of this paper is to develop a toolbox called the Humanitarian Supply Chain Assessment Tool (HumSCAT). This toolbox is comprised of a set of basic tools which can be classified into each phase of disaster relief. Design/methodology/approach The HumSCAT is proposed by paralleling frequently used tools in commercial supply chains with the objectives and characteristics of relief phases. A case study was used to validate the HumSCAT along with six tools provided in the preparation phase. Findings The HumSCAT consists of seven tools in the preparation phase, nine tools in the response phase and ten tools in the recovery phase. The case study illustrates how to use the HumSCAT and the six tools. The latter were found to be useful for improving the relief chain. Research limitations/implications The list of tools is not exclusive. Other tools might be applicable as long as they meet the objectives and characteristics of the phase. A tool should be adjusted accordingly to the contexts. Tools in other phases should be validated in future research. Practical implications The HumSCAT may serve as a reference toolbox for practitioners. Its output can be used for further designing of the “TO-BE” status of humanitarian relief chains. Originality/value The HumSCAT is proposed as a toolbox for academics and practitioners involved in humanitarian supply chains.

PurposeThe objective of this study is to investigate the role of blockchain in reducing the impact of barriers to humanitarian supply chain management (HSCM) using a list of blockchain benefits.Design/methodology/approachA decision aid was used to explore the suitability of blockchain in humanitarian supply chains. To achieve that, first, a list of barriers to HSCM was identified. Then, the intuitionistic fuzzy decision-making trial and evaluation laboratory (IF–DEMATEL) method was utilized to determine the relationships and the level of interdependencies among the criteria. Finally, the intuitionistic fuzzyanalytic network process (IF–ANP) technique was employed, as it successfully handles dependencies among the criteria.FindingsThe findings of this study suggest that interorganizational barriers are the most suitable ones, the impacts of which blockchain may alleviate. This study further suggests that trust turned out to be the most significant benefit criterion for the analysis.Research limitations/implicationsThe readers should construe the findings of this study with caution since it was carried out using the data collected from the experts of a particular country. Moreover, the proposed decision aid contemplates a limited set of criteria to assess a possible role of blockchain in overcoming the barriers to HSCM.Practical implicationsThe findings of this study can assist humanitarian supply chain managers to make more judicious assessments on whether they implement the blockchain in humanitarian supply chain operations. Specifically, this research may help decision makers to identify the certain barriers, the impact of which may be reduced by using the blockchain. The findings of this research will also help various decision makers make more rational decisions and allocate their resources more effectively.Originality/valueTo the best of authors’ knowledge, no single study exists to investigate the role of blockchain in reducing the impact of barriers to HSCM using an intuitionistic fuzzy multi-criteria decision-making approach.

Purpose – The purpose of this paper is to identify the value of fourth-party logistics (4PL) services in a humanitarian supply chain. Furthermore, it shows a framework for a fourth-party humanitarian logistics concept. Design/methodology/approach – The research paper presents a framework of fourth-party humanitarian logistics based on the four core components described by Christopher (2005) which was evaluated with a nonlinear approach called analytical hierarchy process (AHP). The AHP method explores qualitative and quantitative decision-making criteria in case of solving multi-attribute and complex problems. In total, seven experts from academia and practice have contributed to this research, resulting in a better understanding of the decisive needs of humanitarian supply chain actors for implementing and integrating a 4PL concept. Findings – The research shows an increased value for humanitarian supply chain actors of establishing a 4PL concept. The results present a positive influence of 4PL in complex disasters environments and provide key drivers for increasing and simplifying collaboration between the humanitarian supply chain actors. Research limitations/implications – Future research has to consider different disaster types and needs to further emphasize the added value for beneficiaries of implementing a 4PL concept in a humanitarian supply chain environment. Further research should preferably also consider case studies in order to analyse challenges, drawbacks and benefits of this concept (qualitative and quantitative factors) in a real-life humanitarian supply chain setting. Practical implications – The research offers managerial insights into the use of a 4PL concept in the humanitarian supply chain environment to improve efficiency due to an improved collaboration between the humanitarian supply chain actors. Originality/value – The research paper investigates an under-researched topic in the humanitarian supply chain environment. For humanitarian supply chain actors outsourcing their activities to a 4PL service provider could secure collaboration, increase service levels as well as efficiency and therefore create additional value.

Purpose The purpose of this paper is to see how children aged 7–11 years can become the actors of tomorrow’s hypermarket experience by providing a review of past research on children as retail consumers, with a specific reference to their customer experience. Design/methodology/approach The literature review will be organised by presenting a “child hypermarket customer experience” model. Finally, a conceptual and methodological critique of past research will be presented followed by the revised model and conclusions. Findings The literature review finds six independent variables presented in the model: customer satisfaction, in-store conflicts, buying intention, purchase basket value, loyalty and average time spent in store measure a positive hypermarket shopping experience for children. There are then six types of mediators presented in the updated model: type of product, product offering, pocket money amount, environment, technology (games, tablets) and experiential marketing that mediate the impact of these independent variables on children as the actors of tomorrow’s hypermarket experience. Research limitations/implications This paper is conceptual in nature. Future research should empirically validate the conceptual model developed in the paper for children 7–11 years of age. Practical implications The conceptual discussion shows that hypermarket managers can use technology such as games and tablets not only to reduce the conflicts between parents and children in hypermarkets but also positively impact on the average time spent in the store. Further, the discussion shows that hypermarket managers can offer children the experience they expect with the use of specific experiential stimuli adapted to children in “children’s aisles” such as toys, children’s clothing, children’s hi-tech and children’s books. They can also theme the experience for children using memorabilia and the engagement of senses. Managerial research should empirically validate this for children 7–11 years of age. Originality/value This is the first study that conceptually creates a model of children as the actors of tomorrow’s hypermarket experience. This is something that empirically researched will enhance the understanding of young consumers’ behaviour in the retail process in this advanced age of retailing.

This study presents a bibliometric analysis of research on technology in the humanitarian supply chain. The methodology includes performance analysis and science mapping to explore the application of technologies in humanitarian supply chains. This paper contributes to the literature by examining the most influential authors, trends, journals, countries, institutions, and the recent humanitarian supply chain collaboration. The information presented in this research was obtained with the Scopus database. The study identified 342 documents after applying filters to screen for duplicates and manuscripts unrelated to the topic. The articles were analyzed using MS Excel and VOSviewer. The research provides an overview of state of the art showing a high collaboration between the authors Ramesh A. and Kabra C, and the most relevant institutions were the Griffith Business School and the Delft University of Technology. Journal of Humanitarian Logistics and Supply Chain Management and Journal of Disaster Research were the most productive journals. The terms analysis shows that “disasters”, “disaster prevention”, “humanitarian logistics”, and “human” are the most used keywords. The study identifies future research lines related to the interaction between critical technologies to deliver real benefits to the humanitarian supply chain. As a result, it proposes integrating the significant contributions of new technologies, such as blockchain, big data, artificial intelligence, 3D printing, virtual and augmented reality, and the social media relief phase following the disaster. It also indicates gaps in knowledge in terms of research related to human-made disasters and health emergencies.

PurposeRepercussions to everyday life caused by the COVID-19 pandemic disproportionately impacted certain segments of the population, including older adults, communities of color and women. The societal response to reduce the impact of the pandemic, including closing schools and working from home, has been experienced differentially by women. This study explored how individual challenges and coping mechanisms differed for women as compared to men.Design/methodology/approachThis study used an anonymous, cross-sectional, online survey early in the COVID-19 pandemic. Convenience, snowball and purposive sampling methods were used. Data were collected in June 2020 targeting adults living in Canada and the USA, with a total of 1,405 people responding, of which, the respondents were primarily women, White and with high education levels.FindingsThe results of this study confirm previous research that women struggled more to adapt to the pandemic and felt less prepared than men during the COVID-19 pandemic. Further, this study found significant differences in the sources of information and support used by women as compared to men.Originality/valueThe findings of this study not only confirm past research but also highlight that practice and policy responses to this pandemic, and future research on national level crises need to be targeted by gender, so that different needs are effectively addressed. Additionally, this article also identifies sources or challenges, as well as support, in order to inform and strengthen such responses.
