Purpose – The aim of this paper is to illustrate and discuss how healthcare organisations can act as institutional entrepreneurs in a context of change. Design/methodology/approach – The authors conducted an in-depth longitudinal case study (2005-2008) of a healthcare organisation in the province of Quebec, Canada. Data collection consisted of real-time observations of senior managers (n=87), interviews (n=24) with decision-makers and secondary data analysis of documents. Findings – The paper reports on the extent to which entrepreneurial healthcare organisations can be a driving force in the creation of a new practice. The authors analyse the development of a diabetes reference centre by a healthcare organisation acting as an institutional entrepreneur that illustrates the conceptualisation of an innovation and the mobilisation of resources to implement it and to influence other actors in the field. The authors discuss the case in reference to three stages of change: emergence, implementation and diffusion. The results illustrate the different strategies used by managers to advance their proposed projects. Research limitations/implications – This study helps to better understand the dynamics of mandated change in a mature field such as healthcare and the roles played by organisations in this process. By adopting a proactive strategy, a healthcare organisation can play an active role and strongly influence the evolution of its field. Originality/value – This paper is one of only a few to analyse strategies used by healthcare organisations in the context of mandated change.

Purpose The purpose of this paper is to investigate how a local trade union improves living conditions for women entrepreneurs in India and how its activities have evolved over time. Design/methodology/approach The authors conducted a longitudinal case study of the self-employed women’s association (SEWA) in India. Founded in 1972, this organization fosters and supports women’s entrepreneurship. The approach of this study combines qualitative face-to-face interviews and secondary data analysis. Findings The findings highlight the fact that SEWA, which combines the features of a trade union and a social movement, improves women’s conditions in several different ways. The study shows that the organization’s main role has evolved from creating a community to expanding it and finally to becoming an agent of societal change. Originality/value The study contributes to the literature by analyzing how locally grown organizations fight social exclusion and improve the conditions of deprived groups in emerging economies.

Purpose – The purpose of this paper is to examine the role of institutional entrepreneurship in opportunity formation and opportunity exploitation in developing emerging strategic new industries. Design/methodology/approach – The paper reviews the focal literature focussing on institutional entrepreneurs’ role in opportunity formation with special attention to opportunities for institutional entrepreneurs in emerging economy. A multi-method approach consisting of historical case studies and event sequencing is applied to track the historical development of the solar energy industry in two case contexts and to investigate the role of institutional entrepreneurs in this process. Findings – Investigation of two cases illustrates that different types of institutional entrepreneur, as represented by individual entrepreneurs and local government, in the context of massive institutional change – such as the Grand Western Development Program and the Thousand Talents Program in China – have varied effects on triggering and inducing institutional change and innovation to explore and exploit opportunities in emerging new industries. Practical implications – The significance of local context for the nature and scope of institutional entrepreneurship in emerging economy is worthy of further research. The top-down process of institutional innovation dominated by local government might cause myopic outcome and distortion of market opportunities. Indigenous individual entrepreneurs with well-accumulated political capital and strong perceived responsibility could be the main actors to introduce incremental institutional change by combining bottom-up and top-down processes and promoting sustained new industry development through creating and seizing institutional opportunities and market opportunities. Originality/value – This paper illustrates the close relationship between institutional environment and opportunity formation in emerging economies, contributes to the understanding of contextualizing institutional entrepreneurs in different regional contexts and discloses the problems involved in local government acting as an institutional entrepreneur.

Purpose – This paper aims to investigate how sports science was institutionalised and rapidly deinstitutionalised within a Premier League football club. Institutional theory has been critiqued for its lack of responsiveness to change, but recent developments within institutional theory such as the focus on deinstitutionalisation as an explanation of change, the role of institutional entrepreneurs and the increasing interest in institutional work facilitate exploration of change within institutions. Design/methodology/approach – The authors deploy a longitudinal case study which ran from 2003-2011. Data was collected via observations, semi-structured interviews and through extensive literature reviews. Findings – Via this longitudinal case study, the authors illustrate that the antecedents of deinstitution can lie in the ways by which an institution is established. In doing so, they highlight the paradoxical role potentially played by institutional entrepreneurs in that they can (unwittingly) operate as agents of institutionalisation and deinstitutionalisation. Their study suggests that the higher the performance imperative within a field, the more likely the institution as a generic concept will be deinstitutionalised and the more likely to be appropriated and customised in order to gain inimitability and thus competitive advantage. Finally, the authors make an additional contribution by integrating the affective aspects of institutional work to their analyses; stressing the role played by emotions. Research limitations/implications – As with many case studies, the ability to generalise from one case, however detailed, is limited. However, it provides evidence as to the paradoxical role that can be played by institutional entrepreneurs – especially in highly competitive environments. Practical implications – The study suggests that the HR function has a potential role to play with regards to institutional continuity through a focus on leader and institutional entrepreneur succession planning. Originality/value – The paper makes an original contribution by highlighting both institutional and deinstitutional work within a single case. It highlights the paradoxical nature of institutional entrepreneurs in highly competitive environments and illustrates the importance of emotion to institutional maintenance and deinstitution.

Purpose This study aims to explore how management control systems (MCS) compliment institutional entrepreneurship. It provides a case illustration of how the Vice Chancellor (VC) as an institutional entrepreneur used MCS to bring about a change in an Australian public sector university in anticipation of an externally imposed research assessment exercise. Design/methodology/approach This case study gathered qualitative data through key informant interviews (including deputy VCs, research managers, executive deans and heads of departments) and a review of university and other electronic policy-related documents. Findings The study contributes to an understanding of the external environment that drives university leaders to become institutional entrepreneurs, and what they precisely do to facilitate the internal dynamic change in line with political demands. Research limitations/implications Being a single case study, care should be taken in generalizing the findings. However, it raises significant issues that deserve further attention, for example, the impact of change on the working life of academics. Practical implications The research study identifies the proposed imposition of a research assessment exercise as an enabling condition under which an institutional entrepreneur could promote and activate a new vision. It provides useful insights for other universities operating in the rapidly changing environment. Originality/value In identifying the way institutional entrepreneurs bring about change by promoting a vision and operationalizing it through MCS, the research study extends literature on institutional entrepreneurship MCS and organizational change.

Purpose Since the late 1980s, the concepts of organizational learning (OL) and learning organization (LO) has prospered and been advocated as an effective strategy for organizational excellence. However, there was a lack of systematic documentation or cases reported proving the sustaining effect of OL. The purpose of this paper is to present a successful 15-year OL case in China, with which to prove PAL is a sustainable vehicle for OL. Design/methodology/approach This study documents a 15-year successful journey of a project-based action learning (PAL) driven OL setting in a multinational high-tech manufacturing company in China. The case study has been focusing on the progress of the four pillars in the PAL framework (i.e. policy and strategy; learning facilitation; resources and technology; and performance management) throughout the 15-year journey. Besides secondary data collection, on-site interviews with participants and the management of the company were carried out. Findings From this longitudinal case study, it can be seen that the four pillars form a very robust infrastructure supporting PAL for driving OL within the company. Each pillar is indispensable and evolves according to the needs of the others. Both management and learning team members perceived that PAL is an effective tool to drive OL within the case company. Originality/value This paper presents a unique15-year longitudinal examination of a successful OL story in a high-tech company in China, through the adoption of the PAL driven framework and the evolutionary road of the associated parts. While successful, this paper is considered as a “stage” summary of the long range road of OL adoption, with PAL proven to be a sustainable OL vehicle.

Purpose Over the past decade or so, successive Luxembourgish governments have sought to develop the country’s information and communication technologies (ICT) sector. In this paper, the authors will aim to examine how Luxembourg’s relative position in the “Networked Readiness Index” (NRI), a key international benchmarking exercise published by the World Economic Forum, has evolved over time as these ambitions have been achieved. The paper also explores what policy initiatives could be implemented to further improve Luxembourg’s ranking in the NRI. Design/methodology/approach A longitudinal case study-based approach, drawing on secondary data and the annual publication of the NRI between 2003 and 2016, was adopted. Findings Luxembourg’s position in the NRI has improved from 27th in 2003, so that it now ranks among the top ten countries in the world. In particular, Luxembourg has substantially improved its position with regards to “infrastructure” and “international connectivity”. However, there are also areas, mainly linked to education, the provision of human resources and policies that allow for and stimulate entrepreneurship where further improvements appear possible. Social implications The paper highlights the need for an overall, holistic, ICT development strategy. Such a strategy would cover not only cover infrastructural and technical aspects but also educational, social, regulatory and economic issues as well. Originality/value The paper charts the evolution over time of Luxembourg’s position in an important international ICT index and identifies its current strengths and weaknesses in terms of the different elements that constitute the NRI. This paper represents the first attempt to investigate the position of a small country, which are often overlooked in the literature, in terms of its changing position and the policies developed and enacted by a national government.

PurposeThe study contributes to the aim of regional development policy in reducing regional disparities, by examining the spatial balance in socioeconomic development across the states of Malaysia based on composite development index (CDI). Besides, the study has attempted to understand the issues in the development gaps across Malaysian states by evaluating the factors that explain the variation in economic growthDesign/methodology/approachThis study uses three-stage least squares (3SLS) and bootstrap sampling and estimation techniques to examine the factors that explain the variations in the growth of development across the states in Malaysia. The analysis involves 13 states in Malaysia (Johor, Melaka, Negeri Sembilan, Pulau Pinang, Perak, Perlis, Selangor, Kedah, Kelantan, Pahang, Terengganu, Sabah and Sarawak) from 2005 to 2015.FindingsThe pattern in the spatial socioeconomic imbalance demonstrates a decreasing trend. However, the development index reveals that the performance of less developed states remained behind that of the developed states. The significant factors in explaining the variation in growth across the Malaysian states are relating to agriculture, manufacturing, human capital, population growth, Chinese ethnicity, institutional factors and natural resources.Research limitations/implicationsThe authors focused on Malaysian states over the period between 2005 and 2015. The authors encountered some limitations in obtaining relevant data such as international factors and technological change that might also explain the variation in economic growth as the data on these variables are not reported at the state level. Moreover, the data on GSDP by sector was only available from the year 2005. Second, the study is based on secondary data. Future studies might examine the factors that contribute to the development gap across Malaysian states through interviews or questionnaires and compare the findings with the existing results. Despite its limitations, this study contributes to the existing literature that emphasizes on spatial balance of socioeconomic in a developing country, focusing on Malaysian states.Practical implicationsThese findings provide guidance for policymakers by understanding key potential areas to reduce the disparity in economic growth across Malaysian states by understanding their impact on the growth.Originality/valueThis study employs different method of 3SLS and bootstrap sampling and estimation techniques in examining the factors that explain the variations in the growth of development across the states in Malaysia.

Purpose – This conceptual paper aims to discuss issues relevant to fostering cooperation between India and countries in the ASEAN region in the area of technological innovation. Design/methodology/approach – This is a conceptual paper, based on insights from the existing body of literature and secondary data. Findings – The study looks at the competitiveness of different countries in the ASEAN region and considers their technological competitiveness vis-à-vis India. Broad policy issues related to fostering technological innovation as well as the main advantages of such collaboration are discussed. Research limitations/implications – This is a conceptual paper mainly intended for discussion. Practical implications – The paper provides guidelines for fostering technological innovation and could, therefore, help policy development. Originality/value – Although the Indo-ASEAN free-trade agreement is helping trade flow between the countries in the region, the potential for technological collaborations still lies unutilised. This paper looks at the possibilities for such collaborations and is one of the few papers that consider this line of thinking.

Research methodology The case is written using secondary data sources (namely, research documents, press information, journal articles and published interviews). Publicly declared company information has further been leveraged to augment case facts. All information sources have been duly acknowledged in the reference section. Case overview/synopsis The case is written in the backdrop of COVID-19 pandemic and its effect on the Indian retail industry, revolving around scenarios in which a multinational retailer has to decide on its long- and short-term strategy in such an economic crisis. The case story has been developed around Marks and Spencer’s retail venture in the Indian market. With the COVID-19 pandemic impacting business at various levels, with countries moving to lock down and economies shrinking to recessionary levels, one of the worst affected sectors is retail. The teaching case builds upon Mark and Spencer’s initial decision of not entering and extending its food/grocery business in India. While it remained a dominant player in Indian fashion retail for almost two decades, it needs to re-think its decision of entering food retail owing to a pandemic situation affecting its offline sales/store footfall and increasing competition from global fashion brands such as Zara and H&M that had flooded the Indian fashion retail sector. The case provides a context for students to perform environmental factor and competitor analysis for a sector, with special focus on decision making in a changing crisis scenario. Complexity academic level This case could be used in undergraduate and MBA classroom programme, across subjects such as retail management, marketing management, international business, international business environment and strategic business management. This case fits while discussing topics such as business environmental factors, competitor analysis, decision-making under crisis, market entry decision, omnichannel retail strategy, consumer behaviour and brand management.

Purpose The purpose of this paper is to identify the main features of smart work centers (SWCs) and show how these innovative offices would support the implementation of smart working and related changes in workspaces (“bricks”), technologies (“bytes”) and organizational practices (“behaviors”). Design/methodology/approach In this study, scientific literature is combined with white papers and business reports and visits to 14 workplaces, including offices designed as SWCs, co-working spaces, one telecenter, one accelerator and one fab lab. Primary data were collected through interviews with managers and users and non-participant observation, whereas secondary data included web-sites, brochures, presentations, press releases and official documents. Findings The authors developed research propositions about how the design of spaces and the availability of technology within SWCs would support the “bricks” and “bytes” levers of smart working. More importantly, the authors assumed that this new type of workplace would sustain changes in employees’ behaviors and managers’ practices, thus helping to overcome several challenges traditionally associated with remote working. Research limitations/implications The exploratory nature of the research only provides preliminary information about the role of SWCs within smart working programs. Additional qualitative and quantitative empirical investigation is required. Practical implications This study provides valuable knowledge about how the design of corporate offices can be leveraged to sustain the implementation of smart working. Originality/value This study advances knowledge on workplaces by focusing on an innovative design of traditional offices (SWC). It also lays the foundations for future investigation aimed at testing the developed propositions.
