PurposeAs the education of new police constables moves to degree level, this paper explores the introduction of Evidence-Based Policing (EBP) as a pillar of the evolution of the police service as a profession.Design/methodology/approachCombining a review of key literature and explorations of practice, the current situation, challenges, and benefits of the adoption of EBP as philosophy are explored.FindingsThe benefits to the police service and individuals of wholeheartedly adopting EBP are huge; however, such adoption does not come without challenges.Originality/valueThis paper provides a contemporary snapshot in relation to the process of embedding EBP across the new educational routes to joining the police service. The opportunities provided by adopting EBP as philosophy across the service will assist in supporting and strengthening the sustainability of policing locally, nationally, and internationally.

PurposeAs the police service across England and Wales moves towards degree-level study for new recruits as a component of recognising the profession of policing, this paper describes and discusses the introduction of the Police Constable Degree Apprenticeship (PCDA) and the core skills of evidence-based policing (EBP) as an educational theme for solving work-based problems.Design/methodology/approachAuthored by both policing practitioners and researchers, this paper refers to key literature whilst exploring the implementation of the PCDA as a component of a Policing Education Qualifications Framework (PEQF). It highlights some of the challenges faced with its implementation along with the benefits of the adopting this degree-level education and work-based programme where EBP is embedded in to both study and professional practice.FindingsThere are significant benefits to the police service of adopting the PCDA as one of the entry routes for new police constables and embracing the educational development and professional application of EBP. However, this does not come without a number of challenges for the service and the professional body for policing.Originality/valueThis paper, co-authored by both policing practitioners and researchers, provides a contemporary view on the introduction of the PCDA as an initial entry route for new police constables and the embedding of EBP within both their learning and professional practice. As the first graduates complete their studies, the paper discusses the opportunities the adoption presents and the challenges it faces both locally and nationally.

Purpose – The purpose of this paper is to critically assesses the major contributions to the academic literature on China’s increased focus on Africa, from 2001 to 2011. It discusses the key trends concerning China’s presence in Africa and draws conclusions on the significance of the studies by emphasizing and contrasting the prevailing positions. Design/methodology/approach – Based on a qualitative approach using an integrative and comprehensive literature review, the authors performed a content analysis of high-impact, peer-reviewed papers. Findings – The paper questions and repositions some of the existing controversies. The results from existing studies remain questionable, requiring further clarification and more theoretical backing. It, moreover, highlights the notion that behind the explicit neutrality views of China’s presence in Africa, implicit assumptions may exist. These are often the differences in narratives conveyed by Western and Southern stakeholders. Research limitations/implications – Most of the conclusions drawn from this paper need to be re-explored and supported by additional research. This could be done by widening the scope of the analysis. Studies need to provide more empirical support for their assertions through quantitative data and evidence-based qualitative analyses – all within a framework that considers more cultural, social and historical dimensions. The paper also suggests that an institutionally based view appears most relevant in better explaining China in Africa. Originality/value – This paper reviews a decade of research on China in Africa and presents a snapshot of the current state of knowledge. It also raises concerns to be analyzed by future research and proposes new avenues for better understanding China’s presence in Africa.

Purpose The purpose of this paper is to conceive “organizing” as an indeterminate process taking place in the interstices of intra-acting elements, beyond visible/rational/intentional organizing. The term intra-activity refers to relationships between multiple elements (human and more-than-human) that are understood not to have clear or distinct boundaries. The paper aims at reframing organizing, as the effect of multiple intra-acting elements, by introducing the metaphor of shadow organizing. It offers examples as diverse as knowledge spillover, evidence-based medicine and improvisation, and the mafia’s organizational rules. Design/methodology/approach The frame of reference is metaphorical theorization, based on the metaphor of shadow organizing, and is explored through three metonymies: the forest and its sheltered spaces in penumbra; the shadow as a grey zone between canonical and non-canonical practices; and secret societies, hidden in the shadow. The shadow is the symbol of what is “betwixt and between.” Findings Shadow organizing focuses on the way that situated elements (people, technologies, knowledge, infrastructures, society) intra-relate and acquire agency. Whilst organizing as the effect of intentional coordination, planning, and strategizing represents a well-established theorization, shadow organizing sheds light on what happen in the interstices of intentional and structured processes. The paper identifies the dimensions of shadow organizing as performativity, liminality, and secrecy. Originality/value The passage from elements in interaction to intra-acting relations that form elements is a challenge both for theory and methodology. To face this challenge, metaphorical thinking proves useful since it enhances scholars’ imaginations and emotional participation.

Purpose The purpose of this paper is to examine the content of the strategy and assess its claims to be evidence based. Design/methodology/approach This study is a close-reading of the text with commentary on specific content and reference to wider contexts. Findings The strategy makes use of evidence in its sections on treatment. Much evidence, including that of the UK ACMD, is dismissed or ignored. The issue of funding in times of austerity is not considered in the strategy. The range and complexity of drug use and users are not fully considered. Research limitations/implications The strategy can be seen as an idealised ambition with little basis in reality without funding to support its aims. Social implications There is no consideration of the impact of macro-economic policy on the extent of drug misuse. Originality/value Other commentaries on the strategy are emerging. This paper is a more extensive consideration than has so far appeared.

Purpose The purpose of this paper is to analyse the impact of digital transformation on jobs and to assess whether or not the so-called Fourth Industrial Revolution will lead to mass redundancies. The piece also looks at the role human resources (HR) departments will have to play in the implementation of, and response to, digital transformation within the workplace. Design/methodology/approach This paper combines research based on media articles, a parliamentary report and wider digital transformation industry research. The author looks to explain what digital transformation is, deconstruct misconceptions around digital transformation, assess the true evidence-based impact of digital transformation on jobs and advise HR departments on the impact of digital transformation within the workplace. Findings This piece finds that there remains a considerable degree of misunderstanding and many misconceptions around digital transformation and that while digital transformation will lead to the loss of some jobs, it will also lead to the change of existing ones and creation of new ones. Furthermore, this piece finds that HR departments will play a crucial role in the implementation of digital transformation, but that they too will need to pivot and adjust to new workplace realities as a result. Originality/value Many HR departments face confusion and misconceptions around the impact of digital transformation on the workforce, and there also remains concern among many employers that technology will replace their jobs. This piece seeks to dispel the myths and paint a clearer picture to both HR departments and employees around the impact of digital transformation.

Purpose This paper aims to summarise key messages from a major evidence review of health inequality in England since 2010 – “the Marmot Review 10 Years on”. Design/methodology/approach Alongside “the Marmot Review 10 Years on”, which came out in February 2020, the author accessed the original Marmot review published in 2010, a 2020 article by Marmot, and Marmot’s online talk to the Royal Society of Physicians Edinburgh on 2nd of July 2020. The author drew out key messages from these sources. Findings Although many local authorities have taken up the 2010 Marmot review recommendations, they have been working against budget cuts under the system known as austerity. This has reduced funding to already deprived areas and probably explains worsened health inequality in England compared to other European countries. There are examples of successful local partnerships that have improved lives, but they rely on temporary charity funding. Health services can work for change locally, but central government policies must help. This has become even more urgent since the pandemic. Originality/value The original Marmot review and “the Marmot Review 10 Years on” are major evidence-based examinations of what causes and maintains health inequality, both physical and mental, and how this situation might be improved. It is impossible to study them and still believe that health is just about lifestyle choices. People need real options to choose from, and this is only possible if they live in places designed for human thriving from childhood to old age. As a nation, England can move towards this goal rather than further away from it. These reports show the way.

Purpose The purpose of this paper is to make evidence-based recommendations for improving the responses of criminal justice agencies to juvenile burglary offenders. Design/methodology/approach The paper first analyzes what is known about factors relevant to young offenders’ initiation into burglary and subsequent persistence in that offense. It then evaluates research regarding juvenile justice interventions that can mitigate those factors in order to prevent youth from becoming involved in burglary or to encourage desistance in juvenile burglars. Findings Effective early intervention with juvenile burglars is vital, as burglars often begin committing this crime in their early teens and quickly develop expertise in the offense. Evidence supports the importance of positive mentoring, substance abuse programs, some forms of restorative justice and multi-modal interventions with education and employment components, while waiving these youth to adult court appears to offer little benefit over less punitive approaches. Originality/value This work delivers an original contribution by providing an analysis of existing burglary and juvenile justice research that may be useful to policymakers, law enforcement and other justice practitioners.

Purpose This paper aims to examine whether the behavior of brands during the Great Depression held lessons for the aftermath of the coronavirus pandemic. Design/methodology/approach A review of brand marketing and advertising from the 1920s and 1930s. Findings There are many learnings from the Great Depression that are instructive for today’s brand marketers dealing with COVID-19. Research limitations/implications The review of the literature is not comprehensive and the findings are subjective. Practical implications Today’s brands can learn a great deal from the 1930s such as to take advantage of opportunities and avoid mistakes in today’s difficult environment. Social implications By handling today’s challenges skillfully, brands can refresh relationships with consumers overwhelmed with choices. Originality/value Though there was some commentary on this subject following the Great Recession of 2009, there has been little written about the lessons in brand marketing in the current situation.

PurposeThis paper aims to provide an overview of the current situation as it relates to library acts and prominent usage trends in public libraries in The Netherlands and Finland.Design/methodology/approachThe approach takes the form of a review of the relevant legislation, as well as statistical analysis from national library data in The Netherlands and Finland.FindingsThe findings suggest that while we can see a decrease in physical lending and literacy, we also see an increase in the number of visitors, digital lending as well as activities and events. In addition, in The Netherlands, financial support is decreasing, while in Finland, expenditures of public libraries are growing.Originality/valueThe paper draws upon various viewpoints from public libraries in The Netherlands and Scandinavia, focusing on Finland.

Purpose – Designing and running robust junior doctor rotas is a challenging task and much previous advice has been based on consensus or anecdote. This paper aims to discern the most frequently occurring problems with trainee working patterns and produce evidence-based guidance for implementing and running contract-compliant rotas. Design/methodology/approach – A total of 35 secondary care trusts in North West England were invited to supply information on pay banding appeals requested under the New Deal junior doctor contract. Of these, 15 (43 per cent) participated with data from 35 appeals between 2004 and 2012. A thematic analysis was undertaken to discern the commonly occurring causes of contractual breaches. Findings – A total of 83 per cent (n=29/35) of appeals were based on data showing the rota to be non-compliant with the contract (band 3), with the remainder being compliant with the contract but not in keeping with the pay banding currently assigned. Inability to take adequate natural breaks was the most frequently cited cause of rota non-compliance. Where underlying reasons were given for breaches of hours/rest limits they clustered around 20 themes, the top four being poor or absent dialogue between HR and doctors, excessive workload, inappropriately timed ward rounds, and inadequate or non-existent bleep policies. Originality/value – This is the first analysis of banding appeals under the UK junior doctor contract. The findings show that problems with rotas cluster around specific themes. The authors provide recommendations to target these so as to avoid financially detrimental contract breaches and trainee dissatisfaction.
