Library succession planning process in Vietnam

Purpose This paper aims to design a model of succession planning process for public and academic libraries in Vietnam. Design/methodology/approach The model of library succession planning process was develop based on the findings of a two-phase research underpinned by transformational leadership theory. Data were collected from 172 responses of the online survey and 23 in-depth interviews in 13 public and 4 academic libraries in the Mekong region, Vietnam. Findings A library succession planning process with six steps was established. Research limitations/implications As the research takes place in both public and academic libraries, the overarching benefit of the present study is to provide library leaders in these sectors with practical understanding and knowledge about how succession planning process can be done, as well as to enhance management practices in Vietnam libraries and other organisations. Leaders from other types of library systems in Vietnam and globally can reference this model so as to know what to do and how to conduct this process confidently. Originality/value This study helps to fill the gap that succession planning in Vietnamese libraries has been done without a specific path. Library leaders in each organisation conducted it differently between public and academic libraries because the government has only issued general guides for all industries of the nation.

Purpose – The purpose of this paper is to determine the prevalence of the use of discipline matrices across large US police departments, as well as to compare the structure and content of such matrices. Design/methodology/approach – The study employs a two phase approach. Phase I consisted of a brief online survey of a stratified, random sample of police departments with 100 or more sworn police officers and asked about whether or not the agency employed a discipline matrix. Phase II consisted of requesting a copy of the matrix and corresponding materials from all agencies who indicated they employed a matrix, and analyzing the content of those matrices. Findings – In total, 37 percent of responding agencies said they are using or are planning a discipline matrix, and the authors obtained a matrix from 32 police departments. The structure of the matrices and recommended discipline varied widely across these departments, indicating a lack of consensus on the development of this relatively new accountability tool. Research limitations/implications – The survey focussed on large police departments and the response rate was somewhat lower than other past national surveys. Practical implications – Discipline matrices are employed to a greater extent than is implied by the current research literature. The lack of consensus and variability in policies around matrices indicates a need for more research which could contribute toward the formation of a model policy in this regard. Originality/value – To date the prevalence of discipline matrices across US police departments was unknown, and very little was known about how they were structured or what comprised their content.

Purpose This study aim to examine the roots of professional resistance of procurement in Iran. Public procurement (PP) contracts, in developing countries, hide the structural problems of governmental management because of the lack of bureaucratic processes. Design/methodology/approach A two-phase qualitative study offers contextual and critical understandings on why Iranian PP experts, who are aware of the philosophies behind internationally endorsed principles, prefer to resist against the use of those principles. They help, unexpectedly, their traditionalist companions to resolve the difficulties of the PP contracts by the use of local methods and routines. Findings Evidence, from in-depth interviews with procurements professionals in Iran Oil industry, provides four specific themes of “professional disorder,” “anti-internationalism,” “resistance mentality” and “politicized procurement.” A preemptive resistance is characterized to guarantee that the national benefits in Iran are preferred over the international economic interests. Originality/value Iran has been in isolation due to political sanctions, for two decades. There are many diverse political and social reasons for resistance against professional public procurement.

Purpose The purpose of this paper is to discuss the status, values, and attributes of dual education. It investigates key elements of the dual education system in four selected countries while examining and recommending dynamics and roles for governmental policy, technical and vocational institutes, and employers in developing a dual education system in Thailand to generate a competitive workforce. The tripartite system of technical and vocational institutes, employers, and government in Thailand’s dual education is central to this study. Design/methodology/approach This study employs a documentary study, a survey, in-depth interviews, and responses from a focus group from technical and vocational institutes, employers, and the government. Findings This study found growing interest among technical and vocational institutes, employers, parents, and students in dual education. Within the tripartite system framework, the nine essential factors to improve the capacity of Thailand’s dual education system are: the technical and vocational institutes, curriculum, in-school teachers, accredited qualification, students, employers, in-company trainers, government policy, and government and related agencies. The government, companies, and technical and vocational institutes must collaborate for mutual trust and benefit while ensuring the quality of dual education programs. Originality/value This study is the first to examine the status and development of dual education in Thailand through the collaboration of key players. This study reflects the challenges of a major developing country in developing a dual education system, which other countries might face.

Purpose The purpose of this paper is to understand the landscape of data curation services among public and academic libraries in the USA, with a focus on library capacity for providing data curation services. Design/methodology/approach The authors conducted an online survey by employing stratified sampling from the American Library Directory. A total of 198 responses were analyzed. Findings The authors’ findings provide insight into the current landscape of libraries’ data curation services. The survey participants evaluated six capacity dimensions for both public and academic libraries – value, financial, administrative, technical infrastructure, human resources and network. The ratings the participants gave to these capacity dimensions were significantly different between academic and public libraries. Practical implications This study suggests several areas in which libraries will benefit from further developing their capacity to successfully run data curation services. Originality/value This is among the first research study to address the concept of capacity in the context of libraries’ data curation services.

PurposeLegions of projects fail to attain their time and cost objectives due to ineffective coordination. This is often due to a lack of essential learning from projects because of insufficient communication and working experience. One of the key reasons why this occurs is that managers are unaware of what knowledge needs to be retained. In contrast with knowledge management research, which mostly focuses on the systems and processes for capturing, storing, and retrieval of knowledge, this paper investigates the nature of project communication and learning and their role on project time and cost control.Design/methodology/approachA stratified proportional purposive sampling approach was adopted in choosing the interview participants for the study. They are experienced industry practitioners working on building construction projects in Malaysia. Content analysis was then performed on the interview data. The identified variables were further validated by 11 industry experts from the three primary construction stakeholders.FindingsThe results of a series of 12 in-depth interviews with industry practitioners are provided to reveal the effective communication tools for sharing and learning in a project-based environment, the learning inducing situations involved, and the use of reusable project experiences to improve project time and cost control.Research limitations/implicationsA possible limitation of the study is its focus on a small group of Malaysian practitioners delimits the generalizability of the findings.Originality/valueA two-phase model with three-step project management process of input, tools, and output is developed from the Project Management Body of Knowledge (PMBOK) Guide as an aid for more effective knowledge reuse in project time and cost control in the future.

Purpose This paper aims to make an attempt to highlight how small businesses and new ventures, which are invariably resource-constrained and cannot match the salaries of their larger counterparts, attract and retain talented employees. The study uses the setting of a new Indian venture called Shaadisaga to demonstrate successful employee development practices for new ventures. Design/methodology/approach Findings are based on in-depth interviews with the team of Shaadisaga. Findings Findings reveal that new ventures – which operate with limited resources and market presence – need to leverage their human resources to their highest potential. The only way to hire and retain good talent is to keep the employees motivated, offer challenging assignments which enhance their learning and skills and make them partners of the growth story of the company. Practical implications Managers and entrepreneurs who are building new ventures need to pay special attention to the development of their employees. Long-term promising careers, challenging assignments, diverse roles and a share in the growth of the company can help organizations retain good talent and get the best out of them. Originality/value Extant research offers insights into how to manage and motivate people in large organizations. However, little is still known about the management practices of new ventures, especially of those operating in the emerging economies. This study tries to highlight the human resource practices of a new venture that has been successfully building a team of motivated employees delivering to the expectations of the organization.

Purpose – The purpose of this paper is to stress the importance of including visible minority librarians in the process of succession planning in academic libraries. In Canada visible minorities is the accepted term used for librarians of color. This paper identifies the challenges faced by these librarians in putting their names forward for administrative/leadership positions and proposes ideas on how to include these librarians in the succession planning processes so the leadership/administrative pool can also reflect the multicultural student demographics. Design/methodology/approach – This paper is an extensive study of the literature on succession planning and visible minority or ethnic librarians in the academic libraries. Literature shows that the senior administration of academic libraries does not reflect the population demographic it serves. Findings – This paper shows that visible minority librarians are not proactively found, recruited, retained. They are certainly not being included in succession planning processes. It suggests that academic libraries follow certain processes and strategies to include these librarians in their succession planning. Research limitations/implications – The paper focusses widely on North American visible minorities, but this information is applicable to any community with visible minorities. Practical implications – Libraries can start thinking about creating strategies for including visible minority libraries in their succession planning processes. Originality/value – This paper addresses a gap in the literature. Literature review showed that there are no papers that speak to the importance of including minority librarians in the succession planning processes.

Purpose The purpose of this paper is to present an integrated literature review exploring the nature of responsive, semantic and interactive Web 3.0 technologies applicable for academic libraries. Design/methodology/approach The authors conducted an integrated review of the literature combining a strategy of automated and keywords search. The main source for identifying the studies are Emerald Library Studies and Information & Knowledge Management eJournals, Web of Kn.edge and Library, Information Science & Technology Abstracts (EBSCO) databases. To this end, a sample of (n = 140) studies was analyzed to characterize the Web 3.0 trends and its applications based on theme, years and document types. Findings A review of literature reveals that Web 3.0 needs evaluation as to what extent they are integrated, deployed and mainstreamed into library services and in information management practices. It is important to develop a conceptual framework that explores the linkages of Web 3.0 technologies and their applications in academic libraries. Originality/value This review shows how Web 3.0 technologies enhance library services in its holistic conceptualization and how academic libraries are moving into a more robust, inclusive and adaptable phase in their service values and innovation.

Purpose The purpose of this paper is to find out the similarities and differences in collection management practices of the main libraries of the University of Cape Coast and the University of Education, Winneba, Ghana. Design/methodology/approach The study adopted a qualitative approach in considering the research problem and also used the case study to collect data. Purposive sampling technique was used to select the respondents. Findings Some of the results highlighted are: both libraries had sections responsible for collection management practices, the collection management practices carried out by both libraries were almost similar, lack of adequate professional staff, lack of adequate funds and unavailability of Collection Management Policy were some of the challenges. Research limitations/implications The study focussed on the activities performed by the various sections directly involved in the collection management practices and excludes administrative practices. Practical implications In order to make any library functional, collection management should be a shared responsibility of all the sections of the library and that enough money is required to link the staff and the information resources in the library together. Social implications All stakeholders of libraries must play their role to make academic libraries functional. Originality/value The study provides insight into the collection development activities undertaken by the libraries of the only public academic institutions purposely build by the Government of Ghana to train graduate teachers for Basic and Second-Cycle institutions in Ghana.

Purpose The purpose of this paper is to investigate how individuals perceive and react to the involuntary demotion of a co-worker in their organisation. Design/methodology/approach The authors draw on 46 semi-structured in-depth interviews (23 dyads) with co-workers of demoted individuals. Findings The findings suggest that an individual’s observation of the demotion of a co-worker has three stages: their perception of fairness, their emotional reaction and their behavioural reaction. The perception of fairness concerned issues of distributive, procedural, interpersonal and informational justice. The emotional responses identified were feelings of disappointment/disillusion, uncertainty, vulnerability and anger. Finally, the behavioural reactions triggered by their emotional responses included expressions of voice, loyalty, exit and adaptation. Originality/value Perceptions of (in)justice perpetrated on others stimulate emotional and behavioural responses, which impacts organisational functioning. Managers should therefore pay attention to the way a demotion is perceived, not only by those directly concerned, but also by co-workers as observers.
