To accelerate the development of low-carbon industry in Zhaoqing City, transform the mode of economic growth, and promote industrial transformation and upgrading, the SWOT analysis method was applied. From the four aspects of strengths, weaknesses, opportunities and threats, the feasibility of developing a low-carbon economy in Zhaoqing was systematically analyzed. From the adjustment of industrial structure, the optimization of energy structure, the promotion of low-carbon tourism, the development of circular economy, and the enhancement of carbon sink capacity, the development path of low-carbon economy was explored. Based on the above analysis, a low carbon development plan was prepared. From the implementation of low-carbon development strategy, the choice of low-carbon economy pilot, and the low-carbon economic security system, the implementation steps of Zhaoqing's low-carbon economy were discussed in detail. The results showed that the low-carbon economy concept provided some ideas for Zhaoqing's economic development. Therefore, Zhaoqing is still in its infancy. The city's transportation system is not perfect. To develop a low-carbon economy, governments, enterprises, and individuals need to participate actively.

Hebei province as a great province of energy, its economic development and industrial structure highly dependent on energy. Developing low carbon economy is great significance to Hebei. This article used SWOT analysis method to analyze the advantage, weaknesses, opportunities and threats of low carbon economy of Hebei province. The author put forward countermeasures such as seizing the historical opportunity, creating low carbon development environment, developing new energy industries, optimizing energy structure, adjusting the industrial layout, optimizing the industrial structure.

Taking the path of sustainable development in Shandong Province, it is inevitable to make “low carbon” transformation and structure adjustment of economy. The development of low-carbon economy in Shandong Province has attained exacting success which provides the base for the “eco-province” construction. Solar energy, nuclear energy could obtain vigorously development as renewable energy sources, and every city has taken developing low-carbon economy as new economic growth points. Although the three main industries continue optimization and upgrading with support of low-carbon, there are still exist some problems, such as irrational industrial structure, low level of technology, simple energy structure and so on. Therefore, it is necessary for Shandong Province to build long-term mechanism of develop low-carbon, readjust industrial structure, develop low-carbon technologies, and research new energy continuously to solve the bottlenecks in restricting “low-carbon economy” development.

It is the strategic choice of sustainable social development to develop low-carbon economy in Jiangxi province. The healthy and orderly development of low-carbon economy depends on the adjustment of industrial structure, energy structure and consumption structure. It also depends on the support of policies, regulations and low-carbon technologies. Some development strategies of low-carbon economy in Jiangxi province were put forward in this paper. The development strategies include adjusting and optimizing industrial structure for building a low-carbon industrial system; optimizing energy use structure to develop low-carbon clean energy; promoting recycling economy for the development of low-carbon economy; planning and constructing experimental area to carry out the pilot and demonstration of low-carbon economy; strengthening intercommunion and co-operation to develop low-carbon technologies; constructing low-carbon culture to guide low-carbon consumption; planting tree and forestation to enhance the carbon sequestration function; improving policies and regulations to support low-carbon economy development.

With the arrival of an era of low-carbon economy, the planning and development of energy industry comes into global limelight. And the development of China’s energy industry faces both opportunities and challenges. This paper gives an introduction of some countries’ energy development, and studies some of their advanced measures and ideas. The paper then states the current status in China’s energy industry development, analyses the existing problems, and brings forward opinions on fueling the development of China’s energy industry, thus promoting the adjustment of energy structure and industrial structure towards low-carbon economy in order to enhance international competitiveness.

It is an important strategic choice for countries to develop low-carbon economy while dealing with climate change. The paper gives a forecast and analysis on population, economic development, technology, energy consumption and CO2 emissions variation in China before 2020 as setting the year 2007 as the base year by using IPAT model. Three scenarios of CO2 emissions are set including business as usual (BAU), energy efficiency improvement scenario (EEI), and low carbon scenario (LC). The result shows that the LC scenario is the most appropriate and the most feasible scenario for China to achieve the low-carbon development in the future. Assuming that China’s future development follows the LC scenario, we give three suggestions of low-carbon transformation in China: technological innovation, energy structure optimization and policy advice.

Along with global climate warming, low-carbon economy attracts much attention and has become one of the research hotspots. As the old industrial base, Northeast China is the key to emission reduction. This paper analyses the development status of low-carbon economy in the northeast old industrial base from the economic development, energy consumption and carbon emissions, and then concludes four problems, including heavy industry which dominated in the economy, the severe disproportion in the energy consumption structure, the lack of technological innovation and the outdated equipment, the unreasonable supporting policy mechanism, finally puts forward corresponding countermeasures, transform traditional industries and develop burgeoning industries, optimize energy structure and develop clean energy, introduce highly efficient equipments and encourage technical innovation, make the planning strategies and innovate in policy mechanism.

The relevance of the research topic is justified by the currently emerging trend of transition to a low-carbon economy all over the world. The purpose of the article is to consider the theoretical aspects of this process, as well as the barriers that stand in the way of the Russian Federation in the implementation of the principles of low-carbon development. The analysis of international agreements in this area and Russian documents on their ratification is carried out. The author has proven that Russian enterprises must take action by introducing innovative technologies to reduce carbon emissions and raising product quality standards in order to provide priority opportunities for future economic development.

According to the Russia’s Innovative Development Strategy until 2020 (Strategy) [1], one of the main goals of innovative growth of the Russian Economy lays in the advanced studies in the fields of renewable energy and low-carbon economy, genome medicine, and implementation of new technologies in agriculture, the fields in which Russia still faces with sufficient technological backlog. In general, the Strategy and following National Science project [2] approved in 2018 is aimed at Russia’s transition from one of the most energy- and carbon-intensive countries to a sustainable low-carbon economy. Russia needs to attract additional resources in human and knowledge capital in order to eliminate or decrease this technological backlog and to join international scientific community’s efforts in the field of green economy. This paper studies how influencing one of two pillars of the Global Innovation Index (GII), knowledge and technology output pillar, by implementing innovations in Russian higher education affects Russian innovative infrastructure and provides technical and resource baseline in reaching main strategic indicators of innovative development in Russia. This paper proposes a framework for attracting and retaining human resources and creating knowledge capital for transition to a sustainable low-carbon economy on the basis of micro and meso level changes.
