Purpose Social, spatial and environmental justice are inseparable, and key for sustainable urban development. The city is the cradle of innovation and production. Also, the city is the site of riots, where protesters demand their right to access services and resources. The purpose of this paper is to answer the question: Why do plans to resolve urban ills in developing countries fail to deliver and achieve social justice? Design/methodology/approach This paper investigates weaknesses, limitations and outcomes of planning processes in a developing country. The author used two qualitative research tools: document analysis augmented with informal interviews. The author uses Egypt as a case study in an attempt to answer this question. The author reviewed two types of documents: official reports that the Egyptian authorities produced and donor agencies prepared plus both published and unpublished research. Interviewees are those who participated in elaborating and executing urban plans and policies. Findings Achieving social, spatial and environmental justice is amongst the reasons for planning metropolitan areas and their regions. Unfortunately, rarely plans accomplish social, spatial or environmental justice. Institutional setup is the reason for failed urban planning – institutional failures lead to both policy and market failures, thus complicating urban problems. Originality/value Approved plans must have the power of legislation, and planners need to reclaim their authority and autonomy, which requires regulating the profession. Planning education must be at the graduate level and available to other disciplines, such as economics, public administration, law and the like. Planners must acquire the following competencies: technical competencies for analytical actions; hermeneutic competencies for communicative actions; and critical competencies to observe professional ethics. They must emancipate themselves from their bias to enlighten and empower their constituents.

Purpose Participatory action research can improve scientific knowledge and community capacity to address disaster resilience and environmental justice. Evidence from the literature suggests that resident participation enhances assessment of environmental risks, raises awareness and empowers residents to fight for equitable distribution of hazard and climate risk adaptations. Yet, risk assessment and urban planning processes still frequently operate within expertise-driven groups without significant community engagement. Such fragmentation results in part from a lack of appreciation for community expertise in built environment adaptations and educational tools to support resident involvement in the often technical built environment planning processes. Design/methodology/approach A participatory research and place-based education project was developed that enhanced co-learning between residents and researchers while collecting and analyzing local data on flood resilience in the built environment. Five research activities constitute the curriculum of resilience education on stormwater infrastructure: establishment of partnership agreement/memorandum of understanding, participatory GIS to identify flooding issues, water quality testing and health survey, stormwater infrastructure assessment and urban/landscape design. Partners included high school and college students, residents and environmental justice organizations. Findings Outcomes include a stakeholder-approved infrastructure assessment smartphone application, neighborhood maps of drainage issues, a report of water containments and neighborhood-scaled green infrastructure provisions and growth plans. Findings indicate that participatory research positively contributed to resilience knowledge of participants. Originality/value This paper outlines an interdisciplinary pedagogical strategy for resilience planning that engages residents to assess and monitor the performance of stormwater infrastructure and create resilience plans. The paper also discusses challenges and opportunities for similar participatory projects.

Sustainable urban development has been widely recognized as requiring energy and transport efficient urban growth, while ecological issues are often not well integrated in sustainability assessments and Strategic Environmental Assessment (SEA). In order to achieve such integration, methods and tools based on Geographic Information Systems (GIS) in a Landscape Ecological Assessment (LEA) framework were developed and integrated in planning in four case studies in and around the city of Stockholm, Sweden. This involved the application of recently developed methods for impact prediction and for integration into the planning processes. The aim of the study was to compare the case studies concerning strengths and weaknesses of LEA and its GIS-based components. The methodology enabled identification of important structures in the landscape to support biodiversity, across administrative borders. The LEA facilitated discussions on consequences of alternatives for localisation of built-up areas, infrastructure and other developments as well as management. The GIS-based LEA approach could thus contribute to a sustainable urban development with consideration of the landscape-level biodiversity values integrated with energy-efficient urban growth trajectories.

Purpose The purpose of this paper is to present a methodology developed on the basis of the Historic Urban Landscape (HUL) notion applied for the city of Cuenca in Ecuador. The identification of cultural values – among all the actors involved in the city – draws up a series of sustainable urban development strategies. Design/methodology/approach This methodology is based on the city analysis from the local community and multiple disciplines such as geomorphology, environment, urban planning, historic cartography, architecture, archaeology, anthropology, and economy. Further qualitative data collection methods included 16 workshops with 168 citizens, specific surveys, mapping, and on-site observations. The challenge of this methodology is not only its implementation in the world heritage city of Cuenca in Ecuador, but also the integration of the management of the historic centre within the overall city development plan. Findings The application of the HUL concept has allowed the identification of a series of strategies for the urban development where the points of view coming from different stakeholders were gathered. The project reveals the existence of values and attributes, so far overlooked in the actual heritage management system. In addition, a Geographic Information System database has been created with all the information related to Cuenca with the possibility of making it available for the community in the future. Research limitations/implications The project has been developed within one year with scarce economic resources: that is the reason why the planned activities took longer than expected. Social implications Social participation has played a key role in the development of the project. Originality/value This research process in Cuenca has led to its incorporation as a Latin-American pilot city for a programme developed by the World Heritage Institute of Training and Research for the Asia and the Pacific Region.

Purpose The purpose of this paper is to develop an approach to urban environment management through analysis of “urban emptiness” based on user-generated big data. Design/methodology/approach The research design is based on creating a theoretical model of urban emptiness as a multilayer phenomenon in the city space and then developing an applied approach to map its different types through user-generated and open big data from multiple online sources. Findings The paper provides a definition and a theoretical model of “urban emptiness” as a multilayer phenomenon integrated into the complexity of the city system and as a resource for sustainable urban development. The paper presents a methodological approach to analyse urban emptiness based on spontaneous user-generated geolocated open data emerging online. This approach is applied to the Russian city of St Petersburg with a demonstration of the data set formation based on multiple sources and an interpretation of the preliminary results. Research limitations/implications The paper focuses on the under-researched phenomenon of urban emptiness, which leads to a certain speculation of propositions and lack of generalisability of the results. Therefore, the researchers are encouraged to further test the proposed propositions. Practical implications The paper describes urban emptiness as a resource in urban development and gives recommendations on how to account for it in sustainable urban environment management, in particular, in limiting urban sprawl. Originality/value This paper consolidates data-driven methods to create an integrated approach to urban environment management from an original standpoint – analysis of urban emptiness.

Based on the concept of a livable and global age-friendly city, pavements are a public facility that the city should provide to the people. Appropriate pavements will be beneficial for the people, particularly for good quality of life for the elderly to move around in the city. This study explored the behaviour of the elderly in the use of pavements and the problems confronted. The study also evaluated the value of the pavement walking area as it reflected the benefits of pavements to the elderly by applying the Contingent Valuation Method (CVM). During March-May 2017, data were collected using interviews with 601 elderly living in Bangkok. The study indicated that the main problem for senior citizens regarding their use of pavements was from being disturbed by motorbikes riding on the pavements. The average value of pavement for the elderly was about THB 160 (USD 5.30) per person per year. Thus, the benefits of pavements to the elderly in Bangkok was approximately THB 158 million (USD 5.2 million) per year. Thus, policy makers should make proper budget allocations for elderly-friendly pavement management and seriously address the problems confronting the elderly in using pavements, to maximize the usefulness of pavements not only for the elderly but also for the public and to support a sustainable urban development.

Rapidly changing framework conditions for city development such as globalization, demographic trends, deindustrialization, technological developments or the increasing urbanization as well as the economic, social and political changes are profound and change our urban life. This leads, that the cities of tomorrow will differ essentially from today´s city principles. Therefore innovative, strategically wise and quick action becomes a criterion for success. Here, more than ever, local conditions and requirements must be taken into account as well as global framework conditions. The responsible parties have to set the course so that the “City” remains competitive and sustainable in the future. Therefore, innovation processes and sustainable strategies for dealing with the diverse and complex agendas of a city in dialogue with those who are responsible for it must be initiated and management systems established so that new things can develop continuously and systematically. This work illustrates how the boundaries created to manage and market future liveable and sustainable city destinations are the root of the practical and academic problems that trouble city management these days.  This paper aims to develop the new integrated Smart Urban Profiling and Management model, which presents a new integrated approach for city marketing as an instrument of sustainable urban development. In this way, comprehensive research was conducted to evaluate if the holistic city marketing concept that integrates elements of smart city strategies and adaptive management is a more suitable instrument and integrative process than conventional city marketing in order to improve the sustainable urban development. Therefore, in this work, the designed “Smart Urban Profiling and Management model” for city management introduces an alternative and holistic perspective that allows transcending past boundaries and thus getting closer to the real complexities of managing city development in dynamic systems. The results offer the opportunity to recognize the city and consequently allow to developing successful strategies and implementation measures. This study targets to contribute to this endeavor in order to produce new impulses and incitements in the city management field and shall provide a fresh impetus for a new understanding of city marketing as the initiator of development processes, mobilization and moderator in concerning communication and participation processes. This paper is written from a perspective addressing those responsible for the city- management, city- & urban marketing and development.

Purpose – Road traffic crashes (RTCs) result in creating significant social and economic hazard for affectees, their families and society. The purpose of this paper is to present studies which were conducted to study the patterns of RTCs in Karachi which is a metropolitan city of Pakistan. The studies were conducted on one of the busiest roads in the city named as Shara-e-Faisal. The influence and contribution of different factors in RTCs has been studied and hazardous road sections of Shara-e-Faisal have been identified. Based on the data analysis, an evaluation model has been suggested to reduce the hazard of RTCs on Shara-e-Faisal. The objective of the presented studies is to increase the present level of safety of road travel by reducing crashes on Shara-e-Faisal. Design/methodology/approach – Existing data of RTCs in Karachi have been analysed for the presented studies. For this purpose, Shara-e-Faisal was divided in sections of 1 km length to study the vehicle crash pattern. Location surveys were conducted to record physical conditions of this road. A cluster analysis was carried out to identify hazardous sections of the road. An evaluation model has been suggested in the end to reduce the hazard of RTCs by identifying hazardous road sections of Shara-e-Faisal. Findings – The analysis of the data revealed that the crashes were higher over weekend and on Monday. Male population, particularly young people, and motorcycle riders were the largest affectees of RTCs. In general, more daytime crashes were recorded as compared to nighttime crashes. The crashes in the mid block of the road and those involving rear-end collisions were higher. The hazardous road locations were related to poor road conditions. Statistical analysis indicated that alternate routes were required to reduce the RTC hazard on Shara-e-Faisal. Research limitations/implications – The paper is a small, but an original, contribution to identify a potential hazard which is faced by the community in the city. This is the first attempt (to the best of authors’ knowledge) to address the issue of RTCs in Karachi from an engineering view point. Practical implications – The suggested model can be employed by the authorities as a guideline to mitigate the hazard of road crashes in the country. Originality/value – The paper provides valuable information on the road traffic incidents, their pattern and contributing factors in one of the largest metropolis of Pakistan. The suggested model can become helpful in reducing RTCs in Pakistan.

PurposeThis paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.Design/methodology/approachThis paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.FindingsThe paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.Originality/valueThere are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

Purpose Cost of living is an important consideration for the decision-making of expatriates and investment decisions of businesses. As competition between cities for talent and capital becomes global instead of national, the need for timely and internationally comparable information on global cities’ cost of living increases. While commercial research houses frequently publish cost of living surveys, these reports can be lacking in terms of scientific rigour. In this context, this paper aims to contribute to the literature by formulating a comprehensive and rigorous methodology to compare the cost of living for expatriates in 103 world’s major cities. Design/methodology/approach A cost of living index for expatriates composed of the ten consumption categories is constructed. The results from the study covers a study period from 2005 to 2014 in 103 cities. More than 280 individual prices of 165 goods and services have been compiled for each city in the calculation of the cost of living index for expatriates. New York has been chosen as the base city for the study, with other cities being benchmarked against it. A larger cost of living index for expatriates implies that the city is more expensive for expatriates to live in and vice versa. Findings While the authors generate the cost of living rankings for expatriates for 103 cities worldwide, in this paper, the authors focus on five key cities, namely, London, Hong Kong, Singapore, Tokyo and Zurich, as they are global financial centres. In 2013, the latest year for which data are available, Zurich was the most expensive for expatriates among the five cities, followed by Singapore, Tokyo, London and Hong Kong. These results pertain to the cost of living for expatriates, and cities compare very differently in terms of cost of living for ordinary residents, as ordinary residents follow different consumption patterns from expatriates. Originality/value Cost of living in the destination city is a major consideration for professionals who look to relocate, and organisations factor such calculations in their decisions to post employees overseas and design commensurate compensation packages. This paper develops a comprehensive and rigorous methodology for measuring and comparing cost of living for expatriates around the world. The value-addition lies in the fact that the authors are able to differentiate between expatriates and ordinary residents, which has not been done in the existing literature. They use higher quality data and generate an index that is not sensitive to the choice of base city.
