How to develop a consortium: conversation and collaboration

Purpose This paper aims to describe the conversations and collaborative problem-solving strategies initiated by a small group of faculty working collegially across five University of Wisconsin–Whitewater (UW) campuses to address the state shortage of school librarians. Design/methodology/approach This is a case study of the development of the consortium; its curriculum design and redesign and course development based on Conversation Theory, a set of common principles; and new directions in the library field. Findings This consortium developed a virtual department structure and a curriculum that has addressed the needs of the state and overcome bureaucratic hurdles. Originality/value The structure of the consortium; the use of the Conversation Theory to guide its development, curriculum and course design; and solutions to problems that arose could benefit other collaborative efforts.

Purpose This study aims to share experiences of an easy to adapt service-learning approach in a graduate course on life cycle assessment (LCA). Specifically, it reports on how students helped the university’s cafeteria to assess meals by conducting an LCA for 25 meals and identifying environmental hotspots. Design/methodology/approach A descriptive case study of a graduate course at Ulm University is presented. The course included lectures and problem-based exercises, both theoretical and software assisted. A course evaluation was conducted during the course and one year after completion to poll improvement potentials, as well as its impacts on students’ everyday life. Findings It was found that although it was the first LCA for all students, the resulting LCA information of 25 different meals were homogeneous, comparable to the scientific literature and beneficial to the cafeteria’s sustainable development strategy. The concept of service-learning had a higher impact on students’ motivation than a good grade and active-learning is explicitly requested by students. The course design sensitized students to the real-life problems of LCA and made their consumption patterns more elaborate and ecological. Furthermore, this digitization of higher education could be carried out with only minor changes in the present COVID-19 pandemic situation. Originality/value As the subject of service-learning in natural sciences is still expandable, this study presents an easy to adapt case study on how to integrate such an approach into university curricula dominated by traditional learning. To the best of the authors’ knowledge, this case study presents the first published LCA university course explicitly describing and evaluating a service-learning approach. The topic touches the everyday lives of students, allows comparisons between different student groups, is easily scalable to different group sizes and credits, and supports learning both how to study in small groups and cooperation between groups to ensure comparability of LCA results.

Purpose The purpose of this paper is to assess how technology transfer offices (TTOs) of a public university of the state of São Paulo use patent valuation methods in the process of using developed technology value and transferring technology to industry. Design/methodology/approach This study is an exploratory qualitative investigation based on a case study conducted in a public university in the state of São Paulo. The university has a TTO and an internal structure for technology transfer. In-depth interviews were conducted with the TTO manager about patent valuation and the answers given were analysed. Findings The results on how TTOs use patent valuation methods in the process of assigning value to technology indicate which factors facilitate and which factors hinder the valuation of patents in technologies developed at universities. Research limitations/implications The possible lack of data disclosure due to confidentiality regarding royalties and trading fees makes further comparisons between Brazilian public universities difficult. Therefore, this study recommends that further studies on patent valuation and technology transfer process at private universities, research institutes and public and private companies should be performed. Practical implications In the practice, this study contributes to companies and TTOs by increasing their synergies in licensing negotiations, as well as by reducing the gap of information, between the business parties for assignment and transfer of technologies. With regard to theoretical contribution, this study can cite advances in the methods to measure the financial benefits arising from the valuation of technologies embedded in the patents. Originality/value Owing to the lack of research on the methods of valuation used by TTOs of Brazilian universities, the present study can be useful in serving as a theoretical source for future research and in supporting future TTO negotiations in the process of transferring technologies to productive industry.

Purpose This paper aims to examine key obligations of states to persons deprived of liberty (PDLs) under the right to health framework in the context of COVID-19. As a case study, it also describes the state of health in places of detention in the Philippines during the pandemic, with an end view of providing granular recommendations for prison policy reforms. Design/methodology/approach Relevant rules under international human rights law related to places of detention were thematically analyzed to articulate the scope of the right to health of PDLs. To describe the state of places of detention in the Philippines, this paper relied on archival research of news from selected local mainstream and specialized media. Findings The right to health framework provides a foundation for the response to COVID-19 in places of detention. Key concerns include increase in the number of infections, vulnerabilities in physical and mental health, and the spread of infection among correctional staff. Long-standing structural constraints and limited health information compound the threat of COVID-19. The Philippines must comply with its human rights obligations to PDLs to effectively address COVID-19-related concerns. Practical implications Policy reforms in Philippine places of detention must include application of community standards on physical and mental health, implementation of emergency release and application of non-custodial measures for long-term prison decongestion. Originality/value This is one of the few papers to analyze human rights in health care in places of detention during a pandemic, as nuanced in the context of the Philippines.

Purpose Human trafficking (HT) is a local, national and international problem with a range of human rights, public health and policy implications. Victims of HT face atrocious abuses that negatively impact their health outcomes. When a state lacks protective laws, such as Safe Harbor laws, victims of HT tend to be seen as criminals. This paper aims to highlight the legal present gaps within Missouri’s anti-trafficking legislation and delineates recommendations for the legal protection of victims of HT and betterment of services needed for their reintegration and healing. Design/methodology/approach This case-study is based on a policy analysis of current Missouri’s HT laws. This analysis was conducted through examining current rankings systems created by nationally and internationally recognized non-governmental organizations as well as governmental reports. Additionally, other state’s best practice and law passage of Safe Harbor legislations were examined. The recommendations were based on human rights and public health frameworks. Findings Missouri is a state that has yet to upgrade its laws lately to reflect Safe Harbor laws. Constant upgrades and evaluations of current efforts are necessary to protect and address HT at the state and local levels. Public health and human rights principles can assist in the upgrading of current laws as well as other states’ best-practice and integration of protective legislation and diversion programs to both youth and adult victims of HT. Research limitations/implications Laws are continually being updated at the state level; therefore, there might be some upgrades that have taken place after the analysis of this case study was conducted. Also, the findings and recommendations of this case study are limited to countries that are similar to the USA in terms of the state-level autonomy to pass laws independently from federal law. Practical implications If Safe Harbor laws are well designed, they have greater potential to protect, support and assist victims of HT in their process from victimization into survivorship as well as to paving the way for societal reintegration. The creation and enforcement of Safe Harbor laws is a way to ensure the decriminalization process. Additionally, this legal protection also ensures that the universal human rights of victims are protected. Consequently, these legal processes and updates could assist in creating healthier communities in the long run in the USA and around the world. Social implications From a public health and human rights perspectives, communities in the USA and around the world cannot provide complete protection to victims of HT until their anti-trafficking laws reflect Safe Harbor laws. Originality/value This case study, to the best of the authors’ knowledge, is a unique analysis that dismantles the discrepancies of Missouri’s current HT laws. This work is valuable to those who create policies at the state level and advocate for the protection of victims and anti-trafficking efforts.

Purpose This paper asks what was the state of building-code enforcement and citizen – government collaboration in disaster preparedness when an earthquake hit Kathmandu metropolitan city (KMC) in 2015? It reviewed government documents, analyzed media reports, interviewed building-code monitoring officers and carried out a detailed case study of the earthquake-damaged Park View Horizon Housing Apartment (PVHA) Complex. The research found several earthquake-resilience issues. They were enforcement-vulnerability (Building bylaws, planning permit and building code); institutional-coordination vulnerability; Apartment-regulation vulnerability; technological vulnerability; and citizen-government-collaboration vulnerability. Design/methodology/approach The study area of this research is KMC, and this research is based on content analysis, field observation and interview. It has reviewed all the newspapers and media reports that had covered earthquake issues during and after the 2015 disaster, as well as the articles published in Nepal, South Asia, the USA, New Zealand and Haiti. The literature on Nepal’s building code, seismic history and institutional arrangements for governing earthquake-related issues were reviewed. After field observation of some of the damaged apartments, a detailed case study of PVHA Complex was carried out. Findings The research found several earthquake-resilience issues. They were enforcement-vulnerability (Building bylaws, planning permit and building code); institutional-coordination vulnerability; Apartment-regulation vulnerability; technological vulnerability; and citizen-government-collaboration vulnerability Research limitations/implications A limitation of this study was its heavy reliance on content analysis, one case study and a few interviews and discussions with affected residents, local governments and developers. Practical implications This study would help enhance disaster governance in developing nations. Social implications The citizen–government collaborative approach to earthquake resilience would enhance human resilience to disaster at individual and community levels. Originality/value Since this is the first research carried out on the state of building code and institutional resilience at the time of the 2015 earthquake in Nepal, it is original and provides policy insights for earthquake resilience in Nepal.

Purpose – As a model of competency-based education (CBE), the University of Wisconsin (UW) System Flex options present a unique case study of challenges and opportunities for embedding student-centered library services and information literacy. Design/methodology/approach – In this paper, we describe strategies for engaging with the evolving Flex curriculum, the needs of an unknown student body and the role of new student support staff. The author notes the relevance of examining the library’s role in Flex at this time, given the potential for growth nationally in CBE. Findings – The challenges the author faced initially were closely tied with opportunities that once examined, formed the basis of the embedded library model for competency-based education. Further, the author found opportunities to articulate their role in Flex on their campus and share with other institutions. Originality/value – This case study is based on the author’s experiences embedding Information Literacy and Distance Services in the Flex option at the University of Wisconsin Milwaukee.

Purpose – This paper aims to problematise the relation between “legality” and the state, through a case study analysis of law at work within the built environment. In doing so, the paper argues that studies on law and geography should consider the broader processes of state “law making” to understand the production of illegal space. Design/methodology/approach – The liminal boundary of illegal/legal and its relation with the state is developed through a case study on the legalisation process of a “squatter” settlement located on the outskirts of Bishkek, the capital of Kyrgyzstan. The paper draws on primary qualitative research (semi-structured interviews) and legal analysis undertaken in Kyrgyzstan at various times over seven months between 2011 and 2013. Findings – Examining law as static and pre-existing is problematic in developing an understanding of the production of illegal and legal spaces within the built environment. An emphasis on law-making and the process of legalisation draws attention to the different groups, practices and policies involved and reframes the relation between the state and legality. Originality/value – Using a case study anchoring the analysis within law’s constitutive and contested presence within the built environment, the paper addresses a theoretical and empirical panacea in legal geography by unpacking the “legal” with reference to its plurality internally within the state. Moreover, studies on law and geography have tended to focus on European or North American contexts, whereas this paper draws on data from Central Asia.

PurposeThis study aims to present a case study using a Lean Six Sigma (LSS) process to manage the Assurance of Learning (AoL) process in higher education. The case study highlights the value that LSS can bring to the higher education context in respect to making the AoL process more efficient and more effective. The article also illustrates lessons learned in relation to adopting LSS in higher education institutes (HEIs).Design/methodology/approachThe case study presented is part of a larger undertaking implemented by the Faculty of Economics and Administration (FEA) at King Abdulaziz University in Saudi Arabia to improve its curricula for all its programs as the graduate and undergraduate level in line with the 2013 Association to Advance Collegiate Schools of Business standards. The FEA project team implemented the AoL process using an LSS methodology – define–measure–analyze–improve–control (DMAIC).FindingsThe experience of the FEA as described in the case study suggests that the DMAIC framework can be very useful in managing the AoL process. Three aspects of LSS used in the AoL context are identified as critical in ensuring that the process achieves its stated institutional goals. Firstly, it is necessary to clearly identify which team members have which areas of responsibility in relation to, for example, sponsoring, implementing, managing and monitoring the project. Secondly, the common language provided by LSS is essential to fostering collaboration among members of a cross-disciplinary team. Lastly, quantifiable priorities should be identified.Research limitations/implicationsThe experience of the FEA as described in the case study suggests that the DMAIC framework can be very effective in advancing and managing the AoL process. For example, writing the project charter, mapping the process using the suppliers, inputs, process, outputs, customers model and using various LSS tools and techniques to measure and control the assessment were critical to improving the AoL process.Practical implicationsThis paper provides a guide to the range of practices cited in the literature on implementing LSS in relation to AoL as a comprehensive means of assessing, evaluating and improving curriculum design and delivery. The importance of this process to accreditation is explored and recommendations are offered focused on realizing both short- and long-term benefits through the initial assessments and subsequent iterations.Originality/valueThe defining contribution of this paper to the literature is its consideration of LSS implementation in the HEI context through the development and management of the AoL process.

Purpose This paper aims to understand the social work curriculum as perceived by the learners of the master’s degree programme. The study compares the perception as held by students’ originating from the same and different faculties regarding the curricular aspects of social work education in India. Design/methodology/approach The study uses a qualitative approach. It is a case study-based paper whereby the participants were selected using multi-phase sampling, universities were selected using purposive sampling and 106 students were selected using quota sampling. Semi-structured online interviews were taken using an interview guide and transcribed. Inter-coder reliability was tested using Cohen’s kappa. The paper used grounded theory to analyse data. Findings The study suggests a significant difference in the perception of curriculum between those originating from the same discipline and other faculty. It was found that the learners perceive the curriculum to be obsolete in addressing contemporary concerns and needs serious reframing. Research limitations/implications As the study uses the case study method, it has been limited to four universities of Madhya Pradesh state of India to analyse the cases effectively. Further, only the domain of social work has been explored in the study. Thus, the results may lack generalizability. Further studies can also be conducted to test the propositions suggested. Even similar studies can be carried out with other disciplines. Also, the study being cross-sectional leaves scope for future comparative and longitudinal studies. Practical implications The paper presents some interesting perceptions of the student community, which can be used for redesigning and revising the social work curriculum. Such appraisals if done by every educational institute can bring significant reforms in the present education system of India and make it at par with the global standards and responsive to the contemporary needs of the society. Further, with such training, social workers can be true change agents. Social implications The study can play a significant role in the redesigning of social work education in India. Thus, directly or indirectly benefit the entire society. Originality/value The paper addresses the concern to include the current student community in curriculum design to ensure quality curriculum.

PurposeIn Brazil, the city of Pelotas experienced an economic apex between the end of the nineteenth century and the beginning of the twentieth century, reflecting in the construction of several buildings. The aim of this article is to evaluate the state of degradation of the facades of the Old School of Agronomy Eliseu Maciel, using qualitative and quantitative indicators.Design/methodology/approachThe study was divided into visual and photographic survey, damage map and subsequent application of the Degradation Measurement Method (MMD) and the Element Performance Index (Ip). Taking into consideration the evaluation of the building: through historical research and survey of damages. Finally, the building was framed at a level of degradation.FindingsBy calculating the average damage between the methods – damage map, MMD and Ip – a more faithful representation of the damage was obtained, since the values become balanced. The results show the potential of the use of the methods in the analysis of pathological manifestations in facades.Originality/valueThe originality of this article refers to the use of methods for evaluation of historical buildings. The authors believe that the methods described applied jointly provide the results about the state of degradation through nondestructive and low-cost analyses. The methods of surveying damage to Brazilian heritage are a little researched area. This work will hopefully be engaged by academics and professionals to help establish and promote broad government interest and investments.
