Executive-judicial tensions will rise in Argentina

Significance While initial reports suggest a suicide, the case highlights tensions between the executive on the one hand, and the judicial branch and opposition parties on the other -- tensions already rekindled by the recent resignation of Supreme Court Justice Eugenio Raul Zaffaroni. Disputes over the government-backed criminal justice reform, as well as serious accusations -- including impeachment requests -- against Procurator General Alejandra Gils Carbo, suggest executive-judicial relations will be uneasy at least until the presidential hand-over in December. Impacts The president, who has as yet appointed no Supreme Court judges, may attempt to negotiate unilaterally with some opposition parties. The executive faces several court defeats, particularly over the Criminal Procedure Code and temporary judicial appointments. The government will use the Secretariat of Intelligence to try to mitigate the judicial offensive against allies.

In the years 1975-1976 the Belgian government has given high priority to the restructuring of local government, resp. by the means of mergers of communes : the number of communes has decreased by that way from 2,359 to 596.In the decision-making emphasized were the initiatives taken by the Minister of the Interior as wel! on the domain of the elaboration of the proposals to delimitate the territory of the new communes as on the domain of the defining of the terms of execution with regard to the personnel, the finances, the transition of goods, etc.  About the proposals on the delimitation of the territory the local governmentscould only give advice ; they have been sanctioned by the legislative assemblees at the end of 1975 after rather difficult and heated debates.During this period an important resistance developed : on the one side from the communal milieu itself and on the other side from the opposition parties, esp. the Belgian Socialist Party not participating in the government that had made the drawing of the new map of communes according to a broad plan to its aim.Nevertheless, the decision-making also has to be seen from the fact that the opposition parties agreed with the principle of the mergers : they mainly contested the way in which the mergers were executed.The abolition of the federations of communes around the Brussels agglomeration, decided in the same context, has to be seen in the light of the typical Belgian problem of the coexistence of different linguistic groups.


Subject Kosovo's violent and fragmenting opposition. Significance Three parties which had formed a united front against the government have split into two camps. Vetevendosje (Self-Determination) is on the one side; the Alliance for the Future of Kosovo (AAK) and the Initiative for Kosovo (Nisma), which have formed a formal coalition, are on the other. The split strengthens the government's position. Impacts Further unrest will have damaging consequences for the economy, implementing the Brussels Agreement and Kosovo's passage towards the EU. The governing parties will gain from opposition disunity in any electoral contest, increasing the prospect of early elections. Kosovo's Serbs may implement the devolution aspects of the Brussels Agreement unilaterally, further exacerbating tensions.


Subject Possible successors to President Rafael Correa. Significance The surprising news that President Rafael Correa will not stand in the 2017 presidential elections has triggered a debate over who the ruling party, Alianza Pais, will select as its candidate. The task confronting the party is to choose a candidate who has the potential to secure low and middle-income votes on the one hand and appeal to national and international investors on the other. Striking this balance will be particularly important as the collapse of world oil prices and slowdown of economic growth has damaged the government and fuelled social and political tensions. Impacts Whoever Alianza Pais selects is likely to be the strong favourite, despite the government's difficulties in recent months. The key election battle is likely to be over control of the legislature rather than the presidency. The primary challenge for the opposition to the right will be to find a candidate capable of uniting various leaders and factions.

Purpose The purpose of this paper is to trace the development of indigenous heritage rights in Taiwan. It examines how this pursuit is intertwined with the global indigenous movement, national political interests and rising local cultural awareness. Design/methodology/approach This paper focuses on the rise of indigenous rights in Taiwan by looking at political shifts, indigenous museums and changing frameworks through which heritage is understood. The paper uses two case studies: one is the implementation of a heritage protection law in Taiwan; the other is the launch of indigenous museums. Findings In Taiwan, heritage is often associated with political ideology, power relations and resource distribution. The development of heritage discourse is inseparable from the international heritage trend as well as the local political situation. Originality/value The pursuit of indigenous heritage rights in Taiwan is supported on the one hand by the government so as to define a distinctive Taiwanese culture and on the other to meet the demands of Taiwan’s indigenous movement. Two case studies are provided to examine the pros and cons of current indigenous heritage projects in Taiwan.

During the civil war, Liberia’s forestry sector rose to prominence as Charles Taylor traded timber for arms. When the war ended, the UN’s timber sanctions remained in effect, reinforced by the Forestry Development Authority’s (FDA) domestic ban on logging. As Liberians waited for UN timber sanctions to be lifted, a burgeoning domestic timber market developed. This demand was met by artisanal loggers, more commonly referred to as pit sawyers. Out of this illicit economy emerged the Nezoun Group to provide local dispute resolution between the FDA’s tax collectors and ex-combatant pit sawyers. The Nezoun Group posed a dilemma for the government. On the one hand, the regulatory efforts of the Nezoun Group helped the FDA to tax an activity that it had banned. On the other hand, the state’s inability to contain the operations of the Nezoun Group—in open contravention of Liberian laws—highlighted the government’s capacity problems.

This article explores translational literary Web 2.0 practices and user-generated cultural creations on the Internet, focusing on video poetry that re-creates canonical poets’ bodies of work. It will be argued that the use of for-profit platforms like YouTube and Vimeo by indie creators and translators of video poetry favours the emergence of new translational attitudes, practices and objects that have positive but also contentious effects. One the one hand, these online mediators explore new poetic expressions and tend to make the most of the potential for dissemination of poetic heritage, providing visibility to non-hegemonic literatures. On the other hand, however, these translational digitally-born practices and creations by voluntary and subaltern mediators might reinforce the hegemonic position of large American Internet corporations at the risk of commodifying cultural capital, consolidating English as a lingua franca and perhaps, in the long run, even fostering a potentially monocultural and internationally homogeneous aesthetics.


Significance The opposition has rejected the results and is preparing legal challenges to Museveni’s victory. Impacts NRM internal cohesion will fray as Museveni becomes a more polarising figure in national politics. The NRM will increasingly try to co-opt opponents to neutralise the growing momentum and collaboration among opposition parties. The government will likely launch developmental efforts to tackle youth unemployment and thus avert unrest.

PurposeThis paper aims to disclose the savings behavior of Iran's economy in the context of demographic transition.Design/methodology/approachEmploying a version of Ramsey-Cass-Koopmans growth model, this paper benefits from a broad range of data and variables which are mainly taken from the Central Bank of Iran's database. The study uses actual and calculated data to produce analogous simulated data. The data cover the 1970–2015 period. This long period provides an opportunity to simulate more valid time series. It is worth noting that due to the severe economic sanctions imposed on the Iran's economy, particularly after 2017, some most recent data have been obliterated from the sample.FindingsThe results, stemming from the simulated model, hint that; firstly, the population variable is a notable determinant of the savings rate. Secondly, the effects of a slump in the population growth rate would attenuate the savings level significantly. Thirdly, other pragmatic steps could be taken to redress the fallout of the demographic changes.Research limitations/implicationsThere are some limitations in providing broad data related to economic sectors in Iran. The savings data, for instance, are available as an aggregated time series, and if the authors had wide data of household level, they would have been able to build more detail-based model. Similar to this issue of lack of households’ income-based data, some measures such as high or low levels as well as detailed demographic data could be helpful in sophisticated household level resulting. In addition, the complex relationship between the government and social security (pension) funds, in terms of financing part of government's budget deficit by these funds, thwarts a typical researcher in using comprehensive and transparent government expenditure data in their research. In other words, the possible positive or negative role of the funds, as a related issue to the demographic changes, cannot simply be determined in the model. It might be possible after necessary corrections are carried out in the mentioned relations.Originality/valueIn fact, the problem statement in this paper is to discern how the population aging can impact the saving rates on the one hand, and to what extent its repercussion can be modified by the other theoretical-based determinants on the other. In fact, the underlying argument of the present research arises from the stylized facts concerning prognosticates of the future evolutions of the world's population. To that end, the study will use Iran's economic and demographic data.

The Mexican economy has a fragile and inefficient financing structure for the productive sector; which acquires great relevance in the face of the imminent economic recession that will follow the most critical period of the Covid-19 pandemic. In this paper, the evolution of the different financing channels is analyzed, in order to know, on the one hand, the composition of the financing of companies; and on the other hand, identify the type of company that presents the highest degree of vulnerability and that, therefore, the government should prioritize. For this, a statistical analysis is carried out both of the composition of the financing of the companies; as well as the characteristics of these companies and their relevance in the economic dynamics of the country.
