US tech sector-military ties face spending hurdles

Subject US defence innovation. Significance The United States seeks to leverage its commercial technology advantage to maintain its post-Cold War military superiority as part of its 'third offset strategy'. In light of policymaker concerns about the capabilities of US conventional forces and Chinese and Russian military assertiveness, the strategy presents commercial opportunities to manufacturers, tech companies and academic institutions in the United States. Impacts US policymaker reluctance to commit conventional forces abroad may boost medium-term political support for technology spending. Security requirements attached to Pentagon contracts or grants may conflict with the push for foreign student enrolment in US universities. Disputes over privacy concerns and government access to encrypted user data may drive a wedge between the Pentagon and Silicon Valley.

Significance Mestan also implied that Borisov and Dogan were allied in promoting Russian interests in Bulgarian politics -- while Bulgaria's 'yellow press' accuses him of being a Turkish puppet. On January 13, Borisov dismissed reports that he was keen to revive the South Stream gas pipeline project, but confirmed that Bulgaria was lobbying the European Commission for a Varna gas hub that would revive at least the underwater part of South Stream bringing Russian natural gas to Europe. Impacts DPS realignment will strengthen Borisov's hand domestically, but alienate Turkey and worry the United States. His interest in a gas hub enjoys overwhelming support in both government and opposition, with only about 20 deputies likely to oppose it. Broadly coinciding with Russian interests, the hub must now secure EU financial and political support, in the teeth of US opposition.


Significance US officials estimate that Russia has dispatched tanks and artillery to Syria in recent weeks in a reported military build-up, raising concerns that Moscow is embarking upon an extensive mission to bolster President Bashar al-Assad's embattled regime and establish a substantial Russian military presence in the Middle East. The build-up comes amid an intensive Russian diplomatic drive in Syria. Impacts Recent attempts to revive the UN-backed Geneva peace process will stumble due to the lack of US-Russian and Saudi-Iranian unanimity. Russia will use its influence over Assad as a bargaining chip in its stand-off with the United States and Europe. Hezbollah and Tehran will be emboldened by Moscow's solid backing of the Assad regime. However, this may also complicate Russia's ties with the Gulf states, Turkey and Israel.


Significance The move comes after Facebook suspended a UK political consulting firm, Cambridge Analytica, following allegations on March 18 that it improperly obtained personal data on 50 million Facebook users that was subsequently used in political campaigns. The incident has reignited the debates in the United States and elsewhere on online privacy, targeted messaging and whether tech firms are now too powerful to be left to regulate themselves. Impacts First Amendment considerations will limit any efforts to control online political advertising in the United States. Accusations that Facebook facilitated foreign meddling in elections will dog it more than allegations of improper acquisitions of user data. Internal criticism of Facebook's practices by employees, former employees and investors may be greater agents for change than lawmakers.

The platformization of households is increasingly possible with the introduction of “intelligent personal assistants” (IPAs) embedded in smart, always-listening speakers and screens, such as Google Home and the Amazon Echo. These devices exemplify Zuboff’s “surveillance capitalism” by commodifying familial and social spaces and funneling data into corporate networks. However, the motivations driving the development of these platforms—and the dataveillance they afford—vary: Amazon appears focused on collecting user data to drive personalized sales across its shopping platform, while Google relies on its vast dataveillance infrastructure to build its AI-driven targeted advertising platform. This paper draws on cross-cultural focus groups regarding IPAs in the Netherlands and the United States. It reveals how respondents in these two countries articulate divergent ways of negotiating the dataveillance affordances and privacy concerns of these IPA platforms. These findings suggest the need for a nuanced approach to combating and limiting the potential harms of these home devices, which may otherwise be seen as equivalents.  


Significance Microsoft said WikiLeaks had been in contact with them about vulnerabilities disclosed when WikiLeaks published files on March 7, the first in a series called ‘Vault 7’. This leak has been rebuked by US national security officials, but further revelations could be forthcoming. Impacts Customers may be reluctant to buy products that have previously been associated with CIA spy tools and listening devices. The revelations will damage an already strained relationship between the US government and technology firms. Privacy concerns will hinder internet regulation liberalisation between the United States and other countries, particularly in the EU.


Subject Bill C-59 and Canadian national security legislation. Significance Canada’s governing Liberals have introduced Bill C-59, omnibus national security legislation that promises to be the most significant overhaul of the national security and intelligence architecture since the creation of the Canadian Security and Intelligence Service (CSIS) in 1984. The proposed legislation follows through on a campaign promise by Prime Minister Justin Trudeau to remove unpopular elements from Bill C-51, a legacy of the Conservative government of former Prime Minister Stephen Harper that drew criticism on rights grounds for sweeping powers granted to law enforcement and intelligence to assiste counterterrorism efforts. Impacts Privacy concerns will be a persistent obstacle to Ottawa increasing cyber cooperation with the United States. The bureaucratic overhaul is likely to improve the efficacy of surveillance operations and intelligence analysis. China following through on its recent pledge not to hack Canadian commercial secrets probably depends on bilateral ties warming.

PurposeDrivers and barriers for employee ownership vary between countries because of differences in Politics, Institutions and the Economy (PIE). By analyzing this variation, the purpose of this study is to answer why employee ownership has developed fast in the United States and not in Denmark.Design/methodology/approachThe drivers and barriers for employee ownership are identified from the scientific literature, and the main societal dynamics are identified through the PIE model covering the dynamics between politics, institutional change and the economy. Politics focuses on different social groups influencing the development of institutions driving or hindering employee ownership in the economy.FindingsUnited States has followed a self-enforcing circle with broad political support of “shared capitalism,” including the employee stock ownership plan (ESOP) type of employee ownership. In Denmark, the labor movement rejected worker cooperatives as a main strategy and focused on building up the welfare state. Center-right parties favored employee stocks, but the institutional framework never overcame the barriers for employee ownership.Originality/valueThis is the first study to perform an analysis of politics, institutional change and economic development to explain drivers and barriers for employee ownership and to make a comparison between the development of employee ownership in the United States and Denmark.

Significance The June 12 mass shooting in Orlando will sharpen US partisan divisions ahead of November's elections, making it more challenging for President Barack Obama to focus on international developments in his final months in office. Before his successor is inaugurated in January 2017, Obama will seek to build political support in Washington for his distinctive view of the United States' global role, convey steady stewardship of US national security ahead of the election, preserve the foreign policy achievements of his presidency and manage any regional challenges.


Significance Russia's conflict in Ukraine along with an overall deterioration in the Western-Russian relationship has forced the United States to rethink its post-Cold War defence strategy for Europe. Having up until recently cut the size of its military presence on the continent, Washington is now bringing back both troops and military equipment at a considerable rate in order to reassure NATO allies while also attempting to deter further Russian military adventurism. Impacts ERI funding enjoys strong bipartisan support and is unlikely to be subject to political meddling. Long-term US commitments to European defence are contingent on European willingness to increase military spending. Concerns about Russian military activity along NATO's eastern border decrease the likelihood of a Western anti-ISG intervention in Libya.


Significance New US President Joe Biden plans to reopen the Palestinians’ diplomatic mission in the United States, shuttered by his predecessor Donald Trump during a comprehensive breakdown of ties in 2018. The PA seeks to use a short window of intense anti-Trump sentiment to change basic US assumptions and has promised elections this year to burnish its democratic credentials. Impacts Restored US aid could produce an immediate economic upswing in the West Bank and Gaza. Israel could further extend its COVID-19 vaccination programme to Palestinians as a low-cost goodwill gesture. Dominant PA leaders who have staked their entire political lives on a two-state solution will cling to it despite receding prospects. The PA has proven resilient so far, but if it began to crack, lack of political support means it could disintegrate quickly.
