US-Russian arms treaty is at risk but not dead

Subject Uncertainty around the future of the Intermediate-Range Nuclear Forces treaty. Significance The future of the Intermediate-Range Nuclear Forces (INF) treaty is in doubt as the US Congress considers plans to produce a new ground-launched intermediate-range missile in response to evidence of Russian violations. Active verification has lapsed, and the weapons covered by the treaty are in practice the hardest to distinguish from conventionally armed equivalents. A US congressional initiative to plan for an intermediate-range missile is meant to ensure Russian treaty compliance but Moscow's response is defiant. Impacts Moscow and Washington are focused on other foreign policy issues that may push the INF treaty to the back burner. The multiplication of missile variants makes it harder to tell whether a particular model breaches the INF treaty. Russia's military campaign in Syria has allowed it to test, under live conditions, missiles that could be adapted for ground launch.

Significance The investigations relate to concerns that Trump abused his office by seeking to have a political rival, former Vice President Joe Biden, investigated by Ukraine, which Trump denies. It has brought into the spotlight the conduct of US policy towards Ukraine, and that has seen criticism of Secretary of State Mike Pompeo. It also comes as the Trump administration’s senior foreign policy team has seen personnel shifts. Impacts Pence will focus on foreign policy issues that resonate with evangelical voters, notably Israel and Middle Eastern Christians. Pence will also focus on promoting security and human rights abroad, leaving trade policy to Trump and trade officials. Pence will throw his support and influence behind getting the US-Mexico-Canada Agreement passed, and a US-China trade deal.


Significance The resolution was a Democratic attempt at damage control after comments by a newly elected caucus member that were perceived as anti-Semitic: the party fears being tagged as ‘anti-Israel’ before 2020’s elections. This resolution is the latest move in a brewing congressional battle over the Boycott-Divest-Sanction movement, which brings together several US anti-Israel groups. The rallying cry for this issue is the proposed Israel Anti-Boycott Act, which has 292 co-sponsors in the House and 58 in the Senate. Impacts The White House will resist congressional efforts to limit the president’s foreign policy powers. The US-Mexico-Canada Agreement will be agreed but could be delayed for final changes. Congress will seek a greater role on US North Korea, Saudi Arabia and Iran policy. US-Russia policy will be a sticking point between the Democrats and Trump White House.


Significance Trump and his immediate predecessors have made extensive use of powers granted in the wake of the 9/11 attacks to deploy armed force widely across the Middle East and North Africa. The Democratic-controlled House of Representatives seeks to curtail this. For the administration, this is a direct challenge to its ability to rebuild deterrence, in an age of rising inter-state competition, through greater military capability and convincing rivals that it can and will be used. Impacts Trump will campaign electorally on rebuilding the US military and deterrence capability. The administration will continue ‘maximum pressure’ against Iran but avoid new highly provocative steps. Trump will seek to reinvigorate North Korea talks and push his Middle East peace deal, to boost re-election prospects. Congress, especially Democrats, will try to limit Trump’s foreign policy powers, unsuccessfully, without veto-proof majorities. Unless and until Trump is re-elected, US allies and adversaries will be less likely to bow to administration policy pressure.

Abstract Foreign policy has become one of the most polarizing issues in American politics. This paper investigates the extent to which this division extends to arguably one of the most bipartisan foreign policy issues: policies toward rogue states. Our examination of congressional voting and sponsorship data related to rogue states since 1991 finds that, while there is a high degree of bipartisanship on the issue, there are nuanced but significant partisan differences. First, we find that Democrats are significantly more likely to support a rogue state bill dealing with human rights concerns, whereas Republicans are significantly less likely to support a conciliatory bill. We also find that members of Congress are less likely to propose and support a rogue state bill in the presence of a co-partisan president. We thus conclude that, despite the overall high degree of bipartisanship on rogue state issues, partisanship plays an important role in influencing legislative behavior.

At the inception of the twenty-first century—not to mention the next millennium—books on ‘the American Century’ proliferate monthly, if not daily. We now have The American Century Dictionary, The American Century Thesaurus, and even The American Century Cookbook; perhaps the American Century baseball cap or cologne is not far behind. With one or two exceptions, the authors celebrate the unipolar pre-eminence and comprehensive economic advantage that the United States now enjoys. Surveys of public opinion show that most people agree: the American wave appears to be surging just as the year 2000 beckons. Unemployment and inflation are both at twenty-year lows, sending economists (who say you can't get lows for both at the same time) back to the drawing board. The stock market roars past the magic 10,000 mark, and the monster federal budget deficit of a decade ago miraculously metamorphoses into a surplus that may soon reach upwards of $1 trillion. Meanwhile President William Jefferson Clinton, not long after a humiliating impeachment, is rated in 1999 as the best of all postwar presidents in conducting foreign policy (a dizzying ascent from eighth place in 1994), according to a nationwide poll by the Chicago Council on Foreign Relations. This surprising result might also, of course, bespeak inattention: when asked to name the two or three most important foreign policy issues facing the US, fully 21 per cent of the public couldn't think of one (they answered ‘don't know’), and a mere seven per cent thought foreign policy issues were important to the nation. But who cares, when all is for the best in the best of all possible worlds?

Purpose With the US unemployment rate at 50-year lows and the increased use of automation expected to force organizations to replace or retrain over 25 per cent of their workforce, enterprises need new ways to re-skill employees to prepare for future needs. Design/methodology/approach The authors spoke with HR leaders of different enterprises to see how they will adapt to the future of work with the combination of automation in the workplace. After gaining insights from multiple sources, they were able to come to some conclusions on how the future of work is shaping up to be. Findings After gaining insights, they were able to find that companies that seek to combine the best of human ingenuity, empathy and change resilience with the prudent use of automation and re-skilling will be leading the workforce of the future. Originality/value This paper from ISG was created to give insights into Strategic HR Review from real customers and research conducted. This paper gives valuable insights on how enterprises are actually re-skilling employees to adapt to the rise of automation and IT skills gap.


Significance Puerto Rico is facing a severe fiscal crunch; its general obligation bonds are rated junk status and the government has said that a 2.9 billion dollar bond issuance -- at risk because of the congressional vote -- is required to prevent a shutdown in the next three months. Impacts There is little-to-no prospect of Puerto Rican statehood while Republicans control the US Congress. Puerto Rico would gain five representatives and two senators, likely to vote Democratic. However, this may encourage some Republicans to back federal intervention on debt, to ward off calls for statehood.


Subject Outlook for US policy engagement with Myanmar as the US presidential transition nears. Significance The White House is preparing to lift most remaining US sanctions on Myanmar, after President Barack Obama's September 14 announcement to this effect when he met Myanmar State Counsellor Aung San Suu Kyi. Washington will also restore Myanmar's access to the US Generalized System of Preferences (GSP) because of recent improvements in labour rights. Supporting Myanmar's democratic 'transition' has been a key Obama policy and the president is attempting to fix progress before his successor takes office in January 2017. Impacts Myanmar's government will deepen ties with Beijing, but not necessarily to the extent of eclipsing US ties. The Rohingya issue will still cause some friction in Myanmar-US ties. Policy gaps and delays on Myanmar between the US Congress and next president may expand.


Subject Russian foreign policy in 2016. Significance Russian foreign policy is driven by an amalgam of realpolitik, nationalism and anti-Western ideology, and consists of both defensive and offensive strategies. The robust, confrontational approach championed by President Vladimir Putin in recent years has produced successes in such areas as the military campaign in Syria, but an undecided outcome in Ukraine and mixed results in other parts of the former Soviet Union. Impacts A NATO summit this July may result in a tougher, more coordinated stance on Russia. Following its official partial withdrawal from Syria, the Russian military will conduct selective attacks. Russia will need careful diplomacy to keep Belarus and Kazakhstan from drifting away as allies.


Subject France’s foreign policy. Significance Following several speeches by President Emmanuel Macron on France’s international ambitions and priorities, a new strategic review was published on October 11, updating the 2013 White Book on defence and security. Nonetheless, many questions remain around the implications of Macron’s new foreign policy agenda. Impacts Strategic bilateral relationships will be marked by toughness and pragmatism, as is the case in Macron’s personal relations with Trump. France’s position in the EU -- ambitious but often lonely -- and the Brexit negotiations will be a priority for the government. The 2019-24 military procurement programming law will allocate financial means and indicate which of Macron’s ambitions may be realistic. The modernisation of France's nuclear forces will put additional pressure on the defence budget.
