Egypt education will decline under demographic growth

Subject Education in Egypt. Significance In April 2018, President Abdel Fatah el-Sisi approved a new strategy to reform Egypt’s education system, expanding access to quality primary education, improving teaching and assessment methods, and incorporating technology in classroom learning and examination. This was followed by the declaration of 2019 as the 'year of education', combined with increases in public education spending. The moves come in the context of population growth and a low general standard of education. Impacts Building new schools in satellite cities will increase the demand for private housing in such areas. Education reforms will increase private investment in information and communication technology (ICT). Improving the quality of the labour force will increase Egypt’s competitiveness ranking.

Purpose This study aims to show how hedonic methods can be used to compare the performance of the public and private sector housing markets in Costa Rica. Design/methodology/approach Hedonic price indexes are computed using the adjacent-period method. Average housing quality is measured by comparing hedonic and median price indexes. The relative performance of the public and private sector residential construction is compared by estimating separate hedonic models for each sector. A private sector price is then imputed for each house built in the public sector, and a public sector price is imputed for each house built in the private sector. Findings The real quality-adjusted price of private housing rose by 12 per cent between 2000 and 2013, whereas the price of private housing rose by 9 per cent. The average quality of private housing rose by 45 per cent, whereas that of public housing fell by 18 per cent. Nevertheless, the hedonic imputation analysis reveals that public housing could not be produced more cheaply in the private sector. Social implications The quality of public housing has declined over time. The hedonic analysis shows that the decline is not because of a lack of competition between construction firms in the public sector. An alternative demand side explanation is provided. Originality/value This study applies hedonic methods in novel ways to compare the relative performance of the public and private housing sectors in Costa Rica. The results shed new light on the effectiveness of public sector housing programs.

Subject Australia's infrastructure situation. Significance Public consultancy group and statutory body Infrastructure Australia released a 42.4-billion-US-dollar blueprint in late March for priority projects in response to rapid population growth that is stretching the capacity of key cities. The 96 proposals include a new airport in Sydney and urban transport upgrades. Impacts Poor planning systems, undermining the quality of services, could deter much-needed private investment. Urban centres will struggle to manage projected population rises and higher environmental risks, especially from climate change. Infrastructure productivity is lagging, but new technologies could allow for efficiency gains.

Significance This speech reiterated sentiments from the one he delivered on July 30 marking his 20 years in power, in which he highlighted the need to reduce inequality, create more jobs and improve education. Recent reports from the IMF and the World Bank have echoed the king’s concerns about the shortcomings of Morocco’s economic performance. Impacts Higher growth and more private investment will be needed to address high youth unemployment and declining labour force participation. Morocco’s rising level of public debt is no cause for alarm yet, but it is an important risk factor for the medium term. Economic issues have the potential to intensify political unrest -- even against the king himself.

Purpose – The purpose of this paper is to analyse the economic and technological factors that determine the quality of European telecommunications services. The paper test whether the privatisation, the efficiency and the labour factor of telecommunications operators are determinants of service quality and whether competition, technology and infrastructure investment in the telecommunications sector influence that quality. Design/methodology/approach – The paper use the panel data methodology to analyse the factors that determine the quality of service of telecommunications. Findings – The results indicate that the more efficient the company is, the more quality it will deliver. However, the paper finds no evidence that the privatisation and the restructuring of the labour force of the main telecommunications operators, or the competition, technology and investments in the sector, lead to greater quality. Practical implications – In order to foster higher quality, effective market competitiveness has to be established to avoid benefitting the incumbent company and to make the development of competition possible in the long run. Originality/value – Although previous literature assumes a positive relationship between the performance of privatised companies and quality, this study shows that the privatisation and liberalisation processes do not bring about quality improvements by themselves. The research finds that the efficiency of privatised companies is the primary source of quality.

Significance The government is attaching high hopes to its digitalisation strategy to stimulate economic growth, increase government efficiency and improve people's quality of life. Despite challenges, the programme starts with reasonably well-developed infrastructure and internet access, intellectual capital and several world-class IT companies. Impacts A more flexible legislative approach is required to encourage innovation. Traditional services such as retail, hotels and taxis will be challenged by 'upstarts' based online. Private investment will be critical for high-risk technological start-ups to proliferate. Personal and business data protection will become an urgent concern.

PurposeThe purpose of this paper is to evaluate the online presence of Italian destination management organizations (DMOs) by assessing the quality of their web sites through a demand‐side heuristic approach. Moreover, given the importance of a clear strategic vision for an efficient and effective use of online media, the paper examines the alignment between tourism development plans and practical implementation of information and communication technologies (ICT). Finally, the possible impact of the adoption of a strategic approach on the overall quality of the web sites under investigation is explored.Design/methodology/approachA double analysis was conducted. An assessment of the main quality features of the official tourism web sites and an evaluation of the statements of public authorities concerning strategic intentions and guidelines for developing ICT instruments. The two evaluations are compared in order to examine their relationships. A strategic matrix of the technological performance and attitude of Italian regional authorities is proposed.FindingsThe quality of the Italian DMOs' web sites is satisfactory, on average. Weaknesses are found in the offer of interactive services and Web 2.0 functions. Moreover, an improvement in the user evaluations with respect to the past demonstrates the attention given to ICTs by the DMOs. As a matter of fact, the strategic plans examined deal, in general, relatively well with ICT issues, while it is also shown that poor strategic vision, as expressed in the promotional plans, is related to poor performance of some web sites.Originality/valueThe paper assesses the quality of Italian DMOs' web sites quality as perceived by visitors and, for the first time, relates the evaluations to how ICT strategic plans deal with the issue.

Purpose When manufacturing an arc-shaped tube product using push bending process, the transition zone and outfeed zone will inevitably occur. Transition zone and outfeed zone are caused by the kinematical motion of mobile tools. The existence of transition zone and outfeed zone will lead to a big deviation between the forming product and desired shape. To improve the forming quality of arc-shaped products in push bending, the transition zone and outfeed zone are investigated in this paper. Design/methodology/approach A piecewise function is used to describe the bending characteristics along bending line, in which a series of vibration parameters are extracted and considered as control values. Findings The new strategy is helpful for finding the relationship between tools motion and curvature distribution and improving the bending lines design procedure in flexible push bending. Originality/value The new strategy is helpful for finding the relationship between tools motion and curvature distribution and improving the bending lines design procedure in flexible push bending.

Purpose – The purpose of this paper is to explore and review the range and quality of international epidemiological and observational studies reporting impacts of psychiatric disorders on labour force activity. This information is needed to explore the relative priority of different diagnostic groups for more intensive forms of vocational rehabilitation. Design/methodology/approach – The authors provide an overview of the current literature. A systematic review of papers measuring labour force variables and psychiatric disorders across a range of countries is conducted. These results are compared to OECD background unemployment rates during the same period. The results for each diagnostic category included are aggregated and compared to the other diagnostic categories. Findings – The proportions of people employed decreased with the more severe disorder categories, indicating that severe psychiatric illnesses are contributing to employment struggles for people with these illnesses, across countries. Research limitations/implications – This review is exploratory and shows that there is little consistency in reporting of labour force variables. Future research should endeavour to utilise internationally agreed definitions of labour force activity. Practical implications – This conclusion is relevant to matching community residents with psychiatric disorders to the more intensive and costly forms of vocational rehabilitation. Originality/value – To our knowledge, no previous review has examined diagnostic categories of psychiatric disorders by labour force activity internationally while taking into account background unemployment. This review found an employment gradient related to severity of diagnostic category that will be of interest to clinicians and policy makers.
