Elections will produce uncertain outlook in Chile

Significance Neither of the two coalitions that have governed since the restoration of democracy in 1990 seems likely to form the next government, marking the beginning of a new and probably less stable period. The new government taking office in March will have to grapple, at least initially, with slow growth and higher inflation as well as conflicting demands for change and stability. Impacts Traditional party loyalties have been undermined by a new stability-versus-change cleavage which will complicate governability. The introduction in 2017 of a more proportional voting system for legislative elections has prompted the rise of new parties. Boric’s attempts to expand into the centre will come up against the presence of the Communist Party in his coalition.

Significance The goal is to ensure that Hong Kong’s formal political institutions are controlled by ‘patriots’ (meaning people who support the Chinese Communist Party) and end the obstruction (or threatened obstruction) seen in the city’s politics over the past decade. Impacts Beijing has lost faith in the current establishment, and is perhaps hoping for new, more competent pro-Beijing leaders to emerge. Hong Kong’s government may pursue a more active, interventionist economic policy to address cost-of-living issues. The next legislative elections, already postponed by a year to September 2021, may be postponed further. The reforms imply less tolerance of politicians who accept Hong Kong’s place within the Chinese state but favour political change in China.

PurposeTo identify the factors that influence adoption of e‐voting services by citizens between the ages of 18‐24.Design/methodology/approachThis study uses Carter and Belanger's (2005) model of e‐government adoption to assess young voters' intention to use an online voting system. The study integrates constructs from technology acceptance, diffusion of innovation, and web trust models. A survey is administered to 208 young voters. The data is analyzed using multiple regression analysis.FindingsResults indicate that user perceptions of compatibility, usefulness, and trust significantly impact their intention to use an electronic‐voting system. The model explains 76 percent of the variance in young voters' intention to use an e‐voting system.Research limitations/implicationsThe study only explores the perceptions of one age group. Future studies could use the model to access adoption perceptions of a more diverse pool of citizens.Practical implicationsGovernment agencies should emphasize the benefits of this electronic service to young voters. If marketed properly, the convenience and compatibility of e‐voting may be influential enough to motivate this normally apathetic demographic to participate in the election process.Originality/valueThis study explores adoption of internet voting by young citizens. An understanding of the factors that influence this demographics' intention to use e‐voting systems can be used to increase voter participation. The findings of this study also lay the foundation for future studies on e‐voting adoption.


Significance The OECD similarly raised its forecast for Colombia this month to 9.5%, from 7.6% previously. The optimism follows impressive growth of 17.6% and 13.2% year-on-year in the second and third quarters, according to national statistics agency DANE, as the economy emerges from the paralysis brought about by the COVID-19 pandemic. Impacts The banking sector has proven resilient during the pandemic; solvency risks will remain low and no recapitalisation needs are expected. Additional social, health and education spending will be needed to reverse a sharp increase in the poverty rate, now 43%. Security problems will continue to threaten Colombia’s social and economic development. Congress will remain fragmented after the March legislative elections, making consensus-building crucial to the passing of legislation.

Purpose The purpose of this paper is to investigate whether and how affiliation with the government-controlled business association, namely, China Federation of Industry and Commerce (CFIC), affects corporate philanthropy in an emerging market. Design/methodology/approach Through an analysis of survey data gathered from Chinese private firms, this paper conducts multiple regressions to examine the impact of the CFIC membership on corporate philanthropy. Findings Empirical results show that the CFIC membership of private entrepreneurs is significantly positively associated with corporate philanthropy. Moreover, this study finds that the provincial marketization level and the firm Communist Party branch attenuate the positive association between CFIC membership and corporate philanthropy, indicating that the effect of CFIC on corporate philanthropy is more pronounced in regions with lower marketization level and firms without Communist Party branch. The findings are robust to various alternate measures of corporate philanthropy and remain valid after controlling for potential endogeneity. Practical implications Firms will be more active in corporate philanthropy to respond to the government’s governance appeal when they join the CFIC. This highlights the implications of political connections and in particular on the value of government-controlled business associations in the Chinese business world. Originality/value This study extends the literature on the determinants of corporate philanthropy and deepens the theoretical understanding of the governance role of business association with Chinese characteristics.

Purpose E-corporate governance or the use of technologies and information systems (ISs) in corporate governance, is still a subject that is too seldom addressed in business research. This paper is at the intersection between two fields of research (corporate governance and the management of ISs), which are interdependent in ways that are still unexplored. The paper analyzes the implications of internet voting (IV) at shareholders’ annual meetings (SAM) for the corporate governance of listed companies in France, in particular for the relationship between executives and shareholders. Most of the studies that have dealt with IV at SAM have focused on techno-legal issues and were often conducted by business law researchers. The purpose of this paper is to investigate the implications of the new voting system through the prism of corporate governance. Design/methodology/approach The authors proceeded by triangulation of methods. This qualitative study is based on observations, interviews and documentary analysis. It assessed the IV implications for both the issuing companies and the shareholders. Findings The new voting system brings undeniable competitive advantage to the issuing company and facilitates shareholders’ activism, yet it has serious risks both for the corporations and for certain categories of the shareholder. Interestingly, the authors propose an original and field-grounded typology that distinguishes the risks and benefits associated with IV in relation to executives’ attitudes. Social implications The paper shows that the resolving of identified deficiencies with IV development could contribute to the alignment of companies’ interests with those of shareholders. Moreover, the study calls for policymakers to appoint an official body to regulate the practical implementation of the new system and to prevent its dissemination being held hostage to the executives’ willingness. Originality/value An original aspect of this research lies in the effective operationalization of the constructs of corporate governance effectiveness with a view to examining corporate governance as a set of technologically mediated practices. Moreover, this study emphasizes the key role of the construct of “executives’ willingness” in facilitating/impeding IV diffusion. This underlies their attempts to reverse the corporate governance relationship.

Purpose The purpose of this study is to examine the impact of using proportional representation system on the fragmentation of the party system in the Algerian political system within the period from 1997 to 2017, in which Algeria has experienced five legislative elections regularly every five years by testing a hypothesis about adopting the proportional representation system on the basis of the closed list during the foregoing legislative elections has obviously influenced the exacerbation of the Algerian party system’s fragmentation, compared to other factors. Design/methodology/approach The essence of the theoretical framework of this study is to address the effect of the electoral system as an independent variable on the party system as a dependent variable. The starting point for that framework is to reassess the “Duverger’s law,” which appeared since the early 1950s and has influenced the foregoing relationship, and then to review the literature on a new phase that tried to provide a more accurate mechanism for determining the number of parties and their relative weight, whether in terms of electoral votes or parliamentary seats. This means that researchers began to use a measure called the effective number of parties (ENP) for Laakso and Taagepera since 1979. The study elaborates the general concepts of the electoral system and the party system. It used Laakso, Taagepera index of the “ENP” to measure the phenomenon of fragmentation party during the five legislative elections from 1997 to 2017 in Algeria. Findings The results of the study reveal that the proportional representation electoral system – beside other factors – had clear impacts on the fragmentation of the Algerian party system by all standards, whether on the level of the apparent rise in the number of the parties represented in the Algerian parliament from 10 parties in 1997 election to 36 parties in 2017 election or according to the index of Laakso and Taagepera (ENP). The average number of effective number of electoral parties in the five elections was around 7.66, and the average number of effective number of parliamentary parties in the five elections was around 4.39, which puts Algeria in an advanced degree of the fragmentation of the party system. Originality/value This study about the phenomenon of the fragmentation of the party system, which is one of the new subjects in the field of comparative politics – globally and in the Arab world. Hence, the value of this study aims to shed light on this mysterious area of science, the fragmentation of the party system in the Algerian political system during the period from 1997 to 2017.

ABSTRACT A 2014 multistate listeriosis outbreak was linked to consumption of caramel-coated apples, an unexpected and previously unreported vehicle for Listeria monocytogenes. This outbreak was unanticipated because both the pH of apples (<4.0) and the water activity of the caramel coating (<0.80) are too low to support Listeria growth. In this study, Granny Smith apples were inoculated with approximately 4 log10 CFU of L. monocytogenes (a cocktail of serotype 4b strains associated with the outbreak) on each apple's skin, stem, and calyx. Half of the apples had sticks inserted into the core, while the remaining apples were left intact. Apples were dipped into hot caramel and stored at either 7°C or 25°C for up to 11 or 28 days, respectively. Data revealed that apples with inserted sticks supported significantly more L. monocytogenes growth than apples without sticks under both storage conditions. Within 3 days at 25°C, L. monocytogenes populations increased >3 log10 in apples with sticks, whereas only a 1-log10 increase was observed even after 1 week for caramel-coated apples without sticks. When stored at 7°C, apples with sticks exhibited an approximately 1.5-log10 increase in L. monocytogenes levels at 28 days, whereas no growth was observed in apples without sticks. We infer that insertion of a stick into the apple accelerates the transfer of juice from the interior of the apple to its surface, creating a microenvironment at the apple-caramel interface where L. monocytogenes can rapidly grow to levels sufficient to cause disease when stored at room temperature. IMPORTANCE Neither caramel nor apples are a food where the pathogenic bacterium Listeria monocytogenes should grow, as caramel does not contain enough free water and apples are too acidic. Caramel-coated apples, however, were recently linked to a deadly outbreak of listeriosis. We hypothesized that inserting a stick into the apple releases juice to the interface between the apple and caramel, providing a more hospitable environment than either component alone. To test this hypothesis, apples were inoculated with L. monocytogenes prior to caramel dipping. Some apples had sticks inserted into them before dipping, while others did not. No growth of L. monocytogenes occurred on refrigerated caramel apples without sticks, whereas slow growth was observed on refrigerated caramel apples with sticks. In contrast, significant pathogen growth was observed within 3 days at room temperature on caramel apples with sticks inserted. Food producers should consider interfaces between components within foods as potential niches for pathogen growth.

Purpose The purpose of this paper is to provide managers with insights to help survive a crisis, create advantage during slow-growth recoveries and thrive when the crisis is over. Given the environment at the time of this paper, this paper focuses on widespread crises, such as a public health crisis like COVID-19. Design/methodology/approach The authors offer a conceptual framework, grounded in the attribution theory and situation crisis communication theory (SCCT), for managers to use when determining which crisis response strategy is most appropriate to use during a crisis. Propositions based on this framework are provided. This paper focuses on widespread crises, such as a public health crisis, particularly on the COVID-19 pandemic. Based on the framework proposed for organizational crisis response strategy and recovery, several insights for managers across a variety of industries emerge. Consideration of the best strategic approach to a crisis is essential, and time is critical. This framework provides a starting point for creating a proper response strategy when a crisis arises that is not within the organization’s crisis management planning. Managerial implications for several industries, such as restaurant, hotel, airline, education, retail, medical and other professional services, and theoretical implications to further the advancement of understanding are provided. Findings The findings of this paper demonstrate that organizations that apply an accommodative strategy during unintentional crises will survive, while during intentional crises, they will thrive in the marketplace. Similarly, organizations that apply an offensive strategy during unintentional crises will thrive, while during intentional crises, they will survive in the marketplace. Practical implications This paper provides a framework highlighting strategies that best protect an organization during both internally and externally caused crises. The response strategy and crisis framework are based on the attribution theory and SCCT. Building on this framework, six propositions are postulated. In keeping with this strategy and crisis framework, this study provides several crisis response insights for managers across a variety of industries. These suggestions act as a guide for managers when assessing how to respond in the early days of a crisis and what to do to recover from it. Originality/value This paper provides a crisis-strategy matrix, grounded in the attribution theory and SCCT, to provide decision-making guidance to help managers survive a crisis, create advantage during slow-growth recoveries and thrive when the crisis is over. The authors provide multiple industry insights related to the “how to” and the “what to” in the recovery from and survival through internally and externally caused crises.


Significance Delhi and Hanoi declared a ‘strategic partnership’ in 2007 and a ‘comprehensive strategic partnership’ in 2016. Each is wary of China’s growing power. Impacts Election of new leaders at the Communist Party of Vietnam’s upcoming national congress will have little impact on Hanoi’s foreign policy. India will resist calls to join the Regional Comprehensive Economic Partnership. Cambodia and Laos will remain the two ASEAN members most closely aligned with China.


Significance However, ahead of the November 14 legislative elections, JxC will have to mend internal divisions between moderates and hardliners, respond to the challenge posed by new right-wing forces, and postpone debates about their 2023 presidential candidate. Impacts Neither JxC nor the FdT as yet has a clear presidential frontrunner for 2023. Victories by Rodriguez Larreta’s allies in the November elections would strengthen his leadership within the coalition. JxC will continue to face challenges related to Macri’s widespread rejection and criticism of his government. Hardliners in JxC will push for a more confrontational stance against the Peronist government, which could backfire.
