Mali's transition to elections will be prolonged

Significance Malian authorities on January 1 proposed a five-year delay to elections that were due to take place in February. The proposal came after Mali’s National Conference on Reconstruction formally recommended that the transition be extended by at least six months or up to five years beyond February. Impacts Despite army claims that soldiers are eliminating scores of jihadists, much of Mali's territory is outside government control. The now-confirmed presence of Russian military trainers may give the junta more bargaining power in negotiations on the electoral timetable. The government is weak on economic policy and will struggle to stem the rise in food prices.

Subject Impact of oil output cuts on Azerbaijan. Significance Azerbaijan has agreed to cut oil production in the first half of 2017 in support of the agreement reached by OPEC and non-OPEC states. It can ill afford a further loss of revenues, but the bigger picture is that oil production is already on a downward curve. Impacts To avoid social unrest, the government will need to allocate spending to mitigate the impact of rising prices. Fiscal pressures may rein in lavish spending on Russian military hardware. The government will maintain strong ties with Turkey as an export route and security ally.


Significance The currency, which has fallen 14% against the dollar so far this year, fell another 3% in morning European trade, sinking below 70 to the dollar. The rate cut comes after the January 26 downgrade by international ratings agency Standard & Poor's (S&P) of Russia's sovereign credit rating to junk status (from BBB- to BB+) and the January 28 announcement of an economic plan that will see the government spend 2.34 trillion rubles (35 billion dollars) to bolster key industries, including banks, and to boost its troubled economy particularly in the regions. As part of the measures, Moscow plans a 10% cut in the budgets of all but a handful of ministries. Defence, agriculture and social spending are spared. Impacts Discussions between liberals are not as important to economic policy as they were. Further measures to boost the economy are likely in order to forestall more rating agencies downgrading Russia to junk status. The Security Council will exert greater influence over economic policy, further marginalising economic liberals.


Subject Economic policy in Taiwan. Significance The government earlier this month announced an eight-year special budget for infrastructure worth 880 billion Taiwan dollars (29 billion US dollars). It is part of an economic plan in February that aims to boost GDP growth over the next four years, signalling a push to address livelihood issues by the government of President Tsai Ing-wen, whose public support has evaporated since she took office last May. The plan's announcement follows closely on the heels of the introduction of a five-day work week in January. The controversial amendment to the labour law shortening the work week indicates a new willingness by the Tsai administration to weather public discontent in pressing forward with its economic agenda. Impacts GDP growth will get a fiscal boost, but the targeted 2.5-3.0% may still prove too ambitious. The labour reform will create inflationary pressure. Taiwan's export dependence means that domestic policies can only go so far; external demand will be crucial.


Subject Economic policy-making. Significance The government in April successfully ended the long-running debt default through an agreement with the most intransigent holdout creditors and a bond issue worth 16.5 billion dollars, the largest in Argentina's history. Despite this step, doubts remain concerning the government's ability to reduce the huge fiscal deficit and even its willingness to do so, as renewed access to lending will allow it to ease fiscal adjustment, reducing the high political cost involved. Impacts There is a risk that, with the return of global lending, the government will choose to postpone fiscal adjustment. In the absence of a clear stabilisation plan, efforts to slow inflation will take time. If the economy does not rebound in coming months, the government's performance in October 2017 mid-term elections will be undermined.


Significance Thus ends eight years of economic policy oversight by the ECB, European Stability Mechanism and IMF, in exchange for some 275 billion euros (315 billion dollars) in soft loans. To obtain authorisation for the final disbursement, the government had to agree to what amounted to an unofficial fourth package of reforms without further financial assistance. Impacts Markets will demand a premium to purchase Greek sovereign debt until economic policy crystallises and the political situation clarifies. An increase in the minimum wage and the restoration of collective bargaining could revive private consumption. Private investment will depend on the availability of foreign direct investment for the privatisation programme.


Significance The Russian authorities have been cautious in crafting their response to the US air and artillery attack that targeted advancing Syrian government forces accompanied by members of the 'Wagner' force, recruited and trained in Russia but not officially acknowledged by the government. The Kremlin has pointedly avoided framing the incident as a US-Russian military clash. The number of deaths is unclear -- probably not the hundreds that some claim, but closer to 30 or 40. Impacts The Kremlin will seek to ride out the domestic scandal by insisting no army forces were involved. Aware that US forces will respond decisively, Russia will redouble efforts to push deconfliction efforts in Syria and avoid open challenges. In Syria, Wagner is likely to be subject to tighter control from Russian military commanders.


Subject State banks’ increased use as policy instruments. Significance Ziraat Bank will be providing low-cost credits for greenhouse horticulture, the state bank announced on February 8. Its low-cost credits to agriculture are part of government policies to combat high food prices. Such measures, minor in themselves, exemplify the increasing use of state banks for policy purposes. Impacts Private banks may face more unfair competition and market distortion as a result of state banks’ activities. State banks’ roles will contribute to investor concerns about fiscal policies and the quality of economic management in general. Business will have all the more reason to enter into client-patron relations with the government, affecting efficient resource allocation.

Purpose The purpose of this paper is to analyze and examine the influence of the role of the central government, the role of local government, community participation, governance on the success of post-COVID-19 food security policies. Design/methodology/approach This study conducted a quantification study related to phenomena related to the success of post-COVID-19 food security policies. The data used are primary data with a research instrument in the form of a questionnaire. Data analysis using the measurement model Structural Equation Model (SEM). The population in this study was all people in the city of Bandung, Indonesia. Findings The role of the Central Government (X1), the role of the Local Government (X2) and Public Participation (X3) is very important for improving Governance (Y1) and Food Defense Policy (Y2). Thus, the conditions of the role of the Central Government (X1), the role of the Local Government (X2) and Public Participation (X3) must always be maintained. Efforts to maintain the role of the Central Government (X1) and the role of the Local Government (X2) can be done by paying attention to the organizing aspect. This indicator is known to have a very important influence in reflecting the role of the Central Government (X1) and the role of the Local Government (X2). On the other hand, efforts to increase Public Participation (X3) can be done by paying attention to the Psychological indicators (X31). Originality/value The government must take steps to prevent a food crisis. Apart from that, the government is also deemed necessary to map existing agricultural potentials, stabilize food prices, carry out consolidation related to agricultural land and also make regulations related to existing food problems. Apart from the role of the government, the public can also take part in maintaining food security to avoid a food crisis. Communities have the opportunity to build food sovereignty and self-sufficiency. During a pandemic like this, people tend to be more creative and can be creative to outsmart existing situations. This includes maintaining access to food. The community is expected to have the awareness to undertake at least independent planting to meet their own food needs.

Increasing nutrition improvement in food-prone communities, poor household access to food, increased rice self-sufficiency, maintaining food prices for lower middle class communities, maintaining farmers' exchange rates, and increasing commodity bargaining power, comparative advantage of the agricultural sector is a noble goal that must be realized by the government towards a prosperous society. The tendency to increase animal protein needs is positively correlated with an increase in the number of livestock production needs. Thus, it stimulates the increase of livestock population, which certainly increases the need for feed.


Significance The new parliament could provide an opportunity for a review of Algeria’s economic policy options. The previous legislature was constrained by the fact that it had been elected during the time of former President Abdelaziz Bouteflika (in office 1999-2019), which tainted many of its leading members by association. Impacts Islamists are likely to make gains in the election, mainly because the two main establishment parties are discredited and in disarray. Extra spending on healthcare and settling arrears to public agencies will not stem protests against disenfranchisement and living standards. The election could provide an opportunity for the government to bring forward detailed proposals for reviving the car assembly industry.
