How Chinese executives view economic challenges and global opportunities

Purpose To better understand the challenges and opportunities facing China, the IBM Institute for Business Value in cooperation with Oxford Economics surveyed 1,150 executives from across China. Survey respondents represented a variety of industries and included executives from Chinese corporations, start-up enterprises, the government sector and educational institutions. Design/methodology/approach This report shares the executives’ vision for the Chinese economy, and proposes actions to help spark growth and positive change. Findings The Chinese executives surveyed see the current economic environment in China as encompassing five main challenges – immature services sector, declining domestic consumption growth, lending decisions creating over investment in some sectors, declining export growth and environmental issues impacting economic development. Practical implications The article identifies the six most important ways to accelerate China’s growth according to the executives: Originality/value Despite challenges, Chinese executives are optimistic about the country’s economic growth prospects. In fact, 93 percent of executives believe China will maintain stable to high growth of more than 5 percent over the next five years. And almost a quarter of them believe China will be able to return to its recent very high growth rates in excess of 8 percent.

Subject China's services sector. Significance Service industries now account for more than half of the Chinese economy. The government hopes that continued growth in the service sector will boost domestic consumption and create enough new jobs to absorb those lost from heavy industry and manufacturing. However, many of the service positions created so far are low-paid and insecure. Moreover, large numbers of workers are effectively excluded from these new jobs because of their age, skill level or geographic location. Impacts Jobs created by e-commerce and the 'sharing economy' will negatively affect workers in traditional retail and taxi services. Employers' reluctance to train staff and local governments' inability to offer retraining will hamper efforts to bridge the skills gap. Elderly workers laid off in China's north-eastern rust belt will be particularly hard-hit and the least able to adapt. Frustration and anger among the workforce caused by long-term unemployment and underemployment will lead to greater social instability.

Purpose This paper aims to identify challenges and opportunities for social enterprises (SE) in civil engineering in Brazil. Design/methodology/approach Starting from the transformative social innovation theory and inspired by grounded theory principles, this paper conducts three-stage exploratory research. First, this paper mapped the Brazilian SE civil engineering ecosystem. Next, this paper classified the SE initiatives along with an organizing framework. Finally, this paper conducted 11 interviews with key ecosystem actors and analyzed data through iterative, parallel and interrelated content analysis procedures. Findings The 37 SE found were classified along “Sustainability,” “Housing,” “Transportation” and “Sanitation” pillars, which are aligned with the United Nations’ social development goals. This paper found 50 challenges and opportunities, which were aggregated along seven dimensions. Three elements are particularly relevant as opportunities: opportunities for SE with ecosystem supporters, specialized investors and partnership with major companies; while government and early investment are the most relevant challenges. Research limitations/implications Research findings and conclusions cannot be extended to other sectors and countries. Usual limitations associated with exploratory qualitative research must also be highlighted. Practical implications The government should offer financial and technical support for civil engineering in working in partnership with ecosystem supporters. Academy could use SE content and ecosystem for its students and should offer diverse resources for network creation. Originality/value Focusing on civil engineering SE in Brazil, this study sheds light on a high-impact sector that has not been studied yet.

Purpose The purpose of this paper is to analyze and determine the best course of action for policymakers in China when dealing with the implementation of best practices for the internet of things (IoT). The recently introduced Internet Plus strategy is an attempt by Chinese policymakers to boost the Chinese economy by diminishing its reliance on manufacturing and export in favor of a knowledge-based economy driven by services and the tech sector. The IoT is arguably one of the key drivers behind this transformation. Design/methodology/approach This paper conducts an analysis of existing literature on the IoT and uses two complimentary theories, resource-based view and dynamic capabilities theory, to determine a set of policy recommendations. Findings A cooperative relationship between policymakers, start-up firms and academia is essential to the success of the IoT. The artificial intelligence industry also plays a key role in the development of the IoT and requires strategic funding and favorable policy. Finally, established and cost-effective standards and practices are much more likely to be effective than new and costly alternatives. Originality/value This paper examines the newly established field of the IoT and sets out a number of policy recommendations needed for its success. To achieve this, the author uses two complimentary theories unique to the business management field but increasingly compatible with the Chinese public policy sector.

Purpose – The purpose of this paper is to study the factors affecting the development of e-government by using a citizen-centric approach. Design/methodology/approach – This paper is a mixed-methods study consisting of qualitative and quantitative research. Data were collected from government agencies using a structured interview and questionnaire about e-government services. The research was collected from the people responsible for the management of an e-government project in 75 government agencies. In addition, the researcher collected data from 1,400 citizens by using an e-Survey questionnaire that grouped participants by age. Findings – By using a citizen-centric approach, the paper identified the factors affecting the development of e-government. There were five factors from the viewpoint of government agencies and citizen groups: quality of e-government services, policy and governance, information technology infrastructure, organization and economy and society. Research limitations/implications – The research covered the development patterns of e-government for services from government to citizens only. Practical implications – Seeing the importance of environmental factors for both service providers and service users would facilitate continuous improvement of e-government service provision by government agencies. Social implications – The results reflect citizens’ need for e-government services; quality is their priority. Hence, government agencies must consider the quality of the delivery of information and e-government services as they relate to the lifestyles and needs of citizens. Originality/value – The creation of knowledge from merging e-government concepts with citizen-centric principles is a modern government sector management theory. This research stresses the need for the government sector to see the need for e-government and to recognize the factors for its successful development. This means the design and development of e-government services should respond to the increasing needs of the citizens.

Purpose The aim of this paper is to learn about some patterns of sectoral and industrial structural change of the Chinese economy over the 1995-2010 period, which also complements a previous paper of the author. The chosen period is about (and conveniently) bounded by two international crises: the Southeast Asian crisis of 1997 and the world crisis that started in 2007/2008. Design/methodology/approach To such a purpose, this paper set up a quantitative methodology via input-output modelling, which allows us to decompose gross output into some key demand sources or contributions. These are then analyzed over the full period. Findings It can be shown that the trajectory of the main structural patterns over the period was not smooth and was pretty unbalanced and that they generally responded to both domestic policy and international shocks. Export demand and heavy industry appeared to be the main engines of the economy, which showed massive increases in their share of output, at the expense of domestic demand, services and agriculture. Despite the high growth rates over this period, the Chinese economy seemed to be in need of rebalancing, which seems to have started toward the end of the authors’ period. Originality/value The decomposition method has been applied before by the author and others, but the variations in this paper are original, just as original is the application to China (never been done before), which in addition is not confined to two or so snapshots separated by many years, as is the usual use, but to the full year-after-year change of the sectoral and industrial structure over this study’s focus period.

Purpose China’s experience of industrial growth is noteworthy for several reasons, not least because it has made a massive use of selective industrial policies. The industrial development guidelines set by the Five-Year Plans are extensively based on the choice of “strategic” or “pillar” industries to be promoted and supported. What remains unclear is the way in which such industries are identified among many. The purpose of this paper is to propose a debate on how to improve the government choice of strategic sectors and suggests a methodology to make this choice more transparent and rigorous. Design/methodology/approach The methodology allows ranking the different industries according to their strategic importance in the Chinese economy. The authors employ an uncertainty analysis methodology to verify the robustness of the ranking. Findings The results point to a list of strategic sectors for China. Comparing the ranking of the strategic sectors to the list of strategic priorities described in the Twelfth Five-Year Plan, we find that, by and large, the ranking coincides with the list of strategic sectors of the Chinese government. Social implications The authors argue that improving the transparency and the rigor of the choice of pillar industries can be crucial for the Chinese government to maintain social legitimization in the transition to a “market” economy. Originality/value Very little is known about the choice of strategic sectors in China in the international literature. By addressing the debate on the choice of pillar industries in China, the paper discusses a topic scarcely studied offering a unique and original contribute.

Purpose – This paper aims to analyse the determinants of business start-ups and their impact on entrepreneurial performance. The theoretical part indicates that the importance of small- and medium-sized enterprises (SMEs) considers the role of entrepreneur in the business process and provides an overview of theoretical and empirical findings in the main determinants of business start-ups. Design/methodology/approach – The empirical part is based on quantitative survey results from a model of business start-up factors and relations with the entrepreneurs' performance. The data were analysed using the statistical package for data analysis SPSS for Windows. The factor analysis was performed separately for the set of variables that have measured the reasons for founding the start-up, the personality traits, environmental factors and performance. The paper used a multiple linear regression model to identify the strength, direction and impact of different factors on the start-up performance. Findings – In general, the study identifies which indicators influence entrepreneurs' performance (personal and business) in the first years of their companies. The paper revealed the heterogeneity of the measures for performance and their different natures (from financial indicators to those related to the entrepreneur satisfaction). Consequently, one of the most significant findings of the research is that, in spite of the fact that the most commonly used indicators for the firm performance in the literature are financial, the paper should not neglect the so-called perceived performance. This is how entrepreneurs are satisfied with their success. Research limitations/implications – The study is limited to Slovenian SMEs, but can be generalised to other regions. The study offers notable contributions for research and practice (improvements in SME environmental factors). Practical implications – The personal traits and appropriate business environments can have beneficial effects on the entrepreneur's perceived performance. The findings can be used to guide the government in efficient management of different dimensions of entrepreneur environment. Originality/value – This study proved the existence of latent elements of the entrepreneur's perceived performance. It gives valuable information, which hopefully will help the policy makers and entrepreneurs to give greater respect to the meaning of critical personal and environmental factors.


Significance Debt markets have failed to pressure Argentina to end the impasse with holdouts, with the government arguing that it could not offer them new terms without offering similar concessions to holders of restructured debt. With elections scheduled for October, the current government is likely to kick the problem to its successor, leaving Argentina facing continued litigation in US and UK courts. Impacts The Central Bank has effectively managed drawdowns of dollar reserves, helping the government to maintain its hard line against holdouts. While this policy persists, the country will remain locked out of international capital markets. The severe shortage of dollars will continue, and will continue to dampen growth prospects until resolved.


Subject The economic outlook for Fiji. Significance Fiji has returned to political stability and a degree of international legitimacy in recent years, albeit in a context of poor to moderate economic growth. GDP growth of 4.0 % is forecast for 2015, but the outlook for Fiji's main industries (tourism, gold and services) remains stagnant as aggregate regional demand for resources slumps and Fiji's comparative advantage as a regional services hub erodes. Impacts The government will actively promote FDI to boost Fiji's lacklustre economic growth prospects. The government will promote agriculture and fisheries to provide opportunities for disadvantaged rural and ethnic populations. Foreign investment in tourism will probably increase slowly as demand from Asian countries grows. Fiji's dominance in the South Pacific economy will likely diminish as advances in ICT allow it to be bypassed. Ways must be found to prevent loss of trained and educated personnel if Fiji is to maintain its central role.


Significance After protracted negotiations, Croatia, at last, has a government, comprising the conservative Patriotic Coalition -- the Croatian Democratic Union (HDZ), plus a few small parties -- and the centre-right Bridge ('Most') of Independent Lists. The government is unusual because it is led by a non-partisan figure, Tihomir Oreskovic, a businessman who grew up in Canada and has only a shaky grasp of the Croatian language. In a best-case scenario, the government could deliver important and necessary reforms. Impacts Efforts to cut public spending will reduce the risk of a damaging financing crisis. A programme of economic restructuring will boost Croatia's long-term growth prospects. The election of two right-wing parties will consolidate the drift towards social conservatism. Tensions in the coalition will perpetuate political instability and could precipitate new elections.
