Abstract Universal human rights and particular cultural identities, which are relativistic by nature, seem to stand in conflict with each other. It is commonly suggested that the relativistic natures of cultural identities undermine universal human rights and that human rights might compromise particular cultural identities in a globalised world. This article examines this supposed clash and suggests that it is possible to frame a human rights approach in such a way that it becomes the starting point and constraining framework for all non-deficient cultural identities. In other words, it is possible to depict human rights in a culturally sensitive way so that universal human rights can meet the demands of a moderate version of meta-ethical relativism which acknowledges a small universal core of objectively true or false moral statements and avers that, beyond that small core, all other moral statements are neither objectively true nor false.

This study is intended to develop long period fibre grating sensors for potential applications in environmental and durability monitoring of coastal structures. High-quality helical long period fibre gratings (HLPFGs) are inscribed in different types of small-core single mode fibre (SMF) by use of hydrogen-oxygen flame heating technique. A detailed investigation of the effect of core diameter on their transmission spectrum and optimum length of the HLPFG has been pursued. A longer length is required to achieve the same coupling attenuation in a smaller-core SMF than that of a larger-core fibre. The strain, torsion and refractive index (RI) properties of the HLPFG is investigated experimentally to develop a high-sensitivity sensor. The experimental results show that the strain sensitivity could be enhanced by means of employing a larger-core diameter SMF. Moreover, the HLFPGs are also sensitive to the torsion and external RI. Hence, such HLFPGs have great potential for sensing applications.

Abstract This article provides a corpus-based investigation into shell nouns. Shell nouns perform a variety of referential functions and express speaker stance. The investigation was motivated by the fact that past research in this area has been primarily based on written texts. Very little is known about the use of shell nouns in speech. The study used the ICE-GB corpus of contemporary British English and investigated cataphoric shell nouns complemented by appositive that-clauses across fine-grained spoken and written registers. It has revealed that the deployment of shell nouns is governed by the principle of register formality definable in terms of contextual configurations of the Field-Tenor-Mode complex rather than the mode of production. Additionally, the study has uncovered the frequent use of a small core set of shell nouns common across speech and writing. Hence it argues that shell nouns are part and parcel of spoken and written discourse and that they pertain more to grammar than to lexis.

Surveillance forMycobacterium bovisin free-ranging elk (Cervus elaphus) and white-tailed deer (Odocoileus virginianus) from south-western Manitoba was carried out from 1997 to 2010 to describe the lesions, epidemiology, and geographic distribution of disease. Tissues were cultured from animals killed by hunters, culled for management, blood-tested, or found opportunistically. Period prevalence in elk was approximately six times higher than deer, suggesting a significant reservoir role for elk, but that infected deer may also be involved. Prevalence was consistently higher in elk compared to deer in a small core area and prevalence declines since 2003 are likely due to a combination of management factors instituted during that time. Older age classes and animals sampled from the core area were at significantly higher risk of being culture positive. Positive elk and deer were more likely to be found through blood testing, opportunistic surveillance, and culling compared to hunting. No non-lesioned, culture-positive elk were detected in this study compared to previous studies in red deer.

IEICE Technical Report, IN2020-30.In recent years, utilization of heterogeneous hardware other than small core CPU such as GPU, FPGA or many core CPU is increasing. However, when using heterogeneous hardware, barriers of technical skills such as OpenMP, CUDA and OpenCL are high. Based on that, I have proposed environment-adaptive software that enables automatic conversion, configuration, and high performance operation of once written code, according to the hardware to be placed. However, including existing technologies, there has been no research to properly and automatically offload the mixed offloading destination environment such as GPU, FPGA and many core CPU. In this paper, as a new element of environment-adaptive software, I study a method for offloading applications properly and automatically in the environment where the offloading destination is mixed with GPU, FPGA and many core CPU. I evaluate the effectiveness of the proposed method in multiple applications.
