This study discusses the state of IT governance in colleges that are outside Java, Indonesia, Universitas Sam Ratulangi. This study also aimed to provide recommendations for improvement that IT governance in the region there are more improved. COBIT 5.0 be used to measuring the level of IT governance capability. Within this framework, there is measurement tool called Capability Level, which is a model capability that can help process of defining and understanding the processes of an organization. 7 of 37 Enabler Goals / Processes owned COBIT 5.0 are the main purpose of universities, among others: Ensure Risk )ptimization (EDM03), Ensure Resource Optimization (EDM04), Manage the IT Management Framework (APO01) Manage Human Resources (APO07), Manage Risk (APO12), Manage  security (APO13), and Manage Changes (BAI06). The results of the evaluation of the measurement capabilities of IT governance at universities in Manado stop at level 1, with a score that is not so good in all of its processes, with an average score obtained is 50.87. Having in mind the scores obtained, it can be given recommendations for the improvement of higher education in the city of Manado, so that IT governance in the region there equate with IT governance in Java. IT governance in a company to achieve the company’s vision, mission, goals, and objectives. There are problems in IT management both media and website in the Tourism Destination Development Sector, therefore this study determines the Capability level of IT governance in the Tourism Destination Development Sector using the COBIT 5 framework. The framework focuses on the APO01 sub-domain (Manage the IT management framework) Manage IT management frameworks, and APO04 (Manage innovation) Develop technological innovation. The results of the Capability level at APO01 for the current conditions are at levels 2 and 3, while the results of the Capability level at APO07, for now, are at level 2. While the Capability level results at APO01 and APO07 for the expected conditions are at levels 4 and 5 To increase the value of the Capability level got, recommendations for improvement are taken into consideration in the Development of Tourism Destinations in managing information technology.Then the recommendations given to increase the Capability level, form an action plan that is equipped with an implementation schedule and an estimated time that can be run

IT Governance (ITG) has been recognized as a CIO top-10 issue for more than five years and has risen in priority between 2007 and 2009. There are several Frameworks to help organizations in ITG implementation but these lack scientific viewpoint, are complex, and also overlap each other. However, besides the existence of several frameworks to help organizations in ITG implementation, most organizations keep designing their own Framework. Such statements reinforce the possibility of improvements in the existing Frameworks. In this paper the authors make a literature review to leverage ITG Contingency factors, ITG general guidelines and main ITG and IT Management (ITM) areas in order to provide a scientific viewpoint validation. Therefore, they integrate their artefacts and propose a new integrated ITG framework. The authors then evaluate their artefacts with expert’s interviews so as to provide practitioner viewpoint validation and also map the authors’ artefacts with current theories. Finally, they conclude their research with main contributions and future work.

Strategic IT management is increasingly concerned with requirements from regulatory bodies. This conformance part of IT management complements the classic performance side. Ideally both are integrated into IT Governance of an enterprise or organization. With the need to prove compliance with a wide diversity of laws and rules for IT systems (technology, processes, rules) the demand for proven support methods grows. Specifically best practice models are beginning to gain awareness and acceptance for IT Audits and for the less formal IT Assurance projects. The Control Objectives for Information and Related Technology (CobiT) reference model is increasingly being discussed as a framework of choice for IT Audits and IT Assurance. This chapter introduces requirements for IT Audits and IT Assurance projects and discuss the boundaries of applying the CobiT IT Assurance Guide in such environments.

The West Nusa Tenggara Department of Manpower and Transmigration (DISNAKERTRANS NTB) is one of the government organizations that assists the Governor of West Nusa Tenggara on labor and transmigration issues. IT governance in a company or organization is very necessary to harmonize organizational goals and strategies. With the problems found regarding to the resources both human resources and IT resources at DISNAKERTRANS NTB. Therefore, the purpose of this study is to determine the capability level of IT governance at DISNAKERTRANS NTB using the COBIT 5 framework by focusing on APO01 subdomains: Manage IT management frameworks, and APO07: Manage human resources. From the research results, the average capability level for the current conditions shows that APO01 and APO07 are at level 2. While the average capability level of the expected condition, shows that APO01 and APO07 are at level 4.to increase the current level, some recommendations are given to be considered by DISNAKERTRANS NTB in drafting the  policies relating to the APO01 and APO07 processes. SMP Negeri Kota Lubuklinggau merupakan instansi pendidikan Sekolah Menengah Pertama yang ada dikota Lubuklinggau, yang terdiri dari 15 sekolah yang tersebar di beberapa kecamatan di Kota Lubuklinggau. Pentingnya peranan teknologi yang digunakan oleh SMP Negeri Kota Lubuklinggau dapat memberikan dampak yang baik jika pemanfaatan teknologi informasi dilakukan dengan maksimal. Kondisi saat ini di SMP Negeri Kota Lubuklinggau tidak dapat mengetahui apakah pemanfaatan teknologi informasi yang ada telah berjalan secara optimal atau tidak,karena saat ini tidak memiliki indikator yang memberikan gambaran informasi tentang kinerja teknologi informasi yang ada dapat dilakukan susuai dengan visi dan misi pada setiap SMP Negeri Kota Lubuklinggau. Untuk mengatasi permasalahan tersebut maka perlu dilakukan tata kelola terhadap penggunaan teknologi informasi yang telah ada di setiap SMP Negeri Kota Lubuklinggau. Framework COBIT 5 akan digunakan untuk melakukan tata Kelola Teknologi Informasi Negeri Kota Lubuklinggau. Berdasarkan penelitian ini, Terdapat 4 domain dari COBIT 5 yang terpilih untuk dapat menentukan tingkat kematangan teknologi informasi SMP Negeri Kota Lubuklinggau yaitu BAI08 (Manage Knowledge), EDM04 (Ensure Resource Optimisation), APO01 (Manage the IT management framework) dan APO07 (Manage Human Resources). Hasil dari penilaian tingkat kematangan tata kelola TI pada SMP Negeri Kota Lubuklinggau yaitu 1.48 berada pada level 1 dengan identifikasi teknologi informasi telah dilakukan secara Intial/ Ad Hoc.

Optimized of management Information Technology related aspects of both internal and external software such as networking, it can not be done sporadically personalized level management or policy makers. IT management issues has been experiencing a transition from technology issues into problems of management and governance. It was triggered by the increasing dependence and the need for the field of Information Technology. In today's modern era of information technology should be managed as well as manage other assets as a strategy for continuity of service of an agency / company.However along with the requirement also escalate issues of how to ensure that information technology is applied in accordance with the needs and functions. As well important how to control the transparency of the procurement of Information Technology is not abused and that the application is not appropriate. For it was imperative for government agencies to have a reference model suitable of IT Governance as required and expected. This study successfully identified the presence of 3 (three) CobIT 5 process to be used as the IT Governance models that can be applied, they are; EDM02, EDM03, and EDM05.

This chapter introduces key IT governance concepts and industry standards and explores their adoption and implementation in the higher education environment. It shows that IT governance processes, structures and relational mechanisms adopted by these institutions generate value through improvements in a number of key focus areas for IT management. It is hoped that the study will inform both practitioners and researchers and lead to a better understanding of the relationship between IT governance structures, processes and relational mechanisms and business benefits.
