In order to improve the rationality and fairness of Teachers’ “Double-qualified” Ability, the article establishes an evaluation model based on 14 evaluation indexes of teachers’ “double-qualified” ability. it adopts Delphi - entropy weight method to weight the evaluation index, and then combines TOPSIS method to evaluate the evaluation object. In the evaluation of TOPSIS method, the traditional TOPSIS weight method was improved, and the entropy weight-delphi method was used to determine the index weight, which was a combination of subjective and objective, making the evaluation system more objective, scientific and reasonable.It not only avoids the subjectivity of decision makers and limitations, but also eliminates the phenomenon of indexes in common impact assessment results and finally applies it to a university teacher “Double division and triple energy” evaluation system, to provide theoretical basis and feasibility analysis for the “double type” teachers team construction. Recently there has been an impressive growth in the scholarly literature on public procurement. The study of the administrative roles assumed by public procurement specialists is, however, one area that remains largely underexplored. Somewhat curiously, the professionals making a career in the field are often an afterthought when it comes to empirical research. Outside of anecdotal accounts, there is little that is known in terms of the roles that procurement specialists assume on daily basis. In this respect, there is an important knowledge gap within the field's body of literature. This article attempts to address this knowledge gap through an exploratory empirical evaluation of the administrative behaviors of public procurement specialists.

The article is of a theoretical and empirical nature. To prepare the theoretical part the available literature on marketing and consumer behaviour was cognitively and critically analysed. The results of the analysis allowed for identifying a knowledge gap and a research gap in this area. So far, purchaser activity in the context of relationships and image has not been analysed, especially in relation to offerors perceived as the initiators of communication and creation behaviours of purchasers. Therefore, the aim of the article was to define the significance of mutual relationships between purchasers and offerors in relation to the activity of final purchasers. A research hypothesis was verified: that the perception of offerors as the initiators of the activity of final purchasers differentiates the range of this activity. In order to achieve the goal and check the formulated hypothesis, a nationwide empirical research was conducted. The research involved a questionnaire for collecting primary data, which was afterwards statistically analysed by means of cluster analysis and the Kruskal-Wallis test. The results revealed that good relationships were important or very important for the majority of respondents. The perception of offerors was significant as far as the form of marketing activity for purchasers are concerned. However, it is possible to note statistically significant differentiation in the case of two forms of purchaser activity. So, the research hypothesis turned out to be valid only for these two forms.

The debris flow is one of the geological hazards; its occurrence is complex, fuzzy, and random. And it is affected by many indices; a new multi-index assessment method is proposed to analyze the risk level of debris flow based on the entropy weight-normal cloud model in Banshanmen gully. The index weight is calculated by using the entropy weight method. Then, the certainty degree of each index belonging to the corresponding cloud is obtained by using the cloud model. The final risk level of debris flow is determined according to the synthetic certainty degree. The conclusions are drawn that the method is feasible and accurate rate of risk estimation for debris flow is very high, so a new method and thoughts for the risk assessment of debris flow can be provided in the future.

Entropy weight method (EWM) is a commonly used weighting method that measures value dispersion in decision-making. The greater the degree of dispersion, the greater the degree of differentiation, and more information can be derived. Meanwhile, higher weight should be given to the index, and vice versa. This study shows that the rationality of the EWM in decision-making is questionable. One example is water source site selection, which is generated by Monte Carlo Simulation. First, too many zero values result in the standardization result of the EWM being prone to distortion. Subsequently, this outcome will lead to immense index weight with low actual differentiation degree. Second, in multi-index decision-making involving classification, the classification degree can accurately reflect the information amount of the index. However, the EWM only considers the numerical discrimination degree of the index and ignores rank discrimination. These two shortcomings indicate that the EWM cannot correctly reflect the importance of the index weight, thus resulting in distorted decision-making results.

With the increasing use of sensitive loads in frequency converters and in relays in distribution networks, voltage sag has become a major power quality issue that urgently needs to be solved. For the purpose of improving the understanding of voltage sag severity in distribution networks, a comprehensive weight-based severity evaluation method of voltage sag is presented in this paper. First, a multi-side index system that takes into account the combined influence of the source, network, and the load is established. A comprehensive weight method, which combines the improved analytic hierarchy process (IAHP) and the entropy method, is then adopted to determine the index weight. The weight of each index and the degree of superiority are linearly weighted to obtain the severity of voltage sag at different observation points. Finally, the effectiveness of the proposed method is verified using a distribution network model established in DIgSILENT PowerFactory (15.1.7, Gomaringen, Germany).

In this paper, by using the Statistical analysis Software SPSS20, 30 and Cities of our country’s local government structural debt risk has been carried on the empirical analysis, using the entropy weight method to determine the specific weight of each index, reduced the subjective factors of influence on the result of the index weight distribution, expectations of local government debt defaults and the situation of the comprehensive evaluation index of local government debt. By comparing the size of the threshold value, to determine the risk of local government debt, the results show that in 7 provinces and cities in China are in the state of no warning of local debt risk, in 10 provinces and cities are in the state of mild warning. Means and Cities are in the State of Moderate warning, In other words, it means it’s time to generate the risk of local government debt. In the State of high warning, most means and cities need to take scientific measures to generate the risk of local government debt.

In order to evaluate the risk degree of the tailings pond’s dam-break disaster reasonably, according to statistical analysis of the tailings pond’s dam-break failure and "the tailings major hazards classification method" of our country, the improved "index weight method" is worked out, and the index partition method and weight assignment of the "index weight method" are analyzed and researched detailed. Combining with an engineering example to verify the improved "index weight method", and the sensitivity of index weight is discussed. The results of the analysis show that "index weight method" for the judgment of the risk degree of the tailings pond’ s dam-break disaster is more reasonable. It is more feasible for safety department to make division of attention to supervision level of the tailings pond according to the determination results.
