The purpose of the article is to consider the competence capabilities of MFC specialists that require structuring in a professional standard, aimed at increasing satisfaction with the implemented policy of providing public services to the population. The article focuses on the results of a survey of MFC employees, aimed at determining the factors that, according to respondents, form the professional standard of a specialist in a multifunctional center. The authors believe that structuring of a professional standard can act as an innovative mechanism for shaping public opinion in politics. Public opinion, aimed at assessing the quality of interaction with the authorities and the provision of services to the population, can not only reflect the massive satisfaction of the needs of the population, but also take into account the point of view of the current employees of multifunctional centers. Using the self-assessment methodology in the context of an “inside look”, MFC specialists objectively assess their own competence capabilities; identify professional problems, gaps, weaknesses, which should be addressed by additional professional education. In the first part of the article, the authors analyze various mechanisms for shaping public opinion that are often used in modern political science. The second part of the article presents the results of a survey of current MFC employees. Based on the analysis of the survey results, the criteria for the professional standard of an MFC specialist were formed, which include: 1) awareness, that is, understanding the need to implement a professional standard; 2) the range of the most significant competencies of an MFC specialist; 3) a system of individual and personal qualities that form the professional efficiency of employees.

This paper focuses on the issues of applying professional standards for preschool and school teachers in the assessment of teachers’ qualifications and the development of their professional skills. The paper reviews foreign practices in the subject and approaches to the organization of qualification exams for teachers in various countries. The discussed issues include the development of such criteria for assessing the quality of teaching activity that would promote professional skills in teachers as well as reveal the outcomes of this activity in students. The paper concludes with an outline of the key elements of the model of professional exam for teachers as a form of assessment aiming to prove that teachers’ qualifications meet the requirements of the professional standard.

In this work the role of professional standards, the system of requirements of production to structure of working professions and to their competences, problems of ensuring production by skilled workers with shots is considered. Special attention is paid to a way of definition of the major factors influencing change of indicators of quality of a ready-made product and also definition of ways of optimization of these indicators of quality. In article it is also described problems of formation of a complete system of ensuring sustainable social and economic development. Creation of constructive mechanisms of interaction of the sphere of work and the education increasing efficiency and reducing expenses. The professional standards establishing the requirements to knowledge, abilities defining necessary competences for performance of a certain work or professional duties are studied are considered as one of tools allowing to create steady and effective interaction of the sphere of work and education, to provide rational use of human resources now. By means of statistical methods of accuracy and stability of course of process, key indicators of quality of Nikitinsky long loaf such as humidity of a crumb, acidity, mass fraction of sugar and mass fraction of fat were estimated. It was revealed that not all values of the chosen indicators submit to the normal law of distribution, except an indicator of acidity of ready long loaf the probabilistic share of marriage was calculated by this indicator of quality. For the purpose of increase in efficiency of activity of the enterprise, quality of works, services and processes development and deployment of the professional standard for the specialist in quality control of bakery products plays an important role as the professional standard, is the main step on the way of formation of an effective control system of personnel potential at the modern enterprise.

Results of a survey of multifunctional public services centers employees aimed at identifying the factors that determine the professional standard of MPSC specialists are analyzed. According to the authors, democratic control in the process of assessing the quality of state and municipal services is implemented not only by monitoring the satisfaction of citizens, but also as a result of an objective assessment by MPSC specialists of the quality of performing their own professional duties.

The article considers indicators of the quality of professional education of future workers in the oil and gas industry, the development of which is determined by the state of training. The need to study them for further specifcation is related to the fact that quality has a dynamic characteristic: its content is transformed in accordance with the needs of the state, society and specifc industries. Accordingly, the presence of indicators is the basis for an objective assessment of the quality of professional education, including future workers in the oil and gas industry. As a result of the analysis of scientifc literature, the author comes to the conclusion that there are four relevant aspects of indicators of the quality of professional education. The frst is their focus on educational results that are of priority importance in the employment of graduates. The second is characterized by the following specifcs: inclusion in the content of indicators of labor market requirements. The third aspect is characterized by the fact that in the process of developing indicators of the quality of professional education, it is necessary to take into account the specifcs of specifc professional activities, in particular, future workers in the oil and gas industry. The fourth aspect is the need for indicators to meet the requirements of regulatory documents regulating both educational and future professional activities of graduates: educational and professional standards. In this regard, the priorities of the educational organization that meet the requirements of educational or professional standards are determined. The main indicator of the quality of secondary vocational education is presented by the author in the indicators of achievement of competencies corresponding to the labor functions of the professional standard. The competence of the future oil and gas industry worker is characterized, in turn, as external and internal readiness to perform labor actions and operations. Methods for developing quality indicators are proposed: the frst combines the requirements of educational and professional standards, the second is based on the requirements of the professional standard.

The article discusses the problems and prospects of professional development of civil servants in the field of internal and external state financial control. The relevance of the research problem is due to the active development of legislation in the field of control and supervisory activities, which leads to increased requirements for state auditors. Since Federal Law No. 79-FL of 27.07.2004 "On the State Civil Service" and the Decrees of the President of Russia adopted in addition to it establish a minimum list of requirements for the qualifications of employees. In practice, the control bodies proceed from a fairly broad interpretation of the qualifications and competence of auditors, which negatively affects the quality of their activities. According to the results of the study, the concept of professional competence of the state auditor was formulated, which should be fixed in the industry legislation, and the Federal Professional Standard of Higher Education in the field of state audit was also studied, in accordance with which employee retraining programs should be brought in order. The material of the article is based on the current legislative framework and taking into account the latest trends in the training of employees of state financial control bodies.

The paper analyzes new types of professional activities of modern teachers, set up by the �Pedagogue� Professional Standard and the Federal State Educational Standard. Present-day teachers� work should meet such standardization requirements, as skills to design pedagogical objects and to employ pedagogical technologies; acquaintance with theories of educational processes management and ways to achieve relevant educational outcomes. The author suggests and considers the model of full-cycle technological textbook, where the above-mentioned innovative requirements get appropriate design and implementation. The tutorial shows how the overall process for developing the set of competencies, introduced by the Federal State Educational Standard of Higher Education, is modeled. The tutorial model also provides technological guidelines to monitor the quality of competences developed. Further, the paper describes the technological tutorial module structure, specifying that each module is oriented on developing certain professional competencies. Along with the tutorial the package includes DVD with the system for automatic processing of results obtained through diagnostics.

Pedagogical activity is multifunctional in nature. Multifunctionality of the teacher's activity is obliged by the requirements of the Federal State Educational Standards of Higher Education as well as the teachers professional standard. Multifunctional training of future teachers is the process (and result) of mastering by the pedagogic bachelors and masters of set of competencies aimed at fulfilling various teacher functions. There are six basic functions of the modern teacher identified: pedagogical, project, research, methodological, managerial and cultural-educational. The pedagogical function is complex in nature and includes a number of other functions: tutoring, education, developing and correction. All of them are interrelated. The article outlines characteristics of mentioned above functions, describes the track record of training of future teachers at Faculty of Natural Sciences and Geography of Samara State University of Social Sciences and Education as part of baccalaureate and magistracy programs of pedagogical education. This consists of updating of courses content that are implemented according to the student selection, development and realization of new ones, organization and execution of training and production practices, educational and research works of students, scientific conferences, student competitions and olympiads, publication of scientific collected papers (including student ones). Article also presents the results of surveys of graduates on the quality of their preparation for the various teaching functions.

Telemedisin in Indonesia was known a few years ago but unfortunately did not make progress in its implementation. As technology developed during the Industrial Revolution 4.0 era, Indonesia returned to pay attention to the telemedicine system. One manifestation is the enactment of Minister of Health Regulation No. 20 of 2019 concerning the Implementation of Telemedicine Between Health Service Facilities. In the preamble of this Permenkes, it appears that the spirit of doing telemedicine is in order to bring health services closer and improve the quality of health services in health facilities in remote areas that prioritize patient interests and safety. Despite the fact that telemedicine currently available in Indonesia is more personal between doctors and patients. Of course, this can be considered to violate existing regulations, because there are no rules that frame them. In addition to the benefits derived from telemedicine because health services for remote areas are increasingly affordable and faster, there are still many obstacles in terms of ethics and law. In legal matters, the lack of rules that frame the implementation of telemedicine can jeopardize the position of doctors in the event of a medical dispute. In terms of ethics, there are still a number of things that are not in accordance with the principles of bioethics, namely beneficence, non-maleficence, autonomy, and justice. It is feared that the doctor-patient relationship will fade in telemedicine. The doctor's professional standard is also the case, because a doctor may not be able to conduct a direct examination of patients. There are still many obstacles in the implementation of telemedicine that this should be a challenge for the Indonesian government through the Ministry of Health to pay more attention and make clearer rules to frame the implementation of telemedicine in Indonesia.
