AbstractNetwork slicing will permit offering to vertical customers tailored end-to-end logical networks in an on-demand fashion, on top of a common telecom infrastructure, achieving a Slices-as-a-Service (SlaaS) business model. This is possible due to the progressive introduction of network softwarization techniques, such as programmability and virtualization, into existing operational networks, enabling dynamic and flexible provision of slices. Those vertical customers could require the control not only of the network functions composing the end-to-end service, but also of the connectivity among them, e.g., for influencing the paths for steering traffic among function instances. However, this can be problematic since decisions from one vertical customer can collide with decisions from others. One aspect not yet sufficiently investigated is how to permit vertical customers to jointly control the service functions and the underlay connectivity, in such a way that could operate the allocated slice as if it was actually a dedicated network entirely for them. This paper explores some architectural proposition in this respect illustrated with some potential use cases and it provides an example of the provision of SlaaS for a vertical customer.

Analyses of reactor pressure vessel (RPV) surveillance data from Charpy V-notch shift results coupled with our latest knowledge of the mechanisms of radiation embrittlement have led to new predictive correlations/models that have a strong technical underpinning. In this paper we examine how well the new CRIEPI embrittlement predicts US RPV surveillance data. Secondly, we note that within the US surveillance data sets there are indications that the data may follow the same form as the predictive models, but the data may be offset by a constant amount (either positive or negative) from the predictive values. This offset can be attributed in some cases to inadequate baseline data. In other cases, there does not appear to be a constant offset, or such an offset is hidden by data scatter. This paper also reviews the potential use of an offset adjustment and focuses on several surveillance datasets for comparisons.

Public sector organizations produce and process increasing amounts of data and the number of research and initiatives on open data is also increasing. Defining the true value of OGD is challenging without knowing how it impacts society and its economy. While the analysis of the economic benefits of open data is one way to describe the effect of government openness, the impact of open data is measured also in social and political context. Feedback mechanisms that are currently used are mostly surveys, while the number of OGD use cases is increasing. This paper proposes a preliminary model for research on assessing impact areas of OGD in an automated manner by using text mining techniques on existing use cases.

Abstract Human challenge trials (HCTs) have been proposed as a means to accelerate SARS-CoV-2 vaccine development. We identify and discuss 3 potential use cases of HCTs in the current pandemic: evaluating efficacy, converging on correlates of protection, and improving understanding of pathogenesis and the human immune response. We outline the limitations of HCTs and find that HCTs are likely to be most useful for vaccine candidates currently in preclinical stages of development. We conclude that, while currently limited in their application, there are scenarios in which HCTs would be extremely beneficial. Therefore, the option of conducting HCTs to accelerate SARS-CoV-2 vaccine development should be preserved. As HCTs require many months of preparation, we recommend an immediate effort to (1) establish guidelines for HCTs for COVID-19; (2) take the first steps toward HCTs, including preparing challenge virus and making preliminary logistical arrangements; and (3) commit to periodically re-evaluating the utility of HCTs.

AbstractThe Once-Only Principle (OOP) enables public administrations to support citizen and business life-cycle oriented issues as opposed to mere integration of administrative systems designed to serve bureaucratic ends. The Once-Only Principle project (TOOP) was funded by the EU Program Horizon 2020, with the aim to explore and demonstrate the OOP through multiple sustainable pilots in different domains, using a federated architecture on a cross-border collaborative pan-European scale, enabling the connection of different registries and architectures in different countries for better exchange of information across public administrations. The different pilot domains (eProcurement, Maritime and General Business Mobility) identified potential use cases suitable to show the OOP, defined the goals and expected benefits of TOOP based on motivational scenarios and process analyses and provided requirements to the TOOP Reference and Solution Architectures. Especially for the General Business Mobility domain requirements were provided also from the Single Digital Gateway Regulation. These requirements guided the development of the TOOP specifications and the TOOP components, the Member States deployed the TOOP specifications and components and participated in different connectathons demonstrating the OOP.

The automatic identification system (AIS) was introduced in the maritime domain to increase the safety of sea traffic. AIS messages are transmitted as broadcasts to nearby ships and contain, among others, information about the identification, position, speed, and course of the sending vessels. AIS can thus serve as a tool to avoid collisions and increase onboard situational awareness. In recent years, AIS has been utilized in more and more applications since it enables worldwide surveillance of virtually any larger vessel and has the potential to greatly support vessel traffic services and collision risk assessment. Anomalies in AIS tracks can indicate events that are relevant in terms of safety and also security. With a plethora of accessible AIS data nowadays, there is a growing need for the automatic detection of anomalous AIS data. In this paper, we survey 44 research articles on anomaly detection of maritime AIS tracks. We identify the tackled AIS anomaly types, assess their potential use cases, and closely examine the landscape of recent AIS anomaly research as well as their limitations.
