Fifth-generation (5G) wireless networks and beyond will be heterogeneous in nature, with a mixture of macro and micro radio cells. In this scenario where high power macro base stations (MBS) coexist with low power micro base stations (mBS), it is challenging to ensure optimal usage of radio resources to serve users with a multitude of quality of service (QoS) requirements. Typical signal to interference and noise ratio (SINR)-based user allocation protocols unfairly assign more users to the high power MBS, starving mBS. There have been many attempts in the literature to forcefully assign users to mBS with limited success. In this paper, we take a different approach using second order statistics of user data, which is a better indicator of traffic fluctuations. We propose a new algorithm for user association to the appropriate base station (BS) by utilizing the standard deviation of the overall network load. This is done through an exhaustive search of the best user equipment (UE)–BS combinations that provide a global minimum to the standard deviation. This would correspond to the optimum number of UEs assigned to every BS, either macro or micro. We have also derived new expressions for coverage probability and network energy efficiency for analytical performance evaluation. Simulation results prove the validity of our proposed methods to balance the network load, improve data rate, average energy efficiency, and coverage probability with superior performance compared with other algorithms.

During the last decades, renewable energy production has significantly increased in an effort to produce clean energy that will not affect the environment. Governments around the world are focusing on reducing greenhouse gas emissions by increasing the utilization of renewable energy sources in the power chain. Wind farms and wind generators are the main renewable technology that are used worldwide. The main scope of wind farm designers is the achievement of the maximum possible power, restraining the installation cost that is related to the use of a specific number of wind turbines for specific power production, and considering the area of land to be occupied. A harmony search method is presented in this paper for the determination of the optimum number of wind turbines in a wind farm and the total electric power produced. The method is applied for comparison purposes on data from previously published methodologies proving its accuracy and effectiveness. The harmony research method can be used in the studies of wind farm designers aiming to reduce installation costs.

In recent years, in the Russian Federation there has been an increase in the levels of radiofrequency electromagnetic fields in residential areas, including due to an increase in the number of base stations (BS). The purpose of sanitary and epidemiological surveillance at the stages of placement and commissioning of base stations (BS) is to prevent their adverse effects on public health. The increase in the number of base stations, together with the advent of new electronic equipment and antennas, provide opportunities for improving the processes of their accounting at the stage of placement and monitoring of the levels of radiofrequency electromagnetic fields at the operation stage. This automation tool can be a geo-information portal for providing sanitary and epidemiological surveillance of cellular base stations. The prototype of the geo-information portal allows both calculating the size of sanitary protection zones (SPZ) and building restriction zones (RZ) from the BS in online mode, displaying the results of calculations in graphical form and issuing sanitary and epidemiological conclusions for the placement and operation of base stations. The geo-information portal has the ability to synchronize with the data of the radio frequency center. Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing will be able to receive up-to-date analytical data. There will be completely automated processes of collecting, processing and storing information on BS.
