Dear readers,The year 2017 marks the 55th anniversary of the Journal of Information & Communications of the Ministry of Information and Communications, and the 18th anniversary of its scientific publication – the Research and Development on Information and Communication Technology (RD-ICT) journal. Again, the purpose of RD-ICT is to provide a forum for researchers and professionals to disseminate original and innovative ideas in the fields of information technology, communications and electronics in Vietnam and worldwide.Without kind support and invaluable contribution of readers and authors, and hard work of the anonymous reviewers and editors under the former editorship of Prof. Nguyễn Thúc Hải, Prof. Trần Văn Lộc and Prof. Nguyễn Cảnh Tuấn, RD-ICT would not be what it is today – a total of 37 issues in Vietnamese and 14 issues in English.To contribute to the development of research in Vietnam, toward standard practices, high quality and international visibility, RD-ICT has been taking measures by following current practices of prestigious international research journals. In this editorial, we would like to inform you some of the things we have been doing lately.Since June 2014, RD-ICT has applied online journal management and publishing, thanks to the well-known open-source Open Journal System of the Public Knowledge Project, which is used by thousands of online scientific journals worldwide. The editorial board of RD-ICT is currently being extended to include international prominent scientists, thus forming a team of international associate editors, under the complementary technical editorship of Prof. Đỗ Ngọc Minh (University of Illinois at Urbana-Champaign, United States), Prof. Nguyễn Hoàng Hà (University of Saskatchewan, Canada) and Prof. Nguyễn Linh Trung (Vietnam National University, Hanoi). Each submission is now assigned to an associate editor who then coordinates the review process and makes editorial decision.For improved paper quality in terms of organization and presentation, authors are guided to good practice of technical paper writing. This research aims to promote the development of the character of learning community at Madrasah Tsanawiyah of Bantul Regency Yogyakarta, and two problems posed to be addressed: why the character of community learning pattern does not realize as it has been expected, and how does the development of the character of learning community at MTs of Bantul look like? The research uses the Research and Development model that is consisted of four stages: exploration, development, tests, and dissemination. The data were collected by means of observatiosn, interviews, questionaire, and review of documentation. The results show: (1) the character of learning community at the MTs in Bantul Regency has not been fully established because the teachers were not active in preparing their lesson study, and they did not benefit from it. Also, they were too busy in fulfilling their obligations as teachers; (2) the development of the character of learning community at MTs in Bantul could be implemented through Classroom Action Research-based lesson study plans which are consisted of five stages: consolidation of lesson study concepts, explanation of Classroom Action Research as a form of scientific publication, planning, implementation of action, and reflection.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Introduction. There has been limited discussion on Open Monograph Press (OMP) although its  potential is recognized to support academic publications in Indonesia. This is due to the lack of access to information and dissemination of OMP by academic publishers that have implemented OMP in their publication process. Data Collection Method. This paper used a qualitative approach by starting the elaboration publication process in Lembaga Ilmu Pengetahuan Indonesia (LIPI) Press. This paper examined how OMP-based online publishing system is able to accommodate book publishing process in LIPI Press. Primary data in this study was collected through records of the user interface of the online page of LIPI Press which uses OMP. Data Analysis. The data was analyzed by using  a descriptive-analytic approach. Results and Discussions. OMP is useful not only to accommodate all roles and processes of scientific publication but also to accommodate the publisher's need for a catalog website. OMP metadata can be indexed by Google Scholar and can be a helpful tool for product distribution. Conclusion. OMP is suggested to become a standard in publication process.

What is scientific research? It is the process by which we learn about the world. For this research to have an impact, and positively contribute to society, it needs to be communicated to those who need to understand its outcomes and significance for them. Any piece of research is not complete until it has been recorded and passed on to those who need to know about it. So, good communication skills are a key attribute for researchers, and scientists today need to be able to communicate through a wide range of media, from formal scientific papers to presentations and social media, and to a range of audiences, from expert peers to stakeholders to the general public. In this book, the goals and nature of scientific communication are explored, from the history of scientific publication; through the stages of how papers are written, evaluated, and published; to what happens after publication, using examples from landmark historical papers. In addition, ethical issues relating to publication, and the damage caused by cases of fabrication and falsification, are explored. Other forms of scientific communication such as conference presentations are also considered, with a particular focus on presenting and writing for nonspecialist audiences, the media, and other stakeholders. Overall, this book provides a broad overview of the whole range of scientific communication and should be of interest to researchers and also those more broadly interested in the process how what scientists do every day translates into outcomes that contribute to society.
