Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

The essence of law is to provide welfare to the society. Law as a tool of social engineering for society makes people obey it. Dynamic legal developments encourage progress towards society from various aspects of people's lives. One of them, the enactment of Law No. 11 of 2020 on Job Creation, encourages changes to the order of setting norms that affect other laws that are affected by it. One of those affected by the Job Creation Act is the establishment of BUMDes (Village-Owned Enterprises). Through the provisions of Article 117 and Article 185 b of Law Number 11 of 2020 concerning Job Creation, the government needs to establish a derivative norm that regulates Village-Owned Enterprises. In 2021, the Government issued a regulation related to Village-Owned Enterprises, which is Government Regulation of the Republic of Indonesia Number 11 of 2021 concerning Village-Owned Enterprises. In this provision, it is stated that Village Owned Enterprises, hereinafter referred to as BUMDes, are legal entities established by the village and/or together with villages to manage businesses, utilize assets, develop investment and productivity, provide services, and/or provide other types of business for the maximum welfare of the Village community. In a nutshell, the existence of Village-Owned Enterprises aims to prosper the village community, with the type of business sector owned and support the productivity of rural communities based on village community empowerment. ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. Government Regulation No. 60 of 2014 on Village Fund sourced from the State Budget that is the commitment of the current government to build Indonesia from the periphery to strengthen the regions and villages. But it is not easy in terms of implementation, which qualified regulations, the ability and readiness of the village administration has not been up to make the Village Fund as a dilemma in dealing with financial issues the village to the regression or independence in the village itself in financial terms. The purpose of this research that using a qualitative approach is to approach the budget cycle theory according to Mullins is as follows; (1) To describe the implementation of the program of the Village Fund in Fiscal Year 2015 (2) To determine the progress in implementation of the Village Fund in Fiscal Year 2015 (3) To determine the readiness of regional government regulations and the document is the village planning in the implementation of the Village Fund, (4) To determine the impact of the Village Fund in overcoming the financial problems the village, (5) To know the considerations made by the village government in determining spending priorities aspect penggunanaan village of Village Fund, and (6) To determine the best model of financial planning villages in rural development. The results obtained are the Village Fund is a solution in overcoming the financial constraints the current village. However, there are still shortcomings in optimizing the utilization of the Village Funds, such as the lack of regulations that should be issued by the district / city governments and the late planning documents, the conflicting priority policies of village use that are sometimes different from the needs of the village community, so the choice and pragmatic way becomes dominant. So,it still needs an effective village’s planning model in the optimization of the various sources of income to the next village.

Bundesma empowerment is the  process of developing a village's economy. This program took the initiative to start a process of Social Economy activities that could improve the economic situation and conditions of the village community in Sukabumi, especially in the Warungkiara. In the  Empowerment activities, the participation of the Bundesma and the village community as a driving force for economic development is overseen by the Government.  The main objective of empowering Bundes and Bundesma is an independent village. This activity intends that rural communities in the Warungkiara area can turn their village into an independent village. The definition of an Independent Village is a village that is able to manage the economy of each citizen without the assistance of other parties. The creation of this condition reflects the strong willingness of the people of the village to move forward, the village that produces their products / works that are proud of and the ability of the village to meet their needs. In empowering Bundes and Bundesma  there are several problems that hamper them including; Difficulties in product marketing, financial limitations and limited human resources (HR).  In this study, the researchers used qualitative naturalistic methods. Qualitative naturalistic is a method that is carried out in the actual conditions that occur at the research location. This research method offers convenience and freedom for researchers to obtain accurate information from informants in the warungkiara sub-district. The results showed that in Warungkiara sub-district there were 12 Bundes in 12 villages and 2 Bundesma.  Keywords : Empowerment, Bundes, qualitative, marketing, financial, HRD

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The objectives of this study are: 1) to find out how the impact of the POKMAS program on village community empowerment; and 2) to find out what are the factors that hamper the effectiveness of POKMAS in an effort to realize the empowerment of rural communities. Based on the combination of Cluster Analysis and Root Cause Anaysis methods, the POKMAS program has proven to have implications for the empowerment of rural communities as indicated through three things, namely: 1) an increase in income especially the poor; 2) the community is able to arrange village development planning and implementation; and 3) the community is able to take responsibility. However, the implementation of the program still leaves four problems, namely: 1) the limited amount of grant funds is adjusted to the needs of the village; 2) low participation of the poor and women; 3) the interests of individuals or small groups are still more dominant; and 4) limited administrative capacity. Overall, the POKMAS program has proven to have achieved village independence so it is important to hand over development to the village. This finding can be a proliferation of empowerment models that are based on the transfer of village authority.

Village funds are a form of assistance from the government as a means of supporting and stimulating development and community empowerment in the village. The purpose of this study was to determine the supervision of village funds by the village consultative body in Batumatoru village, Lariang district, Pasangkayu Regency. The research method used is a qualitative research method by adopting escort theory. According to Sondang P Siagian there are two indicators of supervision namely direct supervision and indirect supervision. Data collection techniques are carried out through field research which includes observation, interviews and documentation. Analysis of the data used is data reduction, data presentation, and data verification. By using a purposive technique with a total of 7 informants. The results showed that the implementation of supervision of village funds in Batumatoru Village was still not optimal. Due to lack of supervision in the implementation of the use of village funds, both directly and indirectly. This was heard by complaints from the public regarding the government's performance in implementing the use of village funds.

The purpose of this study is to analyze the positive impact of the issuance of Government Regulation no. 23 of 2018 on the growth of MSMEs in terms of capital, profits, and business value. The research method uses a qualitative phenomenological Tran-sendental approach to the concept of "I" with the affirmation of the existence of "I" distinguish one UMKM from another UMKM in seeing the impact of reducing tax rates. The results of this study are that both informants explicitly stated they felt supported by the government with a reduction in the {noema} tax rate so that for them it provided more benefits.

This study aims to determine and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government, and obtain data on the factors that influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government in Mattirowalie Village, Majauleng District, Wajo Regency. The research method uses data collection techniques through, observation, interviews, and documentation. The data obtained from the research results are processed using qualitative analysis to find out and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government and obtain data on what factors influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government. The results of this study indicate that the implementation of the main tasks of the BPD in the administration of government has not been fully carried out optimally because only three main tasks are carried out namely accommodating and channelling the aspirations of the community, forming a village head election committee and the process of discussion and stipulation of village regulations together with the village head, out of six the main tasks that have been determined by the Government Regulation on Villages. The factors that influence the implementation of the main tasks and supervisory functions are influenced by two factors, namely the driving factor which includes community support or participation, and a good cooperative relationship between the Village Consultative Body and the Village Government. Whereas the second factor is the inhibiting factor which includes the lack of benefits provided to the members involved, facilities and infrastructure, lack of Human Resources to fill membership and the existence of a society that is either pro or contra to each decision made. Abstract: Penelitian ini bertujuan untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan, dan memperoleh data mengenai faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan di Desa Mattirowalie Kecamatan Majauleng  Kabupaten Wajo. Metode penelitian menggunakan teknik pengumpulan data melalui, observasi, wawancara, dan dokumentasi. Data yang telah diperoleh dari hasil penelitian diolah dengan menggunakan analisis kualitatif untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan dan memperoleh data mengenai faktor-faktor apa yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan. Hasil penelitian ini menunjukkan bahwa pelaksanaan tugas pokok BPD dalam penyelenggaraan pemerintahan belum sepenuhnya dilakukan secara optimal karena hanya tiga tugas pokok yang dilaksanakan yaitu menampung dan menyalurkan aspirasi masyarakat, membentuk panitia pemilihan kepala Desa dan proses pembahasan dan penetapan peraturan desa bersama dengan kepala desa, dari enam tugas pokok yang telah ditetapkan Peraturan Pemerintah tentang Desa. faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi pengawasan dipengaruhi oleh dua faktor yaitu faktor pendorong yang meliputi dukungan atau partisipasi masyarakat, dan hubungan kerjasama yang baik antara Badan Permusyawaratan Desa dengan Pemerintah Desa. Sedangkan faktor yang kedua yaitu faktor penghambat yang meliputi kurangnya tunjangan yang diberikan kepada para anggota yang terlibat, sarana dan prasarana, kurangnya Sumber Daya Manusia yang mengisi keanggotaan serta adanya masyarakat yang pro maupun kontra terhadap setiap keputusan yang ditetapkan.

Abstract For several years the Government of Indonesia has been initiating the growth of Village-Owned Enterprises (BUMDes), economic institutions that manage the village’s economic resources. The Central Java Provincial Government also provides incentives to establish BUMDes in most villages in Central Java. During the COVID-19 pandemic, some rural communities were affected, and the village economy stagnated. BUMDes is one of the village economic institutions that is expected to be able to drive the village economy in the era of the COVID-19 pandemic. This study aims to analyze the potential of BUMDes as a solution to handling the impact of the COVID-19 pandemic in rural areas, especially from an economic aspect in Centra Java. This type of research is descriptive with the main qualitative approach assisted by quantitative (mixed method). The research technique used was a survey involving 337 villages. Respondents came from elements of village officials and BUMDes managers. The instrument used was through online media (google form). Data analysis used descriptive statistical techniques in the form of means and percentages. The conclusion of this study shows that BUMDes has the potential to play a role in economic recovery, but this function is not yet optimal. because the business sector managed by BUMDes is not based on the village’s superior potential, as well as the lack of a business development concept, weak human resource and capital capacity, and lack of cooperation.
