The Readiness and Limitations of E-Government in Yemen

E-government refers to the use of Information technology to efficiently enhance government services that are provided to citizens, employees, businesses and agencies. The achievement of high level of E-government readiness is increasingly heralded as one of the top priorities for the countries in the world, especially in developing countries. Yemen is one of the developing countries that seeks to improve E-government implementation and services. Currently, Yemen government decided to revive the E-government by 2014–2015; but many challenges stand on the way from achieving this goal. This paper surveyed the E-government readiness ranking for Yemen from 2003 to 2014 using three factors, which are e-readiness rank, online services index and telecommunication infrastructure index; and compared the ranking of all factors with neighbored countries. In addition, this paper investigated the challenges that limit improving E-government in Yemen. These challenges are divided to three categories: organizational, technical and adoption challenges.

Within last decades, there were very high level of increase of information technology production. This production successfully speeds up technological changes in only developed countries. Such a situation results use of existing knowledge as input in production of new knowledge in monopoly of developed countries. Developing countries are, however, still struggling with their own socio-politic and/or socio-economic problems. This process create a bigger technological gap between developed and developing countries. One of the reasons for that is lack of physical and human capital in developing countries. This is common problem in the world and necessary precautions should be taken in timely manner. This study discusses the problematic issues of information technology creation in both developed and developing countries and suggest some solutions.

Abstract This study aims to determine (1) the profile of the graduate, (2) the absorption of graduate in the world of work, (3) the use of knowledge gained by the graduate in the work, (4) the assessment of stakeholders on the ability of graduate. This study uses a descriptive method with a quantitative approach. Data collection uses research instruments. The population in this study was Graduate from the major of Information, Library, and Archives of Padang State University (PS IPK UNP). The sample in this study amounted to 105 graduates who returned the instrument. The results showed, First, the profile of Graduate PS IPK UNP was dominated by female graduates. Most of the graduates are graduates who graduated in 2018. Judging from the length of the study period, the average graduate has a length of the study period of 3 years. Second, the absorption of graduates in the workforce is quite high, with most graduates stating that they are currently working with the time needed to get the job <3 months. Third, the use of knowledge obtained by a graduate at the PS IPK UNP in employment is very high. The science that has a very high level of wear is fieldwork learning, technology mastery skills, and the ability to cooperate in teams. Fourth, the assessment of graduate users (stakeholders) on the ability to graduate in the work world has also been good. The ability of the graduate to be considered good by graduate users (stakeholders) is integrity, expertise based on the fields of science, mastery of information technology, and teamwork.Keywords: Information retrieval, graduate, tracer study

In recent years, the magnitude and complexity of movements have brought increased attention to the phenomenon of emigration which affects nearly all countries in the world. In developing countries, labour emigration is extremely complex. The main objective of the study is to explore the trends, causes, and challenges of labour emigration from Ethiopia. In-depth interview, key informant interview, observation, and document analysis were used as methods of data collection. Content and document analysis techniques were used to analyze the data. The results of the study show that there is a high level of labour emigration from Ethiopia. Labour emigration from Ethiopia is mostly associated with economic factors such as unemployment, underemployment, and the search for better life in the destination countries. The institutional structure and inter-institutional collaboration in relation to labour emigration are informed by a fragmented framework. As a result, Ethiopian migrant workers are highly vulnerable to human rights violations.

Increasingly, the importance of e-government is growing owing to higher quality delivery of government services, improved citizen empowerment through access to e-information, and better interactions between governments and their stakeholders. Despite all this recognition and appreciation of e-government, there is slow uptake and high failure of e-government in developing countries. A huge imbalance still remains between developed and developing countries, specifically in Africa because of numerous impediments. Africa lags far behind all other regions in the world. Some African countries have initiated e-government, such as Ghana, Nigeria, and South Africa, yet others have not taken any initiative or are very slow in realizing its full take off, for instance, Tanzania, Botswana, and Zambia. In light of the above background, the main purpose of this chapter is to determine the challenges and based on the findings make recommendations for adoption of E-Government in Arica. The chapter reviews the theoretical underpinning of E-Government as a tool for modernizing public administration; examines the present state of e-government in Africa; highlights the challenges and barriers African countries encounter in their quest to develop E-Government; reviews the role of public libraries in E-Government, and finally, makes recommendations for E-Government adoption in Africa and other developing countries.

Historically, information and services can only be obtained through narrow, one to one, phones, and agency-specific shop fronts (Caffrey, 1998). Information technology, especially the Internet, opens possibilities of using methods to distribute information and deliver services on a much grander scale. The Internet provides a foundation for a variety of communications media. The Web is one of the most important media built upon the Internet. It can be accessed from almost anywhere in the world by means of computers and electronic devices; it is possible to elicit more information, establish platforms for online payment, online consultation and e-voting. Security concerns can be overcome by data-authentication technologies. It can deliver government services and encourage greater democracy and engagement from citizens. Governments around the world are exploring the use of Web-based information technology (Grönlund, 2002). Attention has focused on the design and delivery of portals as a major component of government electronic service infrastructures. The N.Z. government portal site (http://www.govt.nz/en/home/) or the Local Government Online Ltd (LGOL) Web site, (www.localgovt.co.nz/AboutCouncils/Councils/ByRegion/) are examples. Since the mid-1990s governments have been tapping the potential of the Internet to improve and governance and service provision. “In 2001, it was estimated that globally there were well over 50,000 official government Web sites with more coming online daily. In 1996 less than 50 official government homepages could be found on the world-wide-Web” (Ronaghan, 2002). Local governments are faced with growing demands of delivering information and services more efficiently and effectively and at low cost. Along with the rapid growth of technological developments, people demand high quality services that reflect their lifestyles and are accessible after normal office hours from home or work. Thus, the goals of delivering electronic government services are to simplify procedures and documentation; eliminate interactions that fail to yield outcomes; extend contact opportunities (i.e., access) beyond office hours and improve relationships with the public (Grönlund, 2002). Having an effective Web presence is critical to the success of local governments moving to adopt new technologies. Of equal importance is the evaluation of Web sites using different manual and automated methodologies and tools. In this study an evaluation of local authority Web sites was conducted to gain a practical understanding of the impact of the Internet on local governments in New Zealand using a tailor-made model specific to local governments. Issues studied focused on the information and services provided by the local authority Web sites. What is more important is whether the local government operations can or are able to support the expectations for speed, service, convenience, and delivery that the Web creates. Through identification of best practice Web sites and a set of evaluation methods and tools, this paper will provide a set of design guidelines to local authorities that would benefit and better meet the needs of their local communities.

High failure rates in the Differential and Integral Calculus courses and the subsequent dropout caused by them are a reason for concern in many universities around the world, both in developing countries such as Brazil and developed ones such as the United States of America. So, it is not surprising that there is lots of interest in researching about this context, and possible ways of action. This is the focus of this article, to study about the origins of this situation, analyzing the causes of the students’ difficulties and presenting Collaborative Learning as an effective way to change this situation. The article is based on data from several universities that have shown interest in this method. The results demonstrate the effectiveness of this practice, both in academic and psychological performance of the students, thus showing the need for a greater incentive of this technique, as well as an intense study of the way it should be done.

The urgency of this problem is that the number of concepts devoted to the spiritual and cultural crisis of modern civilization is growing rapidly. The process of globalization, which is a characteristic feature of modern civilization, has also intensified the conflict between East and West. So far, the Western world can set prices for these types of products, spread information technology around the world, and make them an important part of modern manufacturing. As a result, the gap between developed and developing countries is widening. Any attempt by developing countries to “catch up” will end in temporary success.

<p>This paper deals with the subject of Special and Differential Treatment (SDT) of the World Trade Organization (WTO), a special right that allows developing countries preferential treatment by other member countries, particularly developed countries. The paper more specifically discusses the ineffectiveness of the SDT owing to its structure and formulation, and explores the factors that have caused such ineffectiveness. It touches upon the provisions and the ways in which they are formulated and implemented, which deemed to have lead to the ineffectiveness. An observation of the way that negotiations are conducted and the underlying interests that direct those negotiations also contribute to the slow progress of introducing changes to the provisions. Furthermore, this paper analyses and identifies steps that may be taken to improve the concept, formulation, and implementation of SDT, inter alia through amendments of the provisions and conduct of negotiations. The paper also looks at several dispute cases which highlight the ineffectiveness of the existing provisions in advancing the interests of developing countries in particular and in fulfilling its purpose in general.</p>
