The presented study is the output of the authors from solving the research project VEGA no. 1/0001/18 called Preparation for ageing and old age – possibilities of andragogical intervention. Based on the planned aims of the project, the authors deal with the analysis of the education and social policies of selected states of the European Union to identify those areas which are related to active ageing and active old age. Subsequently, they compare the Slovak education and social policy to foreign education and social ones on the state level, focusing on the topics of active ageing and active old age. The methodology of the research work of the authors lies in the national documents and their subsequent comparing. The authors identified common aspects of the education and social policies of the selected states of the European Union (Slovakia, Germany and Spain) in the given parameters or areas (active ageing and active old age).

Research and development have been of interest to the European Union for a long time. This topic is also underlined in economic reform agendas and plans that have the form of strategies with clearly set targets. The article deals with the issue of financing R&D activities from the perspective of the share of expenditure to GDP, the total amount of funds spent on R&D, the share of expenditure per capita, and the structure of expenditure. The aim is to analyze and compare development in the field of R&D financing in selected countries of the European Union with emphasis on achieving the Europe 2020 target and to point out the expected development of the indicator for the first years of the validity of the 2030 Agenda for Sustainable Development. During the processing of the article, mathematical and statistical methods (regression and correlation analysis) were used in addition to standard logic methods intended for processing data and drawing conclusions (synthesis, induction). The final evaluates the achievement of the target in the field of R&D financing in accordance with the target of the Europe 2020 strategy and, using regression, predicts the development of the given indicator for coming years.

- Within the research project Overcoming the barriers and seizing the opportunities for Active Ageing Policies in Europe, the Italian part being carried out by the IRPPS-CNR, there has been an in-depth study of the dynamics regarding population ageing and the social security system in Italy, in the light of the notion of activation - one of the main inspiring criteria of the European Employment Strategy. The paper presents comparative European research work that has highlighted the need to deal with the old age - social security link through an integrated group of diversified policies that consider above all employment policies, life schedules and social protection. Dennis Smith argues that the development of the European polity that has become the European Union has been shaped by social processes similar in many respects to those analysed by Norbert Elias in The Court Society and The Civilizing Process. However, these processes have occurred at the supra-state level whereas Elias described them as they occurred at the level of the developing national state, especially during the sixteenth and seventeenth centuries. During the 1940s and 1950s the United States played a key role in pacifying the European nations and imposing a framework of rules for the conduct of their economic and diplomatic affairs. States in western Europe were increasingly locked into tight bonds of interdependence. This movement towards integration was complemented by the disembedding of regions and large businesses from their close ties to the national state; they became ‘Europeanised’. Brussels became Europe's Versailles, a place where the courtier's skills were employed by the lobbyist. It is suggested that just as France represented, in Elias's eyes, a vanguard society within Europe in respect of the civilising process at the level of the national society, the European Union may play such a role globally in respect of developments at the supra-state level.

The external migration of a significant part of Romania's high-skilled population is a social phenomenon which became increasingly frequent starting from the 1990s, right after the fall of the communist regime. The basis for this phenomenon consists of several causes: globalization, the strengthening of international economic relations, and later on, Romania's adhesion to the European Union. Research has shown that of all high-skilled population, the professionals who emigrate more frequently consist of engineers, teachers, medical staff, scientific researchers, economists and architects. Besides, the chosen destinations have been variable throughout time. The first phase in time took place in the 1990s, when a large part of the high-skilled population chose to emigrate for professional purposes in countries such as The United States of America, Canada, Germany or Israel. The second important phase occurred after year 2000, when the focus was placed on EU countries, especially after Romania's integration. Apart from temporary unqualified migration, the number of high-skilled migrants and those who leave the country to continue their studies also soared. The chosen countries generally include Great Britain, Germany, Belgium, France and Austria. Given these differences in the tendencies of high-skilled migration, this paper will offer an insight on how the phenomenon evolved, and the factors that caused these variations in space and time. Most likely, some of the countries that were preferred have been facilitating the integration of high-skilled immigrants in society, as opposed to unqualified ones, through a selective set of laws and social policies which are meant to favour this social category. Therefore, we will discover and analyze various examples and benefits of legislation and social policies which offered social protection to high-skilledimmigrants in various countries. This paper aims to explain the legal, political and moral obligation of the European Union institutions in the promotion, advancement, respect, and implementation of human rights and freedoms as a universal value, and above all as binding legal- political principles during their efforts in relations with actors both inside and outside the EU. This research work simultaneously analyzes and interprets international legal rules that regulate human rights. Moreover, the cases and means in promoting the human rights used by the European Union in different cultural regions have been compared and analyzed as well as the possibility of changing the approach of EU policy towards countries where the highest level of resistance exist in the accepting of such values.

ABSTRACTPopulation ageing has led many countries to be concerned about the ‘economic burden’ of elders, and several have adopted the active ageing paradigm to reform policy. However, gender differences that moderate the effect of active ageing have been little considered. As in other nations in the European Union, Swiss federal authorities use the active ageing paradigm to reshape ageing policies, including the provision of incentives to seniors to remain in the labour market. At the same time, many recent and proposed changes draw on the assumption of gender equality, even though actual parity has not yet been demonstrated. We know little about how gender shapes retirement in Switzerland, other than in relation to financial inequality between women and men. Qualitative analysis of semi-structured interviews conducted with Swiss retirees (N = 15) shows how men and women describe this time of life differently. All respondents characterised retirement as a time of freedom; but the meaning of such freedom diverged for men and women, reflecting the gender division of labour, which is further shaped by class. We discuss the implications of this difference for the gendered consequences of active ageing policies.

The paper deals with the social policy of the European Union, specifically the directive (EU) 2019/1158 of the European Parliament and of the Council of 20 June 2019 on work-life balance for parents and carers and repealing Council Directive 2010/18/EU. And it is considering the changes that need to be made in the area of labour law, especially concerning the Labour Code, and partially in social security in the Czech Republic and the Slovak Republic, in connection with the requirement to transpose this directive. The aim of the paper is to evaluate the valid legislation of the Czech Republic and Slovak Republic in the monitored area. Design and adoption of common social policy is conditional. Limited competencies, institutional and organizational heterogeneity among member states, and ideological-programmatic majorities in the institutions of the European Union (EU) have led to far fewer new legal instruments in recent decades. One of the key challenges is the unanimity requirement in the Council, enshrined in the Treaties in areas of great member state sovereignty. In 2019 the Commission proposed to allow a transition to qualified majority voting. This paper discusses what the transition entails in legal and procedural terms and highlights three key advantages it holds. To this aim it provides an overview of the policy areas and instruments that the Commission would like to transfer to qualified majority voting. It outlines how the potential that majority voting offers for EU social policy could be exploited better with more ambitious initiatives and discusses differentiated integration as an alternative.
