The theory and practice of community-based self-management and government–community co-management is examined in terms of the potential of these management systems to address some of the major biological, economic, and political problems of the salmon fishery of British Columbia, Canada. Particular attention is given to government–multiparty arrangements that integrate the concerns of multiple interests, while recognizing the special rights of aboriginal communities. Elements identified as key to the success of various arrangements include: (1) logistical arrangements, such as clear boundaries, membership criteria, interception agreements, and management-unit sizes appropriate to the abundance of natural and human resources; (2) cost-sharing arrangements, such as local cost recovery and local volunteerism; (3) power-sharing arrangements through checks and balances between local multiparty boards, a provincial board, and the Department of Fisheries and Oceans. The processes engendering social learning, through which government and local bodies could move toward such regimes, are discussed through a review of relevant literature on interorganizational conflict resolution, public policy, and organizational learning. Many of the elements of success of both arrangements and processes are likely to apply to a broad range of fisheries co-management situations.

How can we best empower people living in the most economically disadvantaged areas of the world to improve their lives in ways that matter to them? This book investigates work of the NGO Tostan as a working model of human development. The study is grounded in the ethnographic study of the actual change that happened in one West African village. The result is a powerful mix of theory and practice that questions existing approaches to development and that speaks to both development scholars and practitioners. Divided into three parts, the book firstly assesses why top-down approaches to education and development are unhelpful and offers a theoretical understanding of what constitutes helpful development. Part two examines Tostan's community-based participatory approach as an example of a helpful development intervention, and offers qualitative evidence of its effectiveness. Part three builds a model of how community-led development works, why it is helpful, and what practitioners can do to help people at the grassroots level lead their own human development.

Abstract An extensive body of literature documents correlates of and barriers to health service use, yet much less is known about satisfaction with home- and community-based services for persons with dementia (PwD). Daily diary data from 122 rural caregivers (CG) of PwD (814 daily diaries) were used to assess everyday service use experiences. At the last diary interview, CG identified areas where service use expectations were and were not being met. CGs reported problems with services used on fewer than 5% of study days (e.g., service provider was delayed because of car trouble). In contrast, 82% of CG identified areas where service expectations were not being met. Their most common concerns were lack of control over service availability and lack of adequate training among service providers. Recommendations for alternative ways for capturing service use satisfaction will be offered, and implications for theory and practice will be discussed.

If knowledge is a form of power, then to lack knowledge is to lack power, and to build knowledge is to build power. This seemingly basic notion is at the source of diverse streams of theory and practice entitled participatory action research, community-based research, counter mapping, popular education and empowerment evaluation. It is from these historical, political and methodological headwaters that a relatively new stream of work, called youth-led action research, evaluation and planning, arises. These practices, while distinct, all represent attempts to build the power and capacity of those at the margins of society to examine, define, and ultimately shape their worlds according to their needs, visions and values. Youth-led action research, evaluation and planning expands the social critique and progressive stance towards breaking the monopolies of power/knowledge to include age-based inequities, along with (and in relationship to) inequities based on race, ethnicity, class gender, sexuality and other markers of difference.

Developed by Paulo Freire, critical consciousness (CrC) is a philosophical, theoretical, and practice-based framework encompassing an individual’s understanding of and action against the structural roots of inequity and violence. This article explores divergent CrC scholarship regarding CrC theory and practice; provides an in-depth review of inconsistencies within the CrC “action” domain; and, in an effort to resolve discrepancies within the existing CrC literature, presents a new construct—transformative action (TA)—and details the process of TA development. Comprising three hierarchical levels of action (critical, avoidant, and destructive) for each level of the socio-ecosystem, TA serves as a model for community-based practitioners, such as those working in the fields of social work and public affairs. The authors argue that transformation is necessary to deconstruct the social institutions in the United States that maintain and perpetuate systemic inequity, creating dehumanizing consequences. Through critical TA, community workers can make visible hidden socio-structural factors, such as institutionalized racism and White privilege, countering the historic trend of community workers acting as tools of social control—that is, socializing individuals to adapt to marginalized roles and accept inferior treatment; maintaining and enforcing the status quo; and facilitating conformity with inequitable societal norms and practices. The authors also discuss the implications of community-based TA practice.

BACKGROUND Quality of life (QoL) is increasingly recognised as a key outcome of self-management interventions for bipolar disorder (BD). Mobile phone applications (apps) can increase access to evidence-based self-management strategies and provide real-time support. However, while individuals with lived experience desire support with monitoring and improving broader health domains, existing BD apps largely target mood symptoms only. Further, evidence from the broader mHealth literature has shown that the desires and goals of end-users are not adequately taken into account during app development, and as a result engagement with mental health apps is suboptimal. To capitalise on the potential of apps to optimise wellness in BD, there is a need for interventions developed in consultation with real-world users that are designed to support QoL self-monitoring and self-management. Objective: This mixed methods pilot study is designed to evaluate the beta version of the newly developed PolarUs app, which aims to support QoL self-monitoring and self-management in people with BD. Developed using a community-based participatory research framework, the PolarUs app builds on the web-based adaptation of a BD-specific QoL self-assessment measure, and integrates material from a web-based portal providing information on evidence-informed self-management strategies in BD. OBJECTIVE The primary objectives of this project are to: (1) evaluate PolarUs app feasibility (via behavioral usage metrics); (2) evaluate PolarUs impact (via the Brief Quality of Life in Bipolar Disorders, QoL.BD scale, our primary outcomes measure); and (3) explore engagement with the PolarUs app (via both quantitative and qualitative methods). METHODS Study participants will be North American residents (N=150) aged 18-65 years with a DSM-5 diagnosis of BD-I, BD-II or BD not otherwise specified (NOS) as assessed by a structured diagnostic interview. An embedded mixed-methods research design will be adopted; qualitative interviews with a purposefully selected sub-sample (~n=30) of participants will be conducted to explore in more depth feasibility, impact and engagement with the PolarUs app over the 12-week study period. RESULTS At the time of publication of this protocol, the development of the beta version of the PolarUs app is complete. Participant enrollment is expected to begin in February 2022. Data collection is expected to be completed by December 2022. CONCLUSIONS Beyond contributing knowledge on the feasibility and impacts of a novel app to support QoL and self-management in BD, this study is also expected to provide new knowledge on engagement with mHealth apps. Furthermore, it is expected to function as a case study of successful co-design between individuals living with BD, clinicians who specialise in the treatment of BD, and BD researchers, providing a template for future use of community-based participatory research frameworks in mHealth intervention development. Results will be used to further refine the PolarUs app and inform the design of a larger clinical trial.

This chapter argues that the UK territorial constitution rests upon a profound ambiguity about its central principles. Parliamentary sovereignty remains at the core of how the English understand their constitution. Yet in Scotland, Wales and Northern Ireland, alternative doctrines have flourished, especially since devolution, which conceded the right of each nation to determine its own form of government (popular sovereignty) and established a non-majoritarian system of power-sharing and cross-border governance in (Northern) Ireland. These developments imply that the UK is a voluntary ‘family of nations’ not a unitary state. Yet Westminster has never formally conceded this point and devolution could in theory be reversed by a simple parliamentary majority. Constructive ambiguity has been retained. However, the historic tendency to allow constitutional theory and practice to diverge may be unsustainable in the light of the EU referendum result and the wider mood of English political disaffection that Brexit has tapped into.

This chapter examines new directions in theory and practice of measuring schools' success. Relevant literature is synthesized to provide a holistic picture of current knowledge of the topic, highlighting meanings, principles and consequences. The chapter discusses the nature of success in schools. The major aim of the research is to analyze the most popular approaches towards measuring the success of schools, including effectiveness, efficiency, performance, and accountability. This chapter suggests measuring the success in public elementary school, based on extended set of measures and indicators. The expanded set of measurements could increase the validity of inferences about schools' effectiveness as well as efficiency and offer relevant information to principals and teachers about how to improve the school's performance.
