The Current State and the Prospects of Waste Management in Cambodia

The article identifies and reveals a set of problems in the field of improvement of settlements of modern Ukraine and suggests practical ways to solve them. The problems of the current state of the sphere of improvement of the settlements of Ukraine are covered. Ways to improve the improvement of settlements of modern Ukraine are proposed. Perspective directions of further theoretical and practical researches concerning improvement of the sphere of improvement of settlements of modern Ukraine are defined. The urgency of the need to improve the sphere of improvement of settlements of modern Ukraine is substantiated. The definitions of the concepts "improvement of settlements", "measures for improvement of settlements", "maintenance in proper condition of the territory", "street and road network", "greenery" are given. The following are indicated: types of improvement of settlements; landscaping subjects; the difference in the content of national and regional policy in the field of improvement of settlements of Ukraine. It is stated: that at the legislative level of Ukraine there are no unified approaches to the formation of state policy in the field of landscaping of the country as a whole; that the requirements of the Law of Ukraine "On improvement of settlements" are not fulfilled in full; that not all settlements have developed and approved regulations and program documents on the improvement of settlements. The subsystem of the sphere of improvement of settlements has been determined in accordance with the hierarchy-relevance. Problems of such subsystems as: subsystem of maintenance of a street and road network are defined; subsystem of external lighting of territories; subsystem of landscaping; utility subsystem (household waste management, burial, parking). The rating of priority problems in the field of improvement of the majority of settlements is defined. It was found that the priority of solving urgent and future problems of improvement in different settlements differs. The sphere of improvement of settlements of modern Ukraine as an object of public administration is characterized. The article formulates and solves a topical scientific problem in the field of public administration, which is to identify a set of problems in the field of improvement of settlements of modern Ukraine and suggest practical ways to solve them, and the conclusions and proposals serve as a basis for improving the improvement of settlements of modern Ukraine and further scientific studies.

The constant consumption of resources exerts pressure on the environment. In this sense, waste management has obtained increasing attention from the view of a circular economy. The European Union deals with these mentioned aspects, trying maintain long-term competitiveness and to provide sustainable development in accordance with all related environmental aspects. This paper focuses on the evaluation of the production of communal waste in 36 EU countries. The main aim is to evaluate the success of countries’ efforts to decrease waste production and increase recycling rates. The methodology used for the evaluation included data collected from the publicly available database Eurostat, consequent analyses and evaluation in the statistical software JMP 13 through regression, distribution, and cluster analysis, and the interpretation of the results. The results of the cluster analysis showed that despite clear EU waste management legislation, EU member states have significantly different waste management systems at the national level. However, generally, we could see positive correlation between the generation of waste and recycling rates. Although, Malta, Austria, Greece, and Norway recorded a decreasing level of waste recycling over the last several years, some countries (Slovakia, Poland, Czech Republic, Latvia, Lithuania) had significantly lower recycling rates accompanied by low landfill taxes. The evaluation of waste production and recycling can be used for government policy in the area of waste management, as well as for individual communities dealing with communal waste.

This article investigates the history of local self-government and public administration in relation to waste management to answer a question: Is there any relationship between the development of local self-government in towns and public administration in the Lands of the Bohemian Crown and the current state of development? Findings regarding the development of local self-administration are divided into the following eras: the period before the arrival of Slavs, early and developed feudalism, and the beginnings of the industrial revolution, ending with the foundation of the Czechoslovak Republic in 1918. Particular attention will be paid to municipal self-government in the city of Brno.

The paper presents the legal status of existing public enterprises in Slovenia before and after the adoption of Public-Private Partnership Act, that demanded the reorganization of existing public enterprises in the period 2007-2009. The paper also presents the analysis of local public utilities delivery mechanisms in Slovenia, focusing on the local public utilities providers in the field of water and waste management. The aim of the paper is to introduce the changes in the legal status of existing public enterprises, caused by new legislation and also to give an insight into the current state of local public utilities providers in the field of water and waste management. The results confirm the fact that public enterprise is the most common organizational form of local public utilities providers in the field of water and waste management and lead to conclusion that in the reorganization process the majority of existing public enterprises retained the status of a public enterprise.

The Construction and Demolition (C&D) industry is very close to various waste management issues as the generation of waste is inevitable in every construction. In Indonesia, to make an applicable implementation of C&D Waste Management, the improvement must be made by looking into the actual field process. The improvement uses DMAIC as the lean tools and VSM to state the current process of material from its delivery on the site into a waste. Waste that is being monitored is the most used materials in the case study project which are concrete. A notable project was taken for the study as it will help other structure projects to imitate the down-to-earth future state, aiming at the reduction of waste generation rate and also business process improvement. The result shows that the process of concrete from orders to waste took eight steps, and three of them are improved, producing 3% lesser waste from the current state. The best scenario WGR were analyzed to also answer the stakeholder interest within the case study.

The article considers the justification of the possibility of organizing a waste management system of electronic and electrical equipment dangerous to human health and the environment and the subsequent use of secondary raw materials based on them. The current state of production sector of collection and disposal of waste of electronic and electrical equipment in the EU and Russia was analyzed. A scheme for the organization of a waste management system for electronic and electrical equipment, including the main methods of organization and stages of the cycle of collection and processing of waste in municipalities, forms of organization of work with the population, a formula for calculating the need for the number of necessary vehicles for mobile reception points, has been proposed. It was concluded that at present there is a real opportunity for the implementation in municipalities of a project to create an organization of a waste management system for electronic and electrical equipment, which does not require significant funds from the municipal budget.

Increasing requirements concerning the environmental protection and waste management result in the development both new and effective recycling methods of various fractions of waste. From the technical and natural sciences point of view, the utilization of hazardous waste is essential. The inappropriate utilization of hazardous waste causes the environmental degradation. Particularly harmful waste is asbestos using not so long ago in many sectors of economy, including automotive industry. Despite of the ban of production and exploitation of asbestos, waste containing asbestos minerals are still in the environment. The necessity of the utilization of asbestos waste leads to the development of high-efficiency recycling methods with the application of different technologies. This paper shows the current state of knowledge concerning the asbestos waste with particular reference to the automotive industry. The recycling methods of asbestos used both in laboratory and industrial scale are also presented.

This study elucidates the current state of hazardous waste management in industrial parks with a particular focus on Jiangsu Province. The development of the Internet of Things and big data technology has encouraged the application of intelligent technologies for hazardous waste management. However, the concept of considering each chemical park as a large enterprise have been suggested to reduce potential risks from the transportation of hazardous waste, help local environmental protection departments intuitively understand the position of park administrators, and to realize cyclic utilization of hazardous waste resources. We propose integrated management of hazardous waste at the chemical park level. In this study, principles such as integrated closed management, data unification, clustering management, and intelligent technologies were introduced for hazardous waste management in chemical parks. Additionally, potential approaches, such as a unified environmental butler service, an intelligent standard box system, and system optimization scenarios, are proposed and comprehensively explained. These approaches are likely to enable informed, structured, comprehensive, and interdisciplinary management of hazardous waste not only in chemical parks but also in industrial parks in general in the future.

Like the other Moroccan territories, Khenifra region faces many problems in household waste management, due to produced waste quantities, the insufficient infrastructure and the low level of environmental education. Khenifra region contain a diversified and fragile natural environment. In this work, we used the social approach that aims to diagnose the current state of waste management in the study area and in order to propose appropriate solutions for a successful management, as results, the existence of several deficiencies and constraints in the daily operations of collection and landfilling. Surveys and field visits have been carried out showed that the human and material resources used in the west management operation are not sufficient and not respect the environmental conditions. Facing these constraints require, an effective strategy for management of household waste in this territory has been developed to ensure a better collect and treatment. Thus, our proposed strategy cannot succeed without population involved, it requires collaboration between municipalities, delegated companies and citizens as well.
